Tropical storm warning expanded along Gulf Coast-[The Canadian Press]-YAHOONEWS-June 20, 2017

MIAMI — Forecasters say a tropical storm warning has now been extended further westward for a disturbance in the central Gulf and it now covers an area from High Island, Texas, to the mouth of the Pearl River between Louisiana and Mississippi.The National Weather Service also says the biggest threat from the disturbance is the likely heavy rainfall over wide areas of the northern rim of the Gulf of Mexico.At 11 a.m. EDT, the centre said disturbance No. 3 was centred about 265 miles (430 kilometre ) south of Morgan City, Louisiana — or about 355 miles (565 kilometres southeast of Galveston, Texas. It's maximum sustained winds are at 40 mph (65 kph) and the storm is moving toward the northwest at 10 mph (17 kph).The tropical storm warning means tropical storm conditions are expected somewhere in the warning area in the next 24 to 36 hours.A tropical storm watch is also in effect on the upper Texas coast from west of High Island to San Luis Pass.The Associated Press

GUATEMALA CITY — Authorities say 11 people have been killed by a landslide in western Guatemala near the border with Mexico.National disaster agency chief Sergio Cabanas says the slide buried six homes, a small bus and a truck in the municipality of San Pedro Soloma, in the department of Huehuetenango.Cabanas said Tuesday that 10 of the dead were passengers on the bus and it's not clear how many people live in the homes that were affected.The area has been drenched by heavy rains in recent hours.Disaster agency workers, firefighters and the army were responding to the scene.The Associated Press.

Le Bourget (France) (AFP) - A European Space Agency director urged nations Tuesday to unlock concealed data on the whereabouts of hundreds of thousands of pieces of space junk, or "ticking time bombs" threatening spacecraft in Earth orbit.The United States and individual European nations are among those keeping information close to their chest, partly for fear of revealing strategic or military secrets, ESA Director of Operations Rolf Densing told AFP at the International Paris Air Show."Right now, we do have about 750,000 pieces bigger than one centimetre (0.4 inches)" in orbit," he said. Many were caused by explosions of abandoned satellites and rocket bodies.The number could grow to about 1.2 million by 2030.There are also "several big, uncontrollable spacecraft" -- including thousands of non-responsive satellites left behind in space.This, mingled with an estimated 1,500 operational craft in orbit -- including the manned International Space Station -- makes for a hairy situation."The highest risk are big, uncooperative objects" over which ground crews have no control, said Densing."You can imagine if they hit each other, or if they hit the space debris, break up further, this will cause an avalanche effect."Yet, knowledge about space debris is similarly "scattered" -- held by national space agencies and often furnished only when a collision threatens their own space assets, said Densing.- Snowball effect -The US is believed to hold the most complete catalogue, listing an estimated 20,000 pieces of junk, he said, and Europe -- both ESA and its individual members -- fewer than 10,000.ESA contributing states withhold certain debris data even from one another, and from the 22-member agency, said Densing, who also heads the European Space Operations Centre in Darmstadt, Germany.The only information needed is when, and where, a piece of debris will find itself in the orbital region, he explained.No need to divulge trade or military secrets -- and "this is not what we're asking for".But there is a fear, he said, that "if you look for space debris, inevitably you will find things that nobody wants you to find."Having a global, open database on space debris would allow experts to compile collision warnings and give spacecraft time to take evasive action."What I am advocating... is that we all overcome our vanities, we all open our catalogues," he said."This is about protecting our orbits, and it's in the interests in everybody."A "snowball effect" of debris crashing with debris to create more and more pieces of dangerous junk, is already underway.In 2009, two satellites -- Kosmos and Iridium -- collided at a speed of some 11.7 kilometres (7.3 miles) per second, destroying both and creating a debris "cloud" around Earth.This "cloud", in turn, is thought to have yielded a small particle that smashed into Europe's Sentinel 1 satellite in August last year, knocking seven "splinters" -- yet more of debris -- off a solar panel."I am not sure that the problem is fully understood," Densing lamented."Those that have the most satellites, it's those that probably have contributed on a bigger scale to space debris, and I think also are the same ones that could profit the most if we avoid future collisions."In recent years, spacefaring nations have adopted guidelines which determine that every spacecraft must be moved out of harm's way within 25 years of ending its life.

Feds stick with July 2018 deadline to legalize pot despite provincial worries-[The Canadian Press]-YAHOONEWS-June 20, 2017

OTTAWA — The Trudeau government is sticking with its deadline to legalize recreational marijuana by July 2018, despite provincial fears that there's not enough time to address the legal, social and health challenges of ending Canada's pot prohibition.The federal Liberals delivered that message Monday after Manitoba's finance minister said he felt rushed by Ottawa's tight timeline and asked for an extension.In making his argument, Cameron Friesen said the provinces are bearing the bulk of the work involved, as well as the "very real" costs needed to create a regulated cannabis market.The federal government introduced legislation in April, with a goal of legalizing and regulating the use of recreational marijuana by July 2018.With the countdown underway, Friesen insisted there were still many unanswered questions on issues like public safety, enforcement and finding legal supplies of marijuana."We have one year on the clock to put all this in place," Friesen said before a meeting in Ottawa with his federal and provincial counterparts to discuss, among other issues, how best to tax Canada's forthcoming legal pot industry."This is a very significant shift in how we'll operate, and we need to have that adequate time to develop the tools that we will need as a province to be able to implement this the correct way."Friesen said he had already raised the idea of an extension with federal Finance Minister Bill Morneau and would push the issue again. Later in the day, Prime Minister Justin Trudeau himself essentially snuffed out the idea."We gave everybody lots of time," Trudeau said in Ottawa. "We've been working for a long time with all the provinces, with the municipalities... It's time for us to move forward on this."Morneau acknowledged after the meeting that several of the provinces said there's still much work to be done.For provinces that aren't ready in time for the "fixed date," Morneau said, Ottawa will oversee a mail-order sales program. Consumers would be able to buy pot through a federally licensed producer and receive home delivery.The legalization date, however, appears to be non-negotiable."We need to get a firm date out there," he said. "We accept that there's much work to be done, but we've started down that path... We believe that it's entirely possible."Morneau said the ministers agreed to the principle that pot taxation should stay low to ensure the regulated market squeezes out the illegal activity.The challenge will be identifying the sweet spot — where pot prices are high enough to cover government costs, but cheap enough to beat out the black market.Morneau added that they have yet to determine how tax revenues would be shared between provinces and the federal government.Provincial ministers have said they intend to push the feds to ensure they receive a share of pot-related tax revenue that fairly reflects the added costs provinces will have to assume on the road to legalization.After the meeting, Alberta Finance Minister Joe Ceci said his province would be "ready" by July 2018.Prior to the meeting, Ontario Finance Minister Charles Sousa insisted he had yet to consider how much pot-related revenue his province could bring in because he's been more concerned about ensuring legalization is handled properly."We're going to be asking for fairness and flexibility, so that when there are some possible revenues that come from this that it's properly shared," Sousa said.His Quebec counterpart, Carlos Leitao, said the provinces should receive most of the tax revenue from legalized pot because they will "have to shoulder most of the costs of putting in place regulations."The federal government has vowed to work with provinces on implementation and to commit more resources to needs such as public security, policing and educational campaigns. It has also argued that marijuana prohibition is very expensive and that legalization could significantly cut down on costs.Ottawa has not shared details about how much tax revenue could be generated by a recreational pot market, nor has it publicly discussed its potential benefits for the wider economy. Critics decry St. Boniface Hospital for banning medical-assisted deaths-[CBC]-YAHOONEWS-June 19, 2017

St. Boniface General Hospital's decision to forbid medical-assisted deaths is drawing condemnation from end-of-life care advocates and an expert on medical ethics.Arthur Schafer, a founder of the University of Manitoba's Centre for Professional and Applied Ethics, described the recent board decision to ban medical-assisted deaths as "fundamentally wrong."The board of St. Boniface Hospital initially voted in favour May 29 of allowing doctors and other medical staff to assist some patients to die in special circumstances.But on May 30, the hospital's owners — Catholic Health Corp. of Manitoba — held a special meeting and appointed 10 new members of the board who overturned the policy two weeks later."They're not taking into account people's end-of-life comfort," said Schafer.As a publicly-funded institution, Schafer argues the board has no business dictating policy that flies in the face of an entitlement under Canadian law."The idea that the kind of care patients receive at the hospital has to conform to church doctrine even when that may be prejudicial to the well-being of the patients strikes me as ethically questionable," he said.St. Boniface should leave it up to individual doctors and other health-care providers to decide for themselves whether or not to provide a medical assisted death, Schafer said.Under the federal assisted-dying legislation, there is a law guaranteeing medical staff cannot be forced to help a patient die.-Dignified death advocate 'disgusted'-Sherry Marginet, a spokesperson with the Manitoba chapter of Dying with Dignity, a group that advocates on behalf of patients who require end-of-life care, said she was "disgusted" by the actions of the St. Boniface board."People who are looking for this aren't doing it for something to do. They're suffering," she said. "It makes me angry."Marginet, like Schafer, argues the church has no place deciding the care doctors can provide at a public hospital."People have consciences, businesses don't. And the hospital is a business that is funded by the government, by taxpayers of every faith," Marginet said."[Faith] shouldn't be part of the question. It's about illness."Along with assisted dying, St. Boniface Hospital also bans non-therapeutic abortions.-Hospital will do 'everything but' MAID-After the previous board chair resigned, Tom Carson, took over as chair of the board of St. Boniface Hospital earlier this month.While he said his personal beliefs may differ, Carson respects the decisions informed by faith, especially given the hospital was founded by the Grey Nuns and has along history of being governed by the Catholic church."St. Boniface will do everything but the shortening of somebody's life," Carson said.The hospital is one of only two in Winnipeg that provides palliative care — a service which focuses on reducing pain in terminally-ill patients. The larvae defecate on the honeycomb, causing the honey to ferment and spoil.There is now a no-movement quarantine on the bees that arrived from the beekeeper in Ontario. Brussels, Today, 11:53-A proposal discussed by EU ministers in Luxembourg on Tuesday afternoon (20 June) lays out “objective criteria” to determine where the two London-based EU agencies should go after the UK leaves the bloc.However, the text does not say how the criteria should be weighed up.And since the decision will be taken by a vote, it is entirely possible that the country with the smartest lobbying, rather than objectively the best bid - if such a thing exists - wins the day.-Brexit-forced move-By March 2019, the UK is expected to no longer to be a member of the EU, which means the UK-based European Medicines Agency (EMA) and the European Banking Authority (EBA) need a new home.European Council president Donald Tusk and European Commission president Jean-Claude Juncker signed off on a proposal about “the recommended procedure” to select the new hosts of the EMA and the EBA.The text, dated 19 May, was revised last week and sent to member states. However, the mosque was shut down and reorganized and has not been associated with radical views for more than a decade.The mosque's current leaders say they support inter-faith dialogue and want to serve the community in north London, which is located near Emirates Stadium, home of the Arsenal soccer club.Britain's terror alert level is at "severe," meaning security officials believe an attack is highly likely.On June 3, Islamic extremists used a vehicle and then knives to kill eight people and wound dozens of others on London Bridge and in the popular Borough Market area. MOGADISHU, Somalia — At least 15 people are dead after a suicide car bomber posing as a milk delivery van detonated at a district headquarters in Somalia's capital, police said Tuesday.The death toll may rise, as some were badly hurt in the explosion at Wadajir district headquarters in Mogadishu, Capt. Mohamed Hussein told The Associated Press.Most of the dead were civilians, Hussein said. Aamin Ambulance service said it had transported 18 wounded, seven of them women. Two of the eight bodies it transported were women, it said.The al-Qaida-linked al-Shabab extremist group quickly claimed responsibility for the attack via its Shahada News Agency, according to the SITE Intelligence Group, which monitors jihadist groups.At the blast scene, debris was burning and bricks and body parts were scattered among destroyed cars. One man was pulled alive from under a large stone after a wall fell on him in the explosion.Weeping women stood nearby, anxiously waiting for news about loved ones.The blast comes less than a week after al-Shabab gunmen carried out an overnight siege on a popular restaurant in the Somali capital, killing at least 31 people.The Somalia-based al-Shabab often targets high-profile areas of Mogadishu, including hotels, military checkpoints and areas near the presidential palace. They deliberated for 52 hours over six days before announcing they were deadlocked on all three charges. It is not yet clear why jurors could not reach a verdict, or how close they came.Cosby, 79, has called the sexual encounter consensual. Prosecutors vowed to retry him, and O'Neill said he would hear the case within four months.Alternate juror Mike McCloskey said Monday he was "ridiculously sick" when he found out the main jury couldn't reach a verdict. He says he "probably" would have voted to convict, though he did not take part in the deliberations.
