Israel sealing off West Bank, Gaza for Yom Kippur-IDF’s 48-hour closure to begin Tuesday at 12:01 a.m.; exceptions to be made for ‘humanitarian cases,’ army says-By Judah Ari Gross October 10, 2016, 5:07 pm-THE TIMES OF ISRAEL

The Israeli army announced Monday it would be sealing off the West Bank and Gaza Strip over Yom Kippur, the Jewish Day of Atonement and the holiest day of the Jewish calendar, for 48 hours starting at 12:01 a.m. Tuesday, after a terror attack in Jerusalem on Sunday left two dead and five injured. The military said it would make exceptions for medical emergencies and “humanitarian cases,” with the approval of the Defense Ministry’s Coordinator of Government Activities in the Territories (COGAT).Ordinarily, hundreds of thousands of Palestinians pass through the checkpoints between Israel and the West Bank each day. Though Gaza is often considered a sealed area, some residents with special permits are able to enter and exit through the Erez Crossing into Israel. These crossings will be shut down, and the closure is expected to remain in effect until Wednesday at 11:59 p.m., dependent upon a “situational assessment,” the army said in a statement. On Sunday morning, the 39-year-old Palestinian man drove past police headquarters near Jerusalem’s Ammunition Hill and opened fire at a group of people standing near the adjacent light rail station, hitting one woman. The terrorist, whose name is under a court-imposed gag order, continued on his spree, shooting and fatally wounding Levana Malihi, 60, who had been driving in her car, before police officers on motorcycles managed to shoot him dead after a short gun battle. One officer, First Sergeant Yosef Kirma, 29, was fatally injured in the shootout and another officer was moderately hurt. While the decision to close off the West Bank and Gaza comes after the deadly shooting attack in Jerusalem, the army routinely seals off the West Bank on Jewish holidays. The IDF similarly shut down the West Bank’s checkpoints on Rosh Hashanah, the Jewish New Year, earlier this month.Yom Kippur begins Tuesday at sundown and ends Wednesday night. It is marked with a 25-hour fast and intense prayer by religious Jews, while more secular Israelis often use the day to ride bicycles on the country’s deserted highways.Security forces and civil guard volunteers will be out in force in Jerusalem from Tuesday through Wednesday to protect the thousands of worshipers expected to throng to Judaism’s holiest site, the Western Wall, police said Monday.Police are advising worshipers to travel to the Western Wall on foot. From Monday night, private vehicles belonging to all but residents will be barred from entering the Old City via the Jaffa Gate.Police, working together with municipal officials, will also erect barriers, as they do every Yom Kippur, to prevent Arab drivers from East Jerusalem from entering Jewish West Jerusalem. Police will man the barriers to ensure nobody tries to move them and will fan out on the seam lines between the two parts of the city to prevent rock-throwing by Palestinians and any other violent disturbances.Sue Surkes contributed to this report.

West Bank rabbi tapped as new Israel Police chaplain-Rahamim Berachyahu of Talmon settlement also heads study center for religious police recruits-By Sue Surkes October 10, 2016, 7:12 pm-THE TIMES OF ISRAEL

Rabbi Rahamim Berachyahu was named Monday as the new chaplain of the Israel Police, after Public Security Minister Gilad Erdan accepted the recommendation of Police Commissioner Roni Alsheich.Berachyahu is the chief rabbi of the West Bank settlement of Talmon, which was home to the Gil-ad Shaer, one of three Israeli teenagers kidnapped and killed by a Hamas cell in summer 2014.The rabbi also heads religious programming at a Jerusalem study center called “Believing in the Police.” The center encourages men from the national religious community to join the police by running a special cadet program that combines police training with Torah studies.Berachyahu, who was born in Jerusalem’s Bukharan Quarter, said he was much influenced by the loving way in which Sephardi rabbis from the neighborhood invited non-religious people into their homes on the Sabbath day of rest.In 2014, asked whether a female singer could perform at a Tel Aviv event to support the release of the three kidnapped teens, all of whom came from religious families, he ruled that the singer could indeed perform so as not to give the impression that the event was only for religious people. He said, however, that images of the singer should not be broadcast on a giant screen during her performance.According to a Ynet news report in July, Berachyahu wrote in his community bulletin two years ago that he while advocated “warm and humane” treatment of gays as individuals, he did not wish to see them living in the settlement.“We cannot let live in our community those who are inconsistent with the law of nature and the values of the Torah and halacha,” he wrote. In a statement sent Monday to the media, Berachyahu said he was aware of the heavy responsibility now placed on him to serve the police force. He said his duties would include helping to formulate a “halachic doctrine” that would faciliate observant police officers serving in the force while maintaining a Jewish lifestyle. He said he prayed he would be able to fulfill his new role “with wisdom and sensitivity,” in a way that connected all facets of Israeli society.

Most post-WWII German justice officials were ex-Nazis, study finds-More ministry personnel were members of Hitler’s party in 1950s than during Third Reich, research shows, allowing colleagues to shield each other from justice-By Frank Zeller October 10, 2016, 5:24 pm

BERLIN (AFP) — Germany’s post-World War II justice ministry was infested with ex-Nazis hellbent on protecting their former comrades, according to a new official study released Monday.Fully 77 percent of senior ministry officials in 1957 were former members of Adolf Hitler’s Nazi party, a higher proportion even than during the 1933-45 Third Reich, the study found.“We didn’t expect the figure to be this high,” said study co-author Christoph Safferling, who evaluated former ministry personnel files, speaking to the daily Sueddeutsche Zeitung. The fascist old-boys network closed ranks, enabling its members to shield each other from justice, the study found — helping to explain why so few Nazi war criminals ever went to prison.“The Nazi-era lawyers went on to cover up old injustice rather than to uncover it and thereby created new injustice,” said Heiko Maas, Germany’s justice minister, who presented the report Monday.Though the report only deals with ministry bureaucrats, it roughly matches figures for the wider justice apparatus.Historians have previously found that in the 1950s, more than 70 percent of West Germany’s top judges also had former Nazi connections.-‘No regret’-Safferling said that “at a time when a fierce struggle was underway about punishing Nazi crimes, the old comrades were reluctant to come under the scrutiny of young, unencumbered outsiders.”While other government ministries were able to look to Germany’s future, said Safferling, “justice always deals with the past.”Those officials questioned about their roles in the Holocaust machinery usually claimed ignorance, said they had only followed orders, or argued that by staying in their posts they had prevented even worse crimes.“You never find words of regret, only justifications,” said Safferling. The ministry largely failed to employ jurists who had been in exile during the war or had joined the anti-Nazi resistance, the Rosenburg project — named after the first ministry building in the former West German capital Bonn — found.Between 1949 and the early 1970s, 90 of the 170 top ministry officials were former Nazi party members, and many had served as Holocaust-era judges who had handed down death sentences, said former justice minister Sabine Leutheusser-Schnarrenberger, who initiated the study in 2012.-Collective amnesia-The report casts new light on the early post-war era’s collective amnesia about Nazi crimes in then West Germany.Germans were then focused on rebuilding a country in ruins, and many remained in denial about past crimes, dismissing the 1945-49 Nuremberg trials as “victor’s justice.”The Western allies occupying the country — the United States, Britain and France — were focused on what they saw as the new Cold War threat of Soviet Russia, which controlled communist East Germany. As a result of these and other factors, Allied and later West German courts only convicted around 6,650 ex-Nazis, a tiny fraction of the party membership.Few of these served long jail terms because judges required a high burden of proof, including evidence a defendant had acted on their own initiative or with unusual cruelty. Most suspects were regarded as accomplices and thus received lighter sentences.A fundamental change only came after most war criminals were dead, with the case of Ukrainian-American John Demjanjuk, a former death camp guard who had become an auto plant worker in Ohio.In 2011 a German court convicted him not for crimes he could be linked to personally, but on the basis that he had served as a cog in the vast Nazi killing machine, at the Sobibor camp in occupied Poland.A number of trials have followed the landmark ruling, of men aged in their 90s, including the 2015 conviction of Oskar Groening, dubbed the “Bookkeeper of Auschwitz.”While some have hailed such trials as finally bringing to justice the last perpetrators of the Holocaust, others have decried them as too little, too late.

Scientists find new metabolic way to resist viruses-International team led by Hebrew U finds possible Achilles heel of infection-causing Hepatitis C-By Shoshanna Solomon October 10, 2016, 6:03 pm-THE TIMES OF ISRAEL

Viral infection — from the Hepatitis C virus that affects three percent of the global population and recent outbreaks of the Zika and Ebola viruses — is one of the leading medical challenges of the 21st century.New research led by the Hebrew University of Jerusalem says there may be a new way to resist virus infections: by targeting the genetic regulation of metabolic processes on which viruses rely to replicate.Participating in the research were The Hebrew University of Jerusalem, Harvard Medical School, Broad Institute of MIT and Harvard, Tel Aviv University, University Duisburg-Essen, and the University of Düsseldorf.Viruses are parasites that lack the basic metabolic machinery needed to replicate. To get around this problem, they hijack the metabolic machinery of their hosts in order to complete their life cycle and propagate. However, scientists have never had a good understanding of the metabolic interplay between viruses and the organisms they infect. In the new research, which appears in the journal Nature Chemical Biology, the international team said it systematically identified a number of genetic switches that control the metabolic response to the Hepatitis C virus (HCV) infection.By carefully selecting drugs that target these genetic switches, the researchers were able to show how these genes control metabolic processes, such as glucose and lipid metabolism, and to establish how these processes affect the virus life cycle. Surprisingly, while some metabolic processes were beneficial for the virus, for example by providing it with building blocks for its genetic material allowing it to replicate faster, other metabolic processes were surprisingly anti-viral, disturbing the virus’s life cycle.“This is the first indication that our cells can block replication of Flaviviridae viruses like HCV and Zika by denying them critical building blocks the viruses need to survive,” said Prof. Yaakov Nahmias, director of the Alexander Grass Center for Bioengineering at the Hebrew University of Jerusalem, who led the study. “Our results present a new approach to treating virus infection by targeting the genetic regulation of metabolic processes on which the virus rely.”Metabolism is a complex phenomenon regulated primarily by genetic switches called nuclear receptors. Nuclear receptors are a family of proteins found within cells that are activated by metabolites such as fatty acids or glucose, acting as sensors that allow cells to sense and respond to changes in nutrition — like meals — by regulating the activation of hundreds of genes.Viruses such as HCV can interfere with this metabolic regulation. When this happens, it results in fatty liver disease and diabetes in infected patients. To find the mechanism by which viruses such as HCV can interfere with metabolic regulation, the researchers used a new laboratory model of human liver cells developed by Prof. Nahmias. By mapping out the metabolism of both infected liver cells and normal liver cells, they were able to focus on disturbed metabolic processes and identify the nuclear receptors responsible for their dysregulation.Once the researchers identified the genetic switches controlling the disturbed metabolic processes, they blocked each nuclear receptor using pharmaceuticals, and studied the effects of this inhibition on the virus. While blocking glucose metabolism was detrimental to the virus, blocking lipid metabolism had the reverse effect, actually increasing HCV replication. The authors pointed out that the Flaviviridae family of viruses, which includes Hepatitis C, dengue, West Nile, yellow fever, and Zika viruses, were previously considered to be expert metabolic engineers that optimized the hijacking of host metabolic machinery to create more viruses.“It was quite surprising to see that human liver cells could use metabolic processes to resist viral infection,” said Prof. Jörg Timm, a co-author from the Institute of Virology at the University of Düsseldorf. “It went against our common understanding of viruses as expert metabolic engineers, suggesting new avenues to target virus infection.”

How long can people live? New study suggests 115 years-Research puts limit on human lifespan; says short of technological or medical breakthroughs, it will be hard to extend-By Mariëtte Le Roux October 7, 2016, 4:40 am-THE TIMES OF ISRAEL

PARIS, France (AFP) — No one might ever challenge the 122-year record of the longest-living person in documented history, said a study Wednesday which claimed to have found a “ceiling” to maximum human lifespan.Sifting through demographic data from more than 40 countries around the world, New York-based researchers found that an end to the long-running rise in maximum lifespan “has already been attained,” in the 1990s.The plateau was reached in about 1997 — the year that Frenchwoman Jeanne Calment died at the unbeaten age of 122 years and 164 days.“The trend since then has been for the oldest person in the world to be around 115 years old,” study co-author Brandon Milholland of the Albert Einstein College of Medicine told AFP.This was despite average life expectancy continuing to increase as medical care, nutrition and living conditions improved. In other words, more people are living into old age these days, but exceptionally long-lived individuals were not getting quite as old as before.“We predict this (trend) will remain stable for the foreseeable future,” said Milholland.“It is possible that someone might live slightly longer (than 115) but the odds of anybody in the world surviving to 125 in any given year is less than one in 10,000.”This could all be changed, of course, by a major medical or technological breakthrough — the long-sought elixir of life.“We can’t eliminate the possibility of a breakthrough that will further extend lifespan, but it would have to be unlike anything seen before,” Milholland said.“The medical advances of the past few decades may have increased life expectancy and quality of life, but they have not done anything to increase the maximum lifespan.”Lifespan is the term used to describe how long an individual lives, while maximum lifespan is the age reached by the longest-lived member of a species.Life expectancy is the average duration of life that individuals in an age group can expect to have — a measure of societal wellbeing.According to the researchers, life expectancy globally has risen almost continuously since the 19th century.Babies born in the United States today, for example, can expect to live to nearly 79 compared to 47 for Americans born in 1900.Since the 1970s, maximum life expectancy has also risen, but seems now to have reached a plateau. This suggests there may be a biological limit to human lifespan — despite the hope some people may hold out for finding the fountain of youth.“Our results strongly suggest that the maximum lifespan of humans is fixed and subject to natural constraints,” wrote the team.Milholland admitted having been “a little bit” disappointed by the findings. However, “as scientists, our duty is to the truth, even if it is not entirely pleasant,” he said.“I predict that those who seek immortality will still cling to the hope of some undiscovered technology that will allow us to exceed the limit we found.“In a sense, we have done them a favor; if they had placed their hopes on conventional medical advances, which we have found do not have an effect on lifespan, they would have been sorely disappointed.”Commenting on the study, Stuart Jay Olshansky of the University of Illinois, Chicago, wrote in Nature it was a reminder that “humanity is approaching a natural limit to life.”

Ethiopia blames Egypt for supporting outlawed, armed group-Government says Cairo training and financing Oromo Liberation Front, which it defines as terrorist organization-By ELIAS MESERET October 10, 2016, 6:33 pm-THE TIMES OF ISRAEL

ADDIS ABABA, Ethiopia (AP) — Ethiopia’s government on Monday blamed Egypt for supporting outlawed rebels and forcing the declaration of the country’s first state of emergency in a quarter-century as widespread anti-government protests continue. There is “ample evidence” that Egypt provided training and financing to the Oromo Liberation Front, labeled a terrorist organization by Ethiopia, government spokesman Getachew Reda told journalists in the capital, Addis Ababa. “We know for a fact that the terrorist group OLF is receiving all kinds of support from Egypt.”Egypt last week denied any support for the Ethiopian rebels. The six-month state of emergency declared Sunday will be used to reorganize the security forces to better respond to the anti-government protests throughout much of the Oromia region, Getachew said.Israel’s Foreign Ministry last week advised its nationals to stay away from regions of Ethiopia at the center of the protests, in the second such warning since the start of September. As with the previous travel warning, Jerusalem advised Israeli travelers to avoid the Amhara and Oromia districts, which include the cities of Gondar, Bahir Dar and Debre Tabor. The ministry also repeated its warning to refrain from traveling within 10 kilometers (six miles) of the Ethiopian borders with Eritrea, Sudan, South Sudan and Kenya.German Chancellor Angela Merkel is set to visit Ethiopia on Tuesday and meet with Prime Minister Hailemariam Desalegn on issues including the migrant crisis. Ethiopia is one of the world’s top host countries of refugees.Merkel will discuss the current political situation and “of course clearly address human rights,” German government spokeswoman Ulrike Demmer said.At least 400 people have been killed in anti-government protests in the past year, human rights groups and opposition activists have said. The protesters have been demanding wider freedoms in a country that is a close security ally of the West and one of Africa’s best-performing economies. On October 2, more than 50 people were killed in a stampede after security forces opened fire on anti-government protesters during a religious festival in Bishoftu, southeast of the capital. The incident sparked more violence in Oromia, where hundreds of local and foreign businesses have been attacked over suspected government ties and more people have been killed, according to both the government and opposition. An internet blackout that has been in place for the past five days was briefly lifted Monday before service disappeared again. The state of emergency will not mean a total ban on civilian rights and there will not be a blanket curfew across the country, Getachew said. “This is not an attempt by the military to take over,” he added. The government has said the state of emergency may include a curfew in some locations, arrests and search-and-seizures without a court order, restrictions on the right to assembly and a ban on some communications. The six months is the maximum time Ethiopia allows for a state of emergency, but it can be renewed. An informal state of emergency has been in place in Ethiopia for some time during which people have been arbitrarily arrested and even killed, Mulatu Gemechu of the opposition Oromo Federalist Congress party told The Associated Press.“Declaring a state of emergency at this time in Ethiopia is aimed at legitimizing the killings that we have seen in the Oromia region recently,” Mulatu said. “It won’t solve the public’s problems and will only worsen it. What people are looking for is a radical change. The people now want the setting up of a transitional or caretaker government.”Ethiopian lawmakers are expected to convene later Monday after a two-month recess, and a cabinet reshuffle is expected in the next two to three weeks, said government spokesman Getachew.

Judge under fire for delaying prison term of Jerusalem terrorist-Justice not fit to serve after Palestinian kills 2 Israelis, says son of 2015 terror victim; Likud MK says she has blood on her hands; security at her courts bolstered-By Times of Israel staff October 10, 2016, 5:59 pm

The son of an American-Israeli man killed in an October 2015 terror attack called Monday for the removal of a judge who delayed the imprisonment of the gunman behind a deadly shooting in Jerusalem on Sunday.Micah Lakin Avni, whose father Richard Lakin was murdered last year by two Palestinians on a bus in the capital, wrote to Justice Minister Ayelet Shaked that Jerusalem Magistrate’s Court judge Hagit Mack-Kalmanovitz should be removed after she postponed the terrorist’s prison term out of “considerations for [his] comfort.”In 2013, the gunman — whose identity is still under gag order — was indicted for assaulting a police officer in Jerusalem’s Old City. The case was dropped that year, but it was reopened in 2015. After reaching a plea deal in May, he was sentenced to four months in prison but Mack-Kalmanovitz agreed to a request to postpone the sentence until October 9. He was due to report to prison on Sunday. In his letter to Shaked, Lakin Avni says that Mack-Kalmanovitz was not fit to serve as a judge, given the toll her decision had taken on human lives, as well as the damage it caused to the security of the state and the confidence of the public in the justice system.Likud MK Yehuda Glick also criticized the judge, writing on Twitter Monday morning that despite the fact that Yom Kippur (the Day of Atonement) is this week, he would not forgive her decision. The blood of those killed in Sunday’s attack is on her hands, Glick said.Glick later walked back at least part of his criticism, saying “I used an inappropriate phrase and I apologize for that.”Following the criticism it was decided to bolster security at both the Jerusalem District and Magistrate’s courts where Mack-Kalmanovitz serves, according to Hebrew media reports.Glick has a history with Mack-Kalmanovitz, as she was the judge who banned him from the flashpoint Temple Mount complex in October 2014. Glick, who was shot in a terror attack a week after Mack-Kalmanovitz’s ruling in his case, said the judge’s “attempted assassination” hurt him more than his actual attempted murder.Meanwhile, the family of Hadar Goldin, the fallen IDF soldier whose body is being held by Hamas in Gaza, called on the government not to return the body of the Jerusalem terrorist. The family said in a statement on the Ynet news website that “the family of the terrorist viewed him as having pledged allegiance to [Hamas military leader] Muhammad Deif, who is holding Hadar and [fallen soldier] Oron Shaul in Gaza. Only by applying pressure will it be possible to return Hadar and Oron to Israel.”

Will Israel sell weapons to a man who compared himself to Hitler and wants to kill 3 million people?-Firebrand Philippines president Rodrigo Duterte says he wants to get his guns, military equipment only from the Jewish state-By Judah Ari Gross October 10, 2016, 5:42 pm-THE TIMES OF ISRAEL

On Rosh Hashanah, firebrand Philippines President Rodrigo Duterte, who the week before compared himself to Adolf Hitler, announced that he planned to purchase all of his country’s military equipment from Israel. In a speech at one of the Asian nation’s synagogues, Duterte told the congregants he had instructed his national security adviser, retired general Hermogenes Esperson, to “not buy from anyone except from Israel.”The controversial Philippines president had come to the synagogue in order to again apologize for comments he made the week before, comparing his desire to “slaughter” the country’s three million drug addicts with the Nazi leader’s massacre of “three million Jews” — a deeply problematic comparison, and not only because the number of Jews killed in the Holocaust was six million.“Hitler massacred three million Jews. Now there are three million drug addicts (in the Philippines). I’d be happy to slaughter them,” Duterte said in his home town of Davao after returning from a visit to Vietnam on September 30.A day later, Duterte said he apologized “profoundly” to the Jewish people, but maintained that he “will kill three million people.”On the Jewish new year, Duterte visited the Beit Yaacov synagogue in Makati City. He again promised to “slaughter this three million drug addicts (sic),” but apologized for using “the word ‘Jewish,'” saying it was “terribly wrong.”Moments into his Rosh Hashanah speech, the Philippines leader went off script and began speaking not only about his Hitler comment and desire to kill three million drug dealers and users, but also about his intention to purchase his military’s equipment from the Jewish state.“In the matters of arms. I said, do not buy from anyone except from Israel,” he told the congregants.Israel has sold weaponry to the Philippines in the past. In 2014, the Israeli Elbit Systems defense company won a tender to upgrade 28 armored personnel carriers for the Philippines Armed Forces, which were delivered in July 2015.In February 2016, the Philippines Department of National Defense said it would be purchasing radar equipment from a subsidiary of the Israel Aerospace Industries, a defense company owned by the State of Israel, the military news outlet IHS Janes reported.According to local Philippines media, Duterte is now interested in purchasing both surveillance equipment and weaponry from the Jewish state.“You should get it as fast as Israel can produce it. I’m buying,” Duterte told Filipino troops on September 20.‘You should get it as fast as Israel can produce it. I’m buying’-In his speech with the Philippines Armed Forces and again at the Makati City synagogue, the Philippines president expressed concern that countries selling military technology to him would put “bugs” in the equipment to listen in on the island nation’s conversations.“If I get it from America, you are talking here secret — blah, blah, blah — and they are listening,” he said.Israel, on the other hand, can be trusted, he said.“We have excellent relations,” Duterte said. “They will not include a bug there for them to listen also to what they have sold to us.”-What will Israel do?-It’s not clear if Israel will continue to supply the Philippines with military equipment in light of Duterte’s vow to kill millions of people.Duterte won elections in May in a landslide after pledging to wipe out drugs in society, then vowing an unprecedented crime war in which 100,000 people would die.The ensuing violence has attracted a barrage of criticism from Western governments and rights groups, which have warned of widespread extrajudicial killings as the rule of law crumbles.Israel’s Defense Ministry, which oversees arms exports, said it would not comment on the issue. Those defense companies contacted by The Times of Israel who agreed to speak said they would not speculate on what will happen in the future.Israel’s arms exports have come under international scrutiny in recent months, after evidence came to light that Israeli guns and surveillance equipment were being used in the South Sudanese civil war and other conflicts around the world.
