(Reuters) - The death toll from a devastating blaze in and around the Great Smoky Mountains National Park in Tennessee rose to 11 on Thursday, the highest loss of civilian life from a single U.S. wildfire in 13 years.Investigators have determined the so-called Chimney Tops 2 fire, which laid waste to whole neighborhoods in the resort town of Gatlinburg earlier this week, was caused by unspecified human activity, officials said.Total property losses from the fire have been put at more than 700 structures, with most of the destruction in Gatlinburg, known as the "gateway to the Great Smoky Mountains," in eastern Tennessee, about 40 miles (64 km) southeast of Knoxville.A total of 11 people were killed in the fire, up from seven deaths reported Wednesday, according to Dean Flener, a spokesman for the Tennessee Emergency Management Agency.That made Chimney Tops 2 the nation's single deadliest wildfire since 2013, when 19 firefighters died near Prescott, Arizona.It also ranks as the largest civilian death toll from a U.S. wildfire since 15 people, including a firefighter, were killed in Southern California's Cedar Fire in 2003, according to Jessica Gardetto, a spokeswoman for the National Interagency Fire Center in Boise, Idaho.None of the Tennessee victims has been publicly identified, but all were presumed to be civilians, officials from the fire command center told Reuters. (Reuters) - The death toll from wildfires blazing in and around the Great Smoky Mountains National Park in Tennessee rose to seven on Wednesday even as drenching rains helped firefighters suppress flames that have left whole neighborhoods in ruins.The tally of documented property losses from the fires also climbed to more than 700 structures damaged or destroyed throughout Sevier County, including at least 300 in the resort town of Gatlinburg.On Tuesday, authorities reported about 150 structures damaged or destroyed by fire.Aerial news footage broadcast on local television showed the burned-out, smoking ruins of dozens of homes surrounded by blackened trees in several neighborhoods.In one piece of good news, Sevier County Mayor Larry Waters told a late afternoon news conference on Wednesday that three people who were trapped by the fire were safely rescued, treated at a local hospital and released.He gave no details about the circumstances of their rescue.But three more bodies were recovered earlier in the day, bringing the number of confirmed fatalities from the disaster to seven, but none of the victims had been positively identified, he said.As many as 45 fire-related injuries were reported by the Tennessee Department of Health.Mandatory evacuation orders remained in effect for some 14,000 people in and around Gatlinburg, along with a dusk-to-dawn curfew for the city, known as the "gateway to the Great Smoky Mountains."But nearly all of the estimated 500 people forced from their homes in the nearby town of Pigeon Forge were allowed to return, according to fire department spokeswoman Trish McGee. (Reuters) - At least five people were killed and dozens were injured after tornadoes tore through the U.S. South overnight and into Wednesday, leaving emergency crews scrambling to save lives and assess damage.The National Weather Service (NWS) issued tornado warnings for parts of Alabama, Florida and Georgia until 6 p.m. EST. Warnings in Mississippi, Tennessee and Louisiana were lifted earlier on Wednesday.The storms killed three people in Rosalie, a small community in northeastern Alabama, where at least one tornado was reported, the NWS said.A husband and wife were killed in Tennessee's Polk County, the state's Emergency Management Agency said in a statement. More than two dozen people have been injured in the state, including at least 23 people in McMinn County, it said.In Ider, Alabama, several teenagers were hospitalized after a tornado flattened a closed daycare center they were using for shelter, said DeKalb County Sheriff Jimmy Harris, clarifying earlier reports that the injured were young children.Ten people in the county were injured, including two critically, and emergency crews were working to account for all residents, Harris said.The storm systems also destroyed homes and businesses, downed power lines and snapped trees.Several thousand homes were without electricity, local power companies said. Schools in counties across affected areas canceled classes due to the outages and structural damage.Images posted on social media showed giant twisters reaching down into residential neighborhoods and at least one waterspout spinning offshore in the beach town of Destin, Florida, on Wednesday afternoon. KUALA LUMPUR (Reuters) - Relatives of those aboard Malaysia Airlines Flight MH370 said on Saturday they were taking the search for the plane into their own hands to try to push governments to expand the search area along the east African coast.Flight MH370, carrying 239 passengers and crew, disappeared on its way from Kuala Lumpur to Beijing on March 8, 2014, sparking a search in the southern Indian Ocean that entered its 1,000 day on Saturday.Members of Voice 370, an MH370 next-of-kin support group, were speaking ahead of a trip to Madagascar, where they hoped to scour the country's beaches for debris.Spokeswoman Grace Subathirai Nathan said she hoped the trip would help spur the Malaysian, Chinese and Australian governments to collect debris along the continental coast where parts from the aircraft had been found."After repeated attempts, and repeated requests for a mobilization of a search along the coastline, nothing has been done to date," she told reporters at Kuala Lumpur airport."So it has fallen into our hands to take this search upon ourselves."Nathan, whose mother was on the plane, was among four Malaysians, two Chinese nationals and a Frenchman who left for Madagascar on Saturday to hunt for debris and raise awareness of the plane among local communities and organizations.Three pieces of debris found on the beaches of Mauritius, Tanzania and the French island of Reunion, have been confirmed to be from MH370. BEIJING (Reuters) - China's armed forces must be smaller but more capable, and if reforms are not properly carried out the military risks falling behind, affecting its ability to wage war, Chinese state media on Saturday cited President Xi Jinping as saying.Xi unexpectedly announced in September last year that he would cut troop numbers by 300,000, or some 13 percent of the world's biggest military, currently 2.3-million strong.The cuts come at a time of heightened economic uncertainty in China as growth slows and the leadership grapples with painful economic reforms. MOSCOW (AP) — Russia's foreign minister warned Japan Saturday against expecting a quick breakthrough in the territorial dispute between the two nations ahead of President Vladimir Putin's upcoming visit to Japan.Sergey Lavrov said after talks with his Japanese counterpart Fumio Kishida that the settlement would require a painstaking work. He added that its rendering in the media "in either a confrontational spirit or by encouraging excessive expectations of a quick progress" wouldn't help.The disagreement over the Pacific islands, seized by the Soviet Union in the final days of World War II, has kept the two countries from signing a peace treaty formally ending their wartime hostilities.Japan's Prime Minister Shinzo Abe has been pushing for progress in the dispute over the islands, called the southern Kurils by Russia and the Northern Territories by Japan.The sparsely inhabited islands lie just north of the Japanese island of Hokkaido, in an area rich in natural resources, and they also serve as a strategic vantage point for the Russian military. TEHRAN, Iran (AP) — Iran's foreign minister condemned the U.S. Senate's extension of a piece of anti-Iran legislation, state TV reported Saturday.On Thursday the Senate voted to extend the Iran Sanctions Act by 10 years. The measure will now be sent to outgoing President Barack Obama to sign. Iran's state television quoted Mohammad Javad Zarif as saying that the extension "shows the lack of credibility of the U.S. government."On Friday, Bahram Ghasemi, Iran's foreign ministry spokesman, issued a statement condemning the extension of sanctions against Iran and said the act is a clear violation of the landmark nuclear deal reached between Iran and the world powers last year.Ghasemi said, "The U.S. president has agreed within the framework of the nuclear deal that he would use his authority to prevent the legislation and enforcement of any measures in violation of the deal, such as the recent act by the Congress."The nuclear agreement between Iran and six world powers lifted a variety of international sanctions in exchange for limitations on the Iranian nuclear program. However the U.S. still maintains its own separate set of sanctions, which are set to expire Dec. 31 if they are not extended.Ali Akbar Salehi, chief of Iran's Atomic Energy Organization, said on Friday that Iran will carefully consider how to respond. India, Afghanistan plan air cargo link over Pakistan-[Reuters]-By Sanjeev Miglani-YAHOONEWS-December 3, 2016

AMRITSAR, India (Reuters) - India and Afghanistan are likely to announce an air cargo service on Saturday to help increase trade that both say is stymied because of their tense political relations with Pakistan that lies between them.Afghan President Ashraf Ghani and Indian Prime Minister Narendra Modi were meeting in the northern Indian city of Amritsar, a short distance from the Pakistan border, for the Heart of Asia conference aimed at stabilizing Afghanistan.Nuclear-armed India and Pakistan have gone to war three times and remain bitter foes while ties between Pakistan and Afghanistan have become strained despite their shared religious and cultural identities.Officials say the focus of the air cargo service is to improve landlocked Afghanistan's connectivity to key markets abroad and boost the growth prospects of its fruit and carpet industries while it battles a deadly Taliban insurgency.Afghanistan depends on the Pakistani port of Karachi for its foreign trade. It is allowed to send a limited amount of goods overland through Pakistan into India, but imports from India are not allowed along this route.Afghan director general for macro fiscal policies Khalid Payenda said the potential for trade with India, the largest market in the region, was far greater than allowed by land and so the two countries had decided to use the air route."That would be air cargo between Afghanistan and India. We have a lot of potential for trade on both sides. On our side, it's mostly fruit and dried fruit and potentially through India to other places for products like carpets and others."He said that a joint venture involving an Afghan and an Indian cargo firm would be set up and that the two governments were working to set up infrastructure at Kabul and Delhi airports.An Indian government source attending the meeting in Amritsar said air cargo route details were still being worked out and could include Kandahar as a point of origin for shipping fruit directly to India.Indian foreign ministry official Gopal Baglay, who oversees Afghanistan, Pakistan and Iran, said several proposals were being discussed to improve Afghanistan's trade and transport links."There have been very many ideas on how to enhance connectivity, overcome current challenges and also expand the trade basket," he said.Pakistan's top foreign policy adviser, Sartaj Aziz, will be attending the conference on Sunday.Ties with India have deteriorated further in recent months after a series of attacks on Indian military bases in the disputed region of Kashmir, which New Delhi says have either been carried out by militants sneaking in from Pakistan or orchestrated by groups based there.Pakistan denies stoking violence in Kashmir and says India must open talks on the future of the revolt-torn Muslim majority region.Indian officials said no talks with Pakistan were scheduled on the sidelines of the Amritsar conference.Afghanistan's ties with Pakistan have also become strained after a series of violent attacks, several of them in the capital Kabul, that it said showed Pakistan had failed to rein in the militant groups operating from its soil."Unless we take a collective measure to fight terrorism, to fight the breeding ground for terrorism, the safe sanctuary, we will not be able to bring peace and stability either to Afghanistan or to anywhere else in the region, including India," said Afghan ambassador to India Shaida M. Ramallah (Palestinian Territories) (AFP) - Palestinian president Mahmud Abbas's Fatah party on Saturday held a vote for members of its ruling bodies that could give clues to a possible successor to the ageing leader.Fatah, the oldest Palestinian party, is holding its first congress in seven years at a time when Abbas is seeking to quell dissent in the face of internal rivalries.The 81-year-old leader has not publicly designated a successor and Saturday's vote will be an indicator of the strengths and weaknesses of the various factions in Fatah.According to a recent poll, two-thirds of Palestinians are dissatisfied with Abbas and want him to resign.The congress comes with the Israeli-Palestinian peace process at a standstill since a US-led initiative collapsed in April 2014.The 1,400 delegates voted at Abbas's Ramallah headquarters in the Israeli-occupied West Bank and also in the Gaza Strip where several dozen were stranded after Israel refused them passage through its territory to Ramallah.They are to choose 18 members of the party's Central Committee, its highest body. Abbas will appoint another four.The congress will also elect 80 members of the Fatah Revolutionary Council -- the party's parliament. Another 40 council members are directly appointed.Results should emerge on Sunday.Fatah, founded in 1959, is the backbone of the Palestine Liberation Organisation (PLO) which the international community considers the representative of all Palestinians.Analysts say the party's rival factions include supporters of Abbas's longtime rival Mohammed Dahlan, currently in exile in the United Arab Emirates.Abbas was elected president in 2005 for what should have been a four-year term.But there have been no elections since then and with his hold on power drawing increasing internal dissent, observers say he is seeking to ready a successor.- 'A different voice' -Social networks and some local news media have during the week published names of candidates in Saturday's vote who they say have prior approval from Abbas and were therefore guaranteed election even before polling opened.Congress spokesman Mahmoud Abu al-Hija denied the allegations.At the opening session on Tuesday members re-elected Abbas party head by consensus.Observers see the reduced number of delegates eligible to vote -- down from more than 2,000 in 2009 -- as part of a move to exclude Dahlan supporters.Dimitri Diliani, elected to the Fatah Revolutionary Council in 2009, has said he was not invited to the congress like dozens of others because "we bring a different voice".He said a planned press conference at a refugee camp near Ramallah on Tuesday with those recently dismissed from the party had been called off after threats "from the security services," including death threats.The previous congress in 2009 brought into the ruling bodies veterans of the Palestinian security services such as Dahlan, Jibril Rajoub and the hugely popular Marwan Barghouthi, who is serving five life sentences in an Israeli prison.This year Barghouthi is running again as well as Rajoub, who as head of the Palestinian Football Association is active on the international stage.So too is Saeb Erakat, Abbas's number two in the PLO hierarchy.Dahlan and his backers have been thrown out of Fatah.Abbas told the congress on Wednesday he remained committed to dialogue with Israel but that it would not come at the expense of Palestinian principles."We are saying to the Israeli people that we want peace that conforms to international resolutions, but it is your government who does not," he said.Israel must "recognise that settlements are illegal", he said, adding "our hand will remain extended for peace".That policy enjoys consensus support in Fatah, which renounced violence several years ago unlike the rival Hamas Islamist movement which controls the Gaza Strip and follows a policy of armed conflict with Israel.

Fighting is continuing on Saturday, he added, without giving details.The official spoke on condition of anonymity because he was not authorized to brief the media.IS, meanwhile, said on Saturday the attack on the village began with a suicide car bombing that killed and wounded "dozens" of militiamen. A "multi-pronged" attack on the village followed, forcing the militiamen to flee, it added.A statement said its fighters seized from the militiamen nine all-terrain vehicles fitted with machineguns, two Humvees, weapons and munitions.

BAGHDAD (AP) — Iraqi officials say the death toll from a Nov. 24 suicide bombing claimed by the Islamic State group has risen to 92, including about 40 Iranians.The hospital and police officials said Saturday that another 105 people were wounded in the bombing at a gas station near the city of Hilla, south of Baghdad.The latest death toll is an increase by 19 over the figure announced by officials a day after the attack, which targeted Shiite pilgrims returning home after marking a major religious occasion in the holy city of Karbala.The officials attributed the rise in the death toll to the completion of the identification of bodies burnt beyond recognition.They spoke on condition of anonymity because they were not authorized to speak to the media.

LONDON (Reuters) - Prime Minister Theresa May's government launches a challenge on Monday against a court ruling that it requires parliamentary approval to start the process of leaving the European Union, a decision that could upset Britain's Brexit plans.If the Supreme Court, the United Kingdom's highest judicial body, dismisses the government appeal it could derail May's timetable for triggering Article 50 of the Lisbon Treaty and leaving the EU.The government's legal fight comes against a backdrop of claims by some politicians and newspapers that establishment judges want to thwart the Brexit process.It will be the most high-profile and complex case the court has considered since it came into being seven years ago and is due to last for four days. For the first time all its 11 justices will sit on the panel with the verdict due later in January."The case raises difficult and delicate issues about the constitutional relationship between government and parliament," Brenda Hale, the Supreme Court's Vice-President said in a speech last month."What is meant by the exercise of the executive power of the state? We do not have a written constitution to tell us the answer. But I doubt whether many written constitutions would tell us the answer either."If May wins, she can proceed with her plans to invoke Article 50 by the end of March.But if she loses, parliament could in theory block Brexit as most lawmakers (MPs) supported staying in the EU in a referendum in June, though few observers expect such an outcome. Even so, lawmaker approval could open the process to greater scrutiny and delay.Investors believe the greater parliament's involvement the less chance there is of a "hard Brexit" in which tight controls on immigration are prioritized over European single market access. (Reuters) - The sound of a bell tolled through loudspeakers on Friday outside a building in Southern California, ringing once for each of the 14 people killed in a mass shooting by Islamist militants one year ago at the site.More than 200 workers at the Inland Regional Center, a complex in San Bernardino, stood with their heads bowed to mark a moment of silence punctuated by the bell tones.Many of the same people were at their jobs on Dec. 2, 2015, when married couple Syed Rizwan Farook, 28, and Tashfeen Malik, 29, opened fire in a conference building at the complex during a holiday party and training session for San Bernardino County employees, who were Farook's co-workers.It was one of the deadliest acts of violence by militants in the United States since the Sept. 11, 2001, hijacked plane attacks. Twenty-two people were also wounded in San Bernardino."It's a day that marked all of our lives, it destroyed some lives, it destroyed families," Zen Martinsen, 56, a county worker whose friend lost a niece in the shooting, told reporters after the ceremony. (Reuters) - A police officer "acted lawfully" when he shot and killed an armed black man in Charlotte, North Carolina, in September and will not face criminal charges for his use of force, the local district attorney said on Wednesday.Officer Brentley Vinson reasonably believed he and several other officers faced an imminent threat from Keith Scott, 43, who they saw holding a gun when they confronted him in the parking lot of a Charlotte apartment complex, District Attorney Andrew Murray told a news conference."Officers can be heard at least 10 times ordering Mr. Scott to drop the gun," the prosecutor said, referring to videos of the incident. "Mr. Scott did not comply with those commands."The decision not to prosecute Vinson raised fears of fresh protests in Charlotte, North Carolina's largest city and a U.S. banking hub. Scott's death on Sept. 20 sparked a week of sometimes violent demonstrations, making the city another flashpoint in two years of protests over police killings of black men, many of them unarmed, across the country.A group called Charlotte Uprising planned to rally outside the city's police headquarters Wednesday night to "demand justice," according to its Facebook page.Murray and Scott's family urged calm.The family said in a statement they were "profoundly disappointed" by the decision, but they asked "that everyone work together to fix the system that allowed this tragedy to happen in the first place."Scott's family and people who said they witnessed the shooting disputed that he had a weapon. (Reuters) - A Somali immigrant who injured 11 people in an attack at Ohio State University may have been inspired by Islamic State and the late al Qaeda-linked cleric Anwar al-Awlaki, an FBI official told a news conference on Wednesday.The Islamic State militant group on Tuesday claimed responsibility for the attack a day earlier at the Columbus campus. Al-Awlaki was killed by a U.S. drone strike in 2011.The attacker, Abdul Razak Ali Artan, used a car on Monday to plow into pedestrians at the school and exited the vehicle and stabbed other victims.
