Boaters on at least three B.C. lakes are interfering with the firefighting activities of air tankers and water bombers, according to one official.Al Richmond, the chair of the Cariboo Regional District, says there have been several reports of boaters, wind surfers and kayakers preventing the air tankers from landing to fill up with water.The affected aircraft have been using Horse, Watson and Lac la Hache lakes to fight the South Cariboo wildfire near 100 Mile House, he said."It just takes one person and the aircraft can't safely come down," he said.That's why he is asking everyone to stay off the lakes being used by the air tankers or stick to the shorelines if they must be on the water.The RCMP could start issuing fines or even start confiscating boats if the trouble continues, he said, but he'd prefer if they did not have to."We could be using them to do more important things than trying to deal with the silliness going on out there and people's lack of consideration for the firefighting."He blamed the behaviour of the offending boaters on a lack of awareness and understanding of the needs of the aircraft.

Flooding in Pembina Highway underpass slowed traffic in Winnipeg-[CBC]-yahoonews-July 12, 2017

Winnipeg drivers faced delays on Wednesday due to standing water in the Pembina Highway underpass at Jubilee Avenue.Water started building up overnight on Tuesday, slowing traffic to a crawl during rush hour Wednesday morning.Late Wednesday morning, traffic was still down to one lane in each direction because of the flooding.All lanes were re-open and water had been cleared by Wednesday afternoon around 4 p.m., with the exception of lanes closed for ongoing construction.A spokesperson for the City of Winnipeg said the city dispatched a hydrovac vehicle to suck up the water and adjusted traffic lights at nearby intersections to improve traffic flow in the area while lanes were closed."The existing drainage system for the Jubilee underpass is in poor condition and occasionally causes flooding on Pembina Highway," the spokesperson wrote in an email.The area has been under construction since spring in an effort to widen Pembina Highway at the underpass from five to six lanes and improve drainage. The spokesperson said the project will prevent flooding in future.It's part of a $467-million project that includes the extension of Winnipeg's first transit corridor to the University of Manitoba.

BRUSSELS, Today, 17:33-The European Commission launched a legal probe on Thursday (13 July) into Hungary’s NGO law, which targets, among others, civil society groups partly funded by Hungarian-US billionaire and philanthropist George Soros.The EU executive said that the requirements in the legislation for NGOs, which receive funding from foreign organisations, infringe upon EU rules.Hungary’s government has one month to answer with legal arguments.It has argued that the aim of the legislation is to guarantee transparency, to crack down on money laundering and on financing terrorism.But NGOs and critics dispute this claim, saying that the legislation only serves to stigmatise the, and intimidate critics of Orban’s government.The government accused the NGOs of being agents of Soros, who - they claim - wants to transport a million migrants into Hungary and Europe.Soros’s spokesman, Michael Vachon, in a statement called this a “fantasy”."Soros’s actual position on migration is that the international community should provide more support to the developing countries that today host 89 percent of refugees, and that Europe should accept several hundred thousand fully-screened refugees through an orderly process of vetting and resettlement,” he added.The new law requires civil society groups that receive more than €24,000 funding per year from a foreign organisation to register as a “foreign-funded organisation” or risk closure.They also need to label themselves in all publications, websites and press materials as "organisations supported from abroad”.Dozens of civil society groups - dealing with children’s rights, the Roma people, journalism, and other social issues - pledged to fight the controversial legislation in court and not to comply.The legislation, passed a month ago, prompted mass protests in Hungary's capital city, Budapest.EU commission vice-president Frans Timmermans said in a statement that civil society’s work should not be unduly restricted."We expect that the Hungarian government will engage in dialogue to resolve this issue as soon as possible,” he added.The EU executive said the Hungarian law "interferes unduly with fundamental rights”, in particular the right to freedom of association.The commission says the law could prevent NGOs from raising funds and also restrict their ability to carry out their work.It added that the law introduces "unjustified and disproportionate" restrictions to the free movement of capital, and called the new registration requirement discriminatory.The law also raises concerns because it "does not strike a fair balance between transparency interests and the right of donors and beneficiaries to protect their personal data".The Hungarian government was not fazed by the commission’s decision.Pal Volner, state secretary of the justice minister, said in a statement on Thursday that the concerned organisations are "trying to weaken Hungary's defence capabilities in the fight against illegal immigration”.He also stressed that Soros "made it clear" through his spokesman that he wants to bring hundreds of thousands of immigrants in Europe, according to MTI news wire.The commission on Thursday also stepped up a probe into legislation that targets Central European University (CEU) in Budapest, founded by Soros 26 years ago.However, the EU executive declined to comment on the media campaign targeting Soros, which will be suspended because of a world aquatics championship starting on Friday in Budapest.

This is the current weather map compiled annually from field reports by dafne, the Donors and Foundations Network in Europe.The bad news of new restrictions, denunciation, and shutdowns comes not only from Russia and Turkey, but also from EU member states including Poland and Hungary, where a new NGO law has been passed last month that aims to isolate civil society from international funding.After decades of expansion in influence, not always uncontested, foundations in an increasing number of countries experience a new role: They are among the first victims of populists and autocrats.Perhaps most painfully, much of the crackdown against independent civil society comes not against but with popular support - easily mobilised through accusations including elitism, tax evasion, and outside influence.The fate of foundations is not a fringe issue. Philanthropy funds independent civil society and social innovation where government cannot or will not.Not all of it will prove effective or efficient, but philanthropy is behind some of the origin stories of social movements, as well as billion dollar markets for the good of all.Berlin-based historian Michael Borgolte has shown the strong correlation since antiquity between the number of foundations and the openness and prosperity of societies. When foundations go down, countries are in trouble.-'Shrinking space'-Foundations in Europe have now begun to raise their voice on behalf of their endangered peers - what is becoming known as the "shrinking space" for civil society. In early June, a "Warsaw Declaration" announced a long-term alliance and a new solidarity fund.However, much more needs to be done - and soon.First, philanthropy is an expression of free speech. Just as leaders are expected to speak up for imprisoned journalists, they also need to put foundations and civil society on the diplomatic agenda - from state visits to international treaties, and ultimately sanctions.Second, arbitrary and discriminating regulations, which prevent cross-border philanthropy, must disappear.There is a single market for goods and services in the EU, yet donations and civic engagement face restrictions amounting to €170m in costs for 300 leading foundations alone.This also prevents joint action against social injustice, threats to the environment, or against the challenges of migration and demographic change, according to an estimate by the European Foundation Centre.Finally, donors themselves need to keep their house in order to earn and keep public trust.If they do not increase transparency and act boldly against prejudices they will be easy prey for populists. Foundations need to ask tough questions about their impact, how they invest, and how they can improve accountability.Philanthropy is not an activity of a privileged few, for their own interests. That is the logic of autocrats.Today, everyone can be a philanthropist, as demonstrated by the rise of community foundations, online activism, and ad-hoc social movements.For most of its history, foundations have done well by adapting little to changing times. BRUSSELS, Today, 09:29-Italy has warned that Russia is competing with the EU for influence in the Western Balkans, as the bloc underlined its old enlargement pledge.“There are other regional or global powers that are very interested in having an influence in this region,” Italian prime minister Paolo Gentiloni told press after a summit in Trieste, Italy, with Balkans and selected EU leaders on Wednesday (12 July).He said there were geopolitical “tensions … difficulties … [and] misunderstandings” over the future of the six former Yugoslav nations.He said EU accession “isn't around the corner” for any of them, but he added that: “I don’t think a freeze of this process in the next 10 years could be sustainable for these countries and I don’t think it would be helpful for the EU”.Italy’s summit declaration “reaffirmed … unequivocal support for the European perspective of the Western Balkans”.It said “integrating the Western Balkans with the EU is a strategic investment in peace, democracy, prosperity, security and stability of Europe as a whole.”It also warned that EU integration could be slowed due to “internal divisions or to external influences”, alluding to Russia, however.The summit’s EU enlargement pledge was given weight by the attendance of French president Emmanuel Macron and German chancellor Angela Merkel.“Political stability in the region means political stability for us too. We know this from experience,” Merkel told the event.The summit, part of the so-called Berlin Process launched by Merkel in 2014, saw the signature of a Transport Community Treaty and the launch of talks on a future Regional Economic Area.The transport pact is to create up to 80,000 jobs in the next few years and lead to €514 million in EU and private sector investments in roads, bridges, railways and energy projects, the European Commission said.The economic area is designed to create “free flow of goods and services” in preparation for the countries’ entry into the single market.The Berlin Process came after the Commission said there would be no further enlargements until after 2019, dampening EU-romanticism in the region.According to British pollster Gallup, more than 80 percent of Kosovars and Albanians and about 60 percent of Bosnians and Macedonians want to join the EU, but just 49 percent of Montengrins and 40 percent of Serbs want to do so.The Trieste summit comes amid Russian diplomatic and propaganda efforts to sow ethnic divisions in Bosnia and Macedonia and to redouble its old alliance with Serbia.Russia also stands accused of trying to stage an anti-Western coup in Montenegro last year.Bosnia did not sign the EU’s transport plan due to objections by the Russia-friendly entity in the federation, Republika Srpska, the Reuters news agency reported.Its foreign ministry criticised the Trieste projects “as some sort of substitute for EU membership” in a statement.The “summit regretted that … and invited Bosnia and Herzegovina to join [the transport treaty] as soon as possible”, the Italian communique said."Very discouraging signal for their Bosnia's] further European perspective," EU enlargement commissioner, Johannes Hahn, said.Meanwhile, Kosovo has said it would boycott plans for a regional customs union in order to maintain customs revenues, Reuters said, with the country’s foreign minister, Enver Hoxhaj, telling press that: “What has been offered to us on the table is not what was presented in February 2017 [at the last Berlin Process summit]”.Russia aside, the Trieste declaration spoke of the need for “good neighbourly relations” and to curb “nationalist” rhetoric.That referred primarily to a recent flare-up in ethnic tensions between Serbs and Kosovars and Macedonians and Albanians.The EU has also lost face in the region due to Brexit and due to long-standing enlargement vetoes by Greece (on Macedonia) and by Cyprus, Greece, Romania, Slovakia, and Spain (on Kosovo).Boris Johnson, the British foreign minister, attended the event along with the Austrian, Slovenian, and Croatian leaders.Johnson, whose country will host the summit next year, one year before it leaves the EU, said: “This is a firm demonstration of our support for much-needed reform to improve the region's security, boost the economy, and to combat challenges such as illegal drugs and human trafficking”.Nikola Dimitrov, the Macedonian foreign minister, said the “desire of the region to join Europe is an opportunity for Europe to feel attractive” in the wake of the UK’s vote to leave.He said Balkans enlargement was “an opportunity for Europe to show it can make a difference and that it can think big and be self-confident.”

BRUSSELS, Today, 17:01-Stranded refugees on the Greek islands will soon have to rely on the Greek government for all basic services.Athens is set to nationalise services over the summer that were previously funded by the EU amid concerns that it won't be able to deliver, as some 60 people continue to arrive from Turkey to the islands on a daily basis.Greek socialist MEP Miltiadis Kyrkos, at a hearing on the issue at the European Parliament on Wednesday (12 July), said that the transition of aid from EU-funded NGOs to the Greek state will be a "disaster."Conditions at some of the camps on the islands remain deplorable, with asylum seekers setting fire to tents earlier this week at Moria in Lesbos.Crowded conditions, poor food, and lack of security has pushed many to the edge of exasperation.Human Rights Watch, an NGO, over May and June had also documented the mental health of asylum seekers and migrants on Lesbos.Self-harm, suicide attempts, aggression, anxiety, and depression are becoming more widespread, it noted. Around 14,000 people are stranded on the islands.Their plight is likely to become even worse amid persistent fears that Turkey may renege on its shaky deal with the EU to prevent Syrians from leaving towards Greece.Kyrkos said Lesbos currently hosts ten doctors, eleven nurses, and eight psychologists, who can be accessed 24-hours a day.Once the state takes over, Lesbos will have two doctors, one nurse, and one psychologist, with eight hours per day access, Kyrkos said."It is not possible to leave the islands to the Greek administration, you should intervene," he told Simon Mordue, the deputy director general at the European Commission's home affairs department, also present at the parliament hearing.The warning appears not to have been heeded.Mordue maintained that Greece must now "own the response" to the challenges and that the EU commission stands ready to provide the state with any further funding, in case of need.He also noted that a call for proposals to provide shelter for unaccompanied minors had ended on 30 June."These are currently under evaluation, and to be concluded, and I hope [them] to be signed by the Greek government by 1 August," he said.But broader questions persist on how well Greece has managed the EU funding, given the poor state of reception on the islands.Last winter, asylum seekers on the islands woke up in deep snow, despite assurances by Greek migration minister Yiannis Mouzalas that the camps had been winter-proofed.The EU has earmarked over €500 million for Greece between 2014 and 2020.An additional €362 million has been made available for emergency assistance, either directly to Greek authorities or international aid organisations and NGOs.The UN refugee agency (UNHCR) received a record €340 million from the EU between 2015 and 2016."We are absolutely ready to progressively step back and disengage from Greece as long as this done responsibly," said an official from the UNHCR.Greece has since published calls for reception services on the islands. This is currently under evaluation.The plan is to create an additional 2,000 spaces available for unaccompanied minors before the end of the year.But NGOs working on the islands remain wary."To date, no national response plan has been released, and information about how the transition will be implemented is severely lacking," a group of NGOs, including Doctors without Borders and Save the Children, said in a joint-statement.In 2016, Greece recognised 2,700 people as refugees, compared to over 3,000 since the start of this year.

ERBIL, Iraq (Reuters) - Human Rights Watch (HRW) accused Iraqi security forces on Thursday of forcibly relocating at least 170 families of alleged Islamic State members to a closed "rehabilitation camp" as a form of collective punishment.Prime Minister Haider al-Abadi announced victory over Islamic State in Mosul on Monday, three years after the militants seized the city and made it the stronghold of a "caliphate" they said would take over the world.Iraq's government now faces the task of preventing revenge attacks against people associated with Islamic State that could, along with Sunni-Shi'ite sectarian tensions, undermine efforts to create long-term stability in the country."Iraqi authorities shouldn’t punish entire families because of their relatives' actions," said Lama Fakih, deputy Middle East director at HRW. "These abusive acts are war crimes and are sabotaging efforts to promote reconciliation in areas retaken from ISIS (Islamic State)."An Iraqi military spokesman was not immediately available for comment.The HRW statement said the camp, which Iraqi authorities have described as meant for "rehabilitation", amounted to a detention center for adults and children who have not been accused of any wrongdoing. Fakih called on the families to be allowed to go where they can live safely.HRW said forced displacements and arbitrary detentions taking place in Anbar, Babel, Diyala, Salahuddin and Nineveh provinces have affected hundreds of families. It said Iraqi security and military forces have done little to stop the abuses and in some instances participated in them.The group said it had visited the Bartalla camp and interviewed 14 families, each with up to 18 members."New residents said that Iraqi Security Forces had brought the families to the camp and that the police were holding them against their will because of accusations that they had relatives linked to ISIS," the HRW statement said.It cited medical workers at the camp who said at least 10 women and children had died traveling to or at the camp, most because of dehydration.Separately, HRW said it had used satellite imagery to verify that a video published on Facebook on Tuesday, showing armed men in military uniforms beating a detainee before throwing him from a height and then shooting at him, had been filmed in west Mosul. The footage shows the men shooting at the body of another man already lying at the bottom of the perch.Interior Ministry spokesman Brigadier General Saad Maan told Al-Hadath television channel that rights abuses were unacceptable and the video needed to be investigated. But he said he was "surprised by the promotion of videos that affect civil peace in Mosul".Three other videos posted this week by the same account appear to show members of various Iraqi security forces beating men in ordinary clothes.
