BRUSSELS, Today, 09:27-A spate of killings over the weekend has left Germany in shock as police attempt to piece together the motives behind the attacks.On Sunday (24 July), a 27-year old Syrian migrant who had failed to obtain asylum killed himself and injured 12 others after detonating a bomb at a music festival in Ansbach, in southern Germany.The man is said to have attempted suicide twice before. He had also been admitted to psychiatric care, reports Deutsche Welle.In Reutlingen, a city in south-west Germany, a 21-year old Syrian refugee also on Sunday hacked to death a pregnant woman from Poland outside a fast food restaurant.He injured two more people before bystanders and police stopped him. German media say he had fallen in love with the victim, but that she had rejected his advances.Sunday’s attacks came after a shooting on Friday in a shopping centre in Munich, in southern Germany, by an 18-year German-Iranian who appears to have been inspired by Anders Breivik, a Norwegian far-right mass killer.The shooting left nine people dead, most of whom were young people of Turkish and Kosovar-Albanian origin, and another 21 injured. The killer, who then committed suicide, had suffered from depression.The weekend murders’ had been preceded by an axe and knife attack one week earlier on a commuter train near Wurzburg, in southern Germany, by a teenage Afghan refugee who appears to have been inspired by Islamic State (IS), the jihadist group based in Syria and Iraq.Earlier still in April, three Muslim teenagers in Essen, north-west Germany, detonated explosives at a Sikh temple, killing three people.The attacks in Germany come in the wider context of IS-linked terrorist attacks in France, Belgium and Turkey.-Gun controls-German authorities are now calling for tighter gun controls after it emerged the Munich mall gunman had bought a pistol and 300 rounds of ammunition on the internet.The pistol had been deactivated to be used as a prop, but was later reactivated. A suspected suicide bomber has killed himself and injured 12 others, three seriously, in an explosion outside a wine bar in the German city of Ansbach.Detectives have said the attacker was a 27-year-old Syrian man who had been denied asylum in Germany.Security officials say he detonated an explosive device after being turned away from a music festival being attended by thousands of people because he didn't have a ticket.Joachim Herrmann, Bavaria's interior minister, said the contents of his backpack had the potential to kill and injure many more victims as they included both explosives and metal parts.A spokesman for Germany's interior ministry said the danger of an attack remained high."Due to the situation in Syria, he was not deported. In spite of the rejected application, he was given exceptional leave to remain," Mr Herrmann said. Interior ministry spokesman Tobias Plate said there had been a continued intention to deport the man."Syrians cannot be deported to Syria at the moment, but that doesn't mean that Syrians overall cannot be deported," he said at a news conference. "The Syrian in Ansbach was facing deportation and this was to Bulgaria" (where he had first submitted a request for asylum).Mr Plate said the suspect had received two deportation notices, most recently on 13 July. The suspect was known to the authorities and had repeatedly received psychiatric treatment, including for attempted suicide. "We don't know if this man planned on suicide or if he had the intention of killing others," Mr Herrmann said."My personal view is that I unfortunately think it's very likely this really was an Islamist suicide attack," he told German news agency dpa. "The obvious intention to kill more people indicates an Islamist connection."But a spokesman for the prosecutor's office in Ansbach, Michael Schrotberger, took a more cautious line. "If there is an Islamist link or not is purely speculation at this point," he said. A large-scale operation involving 200 police and 350 rescue workers was launched, and a helicopter brought in. JAKARTA (Thomson Reuters Foundation) - More than 90 percent of rape cases in Indonesia go unreported, highlighting the country's "deafening silence" around sexual violence as victims fear being blamed, organizers of a recent poll on the issue said on Monday.The survey was carried out after the gang-rape and murder of a schoolgirl sparked public outrage.It was published last week, on the same day the government pledged to set up a center to collect statistics on rape, seen by campaigners as an important step in helping prevent future sexual assaults.Of the 25,213 respondents polled online, around 6.5 percent - or 1,636 people - said they had been raped and of these, 93 percent said they had not reported the crime, fearing repercussions.Two-thirds of the rape survivors were under 18, according to the survey jointly conducted by Lentera Sintas Indonesia, a support group for victims of sexual violence, local magazine Magdalene and online petition website, Change.org.Sophia Hage, campaign director at Lentera Sintas said the high percentage of rape cases going unreported was the "tip of the iceberg" in the country of 250 million people."It is a mirror of how sensitive the issue is and that people don't want to talk about it," Hage told the Thomson Reuters Foundation."The number one reason they are not speaking up is because of the social stigma and the victims are afraid to be blamed, so there is a deafening silence around the issue," she added.Some 58 percent of the respondents - mostly women but also some men and transgender people - said they had experienced verbal sexual harassment. About 25 percent said they had been physically assaulted, including being groped and kissed.The survey was carried out in June. NEW DELHI (AP) — Police were questioning two men Monday in the gang rape of a 25-year-old Israeli tourist who accepted a car ride while traveling in the northern Indian state of Himachal Pradesh.The woman, who had been looking for a taxi, got into the car in the hill resort of Manali before dawn Sunday to travel to a nearby town, said Padam Chand, a police superintendent in Manali.There were six men in the car and two of them raped the tourist after stopping at a desolate spot, he said.Two of the men were in police custody and a search was on for the other four. Chand said the men would be arrested if police found evidence that they were the ones involved in the gang rape."Arresting the four men who are absconding is our topmost priority. We have alerted police in all nearby districts," Chand told reporters late Monday.Five of the men are Indian and the sixth is Nepali, he said. All are in their early 20s, Chand said, adding that police had impounded the car used in the assault.Manali police were in touch with officials at the Israeli Embassy in New Delhi and were keeping them informed about the progress in the investigation.The picturesque hill resorts of Himachal Pradesh are very popular with young Israelis who travel in India after their military service, despite concerns about the safety of women.In 2012, an Australian tourist was raped in Kullu valley, also in Himachal Pradesh. The next year, an American woman was gang raped by three men in Manali when she took a ride with them in a truck.Reports of rapes of women highlight the persistence of such violence in India despite a public outcry following the fatal gang rape of a young woman in moving bus in New Delhi in 2012.Public fury over that case led to more stringent laws that doubled prison terms for rape to 20 years and criminalized voyeurism and stalking. But many women say daily indignities and abuse continue unabated and that the new laws have not made the streets any safer.

CAIRO (AP) — Arab officials gathered in a tent in the Mauritanian capital Monday, in the most poorly attended Arab League summit in years, a sign of the region's disarray.Just a handful of leaders from the Arab League's 22 member states turned up, pointing to the pan-Arab organization's struggles under the strain of various regional crises — including the conflicts in Syria, Yemen, Iraq and Libya.Past initiatives — such as last year's plans for a joint Arab military force to fight Islamic militancy and confront Iran's aspirations — have failed to gather steam. Gunfire at teen nightclub party leaves 2 dead, 17 wounded-[The Canadian Press]-July 25, 2016-YAHOONEWS

FORT MYERS, Fla. — Gunfire erupted at a nightclub hosting a swimsuit-themed party for teens in Florida, leaving two teens dead and at least 17 other people wounded, officials said Monday.It was not immediately clear what triggered the violence, but Fort Myers police Capt. Jim Mulligan said the shooting was not an act of terror. Police detained three people and said the area around Club Blu had been deemed safe, Mulligan said.The slain teens were 14-year-old Sean Archilles and 18-year-old Stef'an Strawder, police said. Archilles lived about a mile from the nightclub, said his father, Jean Archilles. Archilles said his son loved to play football and basketball."He liked to make people laugh. He's a funny kid. He's always joking," Jean Archilles said.He said he doesn't wish bad for the shooter."When he lays down in his bed, how is he feeling about what he did? A 14-year-old kid!" Archilles said. "Is he thinking about his family, his friends? Because everybody has family and friends. Does he feel good about himself?"Four people were in the hospital. Two were in critical condition and two in fair condition, said Lisa Sgarlata, the chief administrative officer at Lee Memorial Health System.All of the other patients were treated and released. The victims ranged in ages from 12 to 27.Police said they want to talk to some of the victims who were treated and released from the hospital and haven't yet spoken with investigators."It is imperative that all persons who were involved with this incident come forward so that this incident can be properly documented and statements obtained from all involved," Mulligan said.There were two active crime scenes — the club and a street in the area, which also remained closed as police investigated.The club is in a strip mall that includes a daycare centre and is across the street from a large apartment complex. The shooting happened about 12:30 a.m. Monday, just as the club was closing and parents were arriving to pick up their children.Syreeta Gary told WFTX-TV her daughter ran to avoid being shot. Her daughter was OK, but her daughter's friend "got hit in the leg and luckily it's just her leg," she said."Her dodging bullets and running, dropping in between cars, it's ridiculous that these kids have to go through this," Gary said. "They can't enjoy themselves because you have other people that have criminalistic minds and they just want to terrorize things."A post on Club Blu's Facebook page said there was armed security at the event."We are deeply sorry for all involved," the post read. "We tried to give teens what we thought was a safe place to have a good time."Law enforcement removed some of police tape by Monday morning, allowing the media and public to get closer to the entrance to Club Blu.There were bullet holes in concrete planters and wooden support beams. Sheriff's evidence markers were still affixed to the holes. The letter "A'' was attached near a post, while nearby "L," ''M," ''N" and "O'' we're marked near a planter filled with scraggly foliage."It breaks my heart. No family should have to endure this kind of pain," said Sylvia Bargouthi, a mother who didn't know any of the victims. "Children should be able to enjoy their life without being brutally murdered."Bargouthi carried a small stuffed animal with her and placed it near the club's entrance.State records online show the alcohol license for Club Blu was revoked June 7 because of an incident that occurred a year ago, but there were no additional details available, according to records from the Department of Business and Professional Regulation. The same records show that a complaint was filed in 2014 for "criminal activity" and that the club was given an official notice.The shooting comes more than a month after a nightclub shooting in Orlando that was the deadliest shooting in modern U.S. history. BRUSSELS, Today, 09:26-A brake on EU migrants, single market access, UK contributions to the EU budget, and UK cooperation in EU security structures - formal talks on Britain’s exit from the Union have not begun, but a deal is already taking shape.Senior British and EU sources, who asked to remain anonymous, told The Observer, a British weekly out on Sunday (24 July), that the UK would be allowed to exclude EU workers for up to seven years but would get permanent access to the single market.They said the UK would still have to make large payments into the EU budget, on the model of associated nations such as Norway and Switzerland.The seven-year immigration brake would go much further than the four-year brake on some types of welfare for EU migrants that the UK had been offered prior to the referendum.Commenting on The Observer’s report, Dutch MEP Hans van Baalen said the UK would also have to let EU migrants who are already living in the UK stay in place.“If the rights of EU citizens now living the UK can be guaranteed permanently by the UK government, then I think we can look at some form of emergency brake on free movement of labour,” he said.Philip Hammond, the British finance minister, told the BBC at a G20 meeting in China: “What we now need to do is get on with it in a way that minimises the economic impact on the UK economy in the short term and maximises the benefit in the long term.“I don't think they [the EU] are in punishment mode.”But John Redwood, a Conservative MP, told The Observer that temporary curbs on EU immigration would not be good enough.“The UK did not recently vote for a slightly beefed up version of [former British PM] Mr Cameron’s attempted renegotiation with the EU. "Conditions were really tense."The nuclear rockets at the base were the same model as those whose deployment on Cuba triggered the Cold War standoff between the United States and the Soviet Union."Those missiles could reach a radius of 2,000 km (1,250 miles)," said Ilgonis Upmalis, a former member of the Soviet military and an 80-year-old expert on Soviet military bases in Latvia."They could reach parts of Europe. China, in particular, has decried the system because, it has said, it will destabilize an already fragile region and negatively affect “world peace,” as The Christian Science Monitor’s Jason Thomson reported.“I certainly don’t believe THAAD or any missile defense is a panacea,” Jonathan Pollack, of the Center for East Asia Policy Studies at the Brookings Institution, told Mr. Thomson. “But if it inhibits North Korea, under some extreme circumstances, from using its capabilities, and instills some confidence in the government of South Korea to defend key assets and population areas in a more integrated fashion, then it’ll be money well spent.”It’s unclear if China agrees. SLOVIANSK, Ukraine/MOSCOW (Reuters) - On Feb. 12 last year, the same day that a ceasefire ended the worst of the fighting in eastern Ukraine between rebels and government forces, a former rebel fighter seized a chance to turn his inside knowledge of the conflict into hard cash.He traveled to a spot on the Russian-Ukrainian border where he retrieved a cache of weapons hidden there earlier by his comrades in the pro-Russian rebel movement.Four days later, shortly before 6:00 p.m., he and a friend showed up in a taxi at a fuel station in western Russia where they had arranged to meet a contact ready to buy the arms, according to Russian court documents.He and the friend opened the trunk of the taxi, and began transferring the cargo into the buyer's vehicle. Concealed in a sports bag and a rucksack were three automatic weapons, 1,258 bullets, 20 grenades, and 20 detonators for the grenades.The buyer was an undercover police officer and the former rebel, identified in the court documents as Y.V. Mikhailov, was sentenced this year to two and a half years in jail.The fighting in eastern Ukraine between the Moscow-backed separatists and Ukraine's pro-Western government killed hundreds of people, displaced thousands of residents and created a Cold War-style stand off between Moscow in the West.It also had another consequence that is less visible but could in time prove equally dangerous: the conflict took huge amounts of arms out of government arsenals and put them in the hands of irregular units unable to properly control them.Now the fighting has subsided, according to security officials and experts on the arms trade, the weapons are getting into the hands of criminals and being spirited to buyers well beyond the conflict zone.Interviews by Reuters with security officials and rebels, as well as study of law enforcement data and court documents have shown that weapons are being channeled out of the conflict zone in eastern Ukraine in significant numbers, in some cases as part of an organized underground trade."Of course, they have moved arms across, and they're moving them across now," Igor, a fighter with a pro-Russian rebel unit in eastern Ukraine told Reuters in an interview. "Mainly they take Kalashnikovs," he said.-ARSENALS PILLAGED-When, in the spring of 2014, the armed rebellion started in Ukraine's Russian-speaking regions of Donetsk and Luhansk, police and soldiers abandoned their bases.That left the rebel militias to pillage the stores where Ukraine -- one of the world's biggest arms manufacturers - kept its sizable arsenal.Meanwhile on the pro-Ukrainian side, because the army was in near-collapse, irregular militias were formed, some of them only loosely part of the chain of command, and they were given, or scavenged, weapons from official supplies.While the fighting raged, the weapons stayed in the conflict zone. In February 2015, the sides in the conflict agreed a ceasefire. The fighting did not stop, but the intensity subsided, and weapons started leaking out of the battlefield.Official data is patchy but what figures there are indicate the problem is getting worse. The number of prosecutions for weapons offences so far this year in Ukraine is double the amount for the whole of 2015, according to the general prosecutor's office.In many cases, the cause is negligence. Irregular units often do not keep proper control of the weapons in their inventories or fail to make soldiers surrender their guns when they go on leave.“It’s mostly people taking them home for the sake of it," said Serhiy Alyoshin, the chief of police in the town of Sloviansk, which is on the edge of the conflict zone and controlled by Kiev."Some say ‘I forgot’, some say ‘It’s for fishing’ or ‘It’s a present for a friend’ and then we hear about these things blowing up in apartments, in yards and on the street. It’s a threat to national security.”In some cases, Ukrainian security officials said, irregular pro-government units set up private weapons caches to avoid surrendering their arms to the authorities in Kiev, whom they do not trust.In March this year, the police force in Sloviansk uncovered a cache of weapons and explosives in the back of a garage filled with cardboard boxes and household junk.In police footage seen by Reuters, officers laid the weapons and explosives out on the ground. There were at least three anti-tank rocket launchers, several rockets, hundreds of bullets, around 15 hand grenades and two anti-tank mines.-ORGANIZED CRIME-But there is evidence too of criminal intent to smuggle weapons out for sale to organized crime groups."Of course, anyone who has the will and the means can get into the business - organized criminal groups have always traded weapons," said Olena Hitlyanska, a spokeswoman for Ukraine's State Security service, or SBU. "Now the channel for buying these illegal weapons has widened," she said."In past years we seized pistols and rifles that people had in their own collections or for hunting. Now grenade launchers are seized, and blocks of TNT."Igor, the rebel fighter, said there was now a well-organized trade in illegal weapons from eastern Ukraine into Russia."If before they shipped whatever came to hand, now it happens in a more orderly fashion, practically by appointment," said Igor, who asked to be identified only by his first name for fear of reprisals for speaking about the trade.In one rebel unit "they practically keep a list of who will take the iron across the border and when," he said, using a slang term for weapons.He said the weapons were smuggled from rebel-controlled eastern Ukraine into Russia via illegal border crossings.He said much of the smuggling was done by rebel fighters from Chechnya and Ingushetia, in Russia's volatile North Caucasus region, who ship the weapons back home.A spokesman for the rebel administration in eastern Ukraine's Donetsk region, Eduard Basurin, said about arms smuggling: "Maybe at one point it was present, but that this is being done in an orchestrated way, that's rubbish."-DESTINATION: MIDDLE EAST-So far, there is little evidence of where the weapons smuggled out of the Ukraine conflict zone end up.In May, Ukrainian border guards detained a 25-year-old Frenchman with ties to far-right groups in France who was trying to cross from Ukraine into Poland with weapons including rocket launchers and Kalashnikov assault rifles in his Renault van.Ukraine's SBU said the man had made contact with armed militias in Ukraine and inquired about buying arms from them. When they found out about this, the SBU said its agents sold the man deactivated weapons.But that case appears to be an outlier. The illegal arms trade in western Europe -- where the items most in demand are small quantities of light firearms -- is dominated by supplies from ex-Yugoslavia, and it is unlikely Ukrainian weapons would be able to break into that market.Instead, most of the weapons from Ukraine will be destined for other conflict zones in places such as Iraq, Syria and Libya where there is a demand for heavy weapons in large enough quantities to make it worthwhile for black market arms dealers.Mark Galeotti, an expert on ex-Soviet organized crime, said some of those Ukrainian weapons would be transported through the Ukrainian Black Sea port of Odessa, then into the Mediterranean, some south through the Balkans, and some through Russia's North Caucasus region."Usually it is relatively easy to get a pistol or anything up to an assault rifle," said Galeotti, senior research fellow at the Institute of International Relations Prague."But it is much harder to get an RPG (rocket-propelled grenade) or a machine gun or the boring things like spare parts for the above. (Reuters) - Demand for power in New York state on Monday will top Friday's high for 2016 as consumers crank up their air conditioners to escape a heat wave.The New York Independent System Operator (ISO), which operates the state's power grid, forecast demand would reach about 32,400 MW on Monday, topping the high for the year of 31,187 MW set on Friday.That, however, is still well below the ISO's all-time high of 33,956 MW set in July 2013.Consolidated Edison Inc, the biggest electric company in the state, meanwhile forecast demand in its New York City and Westchester service area on Monday will top Friday's high for the year of 12,124 MW.That was still far below Con Ed's record of 13,322 MW set on July 19, 2013.Other than some local outages related to equipment failures in parts of the city, the company is not having problems keeping the lights on, Con Ed spokesman Alfonso Quiroz said.High temperatures in New York City have topped 90 degrees Fahrenheit (32 Celsius) since July 21, reaching a peak of 96 on Saturday, and are expected to remain over 90 through this Thursday, according to AccuWeather meteorologists.Over the weekend, Con Ed called on customers in a few neighborhoods in Manhattan, the Bronx and Staten Island to conserve energy. Oil spill triggers second Saskatchewan city to shut down water intake-[The Canadian Press]-July 25, 2016-YAHOONEWS

PRINCE ALBERT, Sask. — The sighting of an oily sheen on the North Saskatchewan River from last week's Husky Energy pipeline leak has prompted the City of Prince Albert to shut down the intake at its water treatment plant.City manager Jim Toye said the slick was spotted near the Saskatchewan community of more than 35,000 shortly after 6:00 a.m. Monday."Right now, we are not receiving any water into our plant from the North Saskatchewan River."Toye said the city's reservoirs had a two-day supply of water and the city could get permission from Saskatchewan's Water Security Agency to tap its storm retention pond for treatment and distribution.That would add another four to five days worth of water.Work was already underway to lay out a temporary pipeline stretching upwards of 30 kilometres to draw water from the South Saskatchewan River, should the water emergency continue for a much longer period. It was hoped work on the line could be completed within the next two days.Prince Albert city council was also holding a special meeting Monday to discuss what Toye called "drastic" water conservation measures that would include no watering of private lawns, golf courses, city parks and water fun parks.Car washes, laundromats and any other businesses that consume high volumes of water would also be closed. Toye pointed out that anyone caught breaking the rules would face a $1,000 fine."We need a deterrent. This is a very serious situation," said Toye. "We don't want anyone thinking this doesn't apply to them."North Battleford, which is further upstream on the river, shut off its water supply intakes on Friday and is relying on a limited supply from wells.The oil pipeline that leaked near Maidstone, Sask., last Thursday runs from Husky's heavy oil operations to its facilities in Lloydminster and carries oil mixed with a lighter hydrocarbon, called a diluent, that's added to ease the flow. Between 200,000 and 250,000 litres escaped.Husky has been working since last week to clean up the spill. But Wes Kotyk with the Saskatchewan Ministry of Environment said Sunday that about 100,000 litres had been collected so far.Kotyk also said officials don't know how long the cleanup could take, since the plume of the spill has broken up and slicks can get hung up on bends and take time to move along the river. Environment and Climate Change Canada was to use aerial surveillance to help build a model to determine the spill's impact.Kotyk also said Sunday that three birds are confirmed to have been affected. CHICAGO (Reuters) - As many as 1.65 million women of childbearing age in Central and Latin America are at risk of being infected with Zika, resulting in tens of thousands of pregnancies that could be affected by the mosquito-borne virus that is linked with severe birth defects.The projections, published on Monday in Nature Microbiology, are based on an enhanced model of the Zika outbreak. Prior modeling efforts that focus on the number of cases have been challenging because people infected with Zika often don't have symptoms.The new research takes into account prior outbreaks of similar viruses, mosquito transmission patterns, climate conditions, virus incubation periods, and the impact of herd immunity - which occurs when a high percentage of a population becomes immune to an infection.Herd immunity can extinguish an outbreak when so many people become immune - either naturally or through vaccination - that the virus no longer spreads efficiently.The researchers also calculated the potential impact of economic factors.According to study co-author Alex Perkins of University of Notre Dame, women in poorer areas are at greater risk for Zika because they are less likely to have screens on their windows and air conditioners - two factors that have a major influence on reducing exposure to mosquitoes that carry Zika.Given all these parameters, they estimate that up to 1.65 million women of childbearing age in Latin America and the Caribbean are at risk of contracting Zika in the first wave of the outbreak."That is a cumulative number over the course of roughly the first two to three years of the outbreak," Perkins said.
