Today, 19:22-The EU border agency Frontex will have a pool of 1,500 border and coast guards, according to a proposal to make it bigger after the creation of the new corps. Germany will contribute 225 guards, followed by France (170), and Italy (125). Malta will contribute the fewest with six, while Cyprus and Luxembourg will provide eight each, the EU said Monday. The UK is not part of the scheme.

BRUSSELS, Today, 19:52-Nato chief Jens Stoltenberg has said Brexit will make no difference to the UK’s role in Nato.“Brexit will change the relationship between the UK and the European Union, but it will not change the UK’s position in Nato. The UK will remain a strong and committed ally”, he said in Brussels on Monday (4 July).“I am certain … that the new government in the UK will confirm this”, he added.“It’s important because the UK is a major provider of security in Europe … It accounts for nearly one quarter of defence spending among European Nato allies”, he said.He added that “in an age of uncertainty” the EU and Nato “need each other more than ever”.Stoltenberg spoke to press one week after the UK’s shock vote to leave the EU and a few days ahead of a Nato summit in Warsaw.Some British commentators had said that if the EU got tough on the UK in the future exit talks, for instance, by shutting the City of London out of the single market, then the UK could retaliate by withdrawing its Nato-linked security guarantees.But Andrew Dorman, a scholar of security issues at Chatham House, a London-based think tank, echoed Stoltenberg.“I would be surprised because for at least the past 400 or 500 years it has been accepted that it’s in Britain’s interest to have a peaceful and stable Europe, a Europe that isn’t dominated by a single country or a single group of countries”, he told EUobserver.“The last thing Britain would want to do is to leave Europe alone to face a resurgent Russia”, he said.Judy Dempsey, a Berlin-based scholar of EU affairs for the Carnegie Europe think tank, agreed.“It would be a very strange blackmail. I came into this struggle from business because I wanted us to be a self-governing nation, not to become a career politician," Farage said in a statement on Monday (4 July).Farage was elected as a member of the European Parliament first in 1999 and has been an MEP ever since. He has unsuccessfully fought five times for a seat in the UK parliament.This is the third time Farage has announced his resignation as party leader.The most recent time was in May last year, when he failed to win a seat in the British general election. He then retained his leadership position after party members insisted.This time he vowed not to come back and not to stand for MP either.“During the referendum I said I wanted my country back … now I want my life back,” he said at a press conference in Westminster.“I now feel that I’ve done my bit, that I couldn’t possibly achieve more,” he added.Farage's resignation as party leader does not effect his position as an MEP, although European Commission president Jean-Claude Juncker last week asked him and his fellow Ukip deputies in the parliament: "Why are you still here?"The 52 year-old Farage said that he and other Ukip MEPs would remain in the EP as long as the UK is a member of the EU. BRUSSELS, Today, 09:12-The European Commission will give its verdict on Spain and Portugal's efforts to reduce their deficits on Tuesday (5 July).Amid post-Brexit debates on EU powers over member states, it is expected to spare both countries even if it says they have not done enough.An EU source on Sunday told the Reuters press agency that Spain and Portugal would get a three-week delay to take "effective action" to reduce their deficit.Other sources had earlier told the Wall Street Journal that the college of commissioners would open a procedure against the two countries but that it would propose to impose a symbolic fine of zero euro.In May, both countries were given one more year to reduce their deficits to below 3 percent and until July to announce measures. That equated to a deadline of the end of 2017 for Spain and the end of 2016 for Portugal.In 2015, the Spanish deficit was 5.1 percent of GDP while Portugal's was 4.4 percent.Likewise, Portugal last year posted a fiscal gap of 4.4 percent of GDP, despite having previously agreed to bring it below 3 percent.The main reason for that decision was the Spanish general election on 26 June. A new three-week delay would likely be explained by the fact that no government has been formed yet.The question whether to impose sanctions on Spain and Portugal is divisive among officials in the EU.On Sunday, the German commissioner, Guenther Oettinger, said that the EU "must decide sanctions on Spain and Portugal" and that any other decision could "not be explained to people".In recent days, German finance minister Wolfgang Schaeuble and Bundesbank president Jens Weidmann also said that the British vote to leave the EU should not be used to ease the EU's fiscal rules.-'Common sense'-Speaking to journalists in Bratislava on Thursday, Slovak finance minister Petr Kazimir said that the EU "cannot have double standards - that would be shooting ourselves in the foot”.He also said that the EU needed to distinguish "recklessness" from situations where countries need some time to improve the situation, however.After Slovakia took over the six-month EU presidency on Friday, Kazimir is to chair the meetings of finance ministers that would have to approve the commission's proposal on Spain and Portugal.Italian prime minister Matteo Renzi last week said he opposed sanctions and that it would be "absurd not to use common sense".According to Spanish media, most EU leaders at a summit last week said there should be no sanctions in order not to destabilise Spain and Portugal after Brexit.

OTTAWA - The head of NATO has singled out Canada with praise for agreeing to take a leadership role in the standoff with Russia.Speaking in Brussels on Monday, NATO Secretary General Jens Stoltenberg said Canada's promise to lead a 1,000-strong force in Eastern Europe sends a clear signal that the alliance is strong and united."This is a great contribution to our common security, and a clear signal that our nations will defend one another on both sides of the Atlantic," Stoltenberg said in a press conference held days before NATO leaders, including Prime Minister Justin Trudeau, meet at a summit in Warsaw.The Liberal government announced last week that Canada would join Germany, the United Kingdom and the United States in leading a 4,000-strong NATO reassurance force in the Baltics and Poland.The decision came after significant pressure from European and American allies, with U.S. President Barack Obama stating in his address to Parliament on Wednesday that "NATO needs more Canada."Canadian troops are expected to be deployed to Latvia, where they will make up the majority of a 1,000-strong battalion that will also include forces from other NATO members. Germany, the U.K. and the U.S. will lead similar units in Lithuania, Estonia and Poland.Eastern European NATO members have been clamouring for a bolstered alliance presence in the region since Russia seized Crimea and began supporting separatist rebels in eastern Ukraine in early 2014.Stoltenberg emphasized the deployments were not intended to aggravate Russia.
