UN panel says Yazidi genocide 'ongoing,' appeals for help-[Associated Press]-BALINT SZLANKO-August 3, 2016-YAHOONEWS

IRBIL, Iraq (AP) — The Islamic State group is still committing genocide and other crimes against the Yazidi minority in Iraq, a United Nations commission investigating human rights abuses in Syria said on Wednesday. The commission's statement — released on the second anniversary of the initial IS attack on the Sinjar area in Iraq — urged action to prevent further death and suffering.About 5,000 Yazidi men were killed by IS when the Sunni militant group took control of Iraq's northwest two years ago. Thousands more, mostly women and children, were taken into captivity, according to the U.N.The commission of inquiry said IS crimes "against the Yazidis, including the crime of genocide, are ongoing." It called for a refocus on the "rescue, protection of, and care for the Yazidi community."Iraq's Yazidi community - a small and isolated religious minority that combines elements of Islam, Zoroastrianism and Christianity - has been repeatedly persecuted by successive governments and invading armies."Our community is still suffering after more than two years," said Mirza Danai, founder of the German-Iraqi aid organization Luftbrucke Irak. "We have been neglected and ignored by all the powers in the region."The IS attack on Sinjar in August of 2014 in part prompted the U.S.-led coalition to begin launching airstrikes against IS in Iraq and initiate a broader fight against the militant group in Iraq and Syria.IS has since lost a third of the territory the group once held in Iraq and Syria, according to the coalition. In March, the Obama administration formally concluded IS is committing genocide against Yazidis as well as other minority groups, including Christians and Shiite Muslims. The U.N. panel's statement on Wednesday said that more than 3,200 women and children from the minority continue to be held by IS, and are "subjected to almost-unimaginable violence," including sexual enslavement of girls while young Yazidi boys are forced to fight for IS.___Associated Press Writer David Rising in Berlin contributed to this report.

Syrian regime forces roll back rebel gains in Aleppo-[AFP]-Maya Gebeily-August 3, 2016-YAHOONEWS

Beirut (AFP) - Syrian regime forces bolstered by Russian air strikes recaptured territory overnight in the southwest suburbs of the battleground city of Aleppo, rolling back the short-lived gains of a rebel offensive.Rebels and their jihadists allies launched an assault Sunday in a bid to ease a more than two-week government siege of opposition-held districts of the city. But regime fighters have put up a fierce fightback, retaking several positions from beleaguered rebel forces, a monitor said Wednesday. The Syrian Observatory for Human Rights said government forces seized two hilltops and two small villages in the southwest suburbs of Aleppo late Tuesday."The regime is launching counter-attacks to absorb the fierce rebel offensive," said Observatory head Rami Abdel Rahman."The opposition offensive has not achieved the results that were expected at this stage," he said.An AFP journalist in east Aleppo said clashes and shelling could be heard throughout the night, followed by barrel bomb attacks and air strikes in the early morning. The groups waging the offensive -- including fighters from Al-Qaeda's former Syria affiliate and the powerful Islamist Ahrar al-Sham -- have promised to end the government encirclement of eastern parts of Aleppo. They are seeking to capture Ramussa, a district in Aleppo's southwest suburbs, in a bid to cut off government forces and open a new route into the city for rebels.- 'Long and gruesome battle' -But they have struggled to hold newly-acquired territory in the face of heavy Russian air strikes, Abdel Rahman said. They have managed to keep control of at least four hilltops and one small village, he added.Longtime regime ally Moscow launched an air campaign in support of President Bashar al-Assad's forces in September.Wednesday's edition of Al-Watan, a newspaper close to the government, said government forces, backed by Russian air strikes, "advanced again south and southwest of Aleppo causing major setbacks" for rebel factions. And pro-regime website Al-Masdar News said an initial rebel advance into the Ramussa district was pushed back "following a long and gruesome battle".The Britain-based Observatory said more than 50 rebels and allied jihadists had been killed since the assault began, as well as dozens of regime troops.Overnight, at least 10 civilians, including four children, were killed in rebel shelling of government-controlled districts on Aleppo's southwestern edges, the monitor said.More than 40 civilians have been killed by shelling on government-held neighbourhoods since Sunday. The battle for Aleppo -- Syria's second city -- is critical for both the regime in Damascus and the forces seeking to overthrow it.It was Syria's commercial hub until 2012, when clashes left it roughly divided between government troops in the west and rebels in the east.- 'Deeply flawed' plan -Eastern districts came under government siege on July 17, sparking concerns for the estimated 250,000 people still living there.Last week Russia announced the opening of "humanitarian corridors" to allow residents and surrendering fighters to flee for government-held territory. This was met with scepticism by residents and international observers, and 35 NGOs in a statement on Tuesday called the initiative "deeply flawed".The groups, including Save the Children and Oxfam, urged implementation of a UN call for a weekly 48-hour humanitarian pause in Aleppo. In the surrounding province, 24 people reportedly suffered breathing difficulties in Saraqeb, a town 50 kilometres (30 miles) south of Aleppo, after a barrel bomb attack on Tuesday, the Observatory said.Residents said the attack had used chlorine gas, but the monitor could not confirm this. The incident took place close to where Russia said on Monday one of its military helicopters was shot down, killing the five people on board.Syria's conflict has killed more than 280,000 people and drawn in world powers on both sides since it erupted in March 2011.Half the country's population has been forced to flee their homes with an estimated five million seeking refuge in neighbouring countries.

Nazi day planner reveals how mass murder institutionalized-[Associated Press]-August 3, 2016-YAHOONEWS

BERLIN (AP) — Nazi SS leader Heinrich Himmler's day planner reinforces historians' views of how mass murder was institutionalized and routine in Adolf Hitler's Germany.Bild newspaper this week has been publishing excerpts from the calendar, which was found in a Russian archive in 2013 and is being prepared for publication next year. The Jan. 3, 1943, entry published Wednesday shows Himmler ate a late breakfast followed by a massage, then chatted on the phone with his wife and daughter. He ends his day ordering civilians in Poland executed in retaliation for a partisan attack on a police station, and the families of the policemen, who didn't fight back, to be sent to concentration camps.Political theorist Hannah Arendt once famously called Himmler underling Adolf Eichmann an example of the "banality of evil."

Asylum applications in Europe highest since Soviet collapse By Nikolaj Nielsen-AUG 3,16-EUOBSERVER

BRUSSELS, Today, 14:38-The EU registered the highest number of asylum seekers last year since the collapse of the Soviet Union. Some 1.3 million people applied for asylum last year in the 28 EU states along with Norway and Switzerland, US-based Pew Research centre said in a report out on Tuesday (2 August)."Since 1985, Europe received about 11.6 million asylum applications – meaning that last year’s 1.3 million amounted to about one-tenth of all applications received during the past 30 years by current EU countries, Norway and Switzerland," notes the report. The 1.3 million figure also almost doubled the applications registered in the wake of the collapse of the Soviet empire in 1992, when roughly 700,000 applied.Roughly four-in-ten asylum seekers in Europe in 2015 were young men between 18 and 34 years old. Those coming from The Gambia, Pakistan and Bangladesh were almost exclusively male. Most asylum seekers were trying to reach preferred destinations such as Germany and Sweden.Sweden, for instance, received more applications than both France and the UK combined. But Germany remained the top destination overall with 442,000 applications lodged last year.Hungary (174,000) and Sweden (156,000) were next most popular, and Hungary also had the highest number of applicants as a proportion of its population. The country registered 1,770 applications for every 100,000 residents.Hungary's right-wing government launched an anti-immigration campaign in the lead up to an October referendum that will ask citizens to reject or approve the EU's scheme to distribute asylum seekers.Prime minister Viktor Orban recently described people fleeing war and persecution to seek protection in the EU as "a poison”.Meanwhile, dozens of migrants waiting at Serbia's border with Hungary launched a hunger strike around the same time Orban made the comments. The strike, which involved mostly Afghans and Pakistanis, has since reportedly ended with nobody allowed to enter Hungary.Sweden received 1,600 applicants out of 100,000 residents, Germany 540, France averaged 160, and the UK just 60.The EU average, including Norway and Switzerland, is around 250 applications per 100,000 residents. The vast majority of Syrians applied for asylum in just five EU states: Germany, Hungary, Sweden, Austria and the Netherlands. After Syria, the largest source countries for asylum inflows in the EU are Afghanistan, Iraq, Kosovo, Albania and Nigeria.

N. Korea fires mid-range missile toward waters near Japan-[Associated Press]-HYUNG-JIN KIM-August 3, 2016-yahoonews

SEOUL, South Korea (AP) — A medium-range ballistic missile fired Wednesday by North Korea flew about 1,000 kilometers (620 miles) and landed near Japan's territorial waters, Seoul and Tokyo officials said, one of the longest flights by a North Korean missile. The U.S. Strategic Command said North Korea fired two presumed Rodong missiles simultaneously on Wednesday, not just one. The command's statement said initial indications reveal one of the missiles exploded immediately after launch, while the second was tracked over North Korea and into the Sea of Japan.North Korea has recently claimed a series of technical breakthroughs over its goal of acquiring a long-range nuclear missile capable of reaching the continental U.S. South Korean defense officials say North Korea doesn't yet have such a weapon, but some civilian experts believe the North has the technology to mount warheads on shorter-range Rodong and Scud missiles that can strike South Korea and Japan.According to the South Korean and Japanese announcements, one suspected Rodong missile lifted off from the North's western Hwanghae province and flew across the country before falling in waters between the Korean Peninsula and Japan. Seoul's Joint Chiefs of Staff said in a statement that it "strongly condemns" the missile launch because it explicitly shows the North's intentions of being able to launch missile attacks on South Korea and neighboring countries.Japan's Defense Ministry said the missile landed inside Japan's exclusive economic zone, the 200-nautical-mile offshore area where a nation has sovereign rights for exploring and exploiting resources. Japanese media reported it was the first North Korean missile that has splashed down in Japan's EEZ."It imposes a serious threat to Japan's security and it is unforgivable act of violence toward Japan's security," Prime Minister Shinzo Abe said.North Korea has previously fired Rodong and other missiles into the sea, but South Korean analysts say Wednesday's 1,000 kilometer flight was one of the longest for a North Korean test.Several other North Korean rockets have gone farther and even over Japan. But Pyongyang called them satellite launches while Washington, Seoul and Tokyo said they were disguised tests of missile technology. After several failures, the North put its first satellite into space aboard a long-range rocket in December 2012, and conducted another successful satellite launch in February. In June, North Korea, after a string of failures, sent another type of mid-range missile known as Musudan more than 1,400 kilometers (870 miles) high. Analysts said the high-altitude flight meant North Korea had made progress in its push to be able to strike U.S. forces throughout the region.North Korea routinely conducts weapons tests, but the latest launch came after North Korea warned of unspecified "physical counter-actions" against a U.S. plan to deploy an advanced missile defense system in South Korea by the end of next year.On July 19, North Korea fired three ballistic missiles into the sea, according to Seoul defense officials. The North's state media later confirmed that it fired ballistic rockets carrying trigger devices for nuclear warheads as part of simulated pre-emptive atomic attacks on South Korea.Analyst Kim Dong-yub at Seoul's Institute for Far East Studies said the latest Rodong launch appeared to be aimed at showing an ability to attack U.S. military bases in Japan, a major source of reinforcements for U.S. troops should a war break out on the Korean Peninsula.Hyon Kwang Il, director of the scientific research department at the North's National Aerospace Development Administration, told The Associated Press last week that Pyongyang's military had mastered "the main and core techniques in long-range ballistic missile technology, including the starter engine technology, how to separate the different stages, guidance control techniques and re-entry and it's all ready to be operational."North Korea is known to have an arsenal of estimated 300 Rodong missiles whose maximum range is 1,300 kilometers (800 miles). A Rodong fired in March flew about 800 kilometers (500 miles) while two other Rodongs launched in 2014 flew about 650 kilometers (400 miles).North Korea is expected to carry out more weapons launches in coming weeks to protest annual U.S.-South Korean military drills that begin later this month. North Korea describes the drills as an invasion rehearsal. The Korean Peninsula remains in a technical state of war because the 1950-53 Korean War ended with an armistice, not a peace treaty. About 28,500 U.S. troops are stationed in South Korea and tens of thousands of more in Japan.__Associated Press writers Kim Tong-hyung in Seoul, South Korea, Eric Talmadge in Pyongyang, North Korea, and Mari Yamaguchi in Tokyo contributed to this report.

A look at North Korean missile, artillery launches in 2016-[Associated Press]-August 3, 2016-YAHOONEWS

North Korea has fired a slew of ballistic missiles and artillery rockets in defiance of heavy international sanctions imposed over its fourth nuclear test and a long-range rocket launch earlier this year. Outsiders believe North Korea intends the launches and tests to display its arsenal and its ability to attack rival South Korea and U.S. military bases in Asia in reaction to a U.S. plan to deploy an advanced military defense system in the South by the end of 2017.Some of North Korea's notable weapons tests since its long-range rocket launch in February:— March 3: Six artillery shells fly about 150 kilometers (90 miles) before landing in the North's eastern coastal waters. North Korea later says it has developed a new large-caliber artillery rocket system that boosts its ability to attack the South.— March 10: Two short-range ballistic missiles land in the sea, hours before North Korea declares it will "liquidate" all South Korean assets at former cooperative projects in the North.— March 18: North Korea for the first time since 2014 fires a medium-range Rodong missile, which flies about 800 kilometers (500 miles) before crashing in the eastern sea. South Korea says another missile appeared to explode shortly after launch.— April 15: South Korea and the U.S. detect a failed launch by the North. South Korean media speculate the failure involved a new intermediate-range missile, nicknamed by foreign analysts as "Musudan," which could one day be capable of reaching far-off U.S. military bases in Asia.— April 23: North Korea fires a ballistic missile from a submarine. South Korean defense officials say it traveled about 30 kilometers (19 miles), shorter than the typical distance of a submarine-launched ballistic missile, which can fly at least 300 kilometers (186 miles).— April 28: South Korea says the North tried unsuccessfully to launch two ballistic missiles, presumed to be Musudans.— May 31: South Korea identifies another launch attempt that likely failed, speculated to be a Musudan missile.— June 22: The U.S. and South Korea say North Korea fires two suspected Musudan missiles. North Korea later claims a successful test of a powerful new midrange missile, which it says reached a maximum height of 1,400 kilometers (870 miles) before landing 400 kilometers away in targeted waters.— July 19: Three ballistic missiles are fired, with two of them flying between 500 to 600 kilometers (310 to 375 miles). North Korea says the test-firings are part of a simulated pre-emptive attack on ports and airfields in South Korea.— Aug. 3: South Korean and Japanese officials say North Korea fired a medium-range ballistic missile, likely a Rodong, that flew about 1,000 kilometers (620) miles and landed near Japan's territorial waters.

Leaders of South Korea, Russia to discuss North Korean nukes-[Associated Press]-August 3, 2016-YAHOONEWS

SEOUL, South Korea (AP) — South Korea's president will visit Russia next month to attend an economic forum and discuss North Korea's nuclear program with President Vladimir Putin, her office said Wednesday.President Park Geun-hye will visit Vladivostok in Russia's far east to attend the forum in early September and also use the visit to meet with Putin to discuss North Korea's nuclear development and other issues, the presidential Blue House said.Russia and South Korea are both members of long-stalled six-nation talks on ending the North's nuclear program. North Korea in 2009 walked away from the negotiations, which also involved the United States, Japan and China.South Korea and the U.S. have recently announced plans to deploy a high-tech U.S. missile defense system in the South to counter North Korean nuclear and missile threats. But Russia and China oppose the system, saying it could help the U.S. monitor their own missiles. An official from Park's office who asked not to be identified, citing office rules, said he couldn't confirm whether the Terminal High-Altitude Area Defense, or THAAD, missile system will be discussed in the meeting between Park and Putin, expected to be held on Sept. 3.

Search for 20 feared dead after India bridge collapse-[AFP]-August 3, 2016-YAHOONEWS

Rescuers were searching Wednesday for 20 people missing and feared dead after two buses plunged into a fast-flowing river in western India when a bridge collapsed in torrential monsoon rain, officials said.Emergency workers pulled two bodies from the rain-swollen river but were still searching for the others feared swept downstream following the accident south of Mumbai overnight on Tuesday.Television footage showed large chunks of the British-colonial era bridge had fallen into the Savitri river, but there was no sign of the vehicles in the water. The bridge is about 170 kilometres (105 miles) from Mumbai along a major highway connecting India's financial capital with the tourism state of Goa."Two bodies have been recovered by rescue agencies. We are trying to ascertain their identities and the (rescue) operations are on," Sanjay Patil, police superintendent of Raigad district where the accident occurred, told AFP.More than 100 rescuers armed with diving and other specialist equipment were scouring the river, but their efforts were hampered by the fast current and incessant rain."The flow of currents is very strong, making it difficult to launch a full-scale search operation. We are looking for vehicles and bodies over a stretch of eight kilometres," disaster management chief O.P Singh told AFP."Our team is equipped with deep divers and life-saving equipment," he said. The air force, navy and coastguard have deployed helicopters to survey the river, while television footage showed rescuers in inflatable dinghies trying to manoeuvre on the fast-flowing water.Home Minister Rajnath Singh told parliament that 112 rescuers in total along with divers and 12 boats have been deployed to the site."The central government is with the state government in this hour of crisis," Singh said.Devendra Fadnavis, chief minister of Maharashtra state of which Mumbai is the capital, said the bridge appeared to have collapsed after being pounded for days by the flooded river."The primary reason seems to be the high pressure caused due to flooding of River Savitri due to heavy rains in catchment of Mahabaleshwar," he said on Twitter. The incident is the latest in a string of deadly accidents in India, where enforcement of safety rules is weak and substandard materials are often used.In April an under-construction flyover collapsed in the eastern city of Kolkata, killing 26 people.Scores of people die every year from flooding and landslides during the annual monsoon rains in India and neighbouring Nepal and Bangladesh.

California wildfires likely to worsen as season peaks: forecaster-[Reuters]-August 3, 2016-yahoonews

(Reuters) - Drought conditions in California risk stoking new and ongoing wildfires as the season enters its peak, a forecaster said on Wednesday after several blazes already killed at least six people and charred thousands of acres so far this year. The warning came as 5,500 firefighters battled a wildfire near the Big Sur coast, a well-known tourist destination. Dubbed the Soberanes Fire, it has scorched some 44,000 acres (17,800 hectares) and dozens of homes in the area, fire officials said.Little rain and the strong, dry Santa Ana winds will likely stoke more wildfires as the peak of the wildfire season begins, AccuWeather said. The wildfire season officially begins in May and stretches into September."It's bad now and it's only going to get worse," long-range forecaster Paul Pastelok said. The Soberanes Fire began on July 22 and was sparked by an illegal, unattended camp fire in a section in Garrapata State Park that was closed to camping, the U.S. Forest Service said on Tuesday. No arrests have been made, the service said.Fire personnel battling the blaze have been able to draw containment lines - a measure of how much of its perimeter has been cleared by fire crews of unburned vegetation - around only 25 percent of the wildfire so far.A bulldozer operator hired by property owners to help battle the Soberanes blaze died last week when his vehicle rolled over. It was the second wildfire-related death in California in a week, another person having been found dead in his car in the path of the Sand Fire in Los Angeles County. Four people were killed in other blazes in June. The fire threat has prompted the closure of several popular California campgrounds and recreation areas along the northern end of the Big Sur coastline, including Point Lobos State Natural Reserve and Pfeiffer Big Sur State Park.Another fire that broke out on Saturday in grass and brush about 30 miles northeast of Fresno, in central California, has since charred about 2,185 acres and is threatening 400 structures, prompting evacuations in the area, the California Department of Forestry and Fire Protection said.Nine structures, including four homes, have been destroyed, fire officials said. On Tuesday evening, the so-called Goose Fire was listed as 60 percent contained.(This version of the story corrects to singular "forecaster" in first paragraph, not "forecasters")(Reporting by Brendan O'Brien in Milwaukee; Editing by Raissa Kasolowsky)

China sinkhole swallows passers-by-[AFP]-August 3, 2016-YAHOONEWS

Beijing (AFP) - A huge sinkhole opened up in China, swallowing a section of road and passers-by and leaving at least one person missing, state media reported Wednesday. At least three people fell into the 30 metre (99 feet) long, 20 metre wide and nine metre deep sinkhole, which appeared during heavy rain in downtown Zhengzhou, in the central province of Henan, the Beijing Youth Daily said, citing witnesses. An initial investigation showed the collapse might have been caused by water pipes buried under the road breaking up due to the rain, provincial firefighters said in a social media posting.A man and a woman were brought out by rescuers after the sinkhole opened up but another woman, who was riding an electric bicycle with the man, was swept away by a raging torrent, the Beijing Youth Daily said.Zhengzhou's city government said it was unclear how many people fell into the hole, the paper added.Rescuers searching for the missing found three electric bicycles, bags, slippers and some clothes in the cavity on Tuesday.Sinkholes are not unknown in China, where they are often blamed on construction works and the country's rapid pace of development. In 2013, five people died when a 10 metre wide sinkhole opened up at the gates of an industrial estate in Shenzhen, which neighbours Hong Kong.

Breaking code of honor, gangs kill families in Mexico-[AFP]-Yemeli Ortega-August 3, 2016-YAHOONEWS

Mexico City (AFP) - A series of murders targeting families, including children, has rocked Mexico in recent weeks, signaling that drug gangs are willing to break an unspoken code of honor within the criminal underworld. In total, 34 people have been killed, including several women and 10 children, since early July in three regions.Last month, 19 people, including eight children, from three different families were gunned down in less than a week in Ciudad Victoria, the capital of the northeastern state of Tamaulipas.Authorities suspect that those massacres were linked to disputes between rival gangs in Tamaulipas, a region that has been besieged by drug cartel violence for years. On July 18, seven shark fishermen from the same family were killed in the southern Pacific coast state of Oaxaca.Authorities suspect it may be linked to illegal activities at sea. The Pacific is a key route for drug trafficking. The most recent massacre came on Saturday, when seven people from the same family, including two children, were shot dead in a small town in southern Guerrero state. While the motive is unknown, gangs are fighting for control of opium poppy production in the region.- 'Code is finished' -The modus operandi indicates that all these killings were linked to turf wars between criminal organizations that are the remnants of cartels that have splintered, said Raul Benitez Manaut, a security expert at the National Autonomous University of Mexico (UNAM).Such gangs "no longer respect families, wives and children," Benitez Manaut told AFP.A police agent investigating the slaughters in Tamaulipas said there used to be "a code of honor in which family was untouchable" in the old days of large cartels led by veteran capos."Now, in these modern times, this code is finished," said the agent, who spoke on condition of anonymity because he is not authorized to speak publicly. The Gulf and Zetas drug cartels have been fighting in Tamaulipas for years, but several of their leaders have been arrested or killed. Violence in Ciudad Victoria is blamed on offshoots of the Zetas known as the Old School and the Cartel of the Northeast.Experts warn that the vendettas between criminal cells may rise as family killings continue.Mexico's paltry record at putting criminals behind bars encourages gangs to kill without fear of consequences, analysts said.Only one percent of crimes in Mexico lead to convictions, according to a 2016 study by the University of the Americas in Puebla state. The spate of family killings "is more evidence of the impunity and lack of coordination to deal with or contain crime," said Javier Oliva, another prominent security expert at UNAM."You can murder entire groups, including minors and women, without getting justice immediately," Oliva said.- 'Heartless people' -Alejandro Hope, a former official at Mexico's CISEN intelligence agency, said a gang "doesn't run more risks killing one person or eight or 11 people" as investigations are not rigorous and special operations are lacking.Such acts of "extreme brutality" will continue as long as they carry little risks for criminals, Hope said. While killing women and children can spark revenge attacks, Hope said there are grim advantages for the killers.Killing a rival's son eliminates a potential competitor in the future, gets rid of witnesses and intimidates the enemy, he said.It also fuels fear among civilians and the authorities, discouraging people from reporting crimes, the expert said. The Tamaulipas police agent blamed the spate of family murders on the nefarious influence of Central American gangs that have worked with Mexican drug cartels."When Mexican cartels saw that they didn't have enough heartless people to finish off their enemies, they began to bring the Mara Salvatrucha (gangsters) from El Salvador, who are known internationally for their savagery," the agent said."It's not because impunity allows it," he said. "It's because these are people who are brought from outside with this type of criminal ideology."

Despite pledges, 1 million Syrian refugees are out of school-[Associated Press]-August 3, 2016-YAHOONEWS

BEIRUT (AP) — Schools in the Middle East are facing major budget shortfalls ahead of the new academic year, leaving some 1 million Syrian refugee children out of school, according to a report published by Theirworld, an international children's charity. The five-year-long Syrian war has placed huge strain on the region's school systems, forcing neighboring countries to depend on multi-billion dollar grants from donor nations to meet education needs. There are 2.5 million Syrian children registered as refugees with the United Nations, the world body says. Most live in neighboring Turkey, Lebanon and Jordan as they wait for an opportunity to return home.In February, the international community pledged $1.4 billion in school funding for host nations at a London donor conference but less than $400 million of that has been fulfilled, Theirworld estimates. That leaves a funding gap of $1 billion.Kevin Watkins, the author of the report, which was published late Tuesday, said donors had "broken their promises."In Lebanon, more than half of the nearly 500,000 school-age Syrian refugee children receive no formal education, according to Human Rights Watch, despite reforms allowing overburdened public schools to run two shifts a day. Many Syrian refugee families have no choice but to put their children to work to help meet basic expenses in a country with few social protections and tight movement restrictions. Children who do go to school face difficulties with new curriculums, and many suffer from post-traumatic stress disorder or other psychosocial problems."The schools accept Syrian refugees, but the children don't adapt. They register but then they drop out," said Najah Kherallah Jomaa, a refugee from Syria's Aleppo living in a settlement in the Lebanese town of Bar Elias. The report by Theirworld warns of a "lost generation" of Syrians if determined steps are not taken to ensure school access for all.___This story has been corrected to show that the name of the charity is Theirworld, not Their World.

Israeli army donkey sales stir Palestinian outrage-[AFP]-Sarah Benhaida-August 3, 2016-YAHOONEWS

Al-Maleh (Palestinian Territories) (AFP) - "Forty donkeys for sale," reads a notice in Palestinian newspapers. Nothing out of the ordinary about that, except for the fact that the advertiser is the Israeli army.Palestinians say the army is trying to sell back the very animals it seized from them in the occupied West Bank's Jordan Valley.Israeli authorities say they round up wandering livestock in the interests of public safety, especially to reduce road accidents.Palestinians, however, see a policy of confiscations and demolitions aimed at pushing them out of the valley running along the border with Jordan. The valley has valuable water resources and farmland and is seen by Israel as vital to its strategic defence. The donkeys will be auctioned off if unclaimed by their owners, the Arabic-language text announced, but reclaiming their own property is costly.Arif Daraghmeh, head of a council of 26 hamlets in the valley's Al-Maleh district, said they have to pay fines of up to 2,000 shekels ($526) for each donkey.COGAT, Israel's defence ministry unit that coordinates Israeli activities in the West Bank and Gaza, says that animals roaming unsupervised are a public menace.Since the army has been rounding them up "road accidents have fallen by 90 percent", it said, explaining that the fines are levied to cover the costs of catching and looking after the donkeys. The public offer to sell 40 head is unusual, said Daraghmeh, only the third in the past two years, before which there were none. But confiscations, he said, are nothing new.- Firing zones -Sixty-year-old Sliman Besharat said his goats, housed under a shelter of sacking, have in the past been quarantined by Israel.Like Daraghmeh, he sees a strategic aim behind the seizures."By confiscating animals and agricultural equipment and demolishing houses, animal shelters and other structures, the Israelis are putting pressure on the Palestinians to leave the Jordan Valley," which makes up a third of the West Bank, he said."Whoever controls the valley controls the border (with Jordan) and access to water and farmland," resources vital for local Palestinians who live from agriculture and livestock, Besharat said. That is the case with Yusef, who was watching over his 80 cows and their calves while keeping one eye on the road used by Israeli military vehicles.Behind him stood a sign on a concrete block warning in Hebrew, Arabic and English: "Firing zone, entry forbidden."The Israeli army has turned 18 percent of the West Bank into training grounds, according to United Nations data. Nevertheless, 6,200 Palestinians still live in such areas. In the Tubas area where Yusef lives, more than 800 people remain with their cattle on land Israel has designated as firing ranges. The army, he said, can expel them and seize their livestock at any time."The soldiers load them on trucks and tell us that we're in a closed military zone," he said, brandishing a stick to move his emaciated animals."Or they come through in their tanks and nothing survives, not a concealed bird's egg or a baby gazelle lying on the ground."Yusef said he has in the past lost dozens of animals, confiscated or dead of thirst through lack of access to water.- Struggle for water -Just a short distance from the banks of the River Jordan, the vast majority of Palestinian residents are not connected to water and must buy it at great expense, the UN says.About 90 percent of the valley is in the West Bank zone known as "Area C" which is under full Israeli control. It is "virtually prohibited for use by Palestinians and reserved for the Israeli army or placed under the jurisdiction of the settlements", where 9,500 Israelis live and farm, the UN says.Water consumption in some places is a mere "20 litres a day, one fifth of WHO (World Health Organisation) recommendations," the UN says.On the rocky hillside that rises behind Yusef's cows, he said a pipeline carries to a settlement water which the animals were once free to drink."Before we drank the water at its source," Yusef said. "Now the settlers bathe in it."

UN records highest casualties in eastern Ukraine in a year-[Associated Press]-August 3, 2016-YAHOONEWS

MOSCOW (AP) — The United Nations says the number of casualties in fighting in eastern Ukraine is back to last year's highs.Fighting between Russia-backed separatists and government troops has killed over 9,500 people since it began in 2014 and left much of Ukraine's industrial heartland in ruins. The U.N. Human Rights Office said in a statement on Wednesday that it documented 69 civilian casualties in eastern Ukraine in June, including 12 dead. This was nearly the double the number a month ago and the highest figure since August 2015.International monitors have recently raised the alarm about both sides violating peace accords by using heavy weaponry that was supposed to have been withdrawn. Monitors of the Organization for Cooperation and Security in Europe last week recorded Grad multiple-grenade launchers in use there.

UK central bank to help economy through Brexit with stimulus-[Associated Press]-DANICA KIRKA-August 3, 2016-YAHOONEWS

LONDON (AP) — With the British economy in its deepest trouble since the global financial crisis in the wake of the vote to leave the European Union, the Bank of England is expected to unveil Thursday stimulus measures including a rate cut and, possibly, the creation of billions in new money.Early indicators since the June 23 vote suggest that the economy is contracting at its sharpest rate since 2009. Manufacturing, services and consumer spending are falling, the pound is down 10 percent and questions linger over what trade relations the country will have with the rest of the EU in coming years. As a result, the Bank of England is expected to cut its key interest rate from a record-low 0.5 percent on Thursday, diverging from policymakers at the U.S. Federal Reserve who in December raised their benchmark for the first time in seven years. The bank may also expand its stimulus program called quantitative easing under which it buys government bonds from banks with newly created money, effectively pumping extra money into the economy."The Bank of England should throw the kitchen sink at the problem," wrote Robert Wood, an economist at Bank of America/Merrill Lynch. "The worst thing that could happen now is the stimulus does not work, so better to do too much."The Bank of America Merrill Lynch analysts forecast a 0.25 percentage point rate cut, an additional 50 billion pounds ($67 billion) of bond-buying and other efforts to stimulate lending. The expectations of such action grew after a gauge of business activity published last week and closely watched by investors and policymakers fell in July to its lowest since early 2009. The survey of 1,200 company executives covers manufacturing and services and showed a broad-based decline in production, orders and hiring intentions.Another study released last month raised concern that the impact of leaving the EU may be felt for 10 years or more — longer than previously expected. Some 71 percent of leading academic economists surveyed by the University of Chicago said inflation-adjusted incomes in the U.K. will likely be lower a decade from now than they are today because of the British EU exit, or Brexit."A post-Brexit agreement between the U.K. and the EU is likely to involve trade barriers," said Oliver Hart, a British-born economist at Harvard University. "This will reduce gains from trade. The U.K. will suffer."One of the main concerns is that the immediate drop in confidence caused by the vote could become ingrained, with employers delaying expansion — and hiring — and consumers putting off purchases of big-ticket items such as cars and appliances.Bank of England Governor Mark Carney foreshadowed a response by the bank's Monetary Policy Committee in a June 30 speech."In my view, and I am not pre-judging the views of the other independent MPC members, the economic outlook has deteriorated and some monetary policy easing will likely be required over the summer," Carney said. He noted that some of the risks to the economy predicted before the referendum are taking hold.Even though the potential rate cut is small, it may be seen as another confidence-building move to ease worries in the markets and among the general public about credit drying up. Some experts say there is only so much the central bank can do to help the economy — that even with lower interest rates, businesses and households will remain worried about the future so long as the Brexit talks with EU drag on.With that uncertainty lingering, Britain is possibly heading toward recession, defined as two consecutive quarters of economic contraction. The National Institute of Economic and Social Research estimated there is a 50-50 chance of recession over the next 18 months. The influential think tank said growth would hit 1.7 percent overall this year with a decline of 0.2 percent in the third quarter and risk of "further deterioration."A few economists think the central bank will wait for more data before acting, as the surveys that have been published so far are reacting to the first weeks of shock in the wake of the vote, when uncertainty was exacerbated by political chaos in the country's main parties.UniCredit economist Daniel Vernazza argues that's not a risk worth taking."Given the evidence of a significant shock to confidence, subdued current and expected inflation, and the lags with which monetary policy works, the risks of not easing policy . greatly exceed the risks of stimulating too much," said Vernazza. "Therefore, on Thursday we expect the Bank of England to act pre-emptively and announce a package of easing measures."____Joshua Boak contributed to this story.

Greece wants 'Plan B' after Turkey threatens to quit EU migrant deal: paper-[Reuters]-August 3, 2016-YAHOONEWS

BERLIN (Reuters) - The European Union needs to come up with an alternative plan for tackling migration after Turkey threatened to back out of an accord to help stem the influx of migrants to Europe, Greece's migration minister told German daily Bild.Turkish Foreign Minister Mevlut Cavusoglu said over the weekend that Ankara would back out of the agreement with the EU if the bloc did not deliver the promised visa-free travel for Turks in return. The 28-nation EU is dependent on Ankara to enforce the deal which has sharply cut the number of refugees and migrants leaving Turkish shores for Greece. Grappling with a major financial crisis, Greece struggled to cope with the influx."We are very concerned," Greek Migration Minister Yannis Mouzalas told mass-selling Bild. "We need, in any case, a Plan B."German Vice Chancellor Sigmar Gabriel said on Monday Europe would not be blackmailed by Turkey in talks on visa liberalisation, which have been hampered by a dispute over Turkish anti-terrorism legislation and a crackdown after an abortive coup on July 15.Mouzalas also called for a fairer distribution of refugees in Europe, many of whom arrive from Syria, Iraq and Afghanistan and head for Germany and Sweden. But some countries, including Hungary and Slovakia, have objected to proposed EU quota system for resettling migrants across the bloc."The refugees must be distributed right away to all EU countries - and not just to individual (states)," he said.More than 257,000 migrants and refugees entered Europe by sea from the start of this year to July 27, and at least 3,000 have died, the International Organization for Migration (IOM) said on Tuesday. These figures represent a sharp increase from the same period in 2015, the IMO said.(Writing by Paul Carrel; Editing by Raissa Kasolowsky)
