Israel defence chief has 'carrot and stick' West Bank plan-[AFP]-August 18, 2016-YAHOONEWS

Jerusalem (AFP) - Israel's hardline defence minister Avigdor Lieberman has a new "carrot and stick" policy for the West Bank that will penalise the hometowns of Palestinian attackers while rewarding others, his ministry said Thursday.Under the policy, Palestinian families, villages and towns that are linked to attackers will face extra punitive measures, while those that are not will receive increased economic support."Anyone who is ready for coexistence will profit, and anyone who takes the route of terrorism will lose," Lieberman said, according to Israeli newspapers.Lieberman described the policy as a "carrot and stick" approach, his ministry confirmed to AFP.The policy is dependent on support from Prime Minister Benjamin Netanyahu, which Lieberman said he had already received.Israel has occupied the West Bank, which is home to more than two million Palestinians, since 1967.More than 400,000 Israelis live in West Bank settlements which the international community considers illegal and sees as one of the largest obstacles to peace.According to Israeli media reports, Lieberman, whose ministry leads Israeli policy in the West Bank, has divided the region in two -- with Palestinian hometowns of attackers marked green and others in red or yellow.Those marked as threats could see increased arrests or raids and tighter restrictions on access, while those seen as accepting of Israel's presence could see increased state investment.In Beit Sahour, south of Jerusalem, the "carrot" could include a new hospital, Israeli newspapers reported.A wave of violence since October has killed 220 Palestinians, 34 Israelis, two Americans, an Eritrean and a Sudanese, according to an AFP tally.Most of the Palestinians killed were carrying out knife, gun or car-ramming attacks, Israeli authorities say, with the majority of them from the West Bank.Last month the Israeli army closed off the Fawwar refugee camp close to the flashpoint city of Hebron for 26 days after a gunman fired on an Israeli car on a nearby road, causing a crash that killed the driver.Lieberman will also seek to improve relations with prominent Palestinians outside the Ramallah-based Palestinian Authority headed by president Mahmud Abbas.

Zionist Union MK Omer Barlev on Thursday demanded that the intelligence subcommittee of the Knesset’s Foreign Affairs and Defense Committee hold an urgent meeting to discuss claims by former prime minister and defense minister Ehud Barak that Prime Minister Benjamin Netanyahu has recently harmed Israel’s security through his actions.Barak told a conference of the left-leaning Darkenu organization on Wednesday that Netanyahu had harmed US-Israel ties, which had also opened Israel up to a “major security threat.” But, Barak said, he could not go into more detail because of “the sensitivity of the issues.”On Thursday, Barak’s aides clarified that the ex-premier was not referring to a specific event, but rather was criticizing Netanyahu for his poor conduct over a protracted period.They declined to say whether Barak was referring to relations with a specific country, Channel 2 reported.Barlev, who is a member of the Knesset committee, wrote to chairman Avi Dichter (Likud) on Thursday that Barak’s references to strategic threats in his speech required a classified discussion, not one held “on stages and with microphones.”Barlev was supported by fellow committee member and Meretz leader Zehava Galon, who called for Barak to appear before the committee to explain his comments.Barak was anticipating a summons to appear before the committee, the unnamed associates said.On Wednesday, Barak tore into Netanyahu and his current government, painting an image of a prime minister whose inept governance has cost Israel dearly.He also accused Netanyahu of “directing a discourse of hatred, silencing, cronyism, intimidation, division, internecine hatred and xenophobia.”It was Barak’s second major condemnation of the prime minister in a matter of months. In June, the former prime minister decried what he called Israel’s “budding fascism,” saying the country was on track to become “an apartheid state.”Barak, who served as Netanyahu’s defense minister from 2009 to 2013, accused the premier of bungling negotiations with the United States over Israel’s defensive aid package, known as the memorandum of understanding.According to Barak’s calculations, Netanyahu’s “failings” in the negotiations of the US aid package mean Israel stands to receive hundreds of millions of dollars less than it would have otherwise been given by its key ally.“When the American military aid package is signed for the next decade, the full extent of the damage from Netanyahu’s gamble with our relations with the White House will become clear,” a bearded Barak told the conference in Rishon Lezion, on the outskirts of Tel Aviv.“Instead of the [annual] $4.5 billion that was expected and feasible a year ago, immediately after the signing of the [Iran nuclear] deal in Vienna, Israel will get $3.8 billion and that will be subject to the demand that we not request additions from Congress,” he said.According to the former defense minister, that $700 million loss will result in “essential projects being stopped or canceled and thousands of layoffs in the defense industries.”In response to Barak’s comments, the Likud party said the former prime minister would be the “last person who should speak” about the defensive aid package, taking aim at the abrupt withdrawal of the army from southern Lebanon during his stint as leader of the country.“While the prime minister is about to bring in an unprecedented aid package worth close to $40 billion, we’re still waiting for the $1 billion in defense aid that Barak promised we’d get during his hasty pull-out from Lebanon,” the party said, referring to a claim made by the then-prime minister ahead of the IDF’s withdrawal in May 2000.According to Barak, the cause of the breakdown between Jerusalem and Washington was Netanyahu’s poor relationship with US President Barack Obama, the result of the prime minister “butting into the inter-party conflict there.”As a recent example, Barak cited the hastily retracted comments by Defense Minister Avigdor Liberman, who compared last year’s Iran nuclear deal to the 1938 Munich Agreement signed by British prime minister Neville Chamberlain and Adolf Hitler before World War II.Netanyahu quickly distanced himself from Liberman’s comment, saying he was not informed of his defense minister’s intention ahead of time.Barak all but called Netanyahu a liar, saying: “No one in the world believes that insult was lobbed at [US President Barack] Obama without Netanyahu knowing. A Palestinian terrorist who co-founded Hamas’s notorious military wing in 1991 and was directly involved in the killing of Israeli soldiers, published a startling Facebook post in which he apologized to fellow Palestinians for his activities. He also indicated that he now considers the Islamist terror group, which he did not mention by name, to be “the devil,” sowing hatred and bringing destruction to the Palestinian people. He made no apology for terrorism and violence directed against Israel.Muhammad Nazami Nasser was one of the founders of the Izz ad-Din al-Qassam Brigades, which has been responsible for years of terrorism against Israel and is headed by terror chief Mohammed Deif. In 1989, Nasser was one of the Hamas team that kidnapped and murdered Israeli soldiers Avi Sasportas and Ilan Saadon. Those attacks marked the first time Hamas had kidnapped and killed Israeli soldiers.Nasser was known to be close to Mahmoud Abdel Rauf al-Mabhouh, a senior Hamas military commander and weapons importer to Hamas-run Gaza, who was assassinated in Dubai in 2010, in an operation widely attributed to Israel’s Mossad. Mabhouh was also part of the 1989 Hamas squad that kidnapped and killed the Israeli soldiers.In an emotional, fierce and at times incoherent Facebook post on Wednesday, Nasser apologized for his activities to nearly all of the various factions of the Palestinian people by name, including “Palestinians within and outside [of Palestine],” “the immortal Palestinian president Yasser Arafat,” Fatah, the PFLP, the DFLP and many others. The terror group Islamic Jihad – another militant Islamist group that sometimes cooperates with Hamas – was not included.Nasser said he was sorry for the “horror of hatred that lived within me toward you [i.e., the political factions],” and for his “relentless work so that you would not have a geographical or political place on the national map.”“I apologize to you for my biggest dream,” he continued, “that you would all be buried beneath the ground, dead and motionless.”“I ask God to forgive me for this [deception] from the Devil [i.e., Hamas], that this hatred would bring me to the highest height of Paradise. O God, O God, O God I have been deprived of the blessing of diversity… My homeland has been destroyed because I couldn’t comprehend the acceptance of others. And what is worse, I thought I was working with religion.”Nasser does not name Hamas (or Israel for that matter) in the post, but it seems clear he is referring to the terror group as the “devil” which made him believe he would get to paradise for his work. “I hope you will accept my apology for this, though it may not be helpful after all this destruction and devastation against religion, the homeland and the people,” he added.Nasser’s apology then takes a poetic turn, in which he talks about how animals and plants in the woods come together to form a beautiful diversity.The official PA news site Wafa said it had been unable to get in touch with Nasser — who has recently been involved in a Palestinian reconciliation movement and has indicated he may run in municipal elections in October — since his post was published around midday Wednesday.Nasser’s apology, Wafa wrote on Wednesday, “opened the door for questions among citizens over how dangerous Hamas’s plans and practices might be, that they made a leader of this stature break his silence in such a striking way.”While Nasser once left the Strip to live in Sudan — because he was being sought by Israel for his crimes — he is known to again be living in the Strip, where Hamas has ruled since ousting Fatah in 2007. He is now part of a political movement called “Wataniyyin” or patriots, comprising former Fatah and PFLP members working for reconciliation among Palestinian factions.
