OTTAWA — New Conservative leader Andrew Scheer is basking in a hero's welcome on Parliament Hill.The Saskatchewan member of Parliament was feted by his fellow MPs and leadership rivals alike as he arrived Monday to address the Tory caucus, fresh off a thrilling final-ballot win in the party's leadership contest on the weekend.He called the role a great honour, but an even greater responsibility.And he wasted no time in issuing a call to arms to caucus members, invoking the name of former prime minister John Diefenbaker as he portrayed the Liberals as arrogant elites and the Conservatives as the party of the grassroots.Diefenbaker had been criticized prior to the 1967 policy convention for being overly preoccupied with the interests of "hardworking Canadians," Scheer said."'I can't help that,' he said — 'I'm one of them.' And that's as true of our party today as it was 50 years ago," he said to resounding cheers."We're the party of everyday Canadians who work hard, who make sacrifices to secure a better future for their kids. SEOUL, Korea, Republic Of — North Korea's latest missile test Monday may have less to do with perfecting its weapons technology than with showing U.S. and South Korean forces in the region that it can strike them at will.South Korean and Japanese officials said the suspected Scud-type short-range missile flew about 450 kilometres (280 miles) on Monday morning before landing in Japan's maritime economic zone, setting off the usual round of condemnation from Washington and the North's neighbours .It's the latest in a string of test launches by North Korea as it seeks to build nuclear-tipped intercontinental ballistic missiles that can reach the U.S. mainland, a drive that puts North Korea high on the list of foreign policy worries for Japan, Washington and Seoul.North Korea already has an arsenal of reliable short-range missiles. While North Korean scientists could be tweaking them — for instance, developing a new solid-fuel short-range missile — the North tests these shorter-range missiles much less than it does its less dependable, longer-range missiles.This sets up the possibility that North Korea hopes to use the test to show it can hit U.S. targets near and far and emphasize its defiance of U.S.-led pressure on its missile and nuclear programs, which has included vague threats from President Donald Trump and the arrival in Korean waters of powerful U.S. military hardware. Both institutionally, through the mechanisms of review granted by the Lisbon Treaty, and more importantly, as the elected representatives of European citizens, they shape the European debate and provide a closer link with citizens than the European institutions.There are circa 10,000 members of parliaments across Europe with the power to approve or reject billions worth of Eurozone bailout packages and EU trade deals such as CETA – the EU-Canada agreement.National Parliaments are essential for the accountability, and legitimacy of the Union’s actions.-Open letter-This reasoning motivated us to draft an Open Letter for Europe, calling European policy makers to take to the stage in unity, across borders and political parties – in order to shape an inclusive and constructive conversation on the future of Europe.The debate about the future of the EU cannot just take place in the European institutions; in fact, the driving forces of this process are national, not European.We have a responsibility to take a stand and explain the European project and defend its importance, whilst engaging with our constituents in open conversations about the future direction of this common project.National Parliamentarians are uniquely placed to be able to facilitate these conversations and act as messengers of the people's will.More exchanges on the topic of the EU need to be established at the local levels, and it is our duty as parliamentarians to ensure that this is done.The EU has made us greener, healthier, wealthier, and fairer; it has provided more than 60 years of peace on the European continent; it has allowed the free movement of people around Europe and has facilitated travelling – improving education opportunities, allowing the European youth to experience other EU realities through the Erasmus programme and facilitating fruitful ties.We have come to take this all for granted. Yet, there is no denying that the present configuration of the EU has its weaknesses.In Greece, a traditionally strong pro-European country, support for the EU has plummeted dramatically as a crippled economy is consistently blamed solely and exclusively on the “troika” of the European Commission, European Central Bank (ECB), and International Monetary Fund (IMF).The majority of the blame indeed lies with successive Greek governments, but it is necessary to make other EU countries understand the hardships of the Greek people and fix the structural problems of the Greek economy whilst restoring Greek pride and Greek sovereignty.-The other side-Scotland offers a view from the other side.Our own political representatives which, by failing to establish a constructive and productive dialogue with their European counterparts and by miscommunicating Europe's challenges and opportunities, have reinforced the disconnect between the European project and its citizens – culminating in the Brexit vote of June 23rd.There is no such thing as a UK-exceptionalism in this instance, and we should guard ourselves from assuming this could just as easily happen elsewhere. For this reason, we urge national parliamentarians not to cocoon themselves in their respective pro-European bubbles.Throwing out the baby with the bath water should not be the solution. Medical journal calls for tighter rules on legal pot to protect young-[CBC]-YAHOONEWS-May 29, 2017

Marijuana legalization will harm the health of youth unless major changes to the proposed law are made to protect their developing brains, a medical journal editorial says.Dr. Diane Kelsall, interim editor in chief of the Canadian Medical Association Journal, says Bill C-45 fails to safeguard vulnerable youth."There are a number of things in the legislation that are truly worrisome," Kelsall said in an interview. "If the intent is truly a public health approach and to protect our youth this legislation is not doing it."Canadian young people ranked first for cannabis use in North America and Europe, with one-third saying they tried it at least once by age 15, the Canadian Pediatric Society says.Before the federal election, physicians said the right legislation to legalize pot might curb teen toking by restricting access.The editorial takes issue with several aspects of the bill, which: - Sets the minimum age to buy recreational marijuana at 18. Water in lakes and rivers throughout B.C.'s central Okanagan continue to rise past historic levels, but some residents are beginning to feel exhausted after weeks of preparing and dealing with floods.On Sunday, the Central Okanagan Emergency Operations Centre said levels for Okanagan Lake had reached 343.06 metres that morning, which exceeds levels reached during the 1948 floods.The centre also said water flow in Mission Creek, which runs through the city, is expected to "increase significantly over the next few days" as the warm weather continues to melt the snowpack throughout the region.That's bad news for Kelowna residents like Maria Zebeda, whose home sits near the lake and along Mission Creek."This is a nightmare," Zebeda said. "It's very stressful, I think, for everybody."-Provincial workers helping-The saturated ground and high water table has already caused flooding in Zebeda's backyard, and a few days ago water began to seep into her basement.Zebeda, a single mother who works five days a week, said she hasn't been able to spend as much time dealing with her property as she would like to.That's why she's grateful for the help from provincial forestry workers who have been helping residents like her sandbag their properties for the past three weeks."This is really good news that they are coming to help," she said. "Any help I appreciate. I try to do as much as I can."The emergency centre is reminding residents near Okanagan Lake and Mission Creek to build up flood protection measures like sandbags, and to leave them in place until further notice.That's because water levels could continue to rise until July, mostly because of the snowpack continuing to melt.For exhausted residents like Zebeda, the idea that they may have to stay in crisis management mode for that long can be stressful.Having already experienced flooding in 2013, during which point she had to replace the flooring and furniture in her basement, Zebeda wants to see the city propose long-term flooding solutions."We cannot still be facing this problem year after year," she said.With files from Brady Strachan.​

CAIRO (Reuters) - Egypt on Monday issued a new law that regulates the work of non-governmental organizations, a measure seen by rights groups as the latest sign of a growing crackdown on dissent against President Abdel Fattah al-Sisi.Human rights groups and activists say the law in effect bans their work and makes it harder for charities to operate.The measure restricts NGO activity to developmental and social work and introduces jail terms of up to five years for non-compliance.The law gives NGOs one year to comply or face being dissolved by a court.Parliament passed the bill in November but it had to be ratified by Sisi.Egyptian rights activists say they face the worst crackdown in their history under Sisi, accusing him of erasing freedoms won in the 2011 Arab Spring uprising that ended Hosni Mubarak's 30-year rule.The government had been working for years on a new law regulating NGOs, which rights groups feared would be more restrictive than Mubarak-era rules, but the bill drafted by lawmakers was so restrictive that even cabinet ministers objected.Lawmakers say the measure is necessary to protect national security. (Reuters) - Defeated hardline candidate Ebrahim Raisi has complained of voter fraud in Iran's presidential election and called on the judiciary and the election watchdog to investigate, the semi-official Fars news agency said on Monday.The allegations, likely to stoke up Raisi's conservative supporters, were among his strongest since losing the bitterly contested May 19 vote to incumbent Hassan Rouhani by a margin of 57 percent to 38.Indignant at Rouhani's re-election, hardliners have vowed to press their conservative agenda. The head of the judiciary on Monday separately criticised Rouhani's campaign promises to work for the release of two opposition leaders under house arrest."Tampering with the numbers of people's participation is inappropriate. Not sending ballots to centers where the government's opponent has a chance of getting votes is very inappropriate," Raisi was quoted as saying."I ask the Guardian Council and the judiciary not to let the people's rights get trampled. If this vote-tampering is not looked into, then the people's trust will be damaged."The Guardian Council is a government body that vets candidates and supervises elections in Iran. It has already approved the results.But Raisi's comments were a signal that he and his supporters will continue to put up a fight against Rouhani, who won on promises to increase social freedom, improve human rights and open up the Islamic Republic to Western investment.His pledges included freeing former presidential challengers Mirhossein Mousavi and Mehdi Karroubi, along with Mousavi's wife, who have been under house arrest since 2011 after calling for protests in solidarity with pro-democracy uprisings across the Middle East."Who are you to break the house arrests?" BAGHDAD (Reuters) - An Iraqi Shi'ite force backed by Iran said it pushed Islamic State out of several villages on the border with Syria on Monday, potentially reopening a supply route to send Iranian weapons to President Bashar al-Assad.The maneuver could also be the prelude to a connection with the Assad's Iranian-backed forces, although they are yet to reach the Iraqi border from the Syrian side.Syrian rebel sources have warned of advances by the Syrian army and Iranian-backed militia to reach the border.The territory taken by the Popular Mobilisation force on Monday is located north of the Islamic State-held town of Baaj.For Popular Mobilisation, it is a step towards achieving a linkup with Assad forces, giving him a significant advantage in fighting the six-year rebellion against his rule.But the territory is connected with land held by U.S.-backed Syrian Kurdish groups on the Syrian side, who are more focused on fighting Islamic State than Assad.It is not known whether the Syrian Kurds would allow the Iraqi Shi'ite force to use their territory to reach Assad's troops, deployed further south and further west.In a statement on its website, Popular Mobilisation described its advance to the border with Syria as "a Ramadan miracle", referring to the Muslim fasting month which started over the weekend.Popular Mobilisation is taking part in the U.S-backed Iraqi campaign to defeat Islamic State in the city of Mosul and the surrounding province of Nineveh.Iraqi government armed forces are focusing their effort on dislodging insurgents from the city of Mosul, Islamic State's de-facto capital in Iraq.While reporting nominally to Iraq's Shi'ite-led government, Popular Mobilisation has Iranian military advisers, one of whom died last week fighting near Baaj.-MOSUL CAMPAIGN-Iran has helped to train and organize thousands of Shi'ite militia fighters from Iraq, Afghanistan and Pakistan in the Syrian conflict. MARAWI, Philippines (Reuters) - The Philippine military said on Monday it was close to retaking a southern city held for a seventh day by Islamist militants, as helicopters unleashed more rockets on positions held by the rebels aligned with Islamic State.The occupation of Marawi city by the Maute, a group hardly heard of a year ago, has become the biggest security challenge of Rodrigo Duterte's 11-month presidency, with gunmen resisting air and ground assaults and controlling central parts of a city of 200,000 people.The military said the rebels may be getting help from "sympathetic elements" and fighters they had freed from jail during the rampage that started on Tuesday and caught the military by surprise."Our ground commanders have assured that the end is almost there," military spokesman Restituto Padilla told reporters. "We're trying to isolate all these pockets of resistance."More than 100 people have been killed, most of them militants, according to the military, and most of the city's residents have fled.The military said the Maute group was still present in nine of the city's 96 barangays, or communities.The Maute's ability to fight off the military for so long will add to fears that Islamic State's radical ideology is spreading in the southern Philippines and it could become a haven for militants from Southeast Asia and beyond. Malaysians and Indonesians were among the rebels killed.The government believes the Maute carried out their assault before the Muslim holy month of Ramadan to capture the attention of Islamic State and earn recognition as a regional affiliate.-BLACK-CLAD FIGHTERS-According to witnesses, men with black headbands typical of Islamic State have been seen on city streets in recent days. A photograph taken by a resident shows 10 men carrying assault rifles and dressed entirely in black.A Reuters photographer saw an Islamic State flag in an oil drum in an abandoned street on Monday, where chickens roamed in front of damaged shops and homes.Some troops tried to eliminate Maute snipers on Monday as others guarded deserted streets, taken back block by block.Helicopters circled the lakeside city and smoke poured out of some buildings. A group of Indigenous two-spirit and LGBT youth gathered in Regina on Sunday to share experiences and support one another.The talking circle was facilitated by two-spirit elder Marjorie Beaucage, who described the circle as a kind of peer support for young Indigenous people who need to talk about their gender identity."Young people are pretty much on their own when it comes to their sexual identity and gender identity. There's so much homophobia still and so much judgment about lifestyles and different ways of being," said Beaucage."Silence is killing people." Around 10 people aged 14-25 attended the talking circle on Sunday.The event was organized in partnership with eight community organizations and was set to be held at the Heritage Community Association, until a power outage prompted them to relocate to the nearby Phoenix Residential Society.Providing a needed service-"Right now in Regina there's nothing that exists in terms of programming or services specifically for two-spirit people," said Shayna Stock, executive director of the Heritage Community Association.Stock said cities like Winnipeg have been able to address and create programming for two-spirit youth and just recently had the first ever two-spirit powwow."It's important to provide a service that doesn't exist yet," said Stock.One participant said they appreciated being part of a larger group and being able to listen more, instead of talking in a one-on-one setting. The circle was held as a first step toward finding and providing additional support for Regina's two-spirit community. Stock and Beaucage both expressed that the further development of supports needs to be two-spirit and youth directed.Stock said the Heritage Community Association has applied for funding to hold a weekly group meeting for local two-spirit youth."They know what they need and I really admire their bravery," said Beaucage. "Anything I can do to support the youth, I do."
