Netanyahu assures Tillerson: Moving embassy to Jerusalem will help peace-PM says relocation will ‘correct historical wrong’ and ‘shatter Palestinian fantasy’ that city is not Israeli capital-By Times of Israel staff and AP May 14, 2017, 8:46 pm

Prime Minister Benjamin Netanyahu on Sunday said moving the US embassy to Jerusalem will boost peace efforts by impressing on the Palestinians the city is the capital of the Jewish state. After US Secretary of State said earlier Sunday, the Trump administration was evaluating whether relocating the US mission to Jerusalem would help or harm the peace process, Netanyahu released a statement arguing the move will advance peace efforts.“Israel’s position has been stated many times to the US government and to the world,” Netanyahu said. “Moving the US embassy to Jerusalem will not only not harm the peace process, it will advance it by correcting a historical wrong and by shattering the Palestinian fantasy that Jerusalem is not the capital of Israel.”On Thursday, Netanyahu said that all foreign embassies in Israel should be located in Jerusalem, chief among them the American embassy.Since taking office, US President Donald Trump has backed away from his campaign pledge to move the embassy in a gesture to Israel, saying he’s still studying the issue. But Tillerson linked Trump’s deliberations directly to his aspirations for brokering Mideast peace.“The president is being very careful to understand how such a decision would impact the peace process,” Tillerson said in an interview broadcast Sunday on NBC’s “Meet the Press.” He said Trump’s decision would be informed by feedback from all sides, including “whether Israel views it as helpful to a peace initiative or perhaps a distraction.”Trump’s decision is being closely watched as the US president prepares to depart Friday on his first foreign trip. After stopping in Saudi Arabia, Trump will visit both Israel and the West Bank, in a nod to his nascent bid to strike the Israeli-Palestinian deal that has eluded his predecessors.Jerusalem’s status is one of the most emotionally charged issues in the conflict, with both sides laying claims. Israel captured East Jerusalem — claimed by Palestinians for the capital of a future independent state — from Jordan in 1967 and annexed it, a move not internationally recognized.US presidents of both parties have repeatedly waived a US law requiring the embassy be moved to Jerusalem. The most recent waiver — signed by former president Barack Obama — expires on June 1. Trump is expected to sign a six-month renewal of the waiver before it expires, as he continues deliberating. In another sign the White House is proceeding cautiously, Trump’s ambassador to Israel, David Friedman, plans to work out of the current embassy in Tel Aviv rather than out of the US Consulate in Jerusalem, as some had urged him to do. Friedman, who owns an apartment in Jerusalem, is expected to live in the US ambassador’s official residence in the Tel Aviv suburb of Herziliya.Palestinians argue that moving the embassy would prejudge one of the most sensitive issues in the conflict, undermining America’s status as an effective mediator. There have been some signs that the Israeli government, while publicly supportive of moving the embassy, has quietly raised concerns that doing so could inflame the political and security situation.Earlier on Sunday, Education Minister Naftali Bennett urged Netanyahu to push Trump about transferring the embassy to Jerusalem. Bennett, who leads the nationalist Jewish Home party, also stated the move would help peace, saying it would help cement the unity of the city under Israeli control, whereas “any agreement based on dividing Jerusalem is doomed to fail.”

Netanyahu calls for expediting controversial Jewish state bill-PM raises possibility of pushing Likud MK Dichter’s version of the legislation, rather than waiting for government to formulate its own draft-By Raoul Wootliff and Stuart Winer May 14, 2017, 6:59 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu said Sunday he intends to fast-track a controversial bill that would enshrine Israel’s status as a Jewish nation-state in its Basic Laws.At the weekly meeting of coalition leaders, the prime minister raised the possibility of backing the legislation as a private, rather than a government, proposal in an apparent effort to ensure the bill is not stalled by coalition disagreements.Last Sunday, the Ministerial Committee for Legislation gave the go-ahead to advance Likud MK Avi Dichter’s version of the legislation, committing itself to forming a government committee that would present to the Knesset a version of the bill within two months.Dichter, however, also presented the proposal as a private members’ bill in order for it to progress through the Knesset, albeit at a slower pace, and independent of a government decision. The bill passed a preliminary plenary vote on Wednesday.Netanyahu, who promised last week that the bill would be brought to the Knesset within 60 days, told ministers Sunday that he is keeping open the option of supporting the bill without waiting for full coalition input on the text. The prime minister also asserted that despite recent coalition strains, such as those over the new broadcast authority, “the current government will hold out until November 2019.”Speaking to The Times of Israel, coalition chair Likud MK David Bitan — while not commenting on whether the bill would receive full coalition support — would not rule out advancing Dichter’s bill as soon as this week. That step would require convening the Knesset’s Law and Justice Committee, which has been tasked with reviewing and tailoring the bill ahead of its first reading.A senior coalition source said that “if there isn’t agreement on the government bill Netanyahu will put his support behind the private bill,” while a spokesperson for Dichter said the lawmaker “has been in extensive coordination with the prime minister.”Within the coalition, the main hurdle for Netanyahu will be the center-right Kulanu party, which has expressed some reservations about the proposal. While the Kulanu coalition party voted in favor in the ministerial committee decision, party spokesman Omri Arush told The Times of Israel last week that its lawmakers would only support the final government proposal if it “met the standards they required.” According to Arush, who declined to elaborate on what those standards were, Kulanu did not give the proposal a blank check and would have input into the final version.Arush said Sunday “there is no change from last week.”“Kulanu will work with coalition parties on the government bill. We are not aware of a change although other options are possible,” he added.Israel’s national identity is mentioned in a number of the country’s laws, but the 11 existing Basic Laws deal mostly with state institutions and Israel’s democratic character. The nation-state bill, proponents say, would put Jewish values and democratic values on equal footing. Critics, however, say the bill effectively discriminates against Israel’s Arab and other minority communities. The Yesh Atid and Zionist Union opposition parties on Wednesday voted against the bill. Both parties have said they would support a different version of the bill — formulated by Likud MK Benny Begin — which is simply a paragraph-long affirmation that Israel is the homeland of the Jewish people.According to the language of Dichter’s bill, the law is needed “to protect the status of Israel as the nation-state of the Jewish people in order to anchor in Israel’s Basic Laws the values of the State of Israel as a Jewish and democratic state, in the spirit of the Declaration of Independence.”The proposal also enshrines Israel’s state symbols and anthem in law, says the Hebrew calendar is the official one, affirms protection of all holy sites, and calls on courts to draw from Jewish law in cases where the existing Israeli legislation falls short.

Palestinians hope for settlement curb if peace talks resume-In Jordan, Erekat stops short of making building freeze a condition for negotiations with Israel-By AP May 14, 2017, 9:03 pm-THE TIMES OF ISRAEL

AMMAN, Jordan — A senior Palestinian official said he “hopes” Israel will halt settlement construction if US-led peace talks resume, but stopped short of making it a condition.Saeb Erekat spoke Sunday in Jordan after meeting with the foreign ministers of Jordan and Egypt, ahead of a Mideast trip next week by US President Donald Trump.Trump says he wants to broker an Israeli-Palestinian deal.In recent years, the Palestinians refused to resume talks without a settlement curb.Asked about linking negotiations to a settlement freeze, Erekat said, “No one stands to lose more in the absence of peace and negotiations” than Palestinians. In 2009 and 2010, Israel, under Prime Minister Netanyahu, instituted a 10-month settlement freeze that Palestinian Authority President Mahmmoud Abbas had demanded. At that time, talks broke down with the Palestinians arguing that the construction halt was merely partial as it did not include a suspension on building in East Jerusalem.Times of Israel staff contributed to this report.

Top Likud minister: No point talking about peace at this time-Jewish Home leader urges Netanyahu to demand Washington relocate US embassy, recognize entire Jerusalem as capital-By Stuart Winer and Times of Israel staff May 14, 2017, 7:39 pm

A top Likud minister on Sunday downplayed the prospects of resuming peace talks with the Palestinians, ahead of an anticipated peace push during US President Donald Trump’s visit to Israel later this month.“In the current era, there is no point in talking about peace,” Public Security Minister Gilad Erdan told Army Radio, adding that “our neighbors have not yet abandoned the idea that the State of Israel as a Jewish state will disappear from the map.”“There are those in the nationalist camp who had too many expectations from President Trump — I didn’t have such [expectations],” he added.Erdan was apparently referring to growing concern in the Israeli right that Trump is intent on pursuing regional peace, while reinstating Palestinian Authority President Mahmoud Abbas at the center of the diplomatic stage. His comments came days after US National Security Adviser H.R. McMaster told reporters during a daily press briefing in Washington that Trump will work toward a “just and lasting peace” between Israel and the Palestinians on his upcoming trip to the region.Meanwhile, Education Minister Naftali Bennett on Sunday urged Prime Minister Benjamin Netanyahu to demand Washington move the US embassy from Tel Aviv to Jerusalem and recognize Israel’s capital. In the past several days, the Jewish Home leader has stepped up his public criticism of Netanyahu, calling on him to be more assertive in his expectations of the US administration in regional affairs. In a series of Hebrew posts to his Twitter feed, Bennett, a top coalition partner, wrote: “I call on the prime minister to make it clear that we expect the US government to move it embassy to Jerusalem, and to recognize the united Jerusalem under Israeli sovereignty.”“Moving the US embassy to the capital of Israel strengthens Israel, and strengthens to chances of a real peace because any agreement based on dividing Jerusalem is doomed to fail,” he continued. “Just like the embassies from countries around the world are in the US capital, Washington, so too do they need to be in Jerusalem, our capital for 3,000 years. This is our eternal capital and nothing else.”Likud MK Yoav Kisch was quick to point out on his own Twitter feed that last week Netanyahu had publicly called for all foreign embassies, including the US, to relocate to Jerusalem. The Likud party in a statement scorned Bennett’s comments as parroting Netanyahu.“We congratulate Bennett for carefully memorizing the statements that Netanyahu puts out to the press, and then tweets them as though they are his demands,” the Likud statement said. “He has done that on many subjects and he is doing it also regarding his consistent demands from Netanyahu to move the US embassy.”Despite campaign promises to do so, Trump is still reviewing whether to move the US Embassy to Jerusalem. US Secretary of State Rex Tillerson on Sunday said the US president was carefully considering whether the move would help or harm peace prospects and was taking all parties’ positions into consideration.Palestinians want East Jerusalem as the capital of future state, while Israel is determined to keep the unified city as its capital. The issue of Jerusalem is one of thorniest issues in Israel-Palestinian peace talks. On Saturday night, Bennett called for explicit withdrawal of Israeli support for the two-state solution and the presentation of a bold alternative plan.“We cannot continue to run a ‘bunker’ policy, or Israel’s fate will be decided by others,” he said.Referencing Netanyahu’s seminal 2009 address at Bar-Ilan University, in which the prime minister expressed support for two states, Bennett claimed the speech and its acknowledgement of Palestinian national aspirations had “brought upon us boycotts, terrorism and a serious demographic threat. It is now time to revoke it.”The education minister charted two possible paths ahead. The first was “the continuation of the Bar-Ilan policy that champions the establishment of a second Palestine, in addition to the one in Gaza,” which he called “a failed messianic formula that has so far led to bloodshed, diplomatic deterioration and will bring about a demographic catastrophe.”The second, he suggested, was for the Jewish state to present a new initiative, based on economic development, which would see Israel “enacting its sovereignty on the Israeli parts of Judea and Samaria,” the “stabilization of the Gaza Strip” and the reinforcement of Israel as a pillar of security, intelligence and economic (strength) in the region.”

Abbas visits India ahead of Modi trip to Israel-PA president looks to strengthen cooperation with New Delhi before Indian PM boosts ties with Jewish state-By AFP May 14, 2017, 9:19 pm-THE TIMES OF ISRAEL

NEW DELHI, India — Palestinian Authority President Mahmoud Abbas landed in New Delhi late Sunday for a three-day visit, looking to strengthen ties with India ahead of Prime Minister Narendra Modi’s historic trip to Israel.Abbas arrived with a delegation for his third state visit to India, where he will hold key talks on bilateral, regional and international issues, including the peace process in the restive Middle East, according to India’s foreign ministry. On Monday — day one of his visit — he will zip to an IT center in Noida, a satellite city outside the Indian capital, aiming to forge greater cooperation in technology. He is also slated to give an address at New Delhi’s India Islamic Cultural Center in the evening. On day two, he will meet with Modi, his Indian counterpart Pranab Mukherjee, and Foreign Minister Sushma Swaraj after a ceremonial welcome at the presidential palace and laying a wreath at Mahatma Gandhi’s memorial. He is scheduled to head back home on Wednesday.Abbas and Modi will sign several deals “on cooperation in various areas,” the Foreign Ministry said, without providing specific details.“India and Palestine enjoy historically close and friendly ties,” it said in a statement late Saturday, reiterating India’s “political support to the Palestinian cause.”New Delhi is hosting Abbas ahead of Hindu nationalist Modi’s unprecedented visit to Israel reportedly in July — the first-ever by an Indian premier — with observers calling it a balancing act by India to assuage both sides.Although there has been no official announcement of his visit so far, Modi told a rally last month that he was “soon going to Israel.”India has traditionally voiced its support for Palestinian statehood, initially shunning diplomatic relations with the Jewish state. The frost has thawed, however, in recent years, with India — the world’s biggest arms importer — seeking closer defense ties with Israel, a top weapons exporter.

What the fox?-20 soldiers treated for rabies after foxes attack-IDF kills two apparently rabid animals that bit sleeping servicemen, sends carcasses for further testing-By Judah Ari Gross May 14, 2017, 8:35 pm-THE TIMES OF ISRAEL

With permission from the Nature and Parks Authority, the IDF killed two apparently rabid foxes that sent 20 soldiers to the hospital after they attacked them last week, an army official said on Sunday. On Tuesday, as they were sleeping, the two foxes entered the soldiers’ tent on the Tzrifin base in central Israel and bit some of them.In total, 20 soldiers were taken to the nearby Assaf Rofeh Medical Center and given treatments against rabies, the senior army officer said, speaking on condition of anonymity.According to Haaretz, which first reported on the incident, not all of the soldiers who were hospitalized were bitten; some were treated as a precautionary measure. On Thursday, the army trapped and killed the two foxes, after they received the go-ahead from the nature authority. The foxes’ corpses were sent for testing to determine if they did indeed have rabies, the officer said.“But either way, if they attacked people, we had to do it,” he added. The soldiers were from the Home Front Command’s training base in Tzrifin, known in Hebrew as Bahad 16.“The Tzrifin base commander immediately passed along information about the incident to the relevant bodies in order to prevent similar incidents from recurring,” the army said in a statement.

Israel's statement omitted the fact that the incident, 'as bad as it was,' took place on occupied territory, says Amman official-Rebuffing Netanyahu, Jordan says it opposes terrorism but still condemns killing of its Jerusalem stabber-FM Safadi says Amman is investigating Saturday’s death of Jordanian citizen who repeatedly stabbed Israeli policeman before being shot-By Jacob Magid May 14, 2017, 7:06 pm-THE TIMES OF ISRAEL

Jordan’s top diplomat on Sunday dismissed an Israeli accusation that it was justifying terrorism in condemning the killing of a Jordanian assailant in Jerusalem on Saturday, amid a rare public rift between Jerusalem and Amman. On Saturday, Amman slammed the killing of the Jordanian stabber, who was filmed stabbing an Israeli policeman multiple times before he was shot, as “a heinous crime.” Jordan demanded details about the incident from the Israeli government. In response, Prime Minister Benjamin Netanyahu lambasted Amman’s “outrageous” statement, while demanding that Jordan condemn terror attacks on Israelis. “It’s time for Jordan to stop playing this double game,” the Prime Minister’s Office said in a statement. “Just as Israel condemns terror attacks in Jordan, Jordan must condemn terror attacks in Israel. Terror is terror wherever it is.”Jordan responded bitterly on Sunday. “Jordan has [been] and continues to be a voice of logic and peace, and our positions against violence and terrorism are clear to everyone,” Jordanian Foreign Minister Ayman Safadi told reporters at a joint press conference in Amman with Egyptian Foreign Minister Sameh Shukry and PLO Secretary General Saeb Erekat. He added, “Jordan’s King Abdullah II is making efforts to establish security, to establish peace and to gain freedom for the Palestinians in accordance with the [Arab] Peace Initiative.”Please to have received T E Sameh Shukri & Saeb Oreikat for consultations on how to create conditions conducive to reviving MEPP pic.twitter.com/XJ7LoC9hNo— Ayman Safadi (@AymanHsafadi) May 14, 2017-A Jordanian official also said that the Israeli statement neglected to say that the incident, “as bad as it was,” took place on occupied territory. He spoke on condition of anonymity, saying “we don’t want to get into a war of words with them.” (Israel captured Jerusalem’s Old City, where the incident took place, in 1967, and claims sovereignty throughout Jerusalem, but the international community does not recognize this.) Safadi confirmed at the Sunday joint press conference that his government was investigating the circumstances of its citizen’s death.Police released security camera footage of the incident Saturday evening, in which the harrowing attack is seen as it occurred in the streets of the Old City. In it, the officer can be seen walking down the street when he is violently assailed by 57-year-old Muhammad Abdullah Salim al-Kassji, a Jordanian national who had entered Israel a few days earlier.Addressing US President Donald Trump’s recent Israeli-Palestinian peace push, Safadi said that the three countries represented at the press conference had emphasized to Trump the importance of East Jerusalem being the capital of a future Palestinian state.Safadi added that the issue of Jerusalem should be treated with the utmost caution by the US president, who is currently mulling the possibility of moving his embassy from Tel Aviv to Jerusalem.“Everyone is convinced that the president of the United States wants to act effectively for peace, and all three of us have felt a real commitment from Trump to resolve the conflict,” he said. The Jordanian foreign minister also said that Israel must respond to the demands of Palestinian hunger-strikers currently detained in Israeli jails. “We emphasized the need for Israel to be obligated to comply to the humanitarian and just demands of the hunger-striking prisoners in accordance with international law and the Geneva Convention,” he said. The hunger strikers have issued a list of demands including better medical services, family visits and more dignified detention conditions. But Israel has vowed not to negotiate with them, with Public Security Minister Gilad Erdan saying he will not cede to the demands of the “terrorists and incarcerated murderers.”AP contributed to this report.

For Palestinians in Lebanon, 69 years of despair-Stateless and destitute, ringed in by walls and barbed wire and barred from work in professions like medicine, the country’s Palestinian communities are tearing themselves apart-By PHILIP ISSA May 14, 2017, 1:52 pm-THE TIMES OF ISRAEL

SIDON, Lebanon (AP) — Ahmad Dawoud recalls the day 10 years ago when a Lebanese soldier asked to search his taxi. Then 17, the Palestinian didn’t wait for the soldier to find the weapons hidden in the trunk. He jumped from the car and fled into the nearby Palestinian refugee camp, where the Lebanese army has no authority. But it was not long afterward that Dawoud, who once admired the radical groups that have sprouted in the camps in Lebanon, decided he was tired of running. That same year, in 2007, he surrendered to authorities and spent 14 hard months in jail.Although he was released without a conviction, he couldn’t erase the biggest strike against him: As a Palestinian in Lebanon, he is a stateless, second-class resident in the only country where he’s ever lived. On Monday, Palestinians mark 69 years since hundreds of thousands of them were forced from their homes during the 1948 war that led to the creation of Israel. Many settled in the neighboring West Bank, Gaza, Jordan, Syria and Lebanon. As refugees, various UN charters entitle them and their descendants to the right to work and a dignified living until they can return to their homes or such settlement is reached. But Palestinians in Lebanon suffer discrimination in nearly every aspect of daily life, feeding a desperation that is tearing their community apart. Many live in settlements officially recognized as refugee camps but better described as concrete ghettos ringed by checkpoints and, in some cases, blast walls and barbed wire. The UN runs schools and subsidizes health care inside. In Lebanon, there are 450,000 refugees registered in 12 camps, where Lebanese authorities have no jurisdiction inside.“Our lot is less than zero,” Dawoud said in a recent interview outside Ein el-Hilweh, the crowded camp in Sidon that is one of the most volatile. On peaceful days, children play in the damp alleys and merchants park their carts of produce along the camp’s main streets. But the place feels hopelessly divided along factional and militant lines, and it frequently breaks down into fighting between Palestinian security forces and militants or gangs that capitalize on the general despair.Last month, 10 people were killed in a flare-up that drove out thousands of the camp’s estimated population of 75,000.Palestinians are prohibited from working in most professions, from medicine to transportation. Because of restrictions on ownership, what little property they have is bought under Lebanese names, leaving them vulnerable to embezzlement and expropriation. They pay into Lebanon’s social security fund but receive no benefits. Medical costs are crippling. And they have little hope for remediation from the Lebanese courts.Doctors are prohibited from working in the Lebanese market, so they find work only in the camps or agree to work for Lebanese clinics off the books, and sign prescriptions under Lebanese doctors’ names. That leaves them open to employer abuse, a condition normally associated with low-skill work.“If a young boy gets in trouble because he is Palestinian, the prosecutor writes in his note to the judge, ‘He is Palestinian,’ meaning: ‘Do what you wish to him. Be cruel to him. Forget about his rights,'” said Sheikh Mohammad Muwad, a Palestinian imam in Sidon. The crush of war refugees from Syria has made it even harder for Palestinians here to find work. Nearly six in 10 under age 25 are unemployed, according to the UN’s Palestinian relief agency UNRWA, and two-thirds of all Palestinians here live below the poverty line.UNRWA country director Claudio Cordone said they feel trapped in political limbo and see an “almost total lack of meaningful political prospects of a solution” to their original displacement from Palestine.Lebanese politicians say that assimilating Palestinians into society would undermine their right to return. But Palestinians say they are not asking for assimilation or nationality, just civil rights.“They starve us, so we go back to Palestine. They deprive us, so that we go back to Palestine. Well, go ahead, send us back to Palestine! Let us go to the border, and we will march back into Palestine, no matter how many martyrs we must give,” Muwad said. For those in the camps, the line between hustling and criminality is often blurred. Unemployed and feeling abandoned by the authorities, many turn to gangs for work.Adding to this is a widely shared disaffection with the Palestine Liberation Organization, which many Palestinians now see as having sold out their rights with the failed Oslo Accords of 1994.This has helped fuel the rise of radical Islam — a shift in the West Bank and Gaza that is reflected by Hamas’s rising popularity, and one outside the territories in the meteoric trajectory of militant groups such as Fatah al-Islam in the volatile and deprived Nahr al-Bared camp.Growing up in Nahr al-Bared, a camp much like Ein el-Hilweh, Dawoud felt a strong affiliation for Fatah al-Islam, his gateway to radical extremism.“They were the only ones who seemed honest,” he said. “Of course, later I figured out they were just like everyone else, too.”In 2007, the Lebanese army razed most of Nahr al-Bared to crush Fatah al-Islam.By that time, Dawoud already was in Ein el-Hilweh, and his arrest was the beginning of a slow falling out with the gangs that once sheltered him and treated him like a brother. After his stint in prison, they began to feel they couldn’t trust him, and he was chased out of Ein el-Hilweh in 2013. Now, he can only enter the parts of the settlement firmly under PLO control. With no job, no prospects and little wealth, Dawoud now runs errands for others in his white 1980s-era BMW — all done under the table, of course. Palestinians cannot apply for the red license plates that identify taxis and other commercial vehicles.“I don’t even think about marrying and getting into those situations,” he said, waving off starting a family at age 27. His ambition now is to apply for a visa to leave Lebanon. But first he needs a travel document, and for that he needs to be on good terms with the Lebanese authorities. Not all Palestinians live in camps, but even the most privileged among them endure discrimination. At a panel on Palestinian labor rights at the American University of Beirut, Muhammad Hussein asked a Lebanese Labor Ministry official why he was denied work even in sectors that are formally open to Palestinian employment. The 22-year-old graduate showed the official an email he received from a marketing firm in Dubai refusing his job application on the grounds that the Lebanese office had to give priority to Lebanese workers.“The problem isn’t finding vacancies,” Hussein said. “It’s getting the job.”

Osama bin Laden’s son calls for attacks on Jews, Americans-Al-Qaeda propaganda video urges would-be lone-wolf attackers in West to ‘look for Jewish targets everywhere’-By Times of Israel staff May 14, 2017, 7:42 am

A video released recently by the terror group al-Qaeda purportedly features one of the sons of Osama bin Laden calling for attacks on Jewish targets around the world. In the 10-minute video, which features images of terror attacks around the world, including several in Israel, Hamza bin Laden encourages Muslims in “America, the West and occupied Palestine” to carry out lone-wolf attacks where they are instead of traveling to Syria or elsewhere.“Know that inflicting punishment on Jews and crusaders where you are present is more vexing and severe for the enemy,” he says, according to a translation provided in the video, which was distributed by al-Qaeda media arm as-Sahab.Bin Laden also suggests targets for the attackers, telling followers to “look for Jewish targets everywhere” and if there are none, to attack American or NATO interests. He urges the use of weapons other than guns, a possible reference to the knives and vehicles that were a hallmark of a spate of attacks in Israel in 2015 and 2016.The video includes footage from at least two attacks in Israel: a truck-ramming attack on a Jerusalem promenade that killed four soldiers on a cultural tour in December 2016, and a November 2015 incident in which a Palestinian woman stabbed and lightly wounded a security guard at the entrance to the Beitar Illit settlement.Bin Laden also urges attacks on Russia, and the video features footage of the December 2016 assassination of Russian ambassador to Turkey Andrey Karlov.“We shall continue to target you until you withdraw your forces from the Arabian Peninsula and from every single land of Islam,” Bin Laden says in the video. In January, bin Laden, 28, was named a specially designated global terrorist by the US State Department, which cited a 2015 tape in which he called for attacks in Washington, Paris and Tel Aviv.He also released a tape last year urging revenge on Americans for his father’s death in a 2011 American raid.
