CHICAGO (Reuters) - A winter storm brought more ice and freezing rain to a large swath of the central United States on Sunday, creating dangerous driving conditions and power outages from northeast New Mexico to central Illinois during the long holiday weekend.Ice storm warnings and winter weather advisories were in effect for parts of as many as 10 states in the central and Upper Midwest, according to the National Weather Service.The storm was likely to have the most severe impact in Oklahoma, Kansas and Missouri, where forecasters warned of widespread freezing rain throughout Sunday.A quarter to a half inch of ice (0.6 cm to 1.2 cm) was forecast for most of Kansas, the Weather Service said. REUTERS - Freezing rain fell across much of the Great Plains and Midwest on Saturday as a major ice storm already blamed for the death of a motorist in Missouri and dozens of canceled flights threatened to wreak further havoc.Ice, freezing rain and winter weather warnings and advisories were in effect for a vast swath of the country stretching from northern Texas east across parts of the Midwest and into the Washington D.C. area, according to the National Weather Service."Ice continues to accumulate in the Central/ Southern Plains states and will shift north into the Upper Mississippi Valley Sunday as a new weather system approaches from the West Coast," the Weather Service said on its website."This storm will change ice to snow from southeast Colorado to northeast Nebraska; and will bring a slight risk of severe thunderstorms and heavy rains to Texas on Sunday," the Weather Service said.The Missouri State Highway Patrol urged motorists to avoid travel after 31-year-old Tiffany Jackson was killed while driving on any icy overpass in Crystal City. Jackson's vehicle slid off the road and struck trees, according to the highway patrol.Forecasters said ice accumulation from the storm could be more than half an inch (1 cm). Snow, sleet and heavy fog were also in the forecast in parts of region.Missouri and Oklahoma had declared states of emergency ahead of the storm as transportation officials in those states told motorists to avoid travel.The Lambert-St. Louis International Airport told passengers to check with airlines as the weather "could potentially impact flights." He says the amount of snow on your roof is the obvious indicator of whether you've got a problem — a foot is too much, he said — and ice and icicles are more advanced symptoms of an ice dam in the making."Ice and icicles are definitely a more advanced symptom of the problem, and this is definitely a bigger problem with older homes," he said."There's a lot of older homes in Manitoba. If you've got any house in the Wolseley area, River Heights area, any of those 1960s and earlier [homes], you're definitely going to want to check out your roof."Ehlers advised checking for ice accumulating at the bottom of any valleys in your roof and at the edges of the eaves. Dangerous' chemical W-18, linked to street drugs, surfaces in Saskatchewan-[CBC]-YAHOONEWS-January 14, 2017

An experimental chemical called W-18, identified as extremely dangerous, has surfaced in Saskatchewan where it has been linked to other worrisome street drugs associated with a number of fatal overdoses.A warning from the College of Physicians and Surgeons of Saskatchewan said health care providers should use "extreme vigilance and caution when treating cases of overdose in the province where Fentanyl and similar drugs are suspected."The college cited information from a federal drug testing agency of Health Canada which confirmed that W-18 was detected in a counterfeit tablet of Oxycodone in the Kerrobert area, which is about 180 kilometres west of Saskatoon.-Chemical is 'potentially deadly'-W-18 is described as "a dangerous and potentially deadly synthetic research chemical" which may be also be harmful when simply handled."Physicians, particularly emergency room physicians, hospital staff and other emergency respondents should be aware of the potential for exposure to the substance when responding to an emergency situation," the college said in a media release.Dr. Karen Shaw, registrar of the college, said informing physicians of the situation may help ensure that safeguards are in place to avoid a dangerous situation."We also wish to ensure that appropriate care continues to be provided to patients who find themselves in distress due to an overdose," Shaw said in the release.The college noted that there is limited information about whether or not the use of naloxone in treating a W-18 overdose is effective. However, the college added that since W-18 is often combined with opioid drugs the use of naloxone as a counter-treatment is still recommended.

KAMPALA (Reuters) - Uganda's ministry for agriculture said on Sunday it had detected bird flu in two locations, one affecting wild birds and another hitting domestic birds, but it did not say whether it was a strain that has spread across Europe and the Middle East.The H5N8 strain, which is deadly for poultry but has not been found in humans, has spread in Europe and the Middle East since late last year, leading to the slaughter of hundreds of thousands of farmed birds and the confinement of flocks indoors.China has reported human infections of the H7N9 strain of the virus, resulting in fatalities.Uganda's Agriculture, Industry and Fisheries Ministry said in a statement that in-country tests had identified "the highly pathogenic avian influenza (HPAI), that affects both humans and animals and which causes (a) high number of deaths in both species."But the statement did not indentify the strain.Fishermen on Jan. 2 had reported the "mass death of wild birds" on the shores of Lake Victoria, near Entebbe, which lies near the capital. Jan, 19:11-A Russia-backed Libyan warlord could start a “civil war” in Libya, increasing refugee flows to the EU, Malta has warned.The danger comes as the Libyan commander, Khalifa Haftar, advances on Tripoli, the seat of the UN-recognised government, Malta’s foreign minister, George Vella, told press in Valletta on Friday (13 January).“Haftar with his army is moving gradually, slowly from the east to the west … and possibly, eventually linking up with his colleagues from the west, from Zintane, and advancing in a pincer movement on the region of Bani Walid, and Misrata, and Tripoli”, Vella said.“That would be disastrous, because it would create civil war and it would create more refugees running away from Libya”, he said.Vella also raised the alarm on Haftar’s contacts with Russia.He said Russia had so far respected a UN embargo on weapons transfers to Libya, even though Haftar had been “going to Moscow asking for arms”.But he added that Russia, which has funded Haftar, had a strategic interest in establishing a foothold in the central Mediterranean.“It’s very difficult to predict what’s going to happen”, Vella said."I'm not comfortable. She must also give MPs a vote on the final deal with the EU, a committee of senior MPs has demanded.The recommendations form part of the first report of the House of Commons's cross-party Exiting the EU Committee, published on Saturday (14 January).The committee argues that ministers should also seek "appropriate transitional arrangements" as part of an "outline framework" on the UK’s future trading relationship with the EU, if it is clear that a new pact cannot by agreed by the time the UK leaves the EU in spring 2019.It adds that the government should publicly “commit to Parliament having a vote on the final Treaty”."It would be unsatisfactory and potentially damaging to both sides were the UK to leave the EU with no agreement having been reached," the report states.May is expected to give a clearer idea of her negotiating plans in a speech on Tuesday (17 January).Since becoming prime minister in July, May and her ministers have kept their cards close to their chest, insisting that they will not give a "running commentary" on their strategy and the negotiations that will follow.She has promised to trigger Article 50, which starts a two year process of agreeing the UK’s divorce from the EU, by the end of March.-'Cliff edge' effect-But MPs across all parties have become increasingly frustrated at the lack of clarity and information about the government’s tactics.Both May and Brexit secretary David Davis have hinted that immigration control will take priority over access to the EU single market, though they have also vowed to ensure that UK businesses continue to have unfettered access to the EU market."Achieving all these objectives will be difficult," notes the committee.The demand for a transitional arrangement has grown in recent weeks, based on the assumption that the terms of the UK’s new relationship with the EU will not be finalised within a tight two-year Article 50 window.The risk of a "cliff edge" effect "might also push some businesses to pre-empt the result of negotiations and minimise the risks to their business," the committee argues.In a paper published on Thursday (12 January), financial sector lobby group CityUK urged ministers to ensure the harmonisation of regulation between the UK and EU, through "the mutual recognition of regulatory regimes, building on and going beyond the existing equivalence regimes.""Two years is so short," committee chairman Hilary Benn, a Labour MP and supporter of the campaign to remain in the EU, told EUobserver, adding that "the French and German elections mean that negotiations will not really start until autumn 2017.""Whatever deal is concluded, Parliament must be given a vote on it and the government should make this clear now," said Benn.-EU foreign policy-He said that he favours the UK being part of a "European common foreign policy area" to ensure close co-operation continues between the UK and EU and foreign, defence and security policy. BERLIN (Reuters) - Britain could change its economic model to regain competitiveness if it were to leave the European Union without an agreement on market access, British finance minister Phillip Hammond said in a German newspaper interview published on Sunday.In a thinly veiled threat that Britain could use its corporate tax as a form of leverage in Brexit negotiations, Hammond told Welt am Sonntag he hoped Britain would remain a European-style economy with corresponding tax and regulation systems."But if we are forced to be something different, then we will have to become something different," Hammond said when asked directly about Britain's plans to lower corporate tax."If we have no access to the European market, if we are closed off, if Britain were to leave the European Union without an agreement on market access, then we could suffer from economic damage at least in the short-term," he said."In this case, we could be forced to change our economic model and we will have to change our model to regain competitiveness," Hammond said. Tokyo (AFP) - Japan's space agency Sunday aborted a mission to use a mini-rocket to send a satellite into orbit after the spacecraft stopped sending data to ground control shortly after liftoff.The SS-520 rocket, which stands around the size of a power pole, lifted off at 8:33 am (2333 GMT) into a clear sky at the Uchinoura Space Centre in southern Kagoshima Prefecture.The rocket, regarded as one of the smallest units in the world capable of sending satellites into the space, was carrying the three-kilogramme (6.6 pound) "TRICOM-1" observation satellite.But officials aborted the mission within minutes of takeoff after the space agency stopped receiving data from the rocket after the launch.Local media said data stopped arriving 20 seconds after liftoff."The first stage of the rocket's flight went as planned. South Sudan claims mandate has expired for more UN troops-[The Canadian Press]-YAHOONEWS-January 15, 2017

KAMPALA, Uganda — South Sudan's government is claiming that the U.N. Security Council mandate to send a new contingent of 4,000 peacekeepers to boost the existing force has expired.Minister of Information Michael Makuei told the Associated Press that Dec. 15th was the expiration date for the deployment of peacekeepers to bolster the existing 12,000 U.N. troops in South Sudan. He said a new resolution is needed for the additional troops.The U.N. mission in South Sudan responded in a statement saying that its mandate to increase the protection force had been extended by the Security Council until December 2017.The U.N. Security Council decided in August to send additional peacekeepers after clashes killed hundreds in South Sudan's capital Juba. BEIRUT — Islamic State militants launched their biggest assault in a year on government-held areas of the contested city of Deir el-Zour Saturday, attacking from several fronts and triggering intense fighting in the eastern region bordering Iraq, the Syrian government and opposition activists said.Syrian state TV said three people were killed and nine were wounded in IS rocket attacks on several neighbourhoods of the city.Intense fighting broke out between Syrian troops and the extremist group's fighters both inside the city and around the vicinity of a nearby military airport controlled by government forces. The militants had launched their multi-pronged attack starting from the area of Baghaliyeh near the northwestern tip of the city. Deir el-Zour carries strategic significance for IS as it links the group's Iraq territory to its de facto capital of Raqqa in Syria.Loud explosions that shook the city were reported. Activists said Syrian warplanes were taking part in the battles.The Deir Ezzor 24 news network reported ongoing clashes since the morning near Deir el-Zour military airport and other fronts in the city and said Syrian warplanes targeted Baghaliyeh and Ayash areas and the vicinity of an army base known as Brigade 137 west of the city.The extremist group, which controls most of Deir el-Zour province, has kept the provincial capital under siege since 2014. Government forces have withstood the encirclement thanks to air-dropped humanitarian assistance and weapons and ammunition flown into the airport. BEIRUT (Reuters) - The Syrian army and allied militia clashed with rebels near Damascus on Sunday, threatening to disrupt planned repairs to a pumping station that supplies most of the capital's water, a war monitor said.The Syrian Observatory for Human Rights said the army and the allied Lebanese militia Hezbollah had made some gains against rebels in the Wadi Barada area. Heavy fighting reached the outskirts of the Ain al-Fija town, where the waterworks is located, the British-based war monitor reported.Artillery shelling by government forces killed nine people and wounded at least 20 others in the nearby Deir Qanoun village, it said. A local media office for opposition activists said the shelling hit a centre for displaced people.Wadi Barada, a mountainous valley northwest of Damascus, has become a major battlefront in the Syrian war, and the damage to the facility has caused severe water shortages in the capital since the beginning of the year.The governor of the Damascus countryside province said on Friday that engineers had entered Ain al-Fija to repair the water station, as part of a wider agreement that included the departure of some rebels from Wadi Barada and a settlement with others who would remain there.But the plan was derailed on Saturday evening, after armed men killed the head of a negotiation team who was overseeing the agreement and repairs, the Observatory said. CAIRO (AP) — Egyptian prosecutors have thrown out a case brought by an elderly Christian woman against several members of a Muslim mob who stripped off her clothes and paraded her naked on the streets.Last May's assault in the central Minya province began after rumors spread that the son of the 70-year-old woman had an affair with a Muslim woman — a taboo in majority Muslim and conservative Egypt.Saturday's decision by the prosecutors cited lack of sufficient evidence.The woman, Souad Thabet, told a U.S.-based Christian TV station that she was unable to return home to this day because of threats by Muslim extremists in the village.At the time of the attack, President Abdel-Fattah el-Sissi called for the culprits to be held accountable.

Israel says Nazi camp excavations unearth link to Anne Frank-[The Canadian Press]-YAHOONEWS-January 15, 2017

JERUSALEM — Researchers excavating the remains of one of the most notorious Nazi death camps have uncovered a pendant that appears identical to one belonging to Anne Frank, Israel's Yad Vashem Holocaust memorial said Sunday.Yad Vashem says it has ascertained the pendant belonged to Karoline Cohn — a Jewish girl who perished at Sobibor and may have been connected to the famous diarist. Both were born in Frankfurt in 1929, and historians have found no other pendants like theirs.The triangular piece found has the words "Mazal Tov" written in Hebrew on one side along with Cohn's date of birth. The other side has the Hebrew letter "heh," an initial for God, as well as three Stars of David.Researchers are now trying to reach out to any remaining relatives of the two to confirm whether they were related.Since 2007, the Israel Antiquities Authority, together with Yad Vashem, has been conducting excavations at the former camp in Poland in a novel approach to Holocaust research. The camp was destroyed after an October 1943 uprising, with the Nazis levelling it and planting over it to cover up their crimes. Yet, archeologists have managed to uncover the gas chamber foundations and the original train platform.More than 250,000 Jews were killed in Sobibor, in eastern Poland, one of the most extreme examples of the Nazi "Final Solution" to eradicate European Jewry. Frank died at the Bergen-Belsen camp, in northern Germany, in 1945.Unlike other facilities that had at least a facade of being prison or labour camps, Sobibor and the neighbouring camps Belzec and Treblinka were designed specifically for exterminating Jews. Victims were transported there in cattle cars and gassed to death almost immediately."These recent findings from the excavations at Sobibor constitute an important contribution to the documentation and commemoration of the Holocaust, and help us to better understand what happened at Sobibor, both in terms of the camp's function and also from the point of view of the victims," said Havi Dreifuss, of Yad Vashem's International Institute for Holocaust Research.The Associated Press.

WALTERBORO, S.C. — An 18-year-old South Carolina woman abducted from a Florida hospital hours after her birth is meeting her biological family for the first time.Multiple media organizations report that Kamiyah Mobley met her birth parents on Saturday at the police department in Walterboro, the city 50 miles west of Charleston where she was raised under a false name.Craig Aiken said after the 45-minute meeting he is still in shock about suddenly being reunited with his long-lost daughter, but their first meeting couldn't have gone better.Mobley was only eight hours old when she was taken from a Jacksonville, Florida, hospital by a woman posing as a nurse. Police this week charged 51-year-old Gloria Williams of Walterboro with kidnapping and will be extradited to Florida to face charges.The Associated Press.
