Security and defence will top EU summit By Nikolaj Nielsen-JUNE 15,17-EUOBSERVER

BRUSSELS, Today, 14:40-EU heads of state and government will be focusing on security and defence at a summit in Brussels next week on Thursday and Friday.Draft summit conclusions seen by EUobserver on Thursday (15 June) demand social media giants to develop "new technology and tools" to automatically remove any content that promotes incitement to violence. The proposal follows a joint UK-French campaign launched earlier this week to crack down on any content that promotes hate and terrorism.French president Emmanuel Macron and UK prime minister Theresa May had also suggested possible legal liabilities for firms that refuse to comply.Germany had already approved a bill in April that would impose fines of up to €50 million on social networking sites that fail to remove the offending content swiftly enough. The draft conclusions do not mention fines, but the push for industry to be more proactive will likely be a priority among EU leaders, given that the suggestion to efface the online content is listed as the first of 16 summit conclusions.Leaders are also asking the European Commission to come up with draft legislation based on the conclusions of a report from the so-called high-level expert group on interoperability. That report, published in May, suggests creating a European search portal, a shared biometric matching service, and a common identity repository. The European search portal would help police and customs officers to access several EU information systems simultaneously – receiving combined results on one single screen. The shared biometric matching service would allow authorities to search fingerprint data held in all information systems with a single search. The common identity repository means core identity data, such as the name, date of birth, or gender, would not be duplicated across the different databases."This is not about creating an enormous database where everything is interconnected," Julian King, the EU commissioner for security, had told MEPs last month.King had also noted that the EU commission would soon float a bill on greatly increasing the size of a Tallinn-based EU agency, which hosts large-scale IT security systems.-External security and defence-The draft summit conclusions also have leaders demanding a swift agreement on the European Defence Industrial Development Programme. The programme is part of the recently-launched European Defence Fund that seeks to use EU money to help finance defence research among EU member states. It also asks EU states to draw up a list of security and defence commitments, within three months, that they could share in the so-called Permanent Structured Cooperation (Pesco).Pesco gives a core group of participating EU member states the ability to launch joint security projects.-Migration-Leaders are also expected, according to the draft conclusions, to pile on the pressure to get countries in places like Africa to start accepting citizens who have been ordered to leave the EU.For years, the EU has been trying, with little success, to get foreign governments to accept special EU-drafted travel documents for people without IDs.They also want to step up the training of the Libyan naval coastguard, as a measure to prevent people from leaving the coast towards Italy. The Libyan coastguard has already returned an estimated 23,000 people since 2016, whereas in 2015, they only managed 1,000.Those rescued are then taken to any number of detention centres, where they are likely to face abuse and exploitation.Austria is pushing to set up reception centres in Egypt and Tunisia to screen asylum hopefuls, but EU officials have rejected such plans.Efforts are however underway to start sending people, who are stuck in Libya, back to their home countries under an assisted voluntary return scheme that is run by the Geneva-based International Organisation for Migration (IOM).The aim is to send at least 10,000 back to their home countries from Libya by the end of the year. So far, nearly 5,000 have already been dispatched from Libya this year under the IOM-run programme. Most are sent back to Nigeria, Senegal, and Mali.-No Brexit talk and other items-The draft conclusions make no mention of the brewing debate on the UK to leave the European Union, given that those discussions will take place in a separate meeting over dinner on Thursday (22 June) among the EU27 leaders.Britain has been pushing to start free trade negotiations in parallel to divorce talks. Trade does figure in the summit conclusions, but only in broad terms and asks, among other things, for the co-legislators to agree on "WTO-compatible trade defence instruments."The Paris agreement on climate change, the digital single market, and digital Europe also get special mentions.

DANIEL 7:23-24
23 Thus he said, The fourth beast (EU,REVIVED ROME) shall be the fourth kingdom upon earth,(7TH WORLD EMPIRE) which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.(TRADING BLOCKS-10 WORLD REGIONS/TRADE BLOCS)

Opinion-Britain is preparing to jump off a cliff By Tomas Prouza-JUNE 15,17-EUOBSERVER

PRAGUE, Today, 13:37-Theresa May's plan seemed so simple: we're way ahead in the polls, so let's call an election, grab a great majority and start building a strong and stable Britain.Instead, she found out that the British people are tired of empty slogans and that they don't believe she is the right person to lead the UK through the complex Brexit negotiations.Theresa May remains the British prime minister so far, and is willing to do anything it might take to get life support from the Northern Irish extremists, the Democratic Unionist Party (DUP).Nobody else is willing to touch the Conservatives, and thus May could soon be pushed out of 10 Downing Street. So far, her survival strategy was to ritually sacrifice her closest advisers – but it is not only foreign secretary Boris Johnson (despite the loud public denials) that is sharpening his knives. If May had learned her lesson from former UK prime minister David Cameron's EU referendum disaster and did not call the unnecessary election, London would be fully focused on finalising the preparations for Brexit negotiations right now.-Europe's strong hand-Europe is heading into the talks next week with a clear, detailed and published mandate, unanimously approved by all 27 member states. However, on the British side of the table, there will be representatives of a very weak government with an unknown mandate, since the unrealistic phrases from the Tory election manifesto are exactly that – unrealistic. Moreover, the European negotiators will have to keep asking: will our British partners even be at the table a few months down the road? Or will we have to go through every single issue again if there is another snap election and a new British government? Maybe Theresa May will strike the deal with the Northern Irish Unionists and survive, maybe it will be somebody else who will close the deal and replace the prime minister. But whatever survival agreement the Tories get, it will be very fragile and we may see another election in the fall.If the Brexit clock were not ticking, we could simply watch the unfolding situation as an interesting case study on how a formerly successful political party totally lost its feel for reality and made two very bad decisions within two years, under two leaders – the unnecessary referendum on EU membership and the unnecessary early election.-Weakening position-However, May started the two-year Brexit countdown at the end of March and so far achieved only two things – wasting three out of about 18 months we have to close the deal before it heads to national parliaments for approval, and significantly weakening the British position.May wanted the snap election to strengthen the Conservative majority, since her original majority of 17 votes was not enough to get many key things through the parliament. And Europe hoped a stronger majority would liberate May from the choke-hold of the Tory Brextremist MPs, and enable her to agree to a deal that makes sense for both sides.Instead, we will negotiate with a weak government that must rely on extreme partners and where basically every government MP holds a veto, thus reducing the trustworthiness of the British negotiators to almost zero.Whatever the British negotiators claim, there is simply no guarantee that any agreement will be passed by the current UK parliament.Unless there is a new election this fall that brings about a government with a reasonable majority, the risk of "no deal" scenario will increase immensely. And, if there is no deal, Britain will simply tumble out of the EU in March 2019.We will spend years fighting lawsuits about payments and liabilities, the Europeans will lose their rights in the UK, and British firms will smash their heads against the wall that will suddenly appear between the EU and the UK, as there will be no free trade deal in place. If this worst-of-all scenarios does materialise, the UK will pay a terrible price for the foolishness of David Cameron and Theresa May. And it will all be for nothing.Tomas Prouza is the former Czech state secretary for European Affairs.

Macedonia and Greece mend ties, wary of Russia By Andrew Rettman-JUNE 15,17-EUOBSERVER

BRUSSELS, Today, 08:58-Greece has rejected Macedonia’s idea of joining Nato under a provisional title, but voiced good will to restart talks on the name dispute.Greek foreign minister Nikos Kotzias set out the Greek position at a meeting with his Macedonian counterpart, Nikola Dimitrov, in Athens on Wednesday (14 June).Kotzias said he was “open” to supporting Macedonia’s Nato and EU aspirations “as long as the name issue is resolved - this is the precondition”.“Greece wants the whole area of the Western Balkans to become part of the euro-atlantic system”, he said.He blamed the previous Macedonian government for making a “big mistake” by transforming the name issue “from a geographic problem into an identity problem” via its nationalist pomp, such as erecting monuments which claimed that Alexander the Great was a Macedonian instead of a Greek hero.“This ... damaged relations”, he said.Greece has blocked Macedonia’s Nato integration and its opening of EU accession talks for over a decade on grounds that the name “Republic of Macedonia” implied a territorial claim to a Greek region called Macedonia.Dimitrov, whose government took office last month, had suggested prior to meeting Kotzias that Macedonia could join Nato under its provisional UN name, the Former Yugoslav Republic of Macedonia. Both governments are held in check by nationalist forces at home, however. In Greece, Kotzias’ Syriza party relies on the nationalist Anel party to stay in power, while in Macedonia the opposition VMRO-DPMNE party roasted Dimitrov over the Nato proposal.Dimitrov indicated in Athens on Wednesday that the obstacles to a solution lay more on the Greek than on the Macedonian side.“I’m convinced that you have the leverage in your hands and that this leverage can help open the way towards closing the one open issue”, he said. The two men agreed “confidence-building measures”, such as student exchange, and to hold further talks.“This was the first meeting. You don’t go dancing with someone right after the first meeting”, Dimitrov said.Speaking the same day to EUobserver, Bujar Osmani, Macedonia’s new minister for European integration, said: “I will not measure whether the problem [on the name dispute] is more on ours or on the other side ... this issue has been a burden to both sides for too long a time.”He said Macedonia was ready to start EU accession talks as soon as the Greek veto was lifted. The EU granted Macedonia official candidate status in 2005.“Whether we are ready to join the EU, the answer is that we are not. But, we are ready, since a long time ago, to start accession negotiations,” he said.He added that it was “crucial” for Macedonia to also join Nato.-Russia factor-“We’re a small, continental, and land-locked country, with a multi-ethnic composition that lies on a geopolitical line where many interests are cross-cutting. We have a vast interest to be part of a powerful Nato structure as a guarantor of our security,” he said. His reference to geopolitics came amid Russia’s campaign to restore influence in the Western Balkans.Russia stands accused, by the UK, among others, of having tried to stage an anti-Nato coup in Montenegro. It also tried to enflame tension in Macedonia by saying that EU support for Dimitrov’s government was a plot to create a greater Albania, referring to the inclusion of ethnic Albanian parties in Macedonia’s ruling coalition.Kotzias said on Wednesday: “Greece is firmly in favour of the … non-intervention of third forces inside it [Macedonia], and my advice is, in many respects, not to try to interfere in our relationship”.Asked by EUobserver if he was concerned about Russian meddling, Macedonia’s Osmani, who is an ethnic Albanian, said: “The people of every country, including my own, have the right to choose where they want to belong.”“Our strong geopolitical, historical, and economic ties, since our independence, are with the Western world and euro-atlantic structures. We won’t let any country oppose our strategic interests,” he said.

Father of freed student says son was 'brutalized' by captors-[The Canadian Press]YAHOONEWS-June 14, 2017

WYOMING, Ohio — The father of an American college student released by North Korea and now hospitalized in a coma says his son was "brutalized" by his captors.Fred Warmbier told Fox News' Tucker Carlson on Wednesday from his Ohio home that his son, Otto, "is not in great shape right now."Otto has been terrorized and brutalized for 18 months by a pariah regime in North Korea," the father said in an interview scheduled to air Thursday night. The 22-year-old University of Virginia student was medically evacuated from North Korea and flown to Cincinnati late Tuesday. He was then taken by ambulance to a hospital.Fred Warmbier said he does not know exactly what happened to his son during his detention. He and his wife, Cindy, planned a Thursday news conference. The public appearance will be at Wyoming High School, one of Ohio's top-rated schools. Warmbier graduated from there in 2013 as class salutatorian and had played soccer.Residents of the northern Cincinnati suburb tied blue-and-white ribbons, the school colours , to trees near the family home. Joy at his release was mixed with concern after his parents said they were told he had been in the coma for over a year.Former New Mexico Gov. Bill Richardson, a former U.S. ambassador to the United Nations, said there should be an investigation into what happened to Warmbier leading to this "tragic situation."Richardson, a Democrat, credited the Department of State with securing Warmbier's return from North Korea without any preconditions but said a forceful response from the U.S. government would be required "if its determined that there was a coverup and Otto's condition was not disclosed and he didn't get proper treatment."City councilwoman Jenni McCauley said the tight-knit community was "thrilled" to have Warmbier back."Even though they're saddened by his condition, they're just glad for the family that he is home," McCauley said. "For any parent, this is their worst nightmare. ... We're hoping that he will be OK."She called him "a fabulous young man" who was known as intelligent, personable and well-liked in school and in the community.Ellie Boettcher, a 14-year-old rising freshman at Wyoming High, where Warmbier's sister will be a sophomore, said students were elated."We're just really glad that he's able to come back," Boettcher said. "Nothing really bad ever happens in Wyoming. It's kind of like a bubble. So it's really tragic. But luckily he is back, and I believe he will make a full recovery."Warmbier was serving a 15-year prison term with hard labour in North Korea. He had tearfully confessed to trying to steal a propaganda banner while visiting. He was released Tuesday, more than 17 months after being detained.Such detentions in the totalitarian nation have added to tensions between Washington and Pyongyang. Three Americans remain in custody. The U.S. government accuses North Korea of using such detainees as political pawns. North Korea accuses Washington and South Korea of sending spies to overthrow its government.Secretary of State Rex Tillerson said Tuesday that his department was continuing "to have discussions" with North Korea about the release of the other three imprisoned American citizens.Dake Kang, The Associated Press.

The Latest: Londoners help fire survivors with food, clothes-[The Canadian Press]-YAHOONEWS-June 14, 2017

LONDON — The Latest on the London fire (all times local):7:20 p.m.Neighbours of the London apartment building torched in an inferno have sprung into action to help survivors of the fire, donating clothes, food and water and offering shelter.Churches such as the Roman Catholic St. Francis of Assisi and a nearby mosque are serving as gathering points for donations for those who raced out of the burning building in the middle of the night, fleeing with little else than the clothes in which they slept.Social media sites have also joined the effort, with some Londoners offering a space on their sofas for those affected by the blaze.Marco Antoniades, who owns MGA Autos on Latimer Road, says "like in most places in England, people get together and help each other in times like this. That's what we're trying to do."At least 12 people have died and 79 others were injured Wednesday in the blaze at Grenfell Tower.___6:10 p.m.The manager of the 24-story, 120-unit public housing complex devastated by fire in west London says it is too early to speculate what caused the inferno and what contributed to its spread. The Kensington and Chelsea Tenant Management Organization says it will co-operate fully "with all the relevant authorities in order to ascertain the cause of this tragedy," in which at least 12 people died. The organization has spent 10 million pounds ($12.8 million) refurbishing the building over the past two years. The project included installation of insulated exterior cladding, double-glazed windows and a communal heating system. The organization said: "We are aware that concerns have been raised historically by residents. We always take all concerns seriously and these will form part of our forthcoming investigations. While these investigations continue with our co-operation , our core priority at the moment is our residents. The company was formed in 2006 as part a drive to let tenants manage their own homes. It manages 9,400 units under an agreement with the local council.___5:50 p.m.Britain's government has ordered checks at tower blocks that have had or are going through similar refurbishments to the high-rise apartment building gutted by a huge fire Wednesday, amid concerns that building renovations may have contributed to the spread of the blaze.Policing and Fire Minister Nick Hurd said Wednesday the government wanted to reassure people living in other apartment buildings.Hurd says authorities will "seek to identify towers that might have a similar process of refurbishment, run a system of checks so that we can, as quickly as possible, give reassurance to people."Grenfell Tower in west London had its exteriors modernized in 2016, including the installation of exterior cladding.___5 p.m.Police say the death toll in the London tower blaze has risen to 12, and that the figure was expected to rise.Steve Apter of the London Fire Brigade said pockets of fire were still blazing at west London's Grenfell Tower, a high-rise apartment block, more than 16 hours after first reports of fire early Wednesday. He said crews have rescued 65 people from the building, and that firefighters have searched most of the tower and reached the top floor. Police commander Stuart Cundy said Wednesday he did not anticipate further survivors.Police declined to say how many people were missing.___4:45 p.m.Fears are growing for people who are unaccounted for after a huge fire raced through an apartment block in West London and left at least six dead.Between 400 and 600 people are said to live in the building, which houses 120 apartments and was still burning some 14 hours after the blaze broke out in the early hours of Wednesday. It is unclear how many people were inside the building at the time and how many were able to escape. Authorities asked residents who had escaped to contact a help line so that they could be accounted for.Metropolitan Police Commander Stuart Cundy says he anticipated "that there may be people within that building that are as yet unaccounted for."___3:30 p.m.While details are still scant about the victims in the London apartment building fire, some witnesses report seeing children being dropped out of windows in efforts to save their lives.Joe Walsh, 58, said he saw someone throw two children from a window at the fifth or sixth floor. "I don't know where they landed because I was on the other side," he said.Student Tiago Etienne, 17, said he spotted about three young children being dropped from an apartment higher up.Earlier, witness Samira Lamrani said she saw one woman dropping a baby from a window, and that a man ran forward and managed to grab the baby.Police say at least six people died in Wednesday's blaze. Firefighters are still searching the scene.___2:50 p.m.The former deputy chief fire officer for U.S. Air Force bases in Britain says he has never seen a fire in an apartment block spread at such speed.Joe Ruane, who now works as a consultant, says it appeared likely that several fire protection safeguards at Grenfell Tower in west London failed. He says: "It's not just one thing. It's multiple issues."He said firefighters arriving at the scene about six minutes after the first call found the building engulfed, hampering their ability to attack the blaze.Ruane says, "I've never seen a fire like that in my life."Authorities have declined to speculate about how the fire started and how it spread so rapidly to engulf the whole building.___2 p.m.A spokesman at the organization that manages the west London apartment block that went up in flames overnight has declined to comment on prior complaints about fire safety at the building.Pete Griffiths, a spokesman for the Kensington and Chelsea Tenant Management Organization, told The Associated Press: "I can't comment. Congress seeks normalcy, heads back to work after shooting-[The Canadian Press]-YAHOONEWS-June 15, 2017

ALEXANDRIA, Va. — The business of the House was resuming a day after a rifle-wielding attacker opened fire on Republican lawmakers practicing for a charity baseball game, critically wounding House GOP Whip Steve Scalise of Louisiana and hitting aides and Capitol police. The assailant, who had nursed grievances against President Donald Trump and the GOP, fought a gun battle with police before he, too, was shot and later died.Colleagues said Scalise, who had been fielding balls at second base, dragged himself away from the infield, leaving a trail of blood before they rushed to his assistance. He was listed in critical condition Wednesday night at a Washington hospital, which said he will require several more operations. The shooter was identified as James T. Hodgkinson, a 66-year-old home inspector from Illinois who had several minor run-ins with the law in recent years and belonged to a Facebook group called "Terminate the Republican Party."Capitol Police officers who were in Scalise's security detail wounded the shooter, who was taken into custody. He later died of his injuries, Trump told the nation from the White House."Everyone on that field is a public servant," Trump said, his tone sombre , America's acrimonious politics set aside for the moment. "Their sacrifice makes democracy possible."After visiting Scalise Wednesday evening at MedStar Washington Hospital Center, Trump tweeted: "Rep. Steve Scalise, one of the truly great people, is in very tough shape - but he is a real fighter. Pray for Steve!"Lawmakers noted their good fortune in having armed protectors on hand — "Thank God," they exclaimed over and over — and said otherwise the shooter would have been able to take a huge deadly toll.Across the Potomac River in Washington, the shocking events left the Capitol horrified and stunned, and prompted immediate reflection on the current hostility and vitriol in American politics. Lawmakers called for a new dialogue on lowering the partisan temperature, and Trump urged Americans to come together as he assumed the role of national unifier for one of the first times in his presidency.Proceedings were cancelled for the day in the House, and instead Speaker Paul Ryan of Wisconsin and Democratic leader Nancy Pelosi of California issued their own calls for unity. "An attack on one of us is an attack on all of us," Ryan said, to prolonged applause. On Thursday House proceedings were to resume as usual, and lawmakers were returning to the Capitol in search of some semblance of normalcy.Shortly after the shooting, Bernie Sanders, the former candidate for the Democratic presidential nomination, said on the Senate floor that the shooter apparently was a volunteer for his campaign last year. Sanders said he denounced the violence "in the strongest possible terms."Scalise, 51, the No. 3 House Republican leader, was first elected in 2008. The popular and gregarious lawmaker is known for his love of baseball and handed out commemorative bats when he secured the job of House whip several years ago.Texas Rep. Roger Williams said that one of his aides, Zack Barth, was shot but was doing well and expected to fully recover. Two Capitol Police officers sustained relatively minor injuries. A former congressional aide was hospitalized. The shooting occurred at a popular park and baseball complex in Alexandria, Virginia, across the Potomac River from Washington, where Republican lawmakers and others were gathered for a morning practice about 7 a.m. They were in good spirits despite the heat and humidity as they prepared for the congressional baseball match that pits Republicans against Democrats. The popular annual face-off, which raises money for charity, is scheduled to go forward as planned Thursday evening at Nationals Park in Washington.Hodgkinson has been in the area since March, living out of his van, said local FBI Special Agent In Charge Tim Slater. Democratic former Alexandria Mayor Bill Euille said he had spoken often with the man on recent mornings at the nearby YMCA.Hodgkinson's apparent Facebook page included strong criticism of Republicans and the Trump administration. But Slater said authorities were still working to determine a motive and had "no indication" Hodgkinson knew about the ball practice ahead of time. The GOP lawmakers' team was taking batting practice when gunshots rang out and chaos erupted.Scalise was fielding balls at second base when he was shot, according to lawmakers present. Rep. Mo Brooks, an Alabama Republican, said his colleague "crawled into the outfield, leaving a trail of blood.""We started giving him the liquids, I put pressure on his wound in his hip," Brooks said. The gunman had a rifle and "a lot of ammo," said Sen. Jeff Flake of Arizona, who was at the practice.Texas Rep. Joe Barton, still in his baseball uniform, told reporters that Scalise's security detail, Capitol Hill police and then Alexandria police returned fire in a battle that lasted as long as 10 minutes and included dozens of shots."The security detail saved a lot of lives," he said. "It was scary."Lawmakers took cover in the dugout. Barton- said his son, Jack, got under an SUV.Texas Rep. Mike Conaway described what sounded like an explosion, then lawmakers scattering off the field as police roamed in search of the gunman and engaged him."The guy's down to a handgun, he dropped his rifle, they shoot him, I go over there, they put him in handcuffs," Conaway said, adding that if the shooter had "gotten inside the fence, where a bunch of guys were holed up in the dugout, it would have been like shooting fish in a barrel."Rep. Jeff Duncan of South Carolina said he had just left the practice and encountered the apparent gunman in the parking lot before the shooting. The man calmly asked which party's lawmakers were practicing and Duncan told him they were the Republicans. The man thanked him.The wounded Capitol Police officers were identified as David Bailey, who was treated for a minor injury, and Crystal Griner, who was shot in the ankle. Also wounded was former congressional aide Matt Mika, who now works for Tyson Foods in its Washington office. Mika's family said the lobbyist was shot multiple times and was in critical condition following surgery. The event raised questions about the security of members of Congress. While the top lawmakers, including Scalise, have security details, others do not and they regularly appear in public without protection. The last time a lawmaker was shot was when Democratic Rep. Gabby Giffords of Arizona was hit in the head and grievously injured while meeting with constituents at a supermarket parking lot in 2011.Following the Giffords shooting, lawmakers have held fewer open town halls and have been advised to increase security at such events.___Associated Press reporters Eric Tucker, Matt Barakat, Meghan Hoyer, Sarah Brumfield, Michael Biesecker, Mary Clare Jalonick, Ken Thomas, Vivian Salama, Stephen Ohlemacher, Alan Fram and Andrew Taylor in Washington and Alexandria, and Ed White in Detroit contributed to this report.Erica Werner And Chad Day, The Associated Press.
