Analysis-Macron, a new Franco-European monarch-By Eric Maurice-MAY 8,17-EUOBSERVER

Paris, Today, 09:28-French presidents, with the Republic's pomp and the powers granted to them, are often called a "republican monarch".If a victory celebration is a presage of things to come, then France and Europe may have found in Emmanuel Macron a new kind of French monarch. One who is national as much as European, modern yet seeking tradition, but one who will have to start a revolution in order to stay in power. The image of Macron walking alone on Sunday evening (7 May) in the majestic courtyard of the Louvre Palace, the residence of the French kings, had an unusual feeling of solemnity for such an occasion. This feeling was also unexpected for the thousands of supporters who had been waiting for him in front of a large stage, set next to the Louvre's glass pyramid, where DJs had played music as diverse as the mostly young and multi-ethnic crowd. But the staging was symbolic on many different levels.-Symbolic stage-The fact that Macron walked to the tune of Beethoven's Ode to Joy, the EU's anthem, was a strong statement of his views: that France can no longer be itself without the EU - especially after defeating Marine Le Pen, who wanted to take France out of the EU.The message was bold in a country in which 10.6 million people had just, on Sunday, voted for the far-right anti-EU Le Pen. But there was a good atmosphere in the crowd gathered at the Louvre - where star-spangled blue flags were almost as numerous as the national blue-white-red banner - even if not everyone recognised the music.Earlier in the night, Macron had said that he would defend "France's vital interests," as well as "Europe, the community of fate that the peoples of the continent gave to themselves.""It is our civilisation that is at stake," he said, insisting that he wanted to "rebuild the links between Europe and its citizens".But the new firmly pro-EU president had other messages to send, more in style than in content. For many French people, his 3-minute walk in a black coat was reminiscent of Francois Mitterrand walking alone in the Pantheon on the day of his inauguration as president in 1981. Mitterrand went on to become the longest-serving president in French modern history, for 14 years. For Macron himself, the scene was a way to demonstrate that even at only 39 years of age, with his political experience limited to a stint as economy minister, he could cloak himself in the aura of a French president. In an interview with the weekly Challenges last year, Macron had said he wanted to be a "jupiterian president", referring to the array of Jupiter-like powers of a president. He said that "democratic authority" was "a capacity to enlighten … to spell out a meaning and a direction anchored in the history of the French people".On Sunday evening, when he reached the stage - next to the pyramid built by Mitterrand - Macron attempted to set a direction anchored in history. He said that "from the Ancient Regime to the liberation of Paris [in 1944], from the French revolution to the audacity of this pyramid", the Louvre was "the place" where "the world looks at France".-Spirit of enlightenment-"Europe and the world expect us to defend everywhere the spirit of Enlightenment that is threatened in so many places," he told the crowd of supporters. "They are waiting for us to be ourselves at last".That kind of speech is almost a must-do for any French president, in a country that prides itself on being the "motherland of human rights".But in the France of 2017, where the two main parties were swept over in the presidential election's first round and where the far-right leader obtained more votes than ever before, Macron's celebration of the country's history and values addressed a deeper need."I will protect the Republic," he said. Earlier on, he had acknowledged "the divisions in our nation" and "the angers, the doubts, the anxiety that some expressed".Macron knows that he will have to unite a country that is looking for new prosperity, but also a new identity. In a way, the crowd at the Louvre represented what was at stake in the vote, where many "Francais de souche" (pure-blood French) chose Le Pen to express their unease with immigration, Islam, a growing communitarianism, as well as with the economic situation and the impact of globalisation. The people who came to acclaim Macron were of all ages but mostly young. They were white, Arabs and blacks. They were also from abroad, like a Belgian-Romanian couple who lives in Paris, or the Brazilian husband of a French man, that EUobserver met.But despite the joy of winning a presidential election, there was no fervour in the air and the party quickly ended after Macron spoke.Walking in Paris at night, this reporter saw far fewer people celebrating and heard fewer cars sounding their horns than on previous presidential election nights.Macron launched his bid to the presidency like a start-up, with his own political movement looking as a personal brand - his En Marche! movement bears his own initials - and said that he wanted to "modernise France" and "renew the political life".-Victory of circumstance-But he knows that his election is as much a product of circumstances - the necessity to beat Le Pen - as a popular adherence to his programme. And he is not assured of winning a majority in parliament in next month's legislative elections. He admitted that voters did not give him a "blank check" and that the task to address "economic difficulties [and] the moral weakening of the country" would be "hard".By staging himself as a new monarch, walking alone in the Louvre courtyard and giving a speech in front of a pyramid, Macron somehow contradicted his own ambition to "transform" France and the way it is governed. He has exposed himself to criticism before even being certain of achieving what he said was necessary. As a supporter shouted during his speech: "words are good, deeds are better".

EU relieved by Macron's win By Eszter Zalan-,AY 8,17-EUOBSERVER

BRUSSELS, Today, 08:18-EU leaders have reacted to Emmanuel Macron’s victory with relief and with hope the French result will strike a blow against other nationalist forces.Macron won by 65 percent on Sunday (7 May) against the nationalist-populist Marine Le Pen, who had campaigned to pull France out of the euro and possibly the EU.The 39-year old Macron had campaigned on a pro-EU ticket, but also said he wanted to reform the bloc.EU Council president Donald Tusk congratulated him on Twitter.Referring to Russia’s efforts to interfere in the French elections, Tusk said: "Congratulations to French people for choosing Liberty, Equality and Fraternity over [the] tyranny of fake news.”European Commission president Jean-Claude Juncker told Macron he was ready to help “build a better Europe”."I am delighted that the ideas you defended of a strong and progressive Europe, which protects all its citizens, will be those that you will carry into your presidency in the debate about the history of Europe," Juncker said in a letter to Macron. He added that he was ready to work with him to change the bloc."The European Commission has been working for two and half years to build a better Europe, a Europe which protects and defends our citizens and gives them the means to react,” he said. The EU saw Macron’s win as a reinforcement of its project. The French result came amid the start of talks on the UK’s exit from the EU and amid fears that populist movements elsewhere could pull Europe asunder. The fact that populist Geert Wilders came second in the Dutch election in March had already given succour.Macron’s win came as a fresh and a bigger blow to anti-EU forces. With Germany and Sweden also heading for elections, it showed that votes could still be won via a pro-EU campaign. But with one in three French voters choosing the far-right and with Macron facing another battle, in June, to build a parliamentary majority, it also showed that there was plenty of work left to do for the pro-European side.Merkel on the phone-German chancellor Angela Merkel has also hailed Macron’s victory. Her spokesman Steffen Seibert tweeted: "Congratulations, Emmanuel Macron. Your victory is a victory for a strong and united Europe and for French-German friendship.”Seibert said that Merkel congratulated Macron in phone call in which she "praised his stance for a united and open European Union during the campaign" and told Macron that "the decision of the French voters is a clear statement of support for Europe”.Merkel ’s rival in the German elections in September, the former European Parliament president Martin Schulz, has promised to be more pro-European than Merkel on social issues. He tweeted: "Congratulations, Emmanuel Macron. And now let’s build a stronger Europe together!”Merkel has been criticised for harsh austerity policies during the euro crisis, but praised for her caution on deeper EU integration and for keeping Europe united. Her centre-right CDU party also came first on Sunday in a local election in the state of Schleswig-Holstein, with Schulz’s Social Democrats trailing in recent polls.British prime minister Theresa May also phoned Macron, who is expected to be a tough negotiator in the Brexit talks.-Brexit prelude-They briefly discussed Brexit, according to a statement by the British prime minister's office.May "reiterated that the UK wants a strong partnership with a secure and prosperous EU once we leave”.But pro-Brexit campaigner and MEP Nigel Farage highlighted that Le Pen still won a big chunk of the French vote.“Euroscepticism in France has taken a massive leap forward today”, he said on Twitter.Macron, during the last phase of the campaign, also warned that unless the EU changed, angry and disillusioned voters would try to drag France out of the bloc.

Wooing Germany: Macron team debates euro zone reform tactics-[Reuters]-By Noah Barkin-YAHOONEWS-May 8, 2017

BERLIN (Reuters) - In the days before Emmanuel Macron traveled to Berlin in March to meet Angela Merkel, people in his entourage debated what message he should send to the German chancellor. Some urged him to lay out a clear quid pro quo on Europe, explaining reforms he would do as French president, what Germany could deliver in response, and areas where the two countries should pursue common initiatives, sources in his team said.In the end, that approach was rejected. His closest aides felt it would be presumptuous for the young candidate to appear to be making demands of Merkel before he was even elected. But the debate highlighted divisions within his camp over how best to deliver on one of Macron's biggest election promises: turning the troubled Franco-German couple into a force for closer integration in Europe."You have three camps within the Macron world: those who want to confront Germany aggressively, those who want to be friendly but firm, and those who simply want to follow the German lead," said one person familiar with the debate.Macron himself has signaled that he wants to take the middle road. But after his victory over far-right leader Marine Le Pen in the French election on Sunday, the debate within his team is likely to intensify. The future of Europe's single currency bloc may depend on the outcome. Although Macron's defeat of far-right leader Marine Le Pen on Sunday has bought Europe time, many economists believe the euro zone remains vulnerable to shocks. Some worry that the unwinding of the European Central Bank's bond-buying scheme risks sparking a new crisis in highly indebted member states like Italy. They are looking to Germany and France, long the drivers of European integration, to find the answers. But years of French economic underperformance, ambivalence about reforms and repeated violations of EU fiscal rules have sapped German confidence in its neighbor, dimming prospects for a deal."Germany has lost confidence in the French model, the French system, and has deep-seated doubts as to whether France is still fundamentally aligned in terms of economic philosophy and strategy," Philip Hildebrand, vice chairman of Blackrock and a former governor of the Swiss central bank, told a conference in Luxembourg on Friday.-TRUST-After Francois Hollande formally hands power to Macron next Sunday, the new president is expected to visit Berlin again. Germany will hold an election in September, but his advisers have said they will not wait until a new government is in place to begin informal talks on euro zone reform.During the election campaign, he called for the creation of a budget and finance minister for the currency bloc, both ideas that are viewed with scepticism in Berlin. One Macron aide told Reuters that a serious discussion with Germany would also be needed on boosting investment spending, reforming its services sector, changing EU fiscal rules and addressing its large current account surplus."There's a need to rebuild trust on both sides," the aide said. "It goes both ways."That message may not go down well in Berlin, especially in Wolfgang Schaeuble's finance ministry, where officials remain skeptical about whether Macron can deliver on his promises to reform the French economy - a step officials here view as a precondition for substantive talks on euro zone reform."I'll believe it when I see it," one official in the ministry told Reuters last week before Macron's victory. "I am not one of those who believes Macron is the answer to all of Europe's problems."An official close to Merkel said that while Germany was prepared to talk with Macron about Europe, France would have to recognize the importance of "rules and conditionality" in any reform of the euro zone.-CONVERGENCE-But the official also saw some scope for convergence, leaving the door open to Macron's idea of a broader discussion between Paris and Berlin that would encompass cooperation on defense, security and migration, as well as euro zone reform.Merkel has also come around to the idea, shared by Macron's team, of a "multi-speed" Europe in which groups of like-minded countries press ahead with integration in specific policy areas.Officials on both sides say they like the idea of creating a multi-year "roadmap" for closer integration. One unresolved question is whether the Germans might agree to a limited form of common debt issuance at the end of a four or five year horizon. Berlin repeated its opposition on Monday. One Macron adviser warning against a confrontational approach with Berlin is Sylvie Goulard, a German-speaking member of the European Parliament who is seen as a possible foreign minister. She accompanied the candidate when he met with Merkel in the Chancellery in March."My concern is what happens here, not there," Goulard told Reuters in Paris last month. "The best way to convince the Germans is not to start by discussing grand visions for Europe."One mistake Macron's team says it will not make is to bet on a Merkel loss in September, as Hollande seemed to do five years ago. Her challenger is Martin Schulz, the former head of the European Parliament and a staunch supporter of closer integration."In my opinion, you can't expect big policy changes from Germany regardless of who wins," said Goulard.(Reporting by Noah Barkin; Editing by Tom Heneghan)

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

310 Ottawa homes affected by flooding, state of emergency not needed: Mayor Watson-[CBC]-YAHOONEWS-May 8, 2017

Provincial officials will be in Ottawa Tuesday to help residents whose homes have been flooded apply for disaster relief funding, Mayor Jim Watson said Monday, but the city will not declare a state of emergency or ask for military support. As of Monday morning, 310 homes in Ottawa have been directly affected by flooding and 75 families have been displaced.Watson said 275 of those homes are in West Carleton, 25 are in Cumberland and 10 are in Bay Ward. The mayor began the briefing by thanking first responders and volunteers who have been working on the ground to help residents during what he called a difficult time."I've watched neighbours help neighbours fill sandbags and neighbours help neighbours leave their homes," Watson said."In Cumberland I heard about a team who worked tirelessly over a two-day period to save six properties from the water," Watson said, adding that unfortunately, they were unsuccessful in the end.In Constance Bay, volunteers served 1,200 hot meals on Sunday."Everyone is stepping up under incredibly difficult circumstances," Watson said.He expects the city will continue to need volunteers for the next three weeks. Residents can sign up online on the city website.-3 information sessions scheduled for Tuesday-The city has scheduled three information sessions for Tuesday so residents affected by the flooding can get information about how to apply for disaster relief funding from the province. The maximum payment per application is $250,000, Watson said.Residents are advised not to get rid of any ruined furniture or appliances until they've taken pictures of the damage. People are also asked to keep any receipts for expenses they've incurred during the flooding. The meetings will run about one hour and take place at the following locations: - 1 p.m. at the Nepean Sportsplex - 3:30 p.m. in Cumberland at the R.J. Kennedy Arena - 6:30 p.m. at the West Carleton Community Complex on Carp Road Cumberland, Bay Ward & West Carleton affected -Ottawa is working with the province to help residents, said city manager Steve Kanellakos. The city still has 150 sandbags in stock and has been able to help Clarence-Rockland and Gatineau with their supply. In Cumberland, the flooding is concentrated in what is commonly referred to as Boise Village. Cumberland Coun. Stephen Blais said the beach at Petrie Island is completely submerged. In Bay ward, the flooding is affecting Britannia, Bell Town and the Crystal Bay neighbourhoods, said Bay Coun. Mark Taylor. In Constance Bay, the water appears to have stabilized, said West Carleton Coun. Eli El-Chantiry. Some homes are without power but running on generators and firefighters continue to go door-to-door to check on residents. All three councillors thanked volunteers for lending support to people whose homes have been affected. But those who aren't volunteering were asked to stay away from flooded areas."It's not a zoo folks, you don't need to drive around and take pictures," El-Chantiry said.Watson said he'll be in the hardest hit communities again this afternoon with his colleagues. Those areas include Constance Bay, Cumberland and Britannia. The communities of Dunrobin, Fitzroy Harbour and MacLaren's Landing are also affected.

Battle against floods continues in Central, Eastern Canada and British Columbia-[The Canadian Press]-YAHOONEWS-May 8, 2017

Thousands of Canadians across the country spent the weekend in a desperate struggle with rising floodwaters caused by unusually persistent rainfall.Quebec has been hardest hit, with nearly 1,900 flooded homes in roughly 130 municipalities, from the Ontario border in the west, to the Gaspe peninsula.National Defence said in a release that approximately 800 additional troops were deployed in Quebec on Sunday, joining more than 400 Canadian Armed Forces members already assisting with the flood effort in the province. The troops, along with aircraft and 12 boats from the Naval Reserve, were being positioned to aid communities across Quebec, several of which are under a state of emergency, it said in a release. On Sunday, Montreal became the latest Quebec city to declare a state of emergency after three dikes gave way in the Pierrefonds-Roxboro borough, in the north end of the city by the Rivieres des Prairies.Canadian Forces Capt. Frederick Lavoie was overseeing 35 army reservists bagging sand and helping to save houses along the river in Pierrefonds. His men, all from the Montreal area, took over from a regular forces unit Sunday morning and "couldn't wait to get their hands dirty and feet wet," Lavoie said. There should be up to 100 reservists helping in the borough by Tuesday, he added."We are here to serve the civilian power," Lavoie said. "The main thing we can do is save houses from being flooded. And it's always good to have people on the ground to reassure the population."Montreal Mayor Denis Coderre said about 220 people in the city had been evacuated from their homes. He said officials were prepared to remove people if they refused to comply with evacuation orders."I understand that morally or psychologically, physically, mentally, people are very, very tired. We're talking 24 hours in a row of people helping each other," Coderre told reporters. "But sometimes we need to protect people from themselves."Coderre said officials are warning water levels could rise another 20 centimetres in the next 24 hours.Donald McElligott was standing outside his home near the Rivieres des Prairies in Pierrefonds, where a steady stream of water was leaking out of his garage.A few feet away, several large, white bags of sand were acting as a dam, blocking off what used to be the entrance to the shore of the river."Right now I'm worried," he said. "My wife was born in this house."West of Montreal, the small town of Rigaud issued a mandatory evacuation order Sunday and a state of emergency has been in place for several days.Mayor Hans Gruenwald Jr. told reporters at a town hall that firefighters will be going door to door to make sure people in the affected areas leave their homes."We will follow the fire department and actually remove the people if need be," Gruenwald said. "Because it is either that or services will be stuck to remove those people under a state of emergency at two o'clock in the morning on a stretcher — I'm sorry but we are not going to go there."Prime Minister Justin Trudeau visited a flood-affected area in Terrasse-Vaudreuil, just west of Montreal."Friends & neighbours, civilians & soldiers coming together to help those affected by floods. Inspiring to see it," Trudeau tweeted Sunday night along with pictures showing him talking to residents and helping fill a bag with sand."The Prime Minister also took the opportunity during this spontaneous stop to meet with affected families and people, and thank the first responders, volunteers, and neighbours who continue to work hard and help in their communities," said spokesman Cameron Ahmad in an email to The Canadian Press.Lt.-Col. Pascal Larose said about 400 members of the Canadian Forces were deployed between Gatineau and Rigaud, and another 550 in the Montreal area including its northern suburb of Laval.About 75 members were deployed around Trois-Rivieres, located about halfway up the St. Lawrence River between Montreal and Quebec City, and roughly 200 members were aiding relief efforts south of Montreal. In Gatineau, Que., near the border with Ontario, 380 residences were evacuated and officials want to evacuate another 900 homes Sunday. Some federal employees were being advised not to go to work on Monday because of the flooding.Officials said federal buildings in Gatineau would be closed, and employees who normally get to their offices via the interprovincial bridges in the National Capital Region were being asked not to go to their offices.Public Safety Minister Ralph Goodale said no other province had so far requested military help, but forces personnel, including reserves, are on stand-by across the country. The situation in Ontario seems to be "generally stabilizing," although there are many unstable local circumstances, he said.In the eastern Ontario village of Cumberland, Christina Hajjar said she and her family likely won't be returning to live in their two homes that were destroyed by the flood."They are quite old," she said Sunday. "I don't think they'll be salvageable after sitting in a foot of water for goodness knows how long."For the moment Hajjar is staying in an inn in the nearby town of Clarence-Rockland, where she said she's receiving a lot of community support."At this point, we just really are hoping that the faith we're putting in the government is put in the right place and they'll come through for us in the end."Goodale said the Ontario government had requested "additional flood mitigation resources" to help in its battle against the flooding and that support would be provided."This Ontario request does not involve the deployment of Canadian Armed Forces personnel," he said.Rob Kuhn, an Environment Canada meteorologist based in Toronto, said Sunday that eastern Ontario saw the most rainfall in the province. He added that upward of 80 millimetres of rain fell between Friday and Sunday morning in the Trenton area.In Atlantic Canada, some parts of New Brunswick recorded more than 150 millimetres of rain after a nearly 36 hour non-stop downpour.A weather station northeast of Saint John, N.B., measured 155 millimetres of precipitation from late Friday to early Sunday. While the deluge tapered off in the province early Sunday, New Brunswick's St. John River has spilled its banks, prompting several road closures."It's above flood stage in several areas from Fredericton down south," said Robert Duguay, a spokesman with the province's emergency measures organization. "Water levels are going to stay high probably for the rest of the week."In British Columbia, searchers looked for two men missing as flooding continued to plague province's Interior, and the possibility of further rain and snowmelt had residents bracing for more.RCMP spokesman Dan Moskaluk said Clayton Cassidy, a fire chief in Cache Creek, remained unaccounted for two days after he was believed to have been swept away by a swollen waterway west of Kamloops. Cassidy is presumed dead and the search had turned into a recovery effort, the Mounties said. And a statement from the Columbia Shuswap Regional District said an urban search and rescue team from Vancouver was searching for a 76-year-old man whose home north of Salmon Arm was "completely enveloped" in a mudslide Saturday.—With files by Nicole Thompson in Toronto, Brett Bundale in Halifax, and Geordon Omand in Vancouver.Giuseppe Valiante, The Canadian Press.Note to readers: This is a corrected story: A previous version transposed the first and last names of the missing Cashe Creek fire chief

Massive flooding shuts down Galipeault Bridge, schools-[CBC]-YAHOONEWS-May 7, 2017

As flooding continues to wreak havoc across Quebec, officials have been forced to shut down a vital stretch of road and close several schools in and around the island of Montreal. The Galipeault Bridge, a major artery connecting the island of Île-Perrot and Montreal along Highway 20, is completely closed to traffic due to mounting water accumulation.Authorities were forced to close the bridge in both directions shortly after 7 p.m. on Sunday as high water levels have nearly reached the bottom of the structure."It's a safety measure to make sure the area is safe for drivers," said Transports Québec spokesperson Martin Girard, adding they are monitoring the structural integrity of the bridge.Girard could not say when the bridge may reopen and that it will depend on the level of water around the bridge.Transports Québec are asking motorists in the area to stay home if possible. Girard suggests that if residents must come onto the island of Montreal they take Highway 40 through Vaudreuil-Dorion or Highway 30.
Residents have also been told to steer clear of the area for their own safety by the Sûreté du Québec. This comes as both Montreal and Laval declared states of emergency on Sunday amid rising floodwaters caused by days of steady rainfall. So far, more than 120 municipalities are affected by flooding, according to Urgence Québec.-Floodwaters close several schools-Several schools will also be closed in and around the island of Montreal on Monday as high water levels continue to wreak havoc across Quebec.Lester B. Pearson School Board has declared all of its schools, centres and daycares closed on Monday due to the flooding.

Manitobans eye opportunity in marijuana legalization-[CBC]-YAHOONEWS-May 7, 2017

With the legalization of marijuana on the way to Canada in 2018, Brad Wither looked at his family farm located just south of Winnipeg and saw a business opportunity. The 26-year-old labourer wants to become a licenced marijuana producer, hoping to get in on the medical marijuana side of the business to be ahead of the pack when it's legal. "What we have been seeing is that people who got in on the medical side right before recreation passed in states like Colorado, Washington and Oregon, if you get on the medical side before, the profits behind recreation that follows is exponential," he said.Wither isn't the only Manitoban seeing the business side of legalization. A packed Cannabis Canada conference in Winnipeg on Friday and Saturday saw a lot of people looking into how they can capitalize on the emerging industry."There is quite a bit of business opportunities if we are going to be legalizing cannabis," said Colette Rivet, executive director for the Cannabis Canada Association. "We want to make sure that people understand what they are getting into as well."A 2016 report from CIBC World Markets estimated a Canadian pot market could be worth about $10 billion annually. It said the country's federal and provincial governments could reap as much as $5 billion annually in tax revenues from the sale of legal marijuana.Rivet said before people jump into the business it's important to learn about regulations, necessary supplies and the constantly changing technology. That's why Wither went to the conference. He has the land but wants to learn about how to rezone, the best cost-saving measures for equipment and other details of the business. His goal is to be a licenced producer in three years, starting with medical marijuana."I'm hoping that we will be the biggest or one of the biggest in Manitoba for licenced producing," he said.Manitoba's two Health Canada-approved producers of medical cannabis are currently Delta9 and Bonify. As of March 31, Health Canada received 1,630 licence applications to grow medical marijuana. There are currently only 43 licensed producers in Canada.Wither may have already crossed one of the largest hurdles — convincing his family to drastically change what the farm is used for."At first they were a little bit thrown back. Whether you are a Liberal or a Conservative it's a touchy subject," he said."There's still a stigma with it but I would say it's more acceptable than it was four years ago. We wouldn't be having this conversation four years ago."

Islamist suicide bomber kills at least eight in Somali capital-[Reuters]-By Abdi Sheikh and Feisal Omar-YAHOONEWS-May 8, 2017

MOGADISHU (Reuters) - A suicide bomber rammed a car laden with explosives into a cafe in central Mogadishu on Monday, killing at least eight people in an attack claimed by the Islamist militant group al Shabaab.Bursts of gunfire followed the attack, which targeted the Italian Coffee cafeteria, located near the passport office. A Reuters photographer saw corpses sprawled on the ground at the scene of the blast.Major Aden Ibrahim, a police official, told Reuters the attack was carried out by a suicide bomber.Abdikadir Abdirahman, the director of AMIN ambulances, said his organization had removed eight bodies from the scene and taken more than two dozen wounded to hospital."The death toll may rise," he said.Senior security officials were among the casualties, al Shabaab said."We are behind the blast," Sheikh Abdiasis Abu Musab, the group's military operations spokesman, told Reuters. "The targets were police, intelligence, military officials and immigration workers."Musab said two generals were among the dead. Government officials were not immediately available and Reuters could not independently verify the claim. In recent years, the Al Qaeda-linked group has lost large swathes of its territory to African Union peacekeepers supporting the U.N.-backed government. But the insurgents frequently launch deadly gun, grenade and bomb attacks in Mogadishu and other regions controlled by the federal government. Many attacks are aimed at military bases but some also target civilians.Earlier on Monday, three Somali soldiers on a ordnance-clearing mission were killed after a roadside bomb planted by the insurgents exploded 90 km (60 miles) north of the capital.Somalia has been mired in conflict since 1991, when clan-based warlords overthrew dictator Siad Barre and then turned on each other.(Writing by Aaron Maasho; Editing by Richard Lough)

East Libyan forces launch assault in Benghazi, 12 killed-[Reuters]-YAHOONEWS-May 8, 2017, 1:13 PM

BENGHAZI, Libya (Reuters) - East Libyan forces pushed on Monday into two districts of Benghazi where they still face resistance, losing at least 12 men in clashes and mine blasts, according to a medical official. From early morning, roads into the Sabri and Souq al-Hout districts were closed and the sound of heavy weapons and flights overhead by military aircraft could be heard in the area. The self-styled Libyan National Army (LNA), led by eastern-based commander Khalifa Haftar, has been fighting for three years to take control of Benghazi from Islamists and other opponents.Earlier this year it secured districts in the south-west of the city after a long siege, but some of the LNA's opponents escaped to join fighters in Sabri and Souq al-Hout, to the north."Sabri and Souq al-Hout were stormed today from several directions and control was taken over several points, and numerous booby traps and mines were dismantled during the advance," said LNA commander Fadel al-Hassi.A car bomb aimed at LNA forces had been destroyed before it could reach its target, Hassi said.A medical source said hospitals had received 12 LNA dead and 20 wounded, casualties of clashes or mine explosions. The number of casualties among the LNA's opponents was not clear.(Reporting by Ayman al-Warfalli; Writing by Aidan Lewis)

War forces two million South Sudanese children to flee homes-[Reuters]-YAHOONEWS-May 8, 2017

NAIROBI (Reuters) - War and famine have forced more than 2 million children in South Sudan to flee their homes, the United Nations said on Monday, as 21 people died in the latest attack on civilians by unknown gunmen. The civil war in the oil-producing country began when President Salva Kiir fired his deputy in 2013, two years after the country won independence from neighboring Sudan. The fighting that followed split the country along ethnic lines, spurred hyperinflation and plunged parts of the nation into famine, creating Africa's biggest refugee crisis since the Rwandan genocide in 1994."No refugee crisis today worries me more than South Sudan,” Valentin Tapsoba, the Africa chief for the U.N. refugee agency UNHCR, said in a statement. In a country of 12 million people, nearly three in every four children do not go to school, UNHCR and the U.N. children's agency UNICEF said. More than 1 million children have fled outside South Sudan while another 1 million are internally displaced. The agencies said more than a thousand children have been killed in the fighting. The true figure may be much higher since there are no accurate death tolls available for South Sudan, one of the world's least developed nations.Separately, an official told Reuters that two commercial vehicles carrying passengers were attacked at two checkpoints along the Juba-Bor road on Friday."One commercial vehicle coming from Juba was attacked at a checkpoint in Jamaza and the other at Sudan Safari," said Jacob Akech Deng, the Jonglei province's state minister of information."We have received, and saw 21 people killed and 25 injured at Bor Hospital," he told Reuters, referring to areas along the highway.Reports in South Sudan said the death toll could reach to 51. Deng said authorities were still collecting evidence. Many South Sudanese refugees have fled into neighboring Uganda, Kenya, Sudan or Ethiopia, nations which are already struggling to provide enough food and resources for their own populations.(Writing by Clement Uwiringiyimana and Aaron Maasho; Editing by Toby Chopra)

UK PM May reaffirms aim to bring down net immigration to 'tens of thousands' per year-[Reuters]-YAHOONEWS-May 8, 2017

LONDON (Reuters) - Prime Minister Theresa May said on Monday her Conservative Party would keep its pledge to bring down net immigration to the United Kingdom down to "tens of thousands" per year if it wins an election next month."It is important that we continue, and we will continue, to say that we do want to bring net immigration down to sustainable levels. We believe that is the tens of thousands," May told supporters in London.Despite being a Conservative commitment since the party came to power in 2010, the target has so far been missed. Official data shows a net 273,000 people came to Britain in the year to last September, down 49,000 from the previous year and the lowest recorded figure since the year ending June 2014."Of course, once we leave the European Union we will have the opportunity to ensure that we have control of our borders here in the UK because we will be able to establish our rules for people coming from the European Union into the UK," May said."Leaving the EU means that we won't have free movement as it has been in the past," she added .(Reporting by Guy Faulconbridge; editing by Michael Holden)

Communist-ruled Cuba hosts first transgender Mass-[Reuters]-By Sarah Marsh and Anett Rios-YAHOONEWS-May 7, 2017

MATANZAS, Cuba (Reuters) - For decades belonging to a religion and being anything but heterosexual was stigmatized in Communist-ruled, macho Cuba, making the Mass held by three transgender pastors in the western Cuban city of Matanzas all the more groundbreaking.Rainbow flags decorated the chapel, while the pastors, who had flown in from Brazil, Canada and the United States, wore stoles in the trans hues of light blue, pink and white and the congregation swayed to Caribbean beats.Friday was the first time a trans pastor held a Holy Communion in Cuba, highlighting how much the island nation has changed since both religious believers and homosexuals went to "correctional" labor camps in the early years after the 1959 revolution."Tonight has been a night of celebration of equality between all people, marking a new era for Cuba," said Alexya Salvador, a Brazilian trans pastor, born Alexander, wearing a black dress with a white clerical collar and lacy sleeves she made herself."God's love is radically inclusive."The Mass on Friday was the highlight of a three-day conference on transsexuality and theology organized by the Matanzas-based Cuban branch of the international Metropolitan Community Church."This is not only a first of its kind event for Cuba, but certainly one of the very first ever to be held anywhere in the world," said Allyson Robinson, a trans Baptist reverend from Washington. The conference took place ahead of the 10th anniversary, next weekend, of Cuba celebrating the global day against homophobia, and included a raucous "transformist" party as well as a variety of panels on theology and personal experiences. In one, Salvador argued God was transgender, given the Holy Trinity was made up of the Holy Spirit, which she views as feminine, the Father and the Son.Elaine Saralegui, a lesbian pastor who founded the Cuban branch of the MCC nearly two years ago, said she hoped the conference would foster greater inclusion of trans people and prove that being trans and Christian were not incompatible."I leave with having learnt a lot of things I can share with other trans," said one participant, a 26-year-old Cuban trans woman called Malu Duardo, "in particular that there is a God for everyone."Saralegui's congregation numbers around 35 but she said she also gets asked to hold Mass at lesbian, gay, bisexual, and trans (LGBT) activist events around the rest of the island nation of 11 million inhabitants."Nearly always they ask me to hold a liturgy there, so we have to improvise wine, bread and hold a (Lord's) supper anywhere," she said. The trans pastors said they were impressed by Cuba's progressiveness in some respects, for example providing state-financed sex reassignment. The country was clearly lagging the rest of the Americas in other ways though, they said. Same-sex couples may not marry or adopt children and a promised update to Cuba's family code has been slow to materialize."Everyone should have the right to have a family," said Salvador, who has adopted two children, including a trans girl. "I believe this touch of God will also happen in the Cuban community."(Editing by Jonathan Oatis)
