The EU should develop military autonomy from NATO and take a stronger role on the global stage as it must be able to “repel, to respond and to protect,” a new EU security strategy says, encouraging closer military cooperation within the union.The EU cannot any longer rely on NATO on various security issues and must instead develop an ability to “act autonomously if and when necessary,” a document named European Union Global Strategy says as it outlines new foreign policy and security proposals for the EU.“As Europeans we must take greater responsibility for our security. We must be ready and able to deter, respond to and protect ourselves against external threats,” the paper, drafted by EU foreign policy chief Federica Mogherini, says.“While NATO exists to defend its members — most of which are European — from external attack, Europeans must be better equipped, trained and organized to contribute decisively to such collective efforts, as well as to act autonomously if and when necessary,” it adds.The document, presented to the European leaders at the European Council meeting on June 28, also sets ambitious goals for the Union in the face of new external security challenges that, according to the paper, range from so-called Russian “aggression” and Ukrainian crisis on the eastern borders of the block to terrorism and social and political turmoil in the Middle East and Africa.“An appropriate level of ambition and strategic autonomy is important for Europe's ability to foster peace and safeguard security within and beyond its borders,” it says.“A fragile world calls for a more confident and responsible European Union, it calls for an outward- and forward-looking European foreign and security policy,” the document emphasizes, admitting at the same time that the Union itself faces an “existential crisis.”German Chancellor Angela Merkel meets members of 4th Company, Rapid Action Force Medical Service (SES) of the German armed forces, Bundeswehr, at an army barracks in Leer, Ostfriesland, Germany © Fabian Bimmer Merkel wants Germany military budget boosted to counter ‘external threats’-“Our Union is under threat. Our European project, which has brought unprecedented peace, prosperity and democracy, is being questioned,” it reads.“A more credible European defense is essential also for the sake of a healthy transatlantic partnership with the United States,” the document also states. The US now subsidizes European defense by vastly outspending all other NATO members and paying about 75 percent of the bloc’s spending.In the meantime, the paper also actively encourages European countries to increase their defense spending and create strong defense industry that would become a basis of the union’s future military autonomy.“Investment in security and defense is a matter of urgency,” it states, stressing that “defense cooperation must become the norm.”EU should “systematically encourage defense cooperation and strive to create a solid European defense industry, which is critical for Europe’s autonomy of decision and action,” the paper adds, stressing that member states must channel "a sufficient level of expenditure to defense, make the most efficient use of resources, and meet the collective commitment of 20 percent of defense budget spending devoted to the procurement of equipment and research & technology,” if they want to be able to cope with external threats.The paper doesn’t explicitly mention the creation of an EU army that would require a change to the European constitution and international treaties but it actively calls for removing all barriers that could hamper the union’s military capabilities.“We must develop the capacity for rapid response also by tackling the procedural, financial and political obstacles which prevent the deployment of the battle groups, hamper force generation and reduce the effectiveness of … military operations,” it says.At the same time, the work on the document was also kept secret as the UK was preparing to hold a referendum on its EU membership out of fears that it could affect the outcome and shift the balance in favor of the “Leave” campaign because the UK previously opposed creating an EU army.Meanwhile, EU officials repeatedly voiced the idea of forming the Union’s own armed forces. On June 26, the head of the European Parliament Committee on Foreign Affairs, Elmar Brok, said that the EU needs a common military headquarters that could pave the way for a united EU armed force, which would make the block’s policy much more effective and strengthen its role in the world.In 2015, EU Commission President Jean-Claude Juncker called for the creation of a united European army, which he said would be aimed at “deterring” Russia and strengthening the alliance.With its own army, EU would also be able to protect “peace in a member state or in a neighboring state,” he said at that time.In the meantime, a Pew poll has shown Europeans are weary of hard power and are reluctant to boost defense spending, despite the commitment to do so by their governments.

The idea of a common European military headquarters has been revived by the head of the European Parliament Committee on Foreign Affairs, shortly after the UK’s citizens voted in favor of Brexit.“We need more cooperation in the European defense policy,” Elmar Brok told Die Welt.The new armed forces could be modeled after the Franco-German model, making European foreign policy much more effective, Brok believes.“We need a common (military) headquarters and a coalition (of EU countries) acting in accordance with the permanent structural cooperation of the EU Treaty. From such a group an EU army could eventually emerge,” said Brok.A united EU armed force would “strengthen the role of Europeans in [global] security and defense policy, make Europe fulfill better its responsibilities in the world and would also achieve more synergies in defense spending,” the MEP said.The head of the Foreign Affairs Committee acknowledged that at present an EU army is not possible due to legal restraints and restrictions, and creating one would imply making changes to the European constitution and international treaties. As Britain voted to leave the EU, Brussels leaders begin plans to set out their new military strategy, believed to include plans for a controversial EU army.And they will announce how they intend to spend their £1trillion budget for the next seven years this week after 'delaying' their proposals until after the referendum.They will also present a raft of measures that cover everything from their plans to introduce EU border checks and the accession to the European Convention of Human Rights.According to insiders, politicians from the 28 member states have been waiting for months as bureaucrats dragged their heels on settling their draft budget and tabling a number of key proposals.The budget proposals, known as the multi-annual financial framework, were shelved at the last minute last month.A source said: "Commission officials said there was 'no link' between the delay and the British referendum but parliamentarians see it as an effort to avoid a discussion of EU spending before the crucial vote."It had already delayed the presentation of its mid-stream review of the EU’s seven-year budget plan until the autumn so as not to fuel British Eurosceptic arguments before the referendum."The fact that it's on the table just days after the vote says a lot."Bulgarian economist and administrator Kristalina Georgieva, currently serving as European Commissioner for Budget and Human Resources, notified members of the European Parliament’s budget committee that her team needed more time to complete their proposals blaming the issue on the migrant crisis.At the time they denied there was any link to the British referendum insisting they had to look at migration-related expenses, including financial assistance to Turkey and Africa before settling on their proposals.However the committee plans to hold the extraordinary meeting in Brussels just a week after the UK has cast its vote. And part of that meeting will look at immigration proposals which will also go before the committee.The EU is proposing to set up an "Entry/Exit System" to register entry and exit data and refusal of entry data of third country nationals crossing the external borders of the Member States to enable police checks.It isn't right for the European Union to have capabilities, armies, air forces and all the rest of it-But the whole delay sparked concerns amongst politicians from member states, including Italy.“There’s a kind of a deflection of attention to some issues,” said Mercedes Bresso, an Italian MEP from the Socialists and Democrats group.He added the British vote had caused “delay in some debates and that now is not the moment to create more problems.”Also on the agenda post the crucial EU vote is a proposal for new EU guidelines on labour rules across the Union.These were supposed to have been introduced by Employment Commissioner Marianne Thyssen in December 2015 but were stalled due to the referendum.And Eurocrats have been also been stalling EU-Canada and EU-U.S. Transatlantic Trade and Investment Partnership trade agreements which could account for President Barack Obama's intervention in the debate.While another topic that’s set to come back on the agenda is the EU’s accession to the European Convention of Human Rights, an international treaty on human rights that includes several European countries but not the EU as a whole.Prime Minister David Cameron pledged to make sure the UK is exempt from the court’s rulings and therefore the decision was knocked off the EU agenda. A Commission spokesperson said the EU was currently in a “period of reflection” over how to proceed with the accession.But some in the Parliament’s committee on human rights are eager to see the issue debated.“The agreement has to be negotiated again,” said Cristian Preda, a Romanian MEP on the committee. “The accession of the EU to the Convention was seen from the very beginning as a very long process.”EU foreign policy chief Federica Mogherini will present top-secret plans which would see new European military and operational structures, including a headquarters.Ms Mogherini's proposals say “security and defence is where a step change is most urgent.“The EU can step up its contribution to Europe’s security and defence."Our external action must become more joined up across policy areas, institutions and member states. Greater unity of purpose is needed across the policy areas making up our external action.”However three years ago David Cameron said he would resist such a plan.He said: "It makes sense for nation states to co-operate over matters of defence to keep us safer."But it isn't right for the European Union to have capabilities, armies, air forces and all the rest of it. "We need to get that demarcation right."
