Belgium breaks Ceta deadlock-Walloon leader, Paul Magnette, the face of Ceta opposition.By Aleksandra Eriksson-oct 27,16-euobserver

BRUSSELS, Today, 16:27-[Updated at 18.43 on 27 October] EU ambassadors pre-approved Belgium's declaration on the EU-Canada trade agreement, Ceta, during a meeting on Thursday. It's now up to the EU capitals to formally adopt the text, which they were asked to do before Friday midnight."After all procedures conclude, we will be able to say that the EU is ready to sign Ceta," an EU official told this website.** Belgium’s political entities agreed to a declaration on Thursday (26 October), which gives their government a green light to sign Ceta, the EU-Canada trade pact. The agreement was promptly sent to EU ambassadors in Brussels, to be discussed later in the afternoon. The deal has been on thin ice for weeks. It managed to secure the backing of 27 EU member states out of 28, with Belgium holding out due to the region of Wallonia. Under Belgium’s devolved system, all federated entities needed to approve international trade agreements.Wallonia had vetoed the ratification on the premise that Ceta put corporate interests before citizens and could damage EU agriculture. After a week of marathon negotiations, Belgian prime minister Charles Michel said that Thursday's talks had calmed "outstanding concerns"."Wallonia is extremely happy that our demands were heard," the region's leader Paul Magnette told journalists.”Thanks to you, we have reached major achievements for Walloons and Europeans,” he added in a Twitter message addressed to supporters. As part of the trade-off, Belgium will ask the European Court of Justice to clarify the proposed investment court system, which was one of the most controversial elements of the trade deal.Walloons feared the mechanism gave companies too much power, as they could sue governments for passing laws that hurt profits.Ceta was due to be signed off by EU leaders and Canada’s prime minister Justin Trudeau at a summit in Brussels on Thursday. Trudeau cancelled the trip during the night as no agreement had been reached in Brussels. It’s not known when the summit will take place, or whether the Belgian go-ahead was the last hurdle. The other 27 EU countries must first accept the Belgian deal.At their meeting on Thursday, EU ambassadors will be accompanied by lawyers and representatives of the EU institutions, who will examine the legality and consequences of the text. The Walloon parliament will vote on the agreement on Friday.European Council president Donald Tusk cautiously welcomed the Belgian development.”Only once all the procedures are finalised for the EU to sign Ceta will I contact prime minister Justin Trudeau,” he wrote on Twitter."If it materialises, it is excellent news," Canadian foreign minister Stephane Dion said, adding that he was "cautiously optimistic" that the deal could be signed soon.

Thousands of Nato soldiers go to Baltic states, Romania By Andrew Rettman-oct 27,16-euobserver

BRUSSELS, Today, 09:28-Most Nato allies have committed troops to a Russia-deterrent force in the Baltic region. Six of them have also pledged troops to a similar force in Romania.Nato head Jens Stoltenberg announced the decisions after a Nato defence ministers’ meeting in Brussels on Wednesday (26 October).Canada is to lead one of four Nato battalions to be stationed in the Baltic states and in Poland from early next year.It will send 400 soldiers to Latvia. They will be joined by 150 troops from Italy and a further 450 or so from Albania, Italy, Poland, and Slovenia.Germany is to lead the Nato battalion in Lithuania, with up to 600 soldiers, joined by another 400 from Belgium, Croatia, France, Luxembourg, the Netherlands, and Norway. The UK is taking charge of the Estonia force, with some 800 soldiers, Challenger 2 tanks, Stryker armoured vehicles, and surveillance drones, alongside soldiers from Denmark and France. The US is to lead the Polish force, with some 900 soldiers, as well as with pre-positioned tanks and artillery, alongside extra British and Romanian troops.-lack Sea brigade-Stoltenberg said Canada, Germany, the Netherlands, Poland, Turkey, the UK, and the US are also sending troops to a new Nato "brigade" in Romania.A brigade normally amounts to 5,000 troops or more.Romania became a target of Russian sabre-rattling after it agreed to host part of a Nato anti-missile shield. The UK will also station Typhoon warplanes in southern Romania to take part in Nato air-policing missions. The US already has troops at the same airbase and its warships already call at Romanian ports as part of Black Sea operations.“Our forces will be truly multinational, sending an unmistakable message: Nato stands as one. An attack on any ally will be considered an attack on us all”, Stoltenberg said.“They will be robust, they will be multinational, and they will be combat ready”, he said. The US defence chief, Ash Carter, said the Baltic and Black Sea deployments are “a major sign of the US commitment to strengthening deterrence here”.Stoltenberg said the measures were justified by Russia’s build-up of troops on Nato borders - believed to number more than 330,000.He also cited Russia's snap exercises, some of which have rehearsed invasions of the Baltic states and of Poland, and its aggressive behaviour in Ukraine as justification. He noted that Russia recently stationed nuclear-capable missiles in Kaliningrad and tore up a US treaty on plutonium disposals.-Russian moves-“These moves do not lower tensions,” he said.Russia is also planning to deploy five warships, some of which can carry nuclear missiles, in the Baltic Sea, according to Russian sources quoted by the Interfax news agency."This is ... worrying," Sweden’s defence minister Peter Hultqvist said. The Polish defence minister, Antoni Macierewicz, said: “Moving such ships into the Baltic changes the balance of power”.Russia, at the same time as the Nato meeting, sailed warships past France, Spain, and the UK to join its forces in Syria. The ships had been due to refuel in a Spanish port. Some Nato allies had criticised the move, saying Spain should not help Russia due to Russia's air strikes on civilians in the city of Aleppo in Syria.Russia later claimed it had never asked Spain for help and that its ships would not call there.Russian leader, Vladimir Putin, on Wednesday also visited Crimea, which Russia annexed from Ukraine two years ago. He promised that a new bridge would connect the peninsula to the Russian mainland in 2018.-Putinism-Speaking to Russia’s Izvestia news agency, Alexander Vershbow, Nato's deputy head, said the West had tried to build "closer" relations with Russia after the Cold War."Now, however, I think … it is important for the system of power in Russia, for president Putin, to portray Nato as an enemy”, he said.He said Russia's actions in Syria were due to “Putin's misinterpretation that the West has some kind of a grand strategy for regime change” there. He added that EU and Nato expansion in Europe had “created a network of stable democratic states along Russia's periphery” and that “the real instability facing Russia is in the south [from Middle East conflicts], not in the west”.The US is holding talks with Russia on a potential Syria ceasefire.Stoltenberg said Nato states’ ambassadors were also keen to talk to Russia’s envoy in a meeting of the Russia-Nato Council “in the near future”.“Dialogue is even more important when tensions run high”, he said.

Nato states pledge troops to Russia-deterrent force-By Andrew Rettman-euobserver

BRUSSELS, 26. Oct, 09:28-Nato states are pledging troops to a Russia-deterrent force in the Baltic region, amid concern that Russian warships, due to refuel in Spain, are to join strikes on Aleppo.Jens Stoltenberg, the Nato chief, said that defence ministers from Canada, Germany, the UK, and the US would, in Brussels on Wednesday (26 October), “set out their plans for the battalions they will lead” and that other allies would “confirm their contributions” to the deterrent force.“This shows that Nato is able to respond, Nato is able to adapt to a more assertive Russia,” he said.He said Russia had, over the past six years, tripled defence spending, moved troops and materiel toward Nato borders, and shown “willingness … to use [its] armed forces against [its] neighbours”.“This [the Baltic force] is a credible deterrence, not to provoke a conflict, but to prevent conflict”, he said.Canada, Germany, the UK, and the US earlier in July agreed to each lead a battalion of some 1,000 troops to be stationed, from early next year, in the Baltic states and in Poland.Denmark, France, and Italy have also said they would send troops.Speaking to the Wall Street Journal newspaper in an interview published on Tuesday, the British defence minister, Michael Fallon, said the UK would send about 500 soldiers, as well as drones, Challenger 2 battle tanks, and Warrior armoured vehicles to Estonia“Although we are leaving the European Union, we remain committed to European security,” he said. The US is to deploy about 1,000 soldiers, as well as Abrams tanks and Stryker armoured vehicles, mostly in Poland.A larger force of 40,000 Nato soldiers could also be deployed in the event of Russian aggression.“We expect a sustained challenge from the east, from Russia, by way of its military activities,” Douglas Lute, the US ambassador to Nato, said on Tuesday.-Spain-Stoltenberg the same day voiced concern that Spain, a Nato member, planned to help a group of Russian warships to get to Syria by offering to refuel them in Ceuta, its exclave in Morocco. The flotilla, led by the Admiral Kuznetsov, an ageing aircraft carrier, put on a show by sailing past the UK and France a few days ago as EU leaders met in Brussels to condemn Russian air strikes on civilians in the city of Aleppo in Syria. The Nato chief said he had “conveyed” his worries “very clearly” to Madrid.“It’s for each nation to decide whether these ships can get supplies … but at the same time we are concerned, and I have expressed that very clearly, about the potential use of this battle group to increase Russia’s ability and to be a platform for air strikes against Syria”, he said.Spain on Tuesday said it was reconsidering its decision, while Lute and others piled on the pressure.Lute said a “problem would arise if this ship [the Admiral Kuznetsov] contributes to the indiscriminate bombing of civilian targets”.Gerald Howarth, a former British defence minister, told The Daily Telegraph newspaper, it would be “wholly inappropriate” for Spain to go ahead.Alan West, a former British naval chief, said it would be “an extraordinary thing for a Nato ally to do”.-EU cooperation-Stoltenberg said defence ministers will also discuss how to help the EU stop irregular migrant crossings in the Aegean and in the Mediterranean. He said a new Nato mission, to be called Sea Guardian, would help the EU operations in the Mediterranean "in areas of sharing information and logistics”.He said Nato and the EU were also to cooperate on “hybrid and cyber defence, maritime security and exercises” and on countering Russian propaganda.“We see that Russia is providing a lot of, is supporting different groups trying to influence domestic debate in different countries in Europe and we see a lot of propaganda”, he said.-Meddling-Russian influence operations were highlighted on Tuesday when the prime minister of Montenegro, Milo Dukanovic, repeated allegations that Russia had planned a coup d’etat during elections earlier this month.Montenegro is next in line to join Nato, but Dukanovic said that group of some 20 Serbian nationals, who were not connected to the Serbian state, had planned to seize parliament on election day."We have a heavy presence of foreign actors in Montenegro," he said.US authorities have also accused Russia of meddling in the American presidential election.Nato's Stoltenberg on Tuesday rebuffed comments by Donald Trump, the pro-Russian US candidate, that the US would not protect Nato allies who did not spend enough money on defence.“We don’t say: If you don’t pay, we won’t protect you,” Stoltenberg said.

Privacy activists mount court challenge to EU-US data pact By Nikolaj Nielsen-oct 27,16-euobserver

BRUSSELS, Today, 09:29-An EU data transfer agreement with the US is facing a legal challenge over privacy issues at the European Court of Justice (ECJ).Privacy advocacy group Digital Rights Ireland lodged the challenge in September at the lower General Court at the ECJ in a move likely to cast further doubts over a pact launched just two months ago.The group refused to comment on the case, and court documents revealed little of the substance, but unnamed sources told Reuters news agency that it concerned the new EU-US Privacy Shield agreement. The deal replaces a 15-year-old agreement that had been invalidated by the same Luxembourg-based court only last year. Some 4,000 US firms had signed up to the old pact, known as Safe Harbour.A European Commission spokesperson told Reuters that it was "convinced that the Privacy Shield will live up to the requirements set out by the European Court of Justice (ECJ) which has been the basis for the negotiations".Privacy Shield underpins some €230 billion in cross-border trade in digital services. It is also designed to ensure rights of EU citizens are respected whenever their data is transferred to firms based in the United States. The commission says the latest agreement is more transparent, better monitored, and allows EU nationals to file complaints with greater ease. US companies that sign up to the self-certifying agreement promise not to abuse the data.-US national security access-But outstanding issues over US national security access and bulk collection of data remain in Privacy Shield despite "written commitments and assurances" by US authorities.Earlier this month Reuters revealed that Yahoo had received US government orders under a foreign spy law in 2015 to secretly scan emails belonging to hundreds of millions of users. Those scans were being conducted when the EU commission and US authorities were still in talks on US national security access for the new data transfer pact.Yahoo described the Reuters report as "misleading". The commission said Yahoo had not signed up to Privacy Shield.Social media giant Facebook signed up to Privacy Shield earlier this month. It was the initial legal challenge by Austrian privacy campaigner Max Schrems against Facebook's Dublin-based headquarters tha helped trigger the demise of Privacy Shield's predecessor Safe Harbour.Earlier this year he told reporters Privacy Shield wouldn't survive a legal challenge at the ECJ.“The European Commission is jumping from one ice-floe to another. It knows it will sink sooner or later, but keeps jumping in the meantime," he said.

Putin says U.S. hysteria over Russia an election ploy-[Reuters]-October 27, 2016-YAHOONEWS

KRASNAYA POLYANA, Russia (Reuters) - Russian President Vladimir Putin said on Thursday American politicians were whipping up hysteria about a mythical Russian threat in the U.S. presidential campaign as a ploy to distract voters from their own failings.Putin, addressing an audience of foreign policy experts gathered in southern Russia, said he found it hard to believe that anyone seriously thought Moscow was capable of influencing the Nov. 8 election. The U.S. government has formally accused Russia of a campaign of cyber attacks against Democratic Party organisations, while Democratic candidate Hillary Clinton has accused Republican rival Donald Trump of being a Putin "puppet"."Hysteria has been whipped up in the United States about the influence of Russia over the U.S. presidential election," said Putin, calling it a ruse to cover up for the fact that the U.S. political elite had nothing to say about serious issues such as the country's national debt or gun control."It's much simpler to distract people with so-called Russian hackers, spies, and agents of influence. Does anyone really think that Russia could influence the American people's choice in any way? Is America a banana republic or what? America is a great power."Putin also said certain forces in the West were trying to exaggerate the threat that Russia posed in order to secure higher military spending and talk up their own importance. He said Russia was not planning to attack anyone.(Reporting by Gleb Stolyarov; Writing by Maria Tsvetkova/Andrew Osborn; Editing by Andrew Osborn)

KRASNAYA POLYANA, Russia (Reuters) - President Vladimir Putin said on Thursday Russia had no plans to intervene militarily in the Middle East beyond Syria.Asked whether Russia might intervene in Iraq and Libya in the same way as it had in Syria, Putin told a forum in southern Russia:"No, we don't plan this anywhere."(Reporting by Gleb Stolyarov; Writing by Maria Tsvetkova; Editing by Andrew Osborn)

KRASNAYA POLYANA, Russia (Reuters) - Russian President Vladimir Putin said on Thursday that Russia had no other option but to clear out what he called "a nest of terrorists" from Syria's Aleppo despite the fact that civilians were also present in the city.Putin said civilian casualties in conflicts should be mourned everywhere, not just in Aleppo, pointing to what he said were civilians killed around Mosul in Iraq."Bells should toll for all innocent victims. France says Syria or Russia responsible for strike on school in Syria's Idlib-[Reuters]-October 27, 2016-YAHOONEWS

PARIS (Reuters) - French Foreign Minister Jean-Marc Ayrault said either Russia or the Syrian government were responsible for an air strike on Syria's Idlib province that led to the deaths of 26 civilians, most of them school children."Who is responsible? In any case it is not the opposition because you need planes to launch bombs. It's either the Syrians - the regime of (President Bashar) al-Assad - or the Russians," Ayrault told a news conference."It's yet another demonstration of the horror of this war, which is a war against the Syrian people, which we cannot accept."Russia's foreign ministry said earlier on Thursday that Moscow was not responsible for the attack on Idlib. [nR4N1CO02E]-U.N. Secretary-General Ban Ki-moon was appalled by the attack, which - if deliberate - may amount to a war crime, his spokesman Stephane Dujarric said. Ban called for an immediate and impartial investigation of all attacks against civilians."If such horrific acts persist despite global outrage, it is largely because their authors, whether in corridors of power or in insurgent redoubts, do not fear justice. They must be proved wrong," Dujarric told reporters.United Nations envoy for global education, Gordon Brown, called on the U.N. Security Council on Thursday to "agree that the International Criminal Court prosecutor conduct an investigation into what I believe is a war crime.""The Security Council should ask the International Criminal Court prosecutor for an investigation into what is happening in Syrian schools and in Syria as a whole," Brown told reporters.Russia and China have protected Syria's government from Security Council action to try and stop the war, including vetoing a bid to refer the situation in Syria to the International Criminal Court in 2014.Syria's war pits President Bashar al-Assad, backed by Russia, Iran and Shi'ite Muslim militias from Lebanon, Iraq and Afghanistan against mostly Sunni Muslim rebel groups including some backed by Turkey, Gulf monarchies and the United States.(Reporting by Marine Pennetier in Paris and Michelle Nichols at the United Nations; Writing by Ingrid Melander and Michelle Nichols; Editing by Michel Rose and Chris Reese)

Villagers say they were forced to walk to Mosul as human shields for Islamic State-[Reuters]-October 27, 2016-YAHOONEWS

BAGHDAD (Reuters) - Islamic State fighters forced women, children and the elderly to walk alongside them for days as human shields to cover their retreat to Mosul, separating out older boys and fighting-aged men along the way for an unknown fate, villagers said.Reuters spoke to a woman and an elderly man inside the Islamic State-held city, who were part of group of families forced to leave the villages of Safiya and Ellezaga, about 30 km (nearly 20 miles) and 50 km (30 miles) to the south.Children and the elderly were released when they arrived in Mosul on Tuesday and told to stay with relatives, they said, speaking by phone from one of the few places where there is still mobile coverage, on the city's edges.A resident of Mosul, Rayyan, said he saw the families when they arrived in the city, "their bare feet bleeding and covered with dust as if coming from under the rubble.""We cried when we saw them," he said.Reuters could not independently verify the villagers' accounts, but they echoed reports from advancing Iraqi forces that Islamic State fighters have been taking civilians with them as they pull back towards the city.Mosul is by far the largest city Islamic State fighters have ever held and now the group's last stronghold in Iraq. The ground offensive, now 11 days old, is expected to be the biggest battle in Iraq since the U.S.-led invasion in 2003.Islamic State, also known as Daesh, ISIS or ISIL, has a history of seeking protection by holding civilian hostages in other cities its fighters have defended. For the men, the walk ended in Hammam al-Alil, a town about 15 km (10 miles) south of Mosul where Iraqi officials say Islamic State is killing former members of the police and army who had lived in areas under its control. They haven't been heard of since, their relatives said."The members of Daesh called on the population of the village to gather in the school from the mosque's loudspeakers," said the woman, who gave her name as Fatima."Then they separated the women, the elderly and the boys over 14 from the families, and made us walk to Mosul."One of them was shouting: 'Quick, quick, otherwise the unbelievers will kill your children and rape your women," she said. "Another was repeatedly warning that anyone caught making a phone call would be shot dead."Abu Ahmed, in his early sixties, said the militants didn't use cars in their retreat, fearing air strikes. He walked with his daughters and his grandchildren from Ellazaga, sleeping two days in the open. The militants took away one of his sons."We know nothing about him, he said, and we're worried that he could have been executed."As many as 1.5 million people are still believed to be trapped inside Mosul, and the United Nations fears for a humanitarian disaster, forecasting up to 1 million could be uprooted and thousands of others held in peril by the militants.U.N. human rights spokesman Rupert Colville said on Tuesday that Islamic State fighters had reportedly killed scores of people around Mosul in the last week.Colville said security forces discovered the bodies of 70 civilians a week ago in houses in Tuloul Naser village, further south from Hammam al-Alil.Islamic State also reportedly killed 50 former police officers outside Mosul on Sunday, he said.(Writing by Maher Chmaytelli; editing by Peter Graff)

U.N. vows to press on with securing Aleppo evacuation operation-[Reuters]-By Stephanie Nebehay-October 27, 2016-YAHOONEWS

GENEVA (Reuters) - The United Nations vowed on Thursday to press ahead in securing medical evacuations of hundreds of sick and wounded from the Syrian city of Aleppo and demanded that the warring sides drop their conditions. The United Nations aborted plans at the weekend to evacuate patients from rebel-held east Aleppo, which it had hoped to accomplish during a three-day lull in fighting last week, accusing all parties to the conflict of obstructing its efforts."We are not giving up," Jan Egeland, a U.N. humanitarian adviser, told reporters after the weekly meeting of the humanitarian task force, composed of major and regional powers."We had unanimous support from Russia, the United States and from all of the other countries in the room to try again. On all fronts," he said.Egeland also said the Syrian government had rejected a U.N. request to deliver food and other aid supplies to rebel-held eastern Aleppo and an area in east Ghouta near Damascus as part of its plan for November."Which means that we need to overturn that decision," he added."It was very clear today that the Russians want to help us with the November plan implementation, would like to help us get access to east Aleppo," he said.In all, the Assad government approved access to 23 of 25 areas sought by the U.N. next month, including 17 besieged areas, he said. But it will allow relief for only 70 percent of the more than 1 million people deemed in need, Egeland said. Surgical items are still not allowed in, "a notable exception"."The war is getting worse, it's getting more ruthless and it's affecting more and more the children and the civilians," Egeland said.In another sign that relations between Russia and the United States have frayed, Staffan de Mistura, the U.N. special envoy for Syria, announced that the two powers would no longer serve as co-chairs of a separate task force on the cessation of hostilities."...the cessation of hostilities is not really a major issue at the moment, but it needs to be kept alive," de Mistura said.Volker Perthes, one of his senior advisers, would serve as acting co-chair of that task force, he said.(Reporting by Stephanie Nebehay; Editing by Larry King)

Italian earthquakes cause widespread damage, but no-one killed-[Reuters]-By Isla Binnie and Antonio Denti-October 27, 2016-YAHOONEWS

VISSO, Italy (Reuters) - Earthquakes caused widespread damage and terrified residents in central Italy overnight, two months after a strong quake left nearly 300 dead and razed villages in the same area, but no-one was killed.Several people were slightly injured, but only a few needed hospital treatment, the Civil Protection Agency said.In Visso, one of the larger hill towns hit, the mayor said most of the damage had been to buildings already weakened by the Aug. 24 earthquake."The situation is ugly and you can see the noticeable damage, but luckily I can say it's better than it looks. We don't have victims or seriously injured people or anyone missing," Giuliano Pazzaglini said. The quake was nonetheless a shock to a town that had started to work on rebuilding after the last tremor, Pazzaglini said, and the hours following it were full of anxiety for people in the border area of the Marche and Umbria regions. Many people slept in their cars. In Campi, a town of about 200, rescue workers set up some 50 beds in a quake-proof building for people who could not sleep in their homes."I can't shake off the fear," said Mauro Viola, 64, who said he had not slept and had spent the night outside."I am afraid to see what my house looks like."Police had blocked off the road to his home with a bench, and Viola said a chapel nearby had collapsed.Boulders tumbled down the valley into roads around Visso. Officials restricted access to its historic centre, awakening grim memories of the levelling of the hilltop town of Amatrice in August."The only time I have cried today was when I wasn't allowed to go into the historic centre," said Visso restaurateur Elena Zabuchynska, 43."I thought of Amatrice, all fallen down, and I thought our city centre might look like Amatrice."-RENZI SOLIDARITY-The government on Thursday set aside 40 million euros ($44 million) for immediate costs related to the earthquakes, and Prime Minister Matteo Renzi visited the area affected."The whole of the population is by your side," he told local officials in the town of Camerino, adding that the latest tremors underlined the need for investments to make Italy's buildings earthquake proof.Renzi has said spending under a plan to reinforce the country's schools should be excluded from European Union limits on budget deficits. The three main overnight quakes came about two hours apart. Close to Visso, the rose-windowed facade of a late 14th century church, San Salvatore a Campi di Norcia, was reduced to rubble. The first tremor measured magnitude 5.4, causing many people to flee their homes and the second was stronger at 6.1, according to the U.S. Geological Survey.A 4.9 aftershock came a couple hours after that, and dozens of weaker ones followed.(Additional reporting by Massimiliano Di Giorgio; Writing by Steve Scherer, Isla Binnie and Gavin Jones; Editing by Andrew Roche)
