NEW YORK (Reuters) - Prosecutors and New York's top federal public defender squabbled on Thursday over when the suspect in the series of weekend bombings around the city and New Jersey will get a lawyer.Ahmad Khan Rahami, 28, has been held in a Newark, New Jersey, hospital since he was arrested on Monday after a gunfight with police. He faces federal charges in both states for a Saturday night bombing in Manhattan's Chelsea neighborhood that injured 31 people and a pair of blasts in New Jersey.Rahami, a naturalized U.S. citizen who emigrated from Afghanistan with his family at the age of 7, was motivated by militant Islamic views, prosecutors said, citing a journal he was carrying in which he begged for martyrdom and expressed outrage at the U.S. "slaughter" of Muslim fighters in Afghanistan, Iraq, Syria and Palestine.The case is being treated by authorities as an act of terrorism, and while prosecutors currently believe Rahami acted alone they are still searching for anyone who may have helped him plan the attack or build the homemade bombs.David Patton, the head of the federal public defenders office in New York asked on Wednesday to be appointed as Rahami's attorney and asked to be allowed to meet with him, saying he has not had the advice of a lawyer thus far.New York police said on Wednesday they had not yet been cleared to interview Rahami and were waiting for doctors to confirm that he is well enough to be questioned.The FBI also said that Rahami was arrested by police in New Jersey and remained in the custody of the state, not the federal government.A U.S. magistrate judge late Wednesday said he accepted that position."The Government asserts unequivocally that the defendant 'is not in federal custody,'" Judge Gabriel Gorenstein wrote in an order late Wednesday. (Reuters) - Residents of Charlotte, North Carolina, woke to a state of emergency on Thursday with National Guard troops deployed on the streets after a second night of violent protests over the fatal police shooting of a black man.One person was on life support after being shot by a civilian late Wednesday as riot police used tear gas, rubber bullets and flash-bang grenades to try to disperse demonstrators who looted stores and threw rocks, bottles and fireworks.Four police officers suffered non-life threatening injuries, city officials said.The latest trouble erupted after a peaceful rally earlier in the evening by protesters who reject the official account of how Keith Scott, 43, was gunned down by a black police officer in the parking lot of an apartment complex on Tuesday afternoon.Authorities say Scott was wielding a handgun and was shot after refusing commands to drop it. VIENNA, Today, 08:04-The EU is breaking into a two-speed continent as far as universities are concerned, the latest global rankings suggest.Institutions from the UK, Germany and the Netherlands are leaving behind most of the rest of the EU, according to the Times Higher Education (THE) World University rankings.The University of Oxford, in the UK, has achieved the ultimate prize – it has been named as the world's best university, displacing American institutions for the first time since the THE began the rankings 13 years ago.Some 32 British universities made the top 200, described by the THE as the elite group. Three reached the top 10 – Oxford, the University of Cambridge (4) and Imperial College London (8).The only other European institution in the top 10 was ETH Zurich (9). BUDAPEST, Today, 09:30-Hungary's government might push for a treaty change to keep asylum rules in national competences if it wins a referendum on migration quotas on 2 October, Hungarian daily Nepszabadsag reported Wednesday (21 September).The paper quoted senior government officials saying that if the majority reject the EU's migration quotas, prime minister Viktor Orban could use the momentum to change the Lisbon treaty.According to the paper, Hungary would propose exempting national migration rules from the common European policies.Orban has been a key figure among leaders of eastern European countries which have been calling for reinforced national competencies.The Hungarian prime minister said in July he had an "ambivalent relationship" with treaty change.Speaking after the EU summit he told journalists that even though it was not time for treaty change, "when tempers calm down, we should ask ourselves: aren't there problems in this treaty that we should rethink?"Hungary's government had already challenged the quota plan in the EU's top court, the European Court of Justice.Voters support the government's position, polls have shown, the question is whether enough people bother to show up to surpass the 50 percent threshold to make the plebiscite valid.While Hungary's referendum will not have direct legal consequences for the EU, the government said it wanted to use the extra mandate to close down discussions on the quota.-Nordic disputes-In the meantime, Nordic countries are calling on the EU to act, as Hungary has refused to take back asylum seekers from other EU and other European countries under the bloc's asylum rules, called Dublin regulation.In a 9 September letter seen by AFP, ministers from Denmark, Finland, Iceland, Norway and Sweden expressed their "great concern" at Budapest's refusal to abide by the Dublin rules under which refugees must seek asylum in the first EU country they enter.The joint letter quotes from a statement sent by Budapest to fellow EU nations in May, which insisted that Hungary "cannot accept any incoming Dublin transfers". OTTAWA — The country's top soldier is pushing back against suggestions the Liberal government wants to use Canadian troops for political purposes by deploying them on United Nations peacekeeping missions.The opposition Conservatives accused the Liberals this week of treating the military like "pawns" by promising to support peacekeeping operations in exchange for a UN Security Council seat.The Liberal government has promised up to 600 troops for future peacekeeping operations, as well as 150 police officers and $450 million for peace support operations.But chief of the defence staff Gen. Jonathan Vance said Wednesday that Canadian troops will be deployed as peacekeepers for no other reason than to help bring peace and stability to another part of the world."I reject the notion that this is done simply for political reasons and putting troops in harm's way into risky areas for anything other than the true merits of the value of the use of military force," he said.Vance told the Senate defence committee that his staff members are looking at various UN mission options to see where Canada could best contribute. The government still has not decided on a specific mission, he added.Vance wouldn't say which missions the government is currently considering, but he acknowledged that many — if not all — carry some degree of risk. He said he wouldn't advise Canada participate in a mission with unnecessary or unmanageable risk."But a risky mission that has great potential of success may be a mission that you want to invest in," he said. "And the military, we do risk. We're good at that, if we can mitigate it."Some have worried that Canadian peacekeepers could be put into a no-win situation, or bound by endless UN bureaucracy that might tie their hands or otherwise put them at risk, such as in previous missions in Rwanda and Bosnia.Vance said UN commanders might give Canadian troops specific tasks, but he would "never" let the UN have the last word on when or how Canadian peacekeepers could act. B.C. coroner warns against complacency in wake of encouraging overdose stats-[The Canadian Press]-September 22, 2016-YAHOONEWS

VANCOUVER — British Columbia is bombarding the province with thousands of overdose-reversing naloxone kits as part of an all-out assault against a drug crisis that has killed 488 people so far this year.Health Minister Terry Lake said Wednesday during an update on the opioid emergency that 13,000 life-saving kits have been distributed cost-free to nearly 300 sites across B.C., including emergency departments, public-health units and provincial and federal correctional facilities.Newly released data from the provincial coroners' service show the number of deaths involving illicit drugs decreased to 49 in August from 55 the previous month, though the 488 fatalities so far this year have nearly overtaken the 505 deaths reported for all of 2015."(August) marks the first month of 2016 where the number was reduced over the equivalent month in 2015, but we are very, very cautious about what that means," Lake told a news conference."We need more data, more time to see if there's a trend happening."Over 11,000 people have been trained to administer naloxone, including first responders such as police officers and firefighters."All ambulance crews and 46 fire departments are now carrying naloxone," Lake said, adding the B.C. Centre for Disease Control is expanding its take-home naloxone program and that the province expects to reach its goal of opening 500 new addiction treatment beds by 2017.The number of drug deaths where fentanyl was detected between Jan. 1 and July 31 of this year has remained strong at 264, or around 55 per cent of total illicit drug deaths. That's more than three times the 82 fentanyl-related deaths that occurred over the same period last year."Thirty-six per cent of fentanyl deaths also involved cocaine, which is frightening, because we know there are people who thought they were taking cocaine and had absolutely no idea they were taking fentanyl," Lisa Lapointe, B.C.'s chief coroner, told the news conference.Fentanyl continues to take an exceptionally high toll, she added."We must all work together to try and reduce that toll, which is predominantly affecting young people and people who should have many more years of life ahead of them," said Lapointe."Despite the small decrease in the number of deaths in August, the last thing we would want is for anyone to become complacent or think that the danger is over or that the risks are diminished."British Columbia has been the epicentre of opioid deaths in Canada, and the province declared a public health emergency in April, after which the coroner's service began collecting and releasing monthly statistics on overdose deaths.While Vancouver has seen the highest number of deaths in the province this year, the fatality rate has remained consistent since last year. The same can't be said for other B.C. municipalities such as Kamloops, where the number of fatalities has spiked more than five times higher.In June, Premier Christy Clark announced a joint task force on overdose response."It's a massive effort," Lake said, adding that overdose deaths involving fentanyl have hit communities across North America."People have been reaching out to British Columbia to learn about what we're doing," he said.Earlier Wednesday, the chief medical health officer of Vancouver Coastal Health said the city could see as many as four new supervised-injection sites by early next year.Dr. Patricia Daly said the health authority is applying to Health Canada to expand the number of harm-reduction sites in its area, where there are currently two such facilities.
