In the wake of last month’s legal curb stomping of China’s sweeping claims to nearly all of the South China Sea, observers have been anxiously watching to see how Beijing would digest the ruling. This week they got their answer: Not well at all. And apparently all Beijing’s troubles are America’s fault.In the past few days, all three Chinese naval fleets have taken to the sea to practice for a “sudden, cruel, and short” conflict. China’s Defense Minister, Chang Wanquan, called for a “people’s war at sea” to fend off any threats to Chinese “sovereignty” over distant reefs and rocks.More ominously, perhaps, China has also changed its laws to arrest and jail anyone caught fishing in waters Beijing considers its own, even though many of those waters are precisely the bits that are disputed among China’s neighbors in the South China Sea. Before, Chinese coast guard vessels would just chase away foreign fishermen, perhaps confiscating their boats. The stiffer penalties now, according to Chinese media, are meant to provide a legal justification for more aggressive Chinese patrols around the disputed shoals and islets.That’s a real concern because fishing is one of the flash points in a watery tinderbox. Chinese fishermen, subsidized by Beijing and escorted by coast guard vessels, have been ranging further afield, enraging neighbors. Those neighbors, in turn, are striking back: Indonesia has blown up hundreds of illegal fishing boats, not just from China. Now Malaysia is getting in on the act.And just to make sure the message was heard, Beijing also made sure to escalate the ongoing war of words with Japan — whose most recent defense white paper noted “concern” over the South China Sea — and sent more ships into disputed waters in the East China Sea. China’s defense ministry blasted Japan for “sowing discord” among China and other Asian states.And just to round out the week, Chinese state media slammed Australia for its public support of the July 12 ruling by the international arbitration panel in The Hague. OSLO (Reuters) - A global agreement on climate change looks likely to enter into force this year, a study showed on Friday, making it harder for Republican Donald Trump to pull out if he wins the U.S. presidency.Countries accounting for 54 percent of greenhouse gas emissions have signaled intent to ratify this year, according to the tally of national pledges by the Marshall Islands which is a strong backer of the plan agreed in Paris in December.That is just a fraction short of the required 55 percent of emissions, and support from at least 55 nations, the Pacific island nation said. A fire burning near Lake Berryessa in Yolo County grew more than 600 acres overnight, officials said Saturday.The Cold Fire, named after a nearby road, has burned 5,385 acres and is 35 percent contained, according to the California Department of Forestry and Fire Protection.Around 1,600 firefighters are battling the blaze, which began Tuesday and forced evacuations in nearby communities. All evacuation orders have since been lifted.In Monterey County, the Soberanes Fire has now burned 55,600 acres and is 40 percent contained, according to Cal Fire. The fire, which was ignited July 22 by an abandoned campfire, has destroyed 57 homes. SALT LAKE CITY (AP) — Utah authorities say a rural wildfire near the Idaho border has torched about 30 square miles and destroyed three structures.Box Elder County Fire Marshal Corey Barton said Friday the fire has burned a ranchers' cabin as well as a camp trailer and a mobile home.All three were vacant, and no one has been hurt. A handful of isolated farmhouses and other structures in the mountainous area are threatened.Barton says investigators believe someone accidentally started the blaze, but he couldn't immediately say exactly what sparked it.Fire authorities say smoke has drifted into Pocatello Valley in Idaho and the Salt Lake City area, about 85 miles south of the fire.Firefighters have contained approximately 30 percent of the fire west of Plymouth with the help of aircraft and bulldozers.

The last time 5-year-old Kathryn Snow was at her Fort McMurray school the sky was completely black and flames were creeping toward her home.Today, her mother Ashley Snow said Katheryn still gets nervous when the sky turns dark before a thunderstorm, and she often hears her daughter reenacting the family's evacuation from Fort McMurray with her brother Colton."They say, 'run away, got to pack all your stuff, gotta drive, gotta get gas,' "Snow said, having overheard the two playing outside.It's just one of the ways Snow said her kids have been effected by the fire, and she's expecting more changes when they go back to school.She said many Slave Lake residents have warned people from Fort McMurray that the return to school can be difficult for kids who were evacuated from their schools and homes during the fire."A lot of them had mentioned that when their kids went back to school things were very different," Snow said. "There was a lot of fear and anxiety, especially for kids who were in the schools when it happened."Edmonton's school boards are preparing to mitigate the trauma of returning to class for students who haven't been back since the fire.At-risk students being identified early-Monica Mankowski, deputy superintendent for Fort McMurray Catholic Schools, said teachers and school staff will get extra training before school starts to identify trauma and support students and parents.The schools have also hired more full-time counsellors.She said all school boards in the region are working with Alberta Education and Alberta Health Services to ensure every school in the city has the same resources available.Principals are also working ahead to identify students who have gone through the most changes over the summer and may have a harder time coping."We will be working with the school counsellor to put supports in place for that child, depending on how severe the issue might be," Mankowski said.Mankowski said both the public and Catholic boards will hold open houses before the start of term so students can roam the halls with their parents and reacquaint themselves with the schools at their own pace.She said the school board anticipates some students may have a harder time leaving their parents and become upset.They anticipate some may possibly act out, or even have emotional outbursts without warning.Snow said she's happy to hear teachers are receiving extra training and there will be councillors available to her kids.Up until now, she hasn't been sure where to turn to get her kids help — especially since other children need the support more than hers.Students in Fort McMurray return to school for the first day of class on Sept. 6.

MEXICO CITY (AP) — Tropical Storm Earl made landfall on the coast of Mexico's Veracruz state late Friday night after gaining strength as it passed over the Gulf of Mexico.The U.S. National Hurricane Center said torrential rains brought by Earl could produce flash floods and mudslide on Mexico's Gulf Coast.Earl is expected to produce total rainfall of eight to 12 inches, with isolated maximum amounts of 18 inches, over portions of the states of Veracruz, Hidalgo, Oaxaca, Guerrero, Puebla, Tabasco, and Campeche through Saturday night.Earl first made landfall as a Category 1 hurricane near Belize City but deteriorated into a weak tropical storm Thursday as it passed over northern Guatemala. It had been forecast to weaken into a tropical depression but instead regained strength Friday as it passed over the Gulf of Mexico, making a second landfall on Mexico's coastline.By late Friday night, Earl was located about 25 miles (40 kilometers) southeast of the city of Veracruz. KUALA LUMPUR, Malaysia (AP) — Malaysia acknowledged for the first time that one of the pilots of Malaysia Airlines Flight 370 had plotted a course on his home flight simulator to the southern Indian Ocean, where the missing jet is believed to have crashed.Australian officials overseeing the search for the plane last month said data recovered from Capt. Zaharie Ahmad Shah's simulator included a flight path to the southern Indian Ocean. Malaysian officials at the time refused to confirm the findings.On Thursday, Transport Minister Liow Tiong Lai told local journalists that the flight path was found on the simulator. He also cautioned there were "thousands" of destinations on the simulator and no evidence that Zaharie flew the plane in that area or deliberately crashed it.A recording of the news conference was made available to The Associated Press on Friday.New York Magazine reported last month that an FBI analysis of the device showed Zaharie had conducted a simulated flight to the southern Indian Ocean less than a month before the plane vanished along a similar route. A huge, floating orb — one that looks more like an alien object than anything typically found in the ocean — left a fisherman perplexed when he came across it in the waters off the coast of Australia. But despite its strange appearance, the bobbing monstrosity has an earthly explanation: Researchers said it’s a bloated whale carcass.Fisherman Mark Watkins spotted the ballooned carcass about 30 miles (50 kilometers) southwest of Bunbury, Australia. Watkins said he thought it could be another boat or a balloon, but as he got closer to the orb, a pungent odor revealed the object’s true identity: whale.The species of the whale was not officially identified, but the texture of its belly suggests it was most likely a humpback or southern right whale, reported Mother Nature Network. Marine biologist Andrew David Thaler told National Geographic in 2014 that the bloat of a dead, beached whale comes from pent up gas released as the animal’s internal organs and stomach contents decompose. (Thaler created the website Has the Whale Exploded Yet? to update people on the status of a 375,000-lb., or 170,000 kilograms, beached blue whale in Newfoundland, Canada.) When jostled or manipulated, a whale carcass can explode, spewing whale guts and emitting a punishing smell.“Imagine a jar of bacon grease that you leave out in the sun for weeks. Now imagine that odor is so potent that it clings to everything you own. … Decomposing whale is one of the worst smells in the world,” Thaler told National Geographic.Beached whales do pose a threat to coastal communities. In 2014, an unusually high number of Newfoundland blue whales died and washed ashore, including the specimen Thaler was monitoring, after being trapped in shifting ice patches. If ice shifts in such a way that whales can’t surface, the animals are unable to breathe and they can suffocate, reported CTV News. One or two animals are typically trapped in this way each year, but the nine whales that washed up on the Newfoundland coast in the spring of 2014 made for a particularly dramatic year, according to CTV News.Thaler said the best option in the event of a beaching is to bury the carcass on site and leave it to decompose.But whale deaths in the ocean, like what Watkins observed, result in a much more natural process. Thaler said scavengers aren’t usually able to puncture the whale’s thick skin and blubber when the carcass is floating in the sea, and eventually the body will naturally deflate and sink, intact, to the seafloor.These events, known as “whalefalls,“ provide a staggering amount of resources for deep-sea creatures, and entire aquatic communities can thrive on the food a carcass provides, Thaler told National Geographic.
