WILLIAMS LAKE, B.C. — Thousands of Williams Lake, B.C., residents are being forced from their homes as high winds fan a wildfire burning next to the community.An evacuation order was issued Saturday evening for the entire City of Williams Lake and numerous surrounding areas including the village of 150 Mile House that have been under threat from nearby fires for almost a week.Cariboo Regional District Chairman Al Richmond said winds began to pick up Saturday afternoon, prompting an expansion of evacuation alerts."I think basically, Mother Nature is sort of bringing forward our worst case scenario," Richmond said.Officials previously said forecast lightning and wind gusts of up to 70 km/h starting Saturday and developing into Sunday could cause a substantial increase in wildfire activity in British Columbia's central and southern Interior.BC Wildfire Service said Saturday there are about 161 active wildfires in the province, 14 of which pose a direct threat to communities.Raging wildfires have already displaced more than 17,000 people, while the provincial government says another 27,000 people have been told they may need to leave their homes at a moment's notice.Many of Williams Lake's 11,000 residents had left voluntarily in recent days, however the order means thousands more will be headed to safety in Kamloops and other cities.RCMP said road closures due to the fire means people driving out of the city must take Highways 97, 24 and 5 to get to Kamloops.People who cannot drive should meet at one of a dozen muster points located throughout the city, including at Glendale School, the Tourism Centre, and Kwaleen Elementary School where transportation is being organized.The province has reminded evacuees to register with the Canadian Red Cross and, if they need lodging or food, to register at emergency social services reception centres as well.MP Todd Doherty told a group of evacuees in Prince George, who left their homes earlier this week, to urge others still in Williams Lake to stay calm and get to safety."If you are talking to your friends and family in the Williams Lake area as I am still trying to get my mom and relatives out of that area, very stubborn. It's very stressful, we need them to evacuate, we need them to be safe," he said.With the rise in evacuees, the provincial government said more volunteers are needed in Kamloops to help the Canadian Disaster Animal Response Team, as well as a 24-hour animal shelter and runners to complete errands. KAMLOOPS, B.C. — As more British Columbians are chased from their homes by wind-fanned wildfires, officials say they are concerned that their place of refuge in Kamloops may be stretched too thin.Seven evacuation orders were issued Saturday afternoon and evening, including for thousands in the City of Williams Lake and the surrounding area.Cariboo Regional District Chairman Al Richmond says that while the flames haven't reached Williams Lake, he and the mayor decided to issue the evacuation order because the fire threatened to cut exit routes.Initially, they had planned that Williams Lake residents would go north to Prince George, but Richmond says flames crossed that highway, and the majority of evacuees were diverted south towards Kamloops.But he says Kamloops is "stretched," and because evacuees are also coming from Loon Lake, it will only get worse.He says they're concerned about overloading the centre and he's urging all evacuees to call the Red Cross, which is helping co-ordinate the efforts.Officials in Lake Country said residents hoping to get back to their homes are being turned away. Evacuees were forced to flee quickly on Saturday when a fire spread in the forest and brush above Okanagan Lake north of Kelowna.Lake Country fire chief Steve Windsor said people are now trying to figure out whether their homes have been destroyed — and several have."We're not releasing the numbers yet," he said. "But at this point we're saying 'numerous,' and it is quite numerous."In an earlier news release, Central Okanagan Emergency Operations said "as many as 10" structures had been reported damaged.Windsor said no one has been seriously hurt by the fire, but some firefighters have been treated for minor injuries.The fire has largely been contained, he said, but the situation has not yet been stabilized.Winds threaten to blow the flames past retardant lines that were set up overnight, and the fire is behaving "aggressively."The Canadian Press.

Flooding from thunderstorm in Ottawa knocks out Nav Canada flight plan system-[The Canadian Press]-yahoonews-July 15, 2017

OTTAWA — The company that operates Canada's civil air navigation service says flooding from a severe thunderstorm in Ottawa brought down its automated flight planning system early Saturday.Nav Canada says there were delays, mainly affecting international flights, but the safety of the travelling public was not compromised.CEO Neil Wilson said in a statement Saturday night that when water affected Nav Canada's network that handles flight plans, staff were quickly moved to a facility where backup systems are located.Wilson says there was no impact on air traffic control or communications with aircraft during the outage.Wilson says the system was restored on Saturday afternoon, but there could be some delays as staff process backlogs. It's not known how many flights were affected.He says Nav Canada worked closely with its counterparts — the FAA in the U.S. and NATS in the United Kingdom — to adjust traffic flows during the outage."Delays occurred due to problems reinstating connectivity of the system with neighbouring air navigation service providers," Wilson said in the statement."Nav Canada apologizes to customers and all members of the travelling public for any inconvenience arising from this unforeseen incident," he said.The Canadian Press.

Jul, 19:25-Britain has published its Brexit positions on the EU’s top court and on the Euratom treaty four days ahead of the second round of EU exit talks.The position papers indicated the British government wanted a hard Brexit, including an end to the jurisdiction of the European Court of Justice (ECJ) and exit from Euratom, a nuclear industry treaty.It wanted Britain to quit the nuclear treaty, but to continue working with Euratom members to ensure a “smooth transition” to a new UK regime, with "no interruption in safeguard arrangements”, it said on Thursday (13 July).The government paper said the UK had no choice but to leave Euratom, as the European Commission had made clear Britain would need to leave the treaty when it left the bloc.The European Parliament’s Brexit spokesman, Guy Verhofstadt, also said on Wednesday that Britain could not stay a member of the EU nuclear regulator after Brexit.He added that the treaty could continue to function if London signed an association agreement, but an associate option was not explored by the UK’s paper.Scientists have warned London that leaving the treaty could hamper the supply of radioactive isotopes used in scans and cancer treatment. LONDON (Reuters) - Senior members of the government are becoming convinced of the need for a phased British departure from the European Union to help protect the economy, finance minister Philip Hammond said on Sunday.Brexit minister David Davis heads to Brussels on Monday for a first full round of talks, with EU officials hoping the British government, yet to set out detailed proposals on several major issues, begins to show more urgency about doing a deal before Britain leaves the bloc in 2019.Hammond, who supported remaining in the EU at last year's referendum, is seen as the voice of a so-called 'soft Brexit' within Prime Minister Theresa May's cabinet, favoring prioritizing trade ties with the EU over curbing immigration.With May weakened by a failed election gamble last month which saw her Conservatives lose their parliamentary majority, Britain's weekend papers were full of stories of infighting as cabinet colleagues reportedly vie for her job.Hammond, regarded as one potential successor to May, has repeatedly talked about the need for a transitional deal, saying such an arrangement would see Britain replicate as much as possible the existing arrangements in order to minimize the impact on business.Hammond said the majority of his colleagues now recognized this was "the right and sensible way to go"."Five weeks ago the idea of a transition period was quite a new concept, I think now you would find that pretty much everybody around the cabinet table accepts that there will be some kind of transition," Hammond told BBC TV."I think you'll find the cabinet rallying around a position that maximizes our negotiating leverage and gets the best possible deal for Britain."Trade minister Liam Fox, who favors making a cleaner break with the bloc, said he did not have a problem with a transition period as long as it was for a limited duration and gave Britain the freedom to negotiate its own trade deals.Hammond said the government needed to provide as much clarity as possible, as soon as possible, to restore business and consumer confidence and keep the economy moving."It is absolutely clear that businesses, where they have discretion over investment, where they can hold off, are doing so ... they are waiting for more clarity about what the future relationship with Europe will look like," he said.The length of any transition would depend on how long is needed to get new systems in place in areas such as customs and immigration, but it should be a defined period and was likely to need to be "a couple of years," Hammond added.-SQUABBLING MINISTERS-Hammond himself was the subject of a number of damaging newspaper stories over the weekend, including one which said he had called public sector workers "overpaid". After deadly shooting, Israel says Jerusalem's Noble Sanctuary to reopen Sunday-yahoonews-[Reuters]-July 15, 2017
JERUSALEM (Reuters) - Israel will reopen the Noble Sanctuary-Temple Mount compound on Sunday, a statement from Prime Minister Benjamin Netanyahu said on Saturday, after the holy site had been shut down following a deadly shooting.On Friday, three Arab-Israeli gunmen shot dead two Israeli policemen on the outskirts of the compound, holy to Muslims and Jews, and were then killed by security forces. It was one of the most serious attacks in the area in years.Israeli authorities then shut the compound down citing security concerns, just hours before Muslim Friday prayers.That move prompted anger among Muslim worshippers and was condemned by Palestinian religious and political leaders, Jordan and the Organization of Islamic Cooperation, a world Islamic body, among others, who called for the site to be reopened immediately.Netanyahu's statement said the site, known to Muslims as Noble Sanctuary and to Jews as Temple Mount, would be open from Sunday noon to Muslim worshippers, tourists and Jewish visitors."Metal detectors will be stationed at the entrance gates to Temple Mount and cameras covering activity on the mount will be installed outside it," Netanyahu's statement said.The compound houses the Aqsa Mosque and the golden Dome of the Rock. JERUSALEM — Hundreds of Muslim worshippers visited a Jerusalem holy site Sunday after Israel reopened the compound following a rare closure in response to a deadly shooting last week that raised concerns about wider unrest.For the first time in decades, Israel closed the site — known to Muslims as the Noble Sanctuary and to Jews as the Temple Mount — on Friday after three Arab citizens of Israel opened fire from the sacred site with automatic weapons, killing two police officers. The three were later shot dead inside the compound.Prime Minister Benjamin Netanyahu said that following consultations with security officials the site would be reopened Sunday afternoon with increased security measures that included metal detectors at the entrance gates and additional security cameras.At midday, Israeli police opened two of the gates to the compound to allow worshippers to enter through the newly erected detectors. Police said some worshippers refused to go through them and knelt to pray outside instead. But despite concerns that the new measures could slow movement and spark renewed tensions, police said they appeared to be working fine and that 200 people had already passed through.Israel did not co-ordinate the changes with Jordan, which serves as the custodian of the Muslim-administered site, according to a Jordanian government official.Jordan's stance is that anything installed at the site must be approved by the Waqf, or Muslim administration, and cannot change the status quo, said the official who spoke on condition of anonymity because he was not authorized to discuss the still developing situation with reporters.The Palestinian Minister of Jerusalem Adnan Husseini called for the security arrangements to return to how they were before the deadly attack, saying it "shouldn't be an excuse for making changes."The attack triggered a rare phone conversation between Netanyahu and Palestinian President Mahmoud Abbas, who condemned the attack and called for the site to be reopened. ANKARA/ISTANBUL (Reuters) - President Tayyip Erdogan on Sunday defiantly stepped up his attacks on the European Union, saying Turkey had to go its own way and vowing to bring back the death penalty if parliament passed it.At the opening ceremony of a memorial dedicated to the roughly 250 people who died in last year's failed coup, Erdogan accused Brussels of "messing about" with Turkey's decades-long bid to join the bloc.The speech in the early hours of Sunday wound up a marathon session of public appearances by Erdogan in both the capital and Istanbul overnight to mark the anniversary of last year's defeated coup."The stance of the European Union is clear to see ... 54 years have passed and they are still messing us about," he said, citing what he said was Brussels' failure to keep promises on everything from a visa deal to aid for Syrian migrants."We will sort things out for ourselves. There's no other option."Ties with the West were strained when European governments voiced alarm at the scale of the crackdown that followed the coup. Some 150,000 people have been sacked or suspended from their jobs and more than 50,000 detained on suspicion of links with the U.S.-based Muslim cleric Fethullah Gulen, whom Ankara blames for the attempted putsch.Erdogan also said he would approve, "without hesitation" the death penalty, if parliament voted to restore it -- a move that would effectively end Turkey's bid to join the EU."I don't look at what Hans and George say. UK will look to increase punishments for acid attacks: minister-[Reuters]-YAHOONEWS-July 16, 2017

LONDON (Reuters) - Britain will look at tougher punishments for people who attack others using acid, interior minister Amber Rudd said on Sunday, after a spate of incidents in London in recent months.Five acid attacks on moped riders in less than 90 minutes across east London on Thursday left several people with facial burns, the latest in what Rudd described as a "worrying increase" in reports of attacks where acid or similar substances had been used as a weapon."We can and will improve our response," Rudd wrote in an article for the Sunday Times newspaper."It will include a wide-ranging review of the law enforcement and criminal justice response, of existing legislation, of access to harmful products and of the support offered to victims."Rudd said guidance to prosecutors would be reviewed so that acid and other corrosive substances could be classed as dangerous weapons, and authorities would be given the powers they need to ensure those who commit such crimes "feel the full force of the law"."I am clear that life sentences must not be reserved for acid attack survivors," she said.The government will also work with retailers to agree measures to restrict the sales of acid and other corrosive substances.(Reporting by Kylie MacLellan; Editing by Greg Mahlich)

MUZAFFARABAD, Pakistan (Reuters) - Four Pakistani soldiers were killed on Sunday when their army vehicle was struck by Indian shelling from across the Line of Control (LoC) that separates parts of Kashmir held by both countries, the Pakistani military said.India's ministry of defense Lieutenant Colonel Rajesh Kalia said he had no knowledge of the incident.India and Pakistan have been in confrontation for decades across the LoC. The old ceasefire line runs through a region that both countries claim in full but rule in part.Growing exchanges of fire in past months have frayed a 2003 truce."Indian troops targeted an army vehicle moving along LoC ...
