DUBAI, United Arab Emirates — A U.S. Navy guided-missile destroyer fired a warning flare toward an Iranian Revolutionary Guard vessel coming near it in the Persian Gulf, an American official said on Wednesday, the latest tense naval encounter between the two countries.The incident happened Monday as the vessel attempted to draw closer to the USS Mahan despite the destroyer trying to turn away from it, said Lt. Ian McConnaughey, a spokesman for the Bahrain-based 5th Fleet.The "Mahan made several attempts to contact the Iranian vessel by bridge-to-bridge radio, issuing warning messages and twice sounding the internationally recognized danger signal of five short blasts with the ship's whistle, as well as deploying a flare to determine the Iranian vessel's intentions," McConnaughey said in a statement to The Associated Press.The Iranian vessel came within 1,000 metres (1,100 yards) of the Mahan during the incident, the lieutenant said. The vessel later turned and sailed away.Iranian authorities did not immediately report the incident on Wednesday.The U.S. and Iran routinely have tense encounters in the Persian Gulf and the nearby Strait of Hormuz, through which a third of all oil traded by sea passes. Iran views the American presence as a provocation and its paramilitary Revolutionary Guard shadows U.S. Navy ships in the Gulf, occasionally firing missiles or rockets nearby.Since the nuclear deal with world powers, the hard-line Revolutionary Guard has stepped up its encounters with the Americans. The Navy recorded 35 instances of what it describes as "unsafe and/or unprofessional" interactions with Iranians forces in 2016, compared to 23 in 2015. Caesarea (Israel) (AFP) - Israeli archaeologists working on a major Roman-era port city on Wednesday unveiled new discoveries including an altar dedicated to Augustus Caesar and a centuries-old mother-of-pearl tablet inscribed with a menorah.The finds at Caesarea, a complex on the Mediterranean coast 50 kilometres (30 miles) north of Tel Aviv, were the result of "one of the largest and most important conservation projects ever undertaken in Israel," the Israel Antiquities Authority said.Caesarea was established some 2,030 years ago by Roman-appointed King Herod the Great, who ruled what was then Judea.Today, the ruins are a popular tourist destination where concerts are still held in the remains of an ancient Roman theatre.Archaeologist Peter Gendelman, leading a tour of the site, said the preservation work was perhaps the most "complicated and interesting" project he had worked on in his 30-year career.Some of the finds are "completely changing our understanding of the dynamics of this area", he said.Authorities are planning to finish the excavations within months and open a visitors' centre built into ancient vaults to illustrate the city's history.Guy Swersky, vice chairman of the Rothschild Caesarea Foundation, said Caesarea was a major city from Roman times right through to the Crusader era."This was by far the most important port city in this area of the Middle East," he said.The Edmond de Rothschild Foundation and local authorities have allocated more than 100 million shekels ($27 million, 25 million euros) for the project.The site, which contains ruins from later periods including the Byzantine, Muslim and Crusader eras, has been the focus of major excavation work over the decades but recent work has revealed new secrets.The project also aims to preserve the remains of an ancient synagogue and a nearby aquaduct.Officials said a small mother-of-pearl tablet engraved with a menorah was testimony to an ancient Jewish presence at the site.Archaeologists said it likely dates to the fourth or fifth century AD.

Apr, 14:23-Nordic and Baltic countries have joined hands in a bid to lead the digitalisation of Europe.At the occasion of Digital North, a conference that took place in Oslo on Tuesday (25 April), ministers from the Nordic and Baltic regions signed a declaration, by which they committed to step up their digitalisation efforts - not only within the countries, but also across borders."It should be possible to use the same e-ID in all the Nordic and Baltic countries. Our countries are well-integrated, but not so much when it comes to digital public services," said Norway's minister of local government, Jan Tore Sanner.Through the declaration, the ministers committed to promote closer cooperation between administrations, support the free movement of data and put in place the EU digital single market in the Nordic-Baltic region."We, in the Nordic countries, like to know our public sector as the best in the world. But as society is transforming, it means we have to re-organise our public services and allocate resources from administration to other services, such as healthcare," Sanner said."If we don't, citizens will lose trust in us and our parties will lose the elections," he added.Nordic countries are currently the front-runners of digitalisation in Europe, but this could change fast.The European Commission's Digital Economy and Society (Desi) index shows that Sweden, which has done little to upgrade its public services, is already falling behind its Nordic neighbours and could soon be overtaken by Estonia, currently listed as 10th and rapidly moving up the ranks.According to the Desi index, the EU is globally behind the US, Canada, and some Asian countries, such as South Korea and Japan. It is ahead of Russia, China and Turkey, but those countries are digitalising faster and could soon dethrone their EU rivals."There is not one country that can rest on its laurels," said Mari Kiviniemi, a former prime minister of Finland and the current deputy secretary general of the OECD, a club of rich nations."Many perform well, but all can do better," she added.Kiviniemi stressed, in particular, the challenge of governmental leadership in digitalisation, which gets lost in silos and lack of strategic thinking.Sanner, the Norwegian minister, said all countries were doing things a bit differently, meaning they could learn from each other.Denmark, for instance, made it mandatory to use digital services in 2010. The city of Copenhagen has introduced mobile civil servants on a special bicycle equipped with a computer, printer and wifi. They travel around the city helping less digitally savvy citizens to use such services as e-ID and digital post boxes."It's a little more difficult to cycle around Norway, but we should also find a way of being close to our citizens," Sanner said.Denmark is currently leading the Desi index, but Norway is challenging that position.Norway, albeit not a member of the EU, is part of the single market and worries that Europe's digitalisation is not happening fast enough.-Lagging behind-The European Commission had pledged to put in place a digital single market by 2018. But the mid-term review, which is currently underway, shows the plans are falling behind schedule.Norway does not have influence over the decisions, but wants to give the topic extra attention by making it a priority of its current presidency of the Nordic Council of Ministers - an intergovernmental forum gathering Denmark, Finland, Iceland, Norway and Sweden, as well as the Faroe Islands, Greenland and Aland.Sanner said the Nordic countries had a good starting point for digitalisation because they come from cultures of trust and high education. Their welfare systems combine flexibility and security, allowing those who lose their job, for instance, in the wake of digitalisation, to be re-trained for other jobs.But trust is also the result of well-functioning public services.Estonia, despite its very different legacy as a post-Soviet state, is currently ranked highest in the EU in terms of e-government. Trust in its e-services is so high that one third of the citizens vote electronically.Urve Palo, the minister of entrepreneurship and IT, told EUobserver that this trust had been build "step by step" over the last 17 years."In the 1990s, it was the banking industry that championed digitalisation, but in 2000, the government also made it a priority. Now we have to make sure that Estonia's traditional industries, which haven't digitalised to the same extent, are not left behind," she said."But citizens are fully digitalised, because it's so convenient. I filled out my tax form the other day and it took me ten minutes, because everything was already filled out," she said.Digitalisation will be a priority when Estonia assumes the rotating presidency of the European Council from July. Here are three reasons why Europeans should care:Firstly, Greenland holds vast deposits of minerals of strategic importance to industry. These include some of the largest deposits of rare earth minerals outside China, which controls some 90 percent of the world’s rare earth mineral production.Already in 2012, Antonio Tajani, the then vice-president of the European Commission, travelled to Nuuk to strike a deal that would keep Greenland’s rare earth minerals out of the hands of the Chinese. In exchange, Greenland got EU support to develop a mining sector.The mining industry, however, has been hesitant to invest in Greenland with its harsh climate and limited infrastructure. Political instability in Greenland could push mining in Greenland further into the future.Secondly, Greenland has been sympathetic to the EU’s wish to increase its role in the Arctic.Greenland withdrew from the EU in 1985, the first nation ever to do so, long before Brexit, but today it enjoys cooperation with the EU over fisheries, which provides substantial revenues and support.Other Arctic players – Russia and Canada, in particular – have proven far less friendly to the EU’s Arctic plans. Vienna (AFP) - Africa's Sahel region has seen a three-fold increase since 1982 in destructive rainstorms that bring misery rather than relief, said a study Wednesday that pointed the finger at climate change.And unless global warming is halted, this vast semi-arid region will endure ever more frequent downpours that flood homes and crops and breed killer germs in countries with insufficient public infrastructure to fight back."We were shocked to see the speed of the changes taking place in this region," said Christopher Taylor, a meteorologist at the Centre for Ecology and Hydrology in Lancaster, England, who took part in the study.Taylor and a team used satellite observations of clouds from 1982 to 2016 to track the evolution of storm patterns in the region south of the Sahara Desert, including parts of Senegal, Mauritania, Mali, Burkina Faso, Niger, Nigeria, Chad, and Sudan.The researchers found that destructive storms known to meteorologists as "mesoscale convective systems" (MCS) grew in frequency from about 24 per rainy season in the early 1980s, to about 81 today.The rainy season lasts from about June to September.In the Sahel, MCS events are "some of the most explosive storms in the world", said the researchers, who presented their findings at a meeting of the European Geosciences Union in Vienna.The storms supply about 90 percent of the region's rainfall -- but more tempests do not equate to more water."We are not reporting a 'good' outcome," Taylor told AFP by email.While storms have become more frequent, annual average rainfall has remained unchanged for at least 15 years, he said."More intense rain means more water runs off and does not infiltrate into the soils where crops could benefit," Taylor explained.It also washes away nutrient-holding agricultural soil in a region still recovering from a historic 20-year drought between the 1970s and 1990s.- Warmer Sahara -Abdoulaye Diarra of the International Institute for Water and Environmental Engineering, in Ouagadougou, said cities with poor drainage systems are also hard hit by MCS events.Floods in Burkina Faso in September 2009 saw more than 50 percent of the capital, including its main hospital, deluged when more than 263 millimetres (10 inches) of rain fell in a few hours."Eight people died, more than 250 houses and 670 classrooms were destroyed, the main water purification plants for the city were out of use and nearly 150,000 people were affected," Diarra wrote in comment on the study, whose findings were published in the journal Nature.The research team was surprised to find that neither temperatures nor air humidity in the Sahel region rose in step with the increase in storm intensity.Usually, global warming is predicted to make storms more intense because there is more water-holding, warm air -- the fuel for torrential downpours.But looking beyond the Sahel, the team found their smoking gun in higher average land temperatures globally, and in the vast desert to the region's north.This finding "warns us that it may not be changes in local temperatures which drive changes in rainfall," said Taylor."In this instance it is the rapid warming of the Sahara which we think is responsible."Linking a past or current weather event to global warming with any certainty is a particular headache for climate scientists.But the consensus is that storms, floods, and droughts will become worse overall if planet-heating continues.The world's nations agreed in Paris in 2015 to limit average surface warming to two degrees Celsius (3.6 degrees Fahrenheit) over pre-industrial levels.This will be achieved by curbing the use heat-capturing greenhouse gases emitted by the burning of oil, coal and gas.

Russian navy intelligence ship damaged in collision off Turkish coast-[The Telegraph]-YAHOONEWS-April 27, 2017

A Russian navy ship collided with another vessel off the Turkish coast in the Black Sea Thursday, Russia's defence ministry said, adding that its crew was trying to keep it afloat.Some 78 crew members were rescued, according to a Turkish coastal safety official, who said the Liman's hull had been breached and was taking on water. The freighter, which was carrying livestock and flying the Togo flag, collided with the military ship 18 miles from Kilyos village, on the Black Sea coast just north of Istanbul.The Turkish official did not give any details on the freighter, or the condition of its crew.The Liman is a former research vessel that the Russian navy has retro-fitted into a reconnaissance ship.In February, military sources told Russian media that it would be observing NATO's Sea Shield exercise in the Black Sea.

Muslim cemetery opponents collect 40 signatures in effort to block project in Saint-Apollinaire-[CBC]-YAHOONEWS-April 26, 2017

Forty people in the town of Saint-Apollinaire, 35 kilometres southwest of Quebec City, have signed requests to hold a referendum on a zoning change to permit a dedicated Muslim cemetery in a wooded area on the outskirts of town.The town now has to verify the validity of those 40 signatures, but it would appear that number is sufficient to compel the municipality to move on to the next phase in a citizen-led referendum process that could block the project.Sunny Létourneau has been going door to door in Saint-Apollinaire trying to persuade residents to prevent a group of Quebec City Muslims from establishing an Islamic cemetery in the rural community of 6,400.Although Létourneau lives in Saint-Apollinaire, she does not live close enough to the proposed site for the cemetery to sign her own petition.However, she and about 20 other opponents from the area have formed a group to try to persuade those who do have a say in the matter to join their fight.Létourneau says the group — called the Association de l'alternative citoyenne —  doesn't believe people of different religions should have separate burial grounds. She says she's equally opposed to cemeteries designated for Catholics, which are common across the province."Cemeteries are a reflection of our society. When we live in our homes, we all live next to each other," she said.​-No place to bury dead-Quebec City's Muslim community had been in discussions with the Harmonia funeral home in Saint-Apollinaire to buy land to establish their own cemetery since September 2016.The initiative came to new prominence last January, after six men were gunned down right after evening prayers at the Islamic Cultural Centre in the Quebec City suburb of Sainte-Foy.The men's families had nowhere nearby to bury their dead according to the rituals of the Islamic faith."We want land that belongs to us," Mohamed Kesri, the person responsible for the project, told Radio-Canada."We don't want to be renters. We want our own cemetery for Quebec Muslims."Some people in the Muslim community felt that the petition points to greater social issues."Every time we make an effort to be a part of the society, somebody comes with a hidden agenda and pushes us back as if we don't belong," said Hassan Guillet, spokesperson for the Quebec Council of Imams.-Mayor frustrated by process-The project has the full support of Saint-Apollinaire's mayor, Bernard Ouellet.But because the land in question has to be rezoned, it is subject to the referendum process. It's going to be two or three people who can make us lose the project. LONDON (Reuters) - British police said armed officers arrested a man carrying knives near Prime Minister Theresa May's office in Westminster on Thursday on suspicion of preparing an act of terrorism.The 27-year-old man was detained by counter-terrorism officers on Parliament Street, a stone's throw from the UK parliament building and May's Downing Street office, during a stop and search as part of an ongoing operation, London police said.No one was injured in the incident, and May's spokesman said the prime minister was not at Downing Street at the time.The incident comes just over a month after a British-born convert to Islam ploughed a car into pedestrians on nearby Westminster Bridge, killing four people, before stabbing to death a police officer in the grounds of parliament."Detectives from the Counter Terrorism Command are continuing their investigation, and as a result of this arrest there is no immediate known threat," police said in a statement."The man ... was arrested on suspicion of possession of an offensive weapon and on suspicion of the commission, preparation and instigation of acts of terrorism. VALETTA (Reuters) - Libya's U.N-backed government has no clear plan to help prevent more migrants reaching Europe's shores this summer, European Union officials said on Thursday, citing confused requests for equipment to patrol its shores.Libya's newly trained coastguards lack a strategy on where to deploy or how to detect and intercept smugglers, officials told Reuters. They based their analysis on two documents prepared for EU defence ministers meeting in Malta, which lies on the route to Italy along which thousands of people drowned last year.The confidential EU assessment contrasts with the upbeat message the bloc has promoted after training 93 Libyan coastguards since late last year to tackle smugglers as the bloc scales back its plans to go into Libya's territorial waters.The European Union says it cannot go into Libyan waters without a United Nations Security Council mandate, which the EU says Russia is unlikely to provide because of grievances over the West's 2011 air campaign that helped oust Muammar Gaddafi."Our objective is not to be in the territorial waters of Libya. Science minister mulls forcing universities to attract more female researchers-[The Canadian Press]-YAHOONEWS-April 27, 2017

OTTAWA — Canada's science minister says universities aren't doing the heavy lifting to appoint more female research chairs, so she wants to force their hands.On her way to give a speech Wednesday to Canada's university presidents in Montreal, Kirsty Duncan was handed the latest statistics on the number of men and women among applicants for new Canada Research Chair positions."They're dismal," Duncan said in an interview with The Canadian Press. "There were two times more men nominated than women."The Canada Research Chairs program was implemented 17 years ago to create 2,000 research positions at universities across the country to push for excellence in engineering, natural sciences, health sciences, humanities and social sciences. Canada spends $265 million a year on the program.As of December 2016, there were 1,612 filled positions, among which 30 per cent were women. That fits with the fact between 2000 and 2015, 31 per cent of applicants for the jobs were from women.Duncan said the latest figures show nothing has changed, a status quo she can't accept, since she made it known when she was sworn in to the Liberal cabinet that improving the gender balance would be a priority."The bar isn't moving and that can't continue," she said, noting that she even ad-libbed part of her speech because of it: "I let them know I was very disappointed with the results."In 2009, universities set targets to try and increase the number of research chairs who are women, visible minorities, indigenous people and people with disabilities. In 2012, universities had to start reporting their progress to meet these targets annually.Duncan said if the voluntary program isn't working, she is open to forcing the issue — but would not say how that would work.Last fall, Duncan implemented new equity rules for the Canada Excellence Research Chairs program. That program was launched in 2008 to provide grants of up to $10 million for universities to attract big-name talent in science and technology for seven-year terms. Only one of the 28 current CERC positions is held by a woman.In October, when the latest round of applications began, Duncan said universities had to include detailed equity plans and recruitment strategies in their applications. Duncan would not say if that is the path she will take for the Canada Research Chairs program as well.Canada lags behind other nations when it comes to women in science, she said; only 36 per cent of PhDs in science in Canada are earned by women, compared with 49 per cent in the U.K. and 46 per cent in the United States.In 1987, just 20 per cent of  the people working in science, technology, engineering and math fields were female, a number that has grown to just 22 per cent today."I believe (that) in a globalized competitive economy, we cannot afford to leave half our talent on the sidelines," she said.Ottawa also reinstated the University and College Academic Staff System survey through Statistics Canada last year to generate data on gender, age, rank and salary for university staff. That's just wrong."The tipping point, he said, came when he saw Conservative membership numbers overall that were even higher than he expected, which meant he didn't have as large a share of the support as he thought he did.When he learned that ballots had already been printed and mailed, he decided to act, picking up a phone at 1:30 a.m. to call Bernier, a longtime Quebec MP, to pledge his support.The two share similar policies, while Bernier can deliver the number of seats the Tories need to form a majority government, O'Leary said.On the campaign trail, the two weren't exactly the best of friends. Bernier at one point called O'Leary a "loser," and each campaign more or less accused the other of voter fraud, though the allegations were never proven.But it was all smiles Wednesday as Bernier said the endorsement marks a turning point."As Kevin says, in Quebec the numbers for me are very good and the competition I had outside Quebec was really Kevin," Bernier said in French."And we're going to bring our forces together so we can win this race and then beat Justin Trudeau in 2019."O'Leary said he'll do whatever it takes to help Bernier, but defended the fact his campaign sent out a fundraising letter just hours before he dropped out. He said he still needs the funds and will continue to raise money, though he didn't explain why. His name will also remain on the ballot as the deadline to take it off has long passed.A lack of facility with French was always considered one of O'Leary's greatest liabilities.Still, O'Leary had plenty of assets: instant recognition, thanks to years of television exposure; a public image as a savvy financial manager; and a brash, no-nonsense, outsider approach that echoed the unlikely ascent of U.S. President Donald Trump.Interim Conservative Leader Rona Ambrose thanked O'Leary for taking part in the race and focusing on young Canadians, who she said will be saddled with the bad economic decisions of Prime Minister Justin Trudeau."Kevin brought thousands of young Canadians into the party with a common sense Conservative message," Ambrose said in a statement Wednesday night.Candidate Kellie Leitch, who has also ripped pages from Trump's populist playbook, said O'Leary's departure opens a door for her."I was phoning them throughout the day," she said of his supporters, and she suggested some of his campaign team had already joined hers.The Conservative party said Tuesday there are 259,010 members eligible to vote.O'Leary claims to have signed up just over 35,000, and there's no guarantee any or all will agree to back Bernier."This is terrible!" Facebook visitor Nathan Welbourn wrote on O'Leary's page after the news broke. "I don't even know what to say and I can reassure you Kevin my vote is not going to Bernier."As a citizen of Quebec I had a lot of hope (in) you. Extremely disappointed."A major point of divergence between the two candidates is supply management, a Canadian mechanism for supporting dairy farmers popular in Quebec that has been making headlines as Trump promises to do battle with Canada over trade.Bernier supports abolishing the system, while O'Leary has called it vital to Canada's agriculture sector.The other Quebec candidate in the race, Steven Blaney, said since he also supports supply management, he feels he can capitalize on O'Leary's Quebec support."It's an opportunity to go and court the voters who were ready to make their first choice Mr. O'Leary," Blaney said.Stephanie Levitz, The Canadian Press.
