Russia defends Syria against 'chemical attack' outcry-[AFP]-Omar Haj Kadour-YAHOONEWS-April 5, 2017

Khan Sheikhun (Syria) (AFP) - Russia defended its ally Damascus on Wednesday against international outcry over a suspected chemical attack that killed scores of civilians, saying a Syrian air strike hit a "terrorist warehouse".At least 72 civilians, among them 20 children, were killed in Tuesday's attack in rebel-held Khan Sheikhun, and dozens more were left gasping for air, convulsing, and foaming at the mouth, doctors said. The UN Security Council was to hold an emergency meeting later Wednesday on the attack, with Britain, France and the United States pushing a resolution demanding a swift investigation.Washington and London have pointed the finger at President Bashar al-Assad's government for the attack, though the regime has denied using chemical weapons.Moscow, which launched a military intervention in 2015 in support of Assad's forces, said the deaths were caused when a Syrian air strike hit a "terrorist warehouse" containing "toxic substances".The Russian defence ministry said in a statement that the building housed "a warehouse making bombs, with toxic substances", without saying if the strike was accidental or deliberate.Syria's army had earlier denied any use of chemical weapons, saying it "has never used them, any time, anywhere, and will not do so in the future."Its denials have done little to quiet international condemnation, with UN chief Antonio Guterres on Wednesday saying the "horrific events" showed that "war crimes are going on in Syria".- 'Unacceptable massacre' -Pope Francis said he was "horrified" by the "unacceptable massacre... where dozens of defenseless people, including many children, were killed."Others blamed Damascus more directly for the attack, including British Foreign Secretary Boris Johnson who said "all the evidence I have seen suggests this was the Assad regime."US Secretary of State Rex Tillerson also pointed the finger at the regime, saying "it is clear that this is how Bashar al-Assad operates: with brutal, unabashed barbarism."If confirmed, the attack would be among the worst incidents of chemical weapons use in Syria's brutal civil war, which has killed over 320,000 people since it began in March 2011.It unfolded in the early hours of Tuesday morning, with airplanes carrying out strikes that released "toxic gas" on Khan Sheikhun, in the northwestern province of Idlib, according to witnesses and a monitoring group."We ran inside the houses and saw whole families just dead in their beds," resident Abu Mustafa told AFP of the attack's aftermath."Children, women, old people dead in the streets."The Syrian Observatory for Human Rights, a Britain-based monitor, said at least 160 people suffered the effects of the gas, with medical sources reporting incidents of vomiting, fainting, breathing problems and foaming at the mouth.Medics worked frantically in the hours after the attack to treat a steady stream of patients, administering oxygen and hosing down victims to wash off chemical residue.Even as they worked, air strikes hit a medical facility treating victims, an AFP correspondent said, bringing rubble down on top of medics and patients.- Security Council resolution -Air strikes hit Khan Sheikhun again on Wednesday morning, the Observatory said. There were no immediate details on a toll.Idlib province is controlled mostly by an alliance of rebel and jihadist groups, including the former Al-Qaeda affiliate known as Fateh al-Sham Front.Syria officially relinquished its chemical arsenal and signed the Chemical Weapons Convention in 2013, to avert military action after it was accused of an attack outside Damascus that killed hundreds. But there have been repeated allegations of chemical weapons use since, with a UN-led investigation pointing the finger at the regime for at least three chlorine attacks in 2014 and 2015.The Organisation for the Prohibition of Chemical Weapons (OPCW) said it was "seriously concerned" by reports of Tuesday's attack.Britain, France and the United States were to present a resolution to the Security Council Wednesday calling for the OPCW to quickly report findings on the attack. But it was unclear if Russia would veto the measure, as it has often done with previous Security Council resolutions concerning Syria. The text calls on Syria to provide flight plans, flight logs and other information on its military operations on the day of the assault.Successive rounds of peace talks aimed at ending Syria's civil war have failed to produce results, and Syria's opposition warned Tuesday that the attack cast doubt on the prospects for future negotiations.Donor nations were meanwhile meeting for a second day in Brussels at a conference hosted by the European Union and United Nations to raise new funds for Syrian refugees, whose number now tops five million.Over half Syria's population has been displaced internally and abroad since the conflict began, with regional neighbours hosting most of those who have become refugees.

AP Explains: Motives for North Korea's latest missile test-[Associated Press]-HYUNG-JIN KIM and KIM TONG-HYUNG-YAHOONEWS-April 5, 2017

SEOUL, South Korea (AP) — North Korea rarely misses an opportunity to conduct a banned missile test to coincide with a high-profile world event that's expected to discuss the impoverished yet nuclear-armed country. On Wednesday, it fired a newly developed missile into the sea, this time on the eve of the first meeting between President Donald Trump and his Chinese counterpart, Xi Jinping.Did North Korea really want to steal the show ahead of the Trump-Xi summit? Or was the launch just part of its broader missile development programs, with outsiders reading too much from a routine weapons test? What you should know about North Korea's latest missile test:___DUAL PURPOSES? Initial U.S. and South Korean assessments indicated that what North Korea fired was a medium-range KN-15 missile. Known as "Pukguksong-2" in North Korea, it's a newly developed, solid-fuel missile whose first publicly known test occurred in February. North Korea called that test a success, but some outside analysts said it might test the weapon again before deploying it.So North Korea may not have minded giving a fresh look of its capabilities ahead of the Trump-Xi summit while sticking to its own weapons development schedule, said Koh Yu-hwan, a professor at Seoul's Dongguk University. South Korea's military issued a similar assessment.North Korea has denied using big international events to get outside attention in order to wrest concessions and aid. When conducting nuclear and missiles tests in recent years, it has cited what it calls increasing U.S. military threats. Meanwhile, regional disarmament talks that provided the North with much-needed aid have been stalled for years."For North Korea, making advancements on missile and nuclear weapons technology is the clear priority, and political and diplomatic considerations come second," said Kim Dong-yub, an analyst at Seoul's Institute for Far Eastern Studies.___PAST PROVOCATIONS-North Korea has long fired missiles and detonated nuclear devices during major political events in South Korea and the United States, and before or during regional talks. In 2009, weeks after Barack Obama took office for his first presidential term, it fired a long-range rocket in what critics called a disguised test of its long-range missile technology. Days before the 2013 inauguration of South Korea's then-President Park Geun-hye, the North conducted its third nuclear test, making world headlines again and inviting toughened U.N. sanctions. The North has fired missiles when South Korea hosted the 2010 Group of 20 summit and other events, and while top U.S. officials were traveling in the region."I've joked before that they don't mind being hated, but they definitely hate to be ignored," Ralph Cossa, president of the Pacific Forum CSIS think tank in Honolulu, said after Wednesday's launch. But he also said the missile launch was hard to understand because North Korea benefits from the U.S. and China being at odds with one another.___NORTH KOREA'S GOALS-North Korea may want to send a message to both Washington and Beijing that it wants to be the subject of negotiations, with the country's young leader, Kim Jong Un, vowing to build a powerful, prosperous nation. North Korea could also have used its latest missile launch to show that it won't back down to pressures by the Trump administration. If the launch doesn't have any political or diplomatic meaning, it could just be part of its bigger goal to build up a nuclear and missile arsenal. The launch also came amid ongoing annual South Korea-U.S. military drills that North Korea usually responds to with its own military training and missile tests."They cannot stop now and they are under heavy sanctions anyway," said Koh, the professor. "Until their nuclear and missile programs reach a point where they feel it could be used as a deterrent against the United States, the North probably won't show strong willingness for talks."Kim, the analyst, also said it's likely the North will continue to test-fire missiles over the next few months as it continues to pursue a reliable nuclear-tipped missile that can reach the mainland U.S.

Merkel ally, in Tokyo, pushes for swift EU trade deal with Japan-[Reuters]-YAHOONEWS-April 5, 2017

BERLIN (Reuters) - A senior ally of German Chancellor Angela Merkel pressed Japan on Wednesday to quickly seal a trade deal with the European Union, especially in light of protectionist signals coming from U.S. President Donald Trump.Volker Kauder, head of Merkel's conservative parliamentary group, said he was encouraged by his talks with Japanese government and opposition officials during a visit to Tokyo."Talks about a free trade deal between the EU and Japan must be completed fast. In view of the isolationist policies of U.S. President Trump, the time for hesitation is gone," Kauder said in a statement after his meetings in Japan.Trump has worried countries like Germany with talk of imposing import taxes. The Group of 20 powers even failed to agree on a commitment to keep global trade free and open at a meeting in Germany last month, due to U.S. opposition. He added that Japanese Prime Minister Shinzo Abe and opposition parties also viewed that matter in the same way."I have the impression that the Japanese side is now trying to get a quick deal after years with no breakthrough but rather a standstill in the talks," he said, adding Abe had stressed it would send an important signal amid growing protectionism. He said both sides should try to resolve the outstanding issues, and that meant in Japan, convincing farmers and also warned that China was ready to try to impose its own agenda on free trade if the United States stepped away from that role."There is a risk that China will try to push through its ideas about free trade rules. The EU, Germany and Japan should not stand by and watch this happen but make their standards a benchmark for global trade," said Kauder.(Writing by Madeline Chambers; Editing by Alison Williams)

Eurozone economy 'strongest' in nearly 6 years-[Associated Press]-YAHOONEWS-April 5, 2017

LONDON (AP) — The 19-country eurozone economy has just enjoyed its strongest quarter for nearly six years, a closely watched survey showed Wednesday. In its wrap-up of economic developments in March, financial information company IHS Markit said its composite purchasing managers' output index — a broad gauge of economic activity — rose to a 71-month high of 56.4 in March from 56.0 in February.Though that's slightly down on the initial estimate of 56.7, the index remains well above the 50 mark that indicates expansion. The firm said output growth was registered across manufacturing and services, with the rates of expansion running at near six-year highs for both sectors. It estimates that quarterly economic growth is running at a more than healthy 0.6 percent, with the upturn broad-based across the region. Though the eurozone emerged from recession years ago, its rates of growth have been generally modest."Most welcome for a region still suffering near-double digit unemployment is a rise in the survey's employment index to its highest for almost a decade, suggesting we should expect to see the jobless rate fall further in coming months," said Chris Williamson, the firm's chief business economist. While the growth outlook appears to be improving, the firm says inflation pressures remain elevated and look set to feed through to higher consumer prices in the months to come. However, few economists think the European Central Bank will start withdrawing its stimulus measures until later this year, not least because policymakers want to be sure that inflation is heading back toward more normal levels. A recent uptick in inflation has been largely due to rising oil prices, evidenced by the fact that the core rate, which strips out volatile items such as food and energy, remains stubbornly low.

Spain sends warship into Gibraltar waters-By EUOBSERVER-APR 5,17

Today, 08:44-A Spanish naval patrol ship, Infanta Cristina, entered Gibraltar waters on Tuesday. The move prompted a sharp rebuke from the office of Her Majesty’s Government of Gibraltar. "Illegal incursion into #British #Gibraltar Territorial Waters by Spanish Navy patrol ship Infanta Cristina this afternoon," tweeted the office. Spain's foreign ministry denied any incursion. The patrol follows a rise in tensions between Britain and Spain over the disputed territory.

Enough of violence, enough of war' in Syria, says EU-By EUOBSERVER-APR 5,17

Today, 08:50-"Enough of violence, enough of war, the Syrians want peace," the EU's foreign policy chief, Federica Mogherini, told reporters ahead of a conference on Syria in Brussels. Mogherini said the conference aims to provide and deliver aid to Syrians, boost political talks for peace, and start preparing for post-conflict. "I know it sounds surreal, especially today, but if you want peace you have to start building peace," she said.

Syria attack 'maybe' timed against EU conference By Andrew Rettman-APR 5,17-EUOBSERVER

BRUSSELS, Today, 09:30-The EU has said a chemical attack in Syria could have been timed to undermine its international meeting on post-war reconstruction.Reacting to reports that at least 60 people were killed by toxic gas in Syria on Tuesday (4 April), Federica Mogherini, the EU foreign policy chief, said the “terrible scenes” might have been meant to destabilise the EU initiative.“Maybe it is not by chance that it is exactly when the international community, 70 different countries and organisations come together to try and build peace … Maybe it is not a chance that it is right in a moment like this that such attacks come,” she said. The EU-sponsored conference, which takes place in Brussels on Wednesday, is designed to prepare for post-war state building in Syria.Russia, which is fighting in Syria on behalf of Syrian president Bashar al-Assad, is in charge of separate talks on brokering a ceasefire. It has said its ally should stay in power as part of Russia’s broader strategy to increase its influence in the Mediterranean, but the EU says Assad must go.The Syrian regime and Russia denied firing the gas on Tuesday.Mogherini also said she had no evidence of whose warplanes were involved. “As we gather here in these days on Syria, we share whatever we can share in terms of information,” she said.British prime minister Theresa May called for an international investigation, but hinted that Assad was responsible.“There can be no future for Assad in a stable Syria which is representative of all the Syrian people … We cannot allow this suffering to continue”, she said. The attack took place in the town of Khan Sheikhun in north-east Syria, targeting refugees, including children, and medical staff, in an area controlled by pro-Western rebels. It came after Syrian and Russian warplanes bombed civilians in rebel-held parts of the Syrian city of Aleppo.Several EU states, including France, Germany, and the UK, have trained and equipped the rebels and launched their own air strikes in Syria in order to fight the jihadist group, ISIS.Iran, Gulf Arab states, and Turkey are also fighting in Syria on different sides in a conflict that, Mogherini said, was unlikely to end soon.“After seven years of war, you cannot expect one round of talks or two rounds of talks to bring the solution to everything … even such an important conference as the one we are having”, she said on Tuesday.Russian leader Vladimir Putin has called on Western states to pay for Syria’s post-war reconstruction.Mogherini said the EU would contribute because the amount of money needed would be more than Russia and the Syrian regime's other ally, Iran, could afford. She indicated that the EU would not pay to rebuild Syria just for it to be ruled by Assad and Putin, however.“We do not imagine in any possible way that there can be a situation where the European Union takes the bill regardless of any kind of political dynamic,” she said.

French candidates clash on EU visions By Eric Maurice-APR 5,17-EUOBSERVER

BRUSSELS, Today, 09:29-Candidates in the French presidential elections displayed competing visions for the EU in a TV debate on Tuesday (4 April), with far-right leader Marine Le Pen coming under fire. After a debate between the five main candidates last month, in which Europe was barely mentioned, the 11 candidates for the election's first round on 23 April joined the TV event on Tuesday. The debate included two Trotskyists, a centrist MP who is also a shepherd, a sovereignist, and two anti-EU candidates. One of them, Francois Asselineau, said he was the "only true candidate for Frexit", the word coined to refer to a French EU exit."EU treaties lock us in a social and economic policy that crush the French people," said Asselineau, the leader of the nationalist Popular Republican Union. His proposition was to trigger the EU's Article 50 to start exit talks as soon as he is elected, which proved too radical even for Le Pen.The National Front leader told Asselineau he was proposing "a brutal exit"."The difference between you and me is that I want the French people to decide," she said, explaining that she would first negotiate new terms for France and the EU before organising a referendum."I want the French people to decide after negotiations, whatever their results," she said, adding that she would respect the result even if voters decided to stay in the EU.Le Pen would also want France to leave the euro and to create a parallel national currency.Francois Fillon, the conservative candidate, said "Le Pen's economic policy will collapse as soon as the French people decide to keep the European currency".Fillon, who was prime minister from 2007 to 2012 under president Nicolas Sarkozy, said that he wanted a "sovereign France in a sovereign Europe"."We need Europe," in terms of global competition, he said.He went on to say that the EU needed to build “a European currency that becomes international, in order to break the dollar's domination and the future domination of the Chinese currency.”"This is a priority for Europe's sovereignty," he added, also referring to the need to protect the EU's external borders.Independent candidate Emmanuel Macron, who is neck-and-neck with Le Pen in opinion polls for the first round, also slammed Le Pen’s EU plans."What you propose is economic war," Macron, a former economy minister under outgoing president Francois Hollande, told Le Pen.He said that leaving the euro would slash "savers' and workers' spending power" and destroy jobs in France."What you are proposing is nationalism," he also told Le Pen. He said he came from "a region full of cemeteries" - the Somme where one of the First World War's main battles was fought - and that "we have to know where we come from"."Nationalism is war," he added.-Tit for tat-Le Pen said Macron pretended to be modern, but was "talking like fossils that are at least 50 years old"."You repeat lies we've heard for 40 years, that we heard already from your father," Macron retorted. He also said that he wanted to reform the EU "in a constructive dialogue" with Germany and other partners, but dismissed charges that he was "naive".Hamon, the Socialist candidate, said he was among those who "bet on the European project", as opposed to those who want to abandon it.He argued that the EU could not continue with austerity policies and that he wanted "the democratisation of the eurozone”."I believe that Germany will not be deaf to that demand," he added.Jean-Luc Melenchon, Hamon's main contender for the leftist vote, defended his "plan A" for a "concerted exit" from the EU treaties, and said that if that was not possible, his "plan B" would be to unilaterally leave the EU-Nicolas Dupont-Aignan, a right-wing sovereignist, said he wanted to abolish the EU's posted workers directive "on the first day" after his election."It's unacceptable that people come from Romania, Poland or Spain and don't pay social charges when our craftsmen, our independent workers pay them," he said.Le Pen said she had "not voted for the text" in the European Parliament, but did not specify that she had only abstained from the vote."I don’t want this directive, even if we respect the law," she said, adding that "I find it deeply unjust because it creates a foreign priority on jobs".

Germany approves bill curbing online hate crime, fake news-[Associated Press]-YAHOONEWS-April 5, 2017

BERLIN (AP) — Germany's Cabinet has approved a new bill on curbing hate comments and fake news on social media.Chancellor Angela Merkel's Cabinet on Wednesday agreed on rules that would impose fines of up to 50 million euros (53.4 million dollars) on social networking sites that fail to swiftly remove illegal content, such as hate speech or defamatory "fake news."German Justice Minister Heiko Maas said that companies offering such online platforms are responsible for removing hateful content.Maas said: "Just like on the streets, there is also no room for criminal incitement on social networks."The minister added that measures to combat hate speech and so-called fake news will ultimately have to be taken at the European level to be effective. The bill still needs parliamentary approval.

Death toll hits 290 as Colombia probes cause of mudslides-[AFP]-YAHOONEWS-April 5, 2017

Mocoa (Colombia) (AFP) - The number of people killed in southern Colombia's massive mudslides climbed to 290 on Wednesday, as officials investigated how the horrific disaster might have been prevented. In addition to the dead, 332 people were injured in landslides that buried the Colombian town of Mocoa after flooding caused by days of torrential rains. The mudslides occurred Friday after heavy rains caused three rivers to overflow, strewing earth, rocks and tree debris over the area.Mocoa was home to 70,000 people, about 45,000 of whom were affected by the disaster, according to the Red Cross.Hardest-hit by the tragedy are impoverished neighborhoods populated with residents uprooted during Colombia's five-decade-long civil war.Authorities have opened an investigation to determine what sort of "preventive and corrective action" ought to have been taken to prevent the disaster, prosecutors said.Meanwhile, looting has become a problem in some areas.Local officials urged the government to dispatch more police and troops to secure the region and prevent the looting of abandoned homes."What the mudslides didn't carry away, the thieves did," one survivor of the disaster, Juan Luis Hernandez, 33, told AFP in the devastated San Miguel neighborhood of Mocoa.

Ex-Cyclone Debbie wreaks havoc in New Zealand-[Reuters]-By Jane Wardell-YAHOONEWS-April 5, 2017

WELLINGTON (Reuters) - Widespread flooding on Wednesday blocked roads, closed schools, diverted flights and forced hundreds of people to evacuate across New Zealand's North Island, as the tail-end of powerful Cyclone Debbie brought intense rainfall.A week after the storm system left a trail of destruction in Australia, a state of emergency was declared in two New Zealand cities as river levels rose amid record rainfall. In Auckland, the area's biggest city, about 10,000 homes were without power. No deaths have been reported, but authorities warned peak rainfall set to arrive late on Wednesday could bring as much as three month's worth of rain by day's end in some areas. That spurs a threat of flash flooding in areas still recovering from a devastating earthquake in November."There is definitely more heavy rain to come, and a risk of thunderstorms and very strong wind gusts," MetService meteorologist Peter Little told Fairfax news. "There's even a small possibility of a tornado."Wild weather forced the suspension of flights at Wellington Airport, diverting, delaying or cancelling a dozen scheduled planes, while Christchurch and Auckland airports also suffered some delays and cancellations.New Zealand's mountainous terrain makes its roads susceptible to landslides and many regions are still recovering from November's 7.8-magnitude quake.Cyclone Debbie, a category four storm, one short of the most powerful level five, pounded Australia's Queensland state last week, smashing tourist resorts, bringing down power lines, shutting down coal mines and killing six people. In Australia the disaster zone stretched 1,000 km (600 miles) from Queensland's tropical resort islands and Gold Coast tourist strip to the farmlands of New South Wales state. About 20,000 homes were still without power on Tuesday, as flood waters continued to rise in some areas.Authorities urged residents of Rockhampton, in central Queensland, to seek higher ground as the rising Fitzroy River approaches a peak forecast for Thursday. Manitoba's second-largest city is gearing up as the Assiniboine River rises, with a crest expected to arrive sometime next week.Municipal crews have started shoring up a dike, sealing manholes and drains and preparing water pumps in preparation for the crest, expected to happen between April 10 and 17.Forecasters are currently projecting the river to crest at levels lower than in 2014, when one of Brandon's main arteries, First Street, was closed as flood waters from the Assiniboine covered the roadway.City officials say they don't expect they'll have to close the street this year, but that could change if conditions become unfavourable. As a precaution, the city closed public access on Tuesday to Dinsdale Park and Queen Elizabeth Park, which are both in low-lying areas adjacent to the river, as well as a pedestrian bridge at the Riverbank Discovery Centre.Overland flooding remains a concern-Ice jams and spring runoff are continuing to cause overland flooding across parts of southern Manitoba.Provincial flood officials say much of the ice has moved out on some rivers but some stubbornly remains in place along the Assiniboine River. The latest flood bulletin says ice jams are still possible and are hard to predict.Officials say the Red River is continuing to rise but is nearing its crest.Water levels in some smaller Red River tributaries are starting to decline. The province says high water advisories, flood watches and flood warnings remain in place on several creeks and rivers across the province."Much of the snow has already melted in southern Manitoba, with snow remaining in wooded areas," said the bulletin issued Tuesday."Flows on waterways across the province are continuing to react to the runoff from the melt and water levels remain high on many waterways."

Floodwater start to subside in Manitoba but not out of the woods yet: officials-[The Canadian Press]-YAHOONEWS-April 4, 2017

CARMAN, Man. — Some of the floodwater that prompted states of emergencies and evacuations in small Manitoba communities is starting to subside, although officials say the danger is not over yet.Rising water from the spring melt over the weekend forced dozens of people from the Peguis First Nation along the Fisher River north of Winnipeg. There were also evacuees from the Sioux Valley Dakota Nation along the Assiniboine River in western Manitoba.Closer to Winnipeg, ice jams on the Boyne River caused water to pour into dozens of basements on the weekend. The community of 3,400 closed its high school and elementary school Monday as a precaution. But Premier Brian Pallister says the weather is co-operating in most areas and ice jams are breaking up."It's a little early to breathe a sigh of relief yet, but nature has been co-operative in diminishing the likelihood of floods in a number of our water basins," Pallister told the legislature Monday."Local people seem to have things in hand ... and I know that if needed, Manitobans, as they always have, will rise to the challenge."Carman's schools were expecting to reopen Tuesday, Pallister added.Flooding is an almost annual event in Manitoba, as spring melt water from as far away as Alberta and South Dakota passes through the province, sometimes butting up against still-icy sections of north-flowing rivers.Winnipeg is protected by the Red River Floodway, a massive ditch that diverts water around the city. Smaller communities along the Red have large dikes that can be completely sealed to keep the water at bay.The Red Cross was handling evacuees Monday from Peguis First Nation and Sioux Valley Dakota Nation.Local states of emergencies remained in effect for eight other communities. The Canadian Press.

6.1 magnitude earthquake near Iran's Mashhad kills 2-[Associated Press]-YAHOONEWS-April 5, 2017

TEHRAN, Iran (AP) — A powerful magnitude 6.1 earthquake struck northeastern Iran near the holy city of Mashhad on Wednesday, killing at least two people as residents fled onto the streets and aftershocks shook the region. The shallow temblor damaged at least four villages near its epicenter in the Sefid Sang district, a remote mountainous area home to 5,000 people, located about 80 kilometers (50 miles) southeast of Mashhad, state TV's English-language Press TV channel reported. It said rescue teams and helicopters had deployed in Iran's Khorasan Razavi province to the area to assess the damage.Semi-official Iranian news agencies posted videos online of panicked people in the streets, items falling off store shelves and photos of damaged buildings.Press TV said at least two people were killed. The semi-official ISNA news agency said 11 people were injured. Mobile phone service and landline telephone lines were disrupted by the quake.State media described the depth of the quake as only 10 kilometers (6.2 miles). Either a shallow earthquakes and or a magnitude 6 temblor on its own can cause serious damage. The U.S. Geological Survey also described the temblor as a 6.1, saying it had a depth of only 13 kilometers (8 miles).Iran sits on a series of seismic fault lines and experiences one slight quake a day on average. In 2003, some 26,000 people were killed by a magnitude 6.6 quake that flattened the historic southeastern city of Bam.

EU ambassador denounces Israel's West Bank demolitions policy-[Reuters]-By Luke Baker-YAHOONEWS-April 4, 2017

JERUSALEM (Reuters) - The European Union has expressed frustration with Israel over its demolition of Palestinian homes in the occupied West Bank, with the EU ambassador taking the unusual step of reading out a joint statement denouncing the practice. At a meeting last week with the Israeli foreign ministry's newly appointed director-general, the ambassador delivered a stern diplomatic message, saying Israel was failing in its international legal obligations and needed to change policy. The issue came to a head after Israel issued demolition orders last month against 42 homes in the Bedouin village of Khan al-Ahmar, east of Jerusalem, where EU member states Belgium and Italy have funded a school and helped build structures for the local population of around 150."The practice of enforcement measures such as forced transfers, evictions, demolitions and confiscations of homes and humanitarian assets (including EU-funded) and the obstruction of delivery of humanitarian assistance are contrary to Israel's obligations under international law," ambassador Lars Faaborg-Andersen said, with envoys from all EU member states present."We therefore call on Israel, as the occupying power, to meet its obligations vis-à-vis the Palestinian population ... completely stop these demolitions and confiscations and allow full access of humanitarian assistance."Faaborg-Andersen's intervention was first reported by Israel's Haaretz newspaper. The Israeli foreign ministry summoned Faaborg-Andersen's deputy on Monday, a ministry spokesman said. Mark Gallagher was told that illegal construction was dealt with according to the law and that Israel was "perplexed by the EU's obsessive involvement in the matter".The clampdown against Khan al-Ahmar, located in a sensitive area of the West Bank that Israel has earmarked for settlement expansion, is the latest in a series of demolitions that have been roundly condemned by the EU and the United Nations.Israel says the demolitions are necessary because the building was carried out without a permit in an area of the West Bank, known as Area C, where Israel retains full control. Area C makes up 60 percent of the West Bank, which the Palestinians want for their own state together with Gaza and East Jerusalem. The EU says Israel rarely issues permits in Area C and is concerned that by blocking Palestinian development there, and demolishing structures that are built, it is actively undermining the viability of any future Palestinian state.Figures from the United Nations office for the coordination of humanitarian affairs show that Israel has sharply stepped up demolitions in Area C over the past year. While between 450 and 560 Palestinian structures were demolished each year from 2012-2015, the number jumped to 876 in 2016, and in January this year alone there were 121 demolitions. More than 1,200 people were displaced last year.To underscore concern about the threat to Khan al-Ahmar, delegations from EU embassies have been visiting the site regularly. Officials hope public diplomacy might help secure an Israeli Supreme Court injunction against the demolitions. That worked with an earlier demolition order targeting the Palestinian village of Susiya, in the southern West Bank."We're not giving up," said one EU diplomat, while acknowledging that it was an uphill battle to stop the demolitions. "We have to be realistic."(Writing by Luke Baker; Editing by Stephen Powell)

Islamic State says U.S. 'being run by an idiot'-[Reuters]-YAHOONEWS-April 4, 2017

CAIRO (Reuters) - Islamic State said on Tuesday the United States was drowning and "being run by an idiot".In the first official remarks by the group referring to President Donald Trump since he took office, spokesman Abi al-Hassan al-Muhajer said:"America you have drowned and there is no savior, and you have become prey for the soldiers of the caliphate in every part of the earth, you are bankrupt and the signs of your demise are evident to every eye.""... There is no more evidence than the fact that you are being run by an idiot who does not know what Syria or Iraq or Islam is," he said in a recording released on Tuesday on messaging network Telegram.Trump has made defeating Islamic State a priority of his presidency.U.S.-backed forces are fighting to retake Islamic State's two biggest cities - Mosul in Iraq and Raqqa in Syria."Die of spite America, die of spite, a nation where both young and old are racing to die in the name of God will not be defeated," al-Muhajer said.Trump is examining ways to accelerate the U.S.-led coalition campaign that U.S. and Iraqi officials say has so far been largely successful in uprooting Islamic State militants in Iraq and Syria. The loss of Mosul, Islamic State's last major stronghold in Iraq, would deal a major defeat to Islamic State.U.S. and Iraqi officials are preparing for smaller battles after the city is recaptured and expect the group to go underground to fight as a traditional insurgency.(Reporting by Ali Abdelaty; Writing by Maha El Dahan; Editing by Alison Williams)

U.N. urges Yemen parties to keep Hodeidah port safe-[Reuters]-YAHOONEWS-April 5, 2017

DUBAI (Reuters) - The United Nations called on Yemen's warring parties on Wednesday to safeguard the strategic Red Sea port of Hodeidah as a lifeline for millions of Yemenis facing potential famine. The Yemeni government and its Arab allies are preparing an assault on Hodeidah port, which has been the entry of nearly 80 percent of Yemen's food imports, because they say the Iran-aligned Houthis use it to smuggle weapons and ammunition.Local officials say the government and its allies have positioned two recently-trained brigades for a possible attack. One is 230 km (140 miles) north of Hodeidah and the other 130 km (80 miles) to the south, so they would have to cross large areas of Houthi-held territory if they set off to seize the port."The continued military escalation in Yemen, specifically the militarization of large regions on its Western Coast and the associated increase of humanitarian access obstacles and population movement restrictions, are of grave concern to the humanitarian community," the Office of the Humanitarian Coordinator in Yemen said in a statement issued on Tuesday."This is only resulting in more displacement, more institutional collapse, and more suffering."More than two years of civil war have cut food deliveries by more than half and pushed the Arabian Peninsula's poorest country to the edge of famine. The United Nations says nearly 3.3 million people, including 2.1 million children, are acutely malnourished."The Yemen Humanitarian Country Team calls on all warring parties and on those with influence over the parties to ensure the continued functioning of Hodeidah Port," the statement said.Yemen has historically imported 80 to 90 per cent of its food, mostly through Hodeidah. Five cranes at the port there have been destroyed by airstrikes, forcing dozens of ships to line up offshore because they cannot be unloaded."The port is located in a densely populated urban center where thousands of people live and any military campaign in its vicinity, from the ground or air, would have devastating civilian consequences," the agency warned. The conflict pits the armed Houthi group against the government of President Abd-Rabbu Mansour Hadi, backed by a Saudi-led Arab alliance. More than 10,000 people have been killed by coalition air strikes and fighting on the ground. The coalition was formed in 2015 to fight the Houthis and troops loyal to former president Ali Abdullah Saleh, who have fired missiles into neighboring Saudi Arabia.(Reporting by Tom Miles; Writing by Aziz El Yaakoubi; Editing by Sami Aboudi and Tom Heneghan)

Islamic State kills 31 in Iraq's Tikrit: security sources, medics-[Reuters]-YAHOONEWS-April 5, 2017

TIKRIT, Iraq (Reuters) - At least 31 people were killed, including 14 police officers, and more than 40 wounded in attacks overnight by Islamic State militants in the northern Iraqi city of Tikrit, security and medical sources said on Wednesday. The militants wore police uniforms and used a police vehicle to enter the city, 175 km (110 miles) north of Baghdad, police colonel Khalid Mahmoud told Reuters. He said there were around 10 attackers, including two suicide bombers.Islamic State's Amaq news agency said seven suicide fighters attacked a police position and the home of the head of the city's counter-terrorism service, who was killed. The assailants blew themselves up when they ran out of ammunition, it said.A total of 31 bodies were taken to hospital, including 14 policemen, said Nawfal Mustafa, a doctor at the city's main hospital. The death toll rose during the morning as the bodies of civilians killed in their shops were found. The attacks targeted a police checkpoint and the house of a police colonel, who was killed with four members of his family, officers said. Two suicide attackers detonated their vests when surrounded by police, and three others were killed in separate clashes.Five militants are thought to be hiding and Mahmoud said Tikrit authorities had declared a curfew on Wednesday. Sporadic gunfire could be heard in the morning.A U.S.-backed offensive is underway to dislodge Islamic State from the remaining districts under its control in Mosul, 225 km away, the group's last major urban stronghold in Iraq. The militants overran about a third of Iraq's territory nearly three years ago, capturing most Sunni Arab cities located north and west of Baghdad, including Tikrit.Iraqi forces and Iranian-backed Shi'ite militias drove the militants away from Tikrit two years ago. Tikrit is the home region of Saddam Hussein, the former president toppled in the 2003 U.S.-led invasion of Iraq.(Reporting by Ghazwan Hassan and Ahmed Rasheed; writing by Maher Chmaytelli; Editing by Janet Lawrence)
