A Hebron University student who attempted to bomb the Jerusalem light rail last month sneaked into the capital through a valley east of the city, police revealed Tuesday.On July 15, Ali Abu Hassan entered Israel through a valley outside of the eastern Tsur Baher neighborhood, with the intention of carrying out an attack in the capital as a form of “revenge for visits by tourists and Israeli Jews to the Temple Mount,” police said in a statement.He was armed with three pipe bombs he had linked together into one large explosive and had covered with nails and screws dipped in rat poison. “In his bag there were also two knives and a cellphone,” police said Tuesday.Hassan researched how to make a pipe bomb that would “cause the most, and most effective, damage” on the internet and “even carried out test explosions with a number of bombs in order to check them before entering Israel,” according to a joint Shin Bet-Israel Police investigation.He worked alone, without any “organizational infrastructure,” police said.The civil engineering student came from Bayt Ula, a village northwest of Hebron, and hid out in an olive grove near the neighborhood of Jabel Mukaber, police said.“Before he entered Israel, he wrote a final testament, which he left at the university and asked his friends to deliver to his parents,” police said.While in the olive grove, he shaved off his beard and changed into shorts and a T-shirt to better blend in with the Jerusalem population.On July 17, Hassan took a bus to the center of the capital and walked along Jerusalem’s popular Jaffa Road to find a target for his bombing, before stopping near the intersection with King George Street.According to investigators, he originally intended to attack a restaurant on Jaffa Road and scoped out the area to prepare for his assault. However, when he noticed the large number of passengers boarding the light rail that runs through downtown, Hassan changed his target.When he attempted to board the tram, he was stopped after he raised the suspicions of a security guard. When the guard asked to examine the contents of the bag, he noticed the bomb and called the police.Sappers were promptly deployed to the scene and the road was closed off, along with the adjacent King George Street.A video from the scene showed police pointing their guns at the suspect, who lay on the ground near the train stop. Public Security Minister Gilad Erdan on Thursday warned that the links between terrorist organizations and aid groups in the Gaza Strip are substantial, and urged donor states to ensure that their money does not end up in the hands of terrorists.“I imagine that in the World Vision organization, which is very anti-Israeli, they turned a blind eye,” Erdan told Army Radio after a senior Palestinian aid worker in Gaza was indicted for allegedly funneling millions of dollars in donations to the Hamas terror group.“The connections that were uncovered today are part of a much wider and very serious phenomenon,” Erdan said.“Israel will not permit this, and we will take action against these organizations and their activists,” he said. “We expect donor countries and international organizations to carefully check the destination of the money.”The Shin Bet security service said earlier Thursday that the Hamas terrorist organization siphoned off “tens of millions of dollars” from the US-based World Vision charity over a period of several years, using the money to fund its military wing.The money — allegedly some 60 percent of the charity’s total budget — was used to purchase weapons, dig tunnels and construct military installations for Hamas, investigators said.Muhammad Halabi, a Hamas member and manager of operations for World Vision in Gaza, was indicted on a number of security-related charges in a Beersheba court earlier Thursday for his role in the alleged scheme. He was arrested in a joint Shin Bet-IDF-Israel Police operation at the Erez Crossing on June 15 as he tried to return to the Strip, the Shin Bet said.Halabi, a member of Hamas from a young age, was handpicked to infiltrate the international charity in 2005 in order to steal money for the terrorist organization, according to the investigation.“This was a meaningful and important investigation that showed — above all — the cynical and crude way in which Hamas takes advantage of funds and resources from international humanitarian aid organizations,” the Shin Bet said.Approximately 40 percent of World Vision’s funds for civilian projects — $1.5 million a year — was also given to Hamas battalions in cash, according to the Shin Bet, along with approximately $4 million a year that was designated for helping the needy.In a statement responding to the indictment, World Vision stressed that it “subscribes to the humanitarian principles of impartiality and neutrality and therefore rejects any involvement in any political, military or terrorist activities and maintains its independence as a humanitarian aid agency committed to serving the poor, especially children.”It maintained that its Gaza programs “have been subject to regular internal and independent audits, independent evaluations, and a broad range of internal controls aimed at ensuring that assets reach their intended beneficiaries and are used in compliance with applicable laws and donor requirements.”World Vision also cast doubt on the veracity of the allegations, and said that it would “carefully review any evidence presented to us and will take appropriate actions based on that evidence.” It repeated its call “for a fair, legal process for Muhammad.”World Vision is an Evangelical Christian charity created in 1950 that operates in nearly 100 countries worldwide. There has so far been no official confirmation that he was killed for being gay.His body was found mutilated and decapitated on July 25, the association said. Knesset Speaker Yuli Edelstein (Likud) on Tuesday urged Israel to annex the West Bank’s Etzion Bloc and Jordan Valley settlements and declare the “era of evacuations” over.At an event marking 11 years since the evacuation of Jewish settlements from the Gush Katif bloc in the Gaza Strip, Edelstein said: “I hope that we will finally see the extension of Israeli sovereignty over places such as the Etzion bloc and the Jordan Valley.”The Knesset speaker said Israel must clearly state that it will not relinquish territory and dismantle settlements as part of any future peace accord with the Palestinians.Israel must condition “every future accord on the total cessation of terror and incitement, but also, we need to remove from the discourse the futile equation that any agreement needs to include on our part uprooting, evacuation and destruction,” he said.“We must declare clearly that the era of evacuations and giving up land is over,” said Edelstein.“In a place where there is destruction, no peace will flourish,” he argued. “From a place where people were expelled from their homes, no good will sprout.”The Knesset speaker also reiterated his support for a bill to annex Ma’ale Adumim, a major West Bank settlement located to the east of Jerusalem. The proposal has not yet been brought to a preliminary reading.Israel captured East Jerusalem, the Old City and the West Bank from Jordan in 1967, and extended sovereignty to the Old City and East Jerusalem, but the status of the West Bank remains disputed.Earlier this month, Edelstein acknowledged that annexing of Ma’ale Adumim would prompt criticism abroad and on the left, and also trigger calls on the Israeli right for the complete annexation of the West Bank. Israeli troops demolished the homes of two terrorists who carried out a deadly shooting attack in Tel Aviv, knocking down one structure and exploding the other early Thursday morning.On June 8, cousins Khalid and Muhammad Muhamra opened fire on a Max Brenner restaurant in the posh Sarona Market shopping area, killing four and wounding 41.They were captured alive immediately after the attack and are currently awaiting trial on murder charges along with another Palestinian man, Younis Ayash Musa Zayn, accused of helping the two.Last month the Supreme Court approved a demolition order for the cousins’ homes, which the army said was carried out in the early hours of Thursday morning.IDF troops filled Khalid Muhamra’s homes with explosive material and detonated it in order to destroy the building, in Yatta, a village outside of Hebron.In nearby Ruq’a, an excavator was used to knock down the second floor of Muhammad Muhamra’s house, in accordance with the court’s ruling.The army had originally planned to destroy both floors of the building where Muhammad Muhamra lived, but the court ruled that only the top floor could be demolished.In its decision, the judges noted that there were indications that some of Khalid Muhamra’s family members knew he was involved in illegal weapons trafficking and his sister had shared Facebook posts supporting terror and even praised her brother’s attack in a post after the fact.In addition, Muhammed Muhamra’s interrogation indicated that his father knew he was interested in purchasing a weapon.“There is reason to believe that there was an environment in the houses where the attackers lived, encouraging them, in one way or another, to be involved in security crimes against Israelis,” the decision read.According to the Shin Bet security agency, the assault in Sarona was planned after a July 2015 arson attack by Jewish extremists in the West Bank that killed three members of the Palestinian Dawabsha family, including an 18-month-old baby.Muhamra had wanted to carry out “a revenge attack against Israel in the name of the Islamic State” group during the Muslim fasting month of Ramadan, the Shin Bet said last month.Violence in the Palestinian territories and Israel since October has killed at least 219 Palestinians, 34 Israelis, two Americans, an Eritrean and a Sudanese, according to an AFP count. Most of the Palestinians killed were carrying out knife, gun or car-ramming attacks, according to Israeli authorities.
