(Reuters) - India's Supreme Court ruled on Thursday the right to privacy is a fundamental right protected by the Indian Constitution, in a potential setback to the government's push to mandate the use of Aadhaar, or unique ID numbers for a variety of routine tasks.Over a billion Indians have already registered for Aadhaar cards, which ascribe unique ID numbers, and record fingerprints and iris scans of each person. The database was originally set-up to streamline welfare benefit payments and reduce wastage.The current government however, has been keen to mandate the use of Aadhaar for everything from the filing of income taxes to the operating of one's bank accounts. Russian nuclear bombers fly near North Korea in rare show of force-[Reuters]-By Andrew Osborn-YAHOONEWS-August 24, 2017

MOSCOW (Reuters) - Russian nuclear-capable strategic bombers have flown a rare mission around the Korean Peninsula at the same time as the United States and South Korea conduct joint military exercises that have infuriated Pyongyang.Russia, which has said it is strongly against any unilateral U.S. military action on the peninsula, said Tupolev-95MS bombers, code named "Bears" by NATO, had flown over the Pacific Ocean, the Sea of Japan, the Yellow Sea and the East China Sea, prompting Japan and Seoul to scramble jets to escort them.The flight, which also included planes with advanced intelligence gathering capabilities, was over international waters and was announced by the Russian Defence Ministry on the same day as Moscow complained about the U.S.-South Korean war games."The US and South Korea holding yet more large-scale military and naval exercises does not help reduce tensions on the Korean Peninsula," Maria Zakharova, a spokeswoman for the foreign ministry, told a news briefing in Moscow."We urge all sides to exercise maximum caution. Given the arms build-up in the region, any rash move or even an unintended incident could spark a military conflict."The United States and South Korea began the long-planned joint military exercises on Monday, heightening tensions with Pyongyang which called the drills a "reckless" step towards nuclear conflict.Some military experts regard the hulking Russian turboprop bombers which made the flight near the Korean Peninsula as a relic of the Cold War. Civilian drills grow lax among South Koreans used to threats-[The Canadian Press]-YAHOONEWS-August 24, 2017

SEOUL, Korea, Republic Of — Once or twice a year, activity on the streets of South Korea's capital freezes as a wailing siren marks a nationwide drill aimed at preparing against a North Korean attack. Cars stop on roads. Pedestrians move into buildings and subway stations. Government buildings are evacuated.The scenes during the latest air-raid drill on Wednesday are remarkable for turning parts of this usually bustling city into a ghost town. But a closer look raises questions about whether the exercises are adequately preparing South Koreans while the threat from North Korea's nuclear and missile program grows.For many, there's no real training, just people standing around in schoolyards or other gathering spots, staring into their smartphones, chatting amiably or just looking bored or frustrated.Many schools don't participate in the air-raid drills and those that do often escort children outside. Leaving their buildings would be a good idea during earthquakes, but a terrible decision during attacks.The country has nearly 19,000 evacuation shelters, mostly built in subway stations and the parking garages of apartments and large buildings. Yet a 2014 government survey found that an overwhelming number of South Koreans did not know which shelters were closest to their homes."No, I don't know. I don't think anybody knows," 31-year-old Park Ji-na said shortly after Wednesday's drill.The 2014 survey, by the National Disaster Management Research Institute, also found that only 10 per cent of the 145 adults polled had CPR experience, and just 7 per cent owned gas masks.Most South Koreans have lived their entire lives facing threats from North Korea, and few show great worry."Realistically, the people who live in this country aren't thinking much about" the threats, Park said. "They are on the news all the time, but it's not like they are real threats affecting our lives."National and local governments and even companies organize the exercises. South Korea launched its current civil defence program in 1975, when the country was still run by a military dictator. Through the 1980s, nationwide evacuation drills were held on the 15th of nearly every month.In decades past, civil servants wearing yellow armbands whistled people off the streets and teachers ordered school children to crouch under their desks for exercises that lasted 30 minutes. There were even nighttime drills where people were instructed to turn off the lights and televisions at their homes to deter an imaginary attack by North Korean bombers.The drills became less frequent and more casual after the 1990s amid rising public complaints and a temporary improvement in relations between the rival Koreas. Today, though North Korea's nuclear weapons development and fierce rhetoric have drawn deep international concern, South Koreans are both inured to the threats and distracted by life in a country that is now about Asia's busiest and most vibrant.Kim Dae Young, a military expert at the Korea Research Institute for National Strategy, said the drills are failing to equip people with even basic information, such as how and where to evacuate and how to secure drinking water and other supplies during times of crisis.Noh Sang-yeol also was among those who did not know the shelter closest to his home. The 65-year-old said there's a need to strengthen training programs because the current drills are doing "nothing at all" to prepare people."I read from the newspapers that people in Japan, Guam or Taiwan are preparing well and even stacking up on food in case of emergency, and that made me think whether I should begin buying water or battery supplies," he said.An official from Seoul's Ministry of Interior and Safety said that although South Korea is considering whether its civil defence programs should be strengthened, it would be impossible to bring quick changes."These drills are intended for the entire nation and changes can't be made overnight by one or two people sitting on a desk," said the official, who didn't want to be named, citing office rules. "There should be close and comprehensive studies on people's willingness to participate and their awareness of national security issues before we could specifically determine what kind of training would be possible."Wednesday's air-raid drill followed North Korea's two intercontinental ballistic missile tests in July and its threat to lob missiles toward Guam earlier this month. The government had planned to send military planes over major cities emitting colored smoke to simulate an attack, but the flights were cancelled in Seoul and many other areas due to heavy rain and low clouds, according to the interior ministry.Government workers during the drill distributed leaflets instructing people what to do during an attack, which included recommendations to prepare to gas masks, raincoats and soap in case of nuclear, biological or chemical attacks. It also reminded people to evacuate to the higher floors of buildings, instead of subway stations or parking garages, in case of chemical attacks.The civil defence drill coincided with a large-scale joint military exercise between Washington and Seoul that runs through Aug. 31. This annual exercise has predictably drawn a verbal outburst from Pyongyang, which claims the war games are an invasion rehearsal.The lax civilian drills bother experts, who say stronger training is crucial, especially for the 25 million living in Seoul and its neighbouring metropolitan areas. They would only have minutes to respond to incoming North Korean missiles or artillery shells.The practices of the 1970s and 80s won't return, but experts say the drills should at least focus on giving people practical skills in rescue and evacuation.Even the South's emergency infrastructure is lacking, said Kim, the military expert. Aside from a few facilities in small border islands that have occasionally seen military skirmishes between the Koreas, South Korea's civilian shelters are not equipped to handle attacks involving nuclear, chemical or biological weapons, Kim said."The government should start building bunkers that could withstand nuclear attacks in Seoul and the neighbouring metropolitan area," Kim said. Japan's Tepco gets slapped with new U.S. lawsuit over Fukushima-[Reuters]-YAHOONEWS-August 24, 2017

TOKYO (Reuters) - Tokyo Electric Power Co Holdings said on Thursday it has been hit with another lawsuit filed in a U.S. court seeking $5 billion for compensation over the 2011 Fukushima nuclear disaster, the second filed against the utility in a U.S. court.The suit filed by 157 individuals is seeking that amount to set up a compensation fund for the costs of medical tests and treatment they say they need after efforts to support the recovery from the world's worst nuclear disaster since Chernobyl in 1986.The utility, known as Tepco, is being sued regarding improper design, construction and maintenance, claiming compensation for physical, mental and economic damages, the company said in a statement.A multi-plaintiff lawsuit was filed on Aug. 18, 2017, against Tokyo Electric Power Co and other parties in the Southern District Court in California, the legal information group Justia said on its website.Tepco has been hit with more lawsuits than in any previous Japanese contamination suit over the meltdowns of three reactors at its Fukushima Daiichi plant north of Tokyo after a massive earthquake and tsunami in March 2011.Radiation forced 160,000 people from their homes, many never to return, and destroyed businesses, fisheries and agriculture.In June, a federal appeals court cleared the way for a group of U.S. military personnel to file a suit against Tepco over radiation exposure that they say occurred during recovery efforts on board the USS Ronald Reagan.Tepco did not make clear whether the two suits involved the same plaintiffs but Justia has two cases listed.Shareholders of Tepco are suing the utility's executives for a record 5.5 trillion yen ($67.4 billion) in compensation, in a long standing case.The company's former chairman and other executives of the company appeared in court in June to answer charges of professional negligence, in the first criminal case after the meltdowns at the plant. They all pleaded not guilty.The criminal and civil legal cases do not threaten financial ruin for Tepco, which is backstopped by Japanese taxpayers. Bondo (Switzerland) (AFP) - As many as 14 people are feared missing after a massive landslide swept away a mountainside in the Swiss Alps, ripping apart buildings and forcing the evacuation of a village, police said Thursday.The landslide, which struck on Wednesday, sent mud, rocks and dirt flooding down the Piz Cengalo mountain into the outskirts of the village of Bondo, near the Italian border.About 100 people were evacuated, some airlifted out by helicopters.Police in the canton of Graubunden, which initially announced no one was hurt, confirmed Thursday that eight hikers, from Germany, Austria and Switzerland, had been in the region of Val Bondasca where the landslide occurred and were missing.The Austrian foreign ministry confirmed that a couple from the country was missing, while Swiss daily Blick reported that four of those being searched for were German nationals.- More missing? -Another group of five to six people had also been reported missing, Andrea Mittner of the Graubunden police told a news conference, adding though that it was unclear if they had actually been in the affected area at the time of the landslide."Perhaps they had already left" the region, he said.No children were believed to be among the missing, he said.He said a massive search-and-rescue operation was scouring a five-square-kilometre (three-square-mile) area, involving some 120 emergency workers, helicopters and rescue dogs.Police and residents stressed that the mobile phone coverage in the area was spotty at best, voicing hope that might explain why the missing had not been in touch.The landslide set a full four million cubic metres (141 cubic feet) of mud and debris in motion, its relentless moving mass stretching 500 metres (1,640 feet) across, according to the regional natural hazards office (AWN).The event was so severe that the vibrations set off seismometers across Switzerland, which measured the equivalent of a magnitude 3.0 earthquake, according to the Swiss Seismological Service.Images showed an unstoppable mass of thick mud and sludge moving down the mountainside like lava, tearing up trees and demolishing at least one building in its path and partially engulfing others.- 'Terrible' -"It was terrible," Elisa Nunzi, 27, who witnessed the landslide from her home in a neighbouring higher-altitude village, told Blick.She said she first noticed something was amiss when a large flock of birds began flying nervously around the church tower, and then an ear-deafening bang that sent rocks pouring down the mountain."There were so many. It did not stop," she said, adding that a blanket of smoke and dust soon covered Bondo."You could not see anything for an hour. But you could still hear stones falling down. It smelled of granite," Nunzi said.Police said 12 farm buildings, including barns and stables, had been destroyed, while Graubunden's main southern highway was closed to traffic.Around 100 people had been evacuated from Bondo and surrounding villages, as well as from Alpine cabins, amid fears of fresh landslides.- 'Catastrophe' -Simona Rauch, a Protestant minister at a church in Val Bregaglia, a valley that groups several villages including Bondo, told AFP residents had not expected to be gone so long."People left immediately leaving everything behind. They didn't bring anything, because they thought they would be returning quickly," she said."No one expected this kind of catastrophe.The evacuees were being housed in private homes and in nearby hotels, including in the village of Castasegna on the Italian border.Wednesday's landslide was not the first to hit Piz Cengalo, In 2012, nearly 400 million cubic metres of mud, rocks and gravel -- the equivalent of 4,000 standard-sized houses -- poured down the mountainside, landing in an uninhabited valley.Following that incident, an automatic debris alarm system was installed.That alarm was set off when Wednesday's landslide barrelled down the mountain at 9:30 am (0730 GMT), police said, sparking an immediate deployment of emergency services.The last deadly landslide to hit Switzerland was in November 2014, in the city of Davesco-Soragno, killing two people and injuring four others.One of the worst such accidents in the wealthy Alpine country in recent years happened in 2000, when 12 people perished and four others were declared missing after floods in the southern canton of Valais.

ROME (AP) — Migrants in a Rome piazza threw rocks, bottles and gas cans at police in riot gear who were using water jets to clear out about 100 mostly Ethiopian and Eritrean asylum-seekers early Thursday as part of a security operation criticized by humanitarian groups.Police say at least two people were detained, and 13 were injured.The dawn piazza operation comes days after authorities cleared most out of the 800 migrants, primarily asylum-seekers, who had been squatting in a nearby building since 2013.Police said in a statement the operation was necessary because the migrants remaining in the piazza had refused to accept city-organized lodging and because of the risk of cooking gas canisters and other flammable materials.Authorities have said such raids to clear migrants from buildings and squares, at least four since July in Rome, are part of anti-terrorism measures.But asylum-seekers, mostly women and children, who had been allowed to remain temporarily in a nearby building hung signs out of its windows saying "We are not terrorists." They were also cleared out.The U.N. refugee agency, UNICEF and humanitarian organizations have protested Italy's moves, saying they were carried out without warning and that there is not enough adequate housing for them and the hundreds more vulnerable asylum-seekers sleeping on Rome's streets. They also noted that many families would be separated by the new housing arrangements and children would be uprooted from schools."It is a shame that the absence of alternative housing solutions brought about a violent situation," Doctors Without Borders said, calling for "dignified solutions" for those who have been removed.On Twitter, Doctors Without Borders posted pictures of the police operation and protested the "indiscriminate use of violence." Prosecutors on Thursday charged a controversial Islamic cleric with incitement to terror for praising the three Arab Israelis who shot dead two police officers last month just outside the Temple Mount complex in Jerusalem.Sheikh Raed Salah, a leading member of Israel’s now-outlawed Northern Branch of the Islamist Movement, has been held in custody since his arrest last week.Among the suspected calls for incitement to terror cited by the indictment filed at the Haifa Magistrate’s Court was a speech given by Salah at the funeral of the three men who carried out the July 14 attack at the Temple Mount, and who like Salah were from the Arab Israeli city of Umm al-Fahm.In his speech, Salah praised the three attackers — all of them named Muhammad Jabarin — as “martyrs” and asked for “God to have mercy upon them.”The three Arab Israelis shot dead two police officers using guns smuggled by an accomplice into the Temple Mount complex.Following the attack, Israel shut down the Temple Mount to Muslim worshipers before reopening the site two days later after installing metal detectors at entrances to the holy site.In response to the placement of the metal detectors, Muslim worshipers boycotted entering the Temple Mount until their removal.In addition to daily protests outside the Old City, uproar over the move also prompted violent clashes between police and the demonstrators, with five Palestinians killed in clashes. Tensions at the site were also cited by the Palestinian terrorist who stabbed to death three members of the Salomon family during Shabbat dinner at their home in the West Bank settlement of Halamish.As part of the indictment, prosecutors charged Salah with an additional two counts of incitement to terror for speeches he gave encouraging the violent clashes surrounding the Temple Mount.Salah was also charged with membership of an illegal organization over his continued involvement in the Northern Branch of the Islamic Movement. It was banned in late 2015 over accusations it maintained links to terror groups and for stoking a wave of violence that saw dozens of deaths in a spate of stabbing, car-ramming and shooting attacks.Prosecutors requested Thursday that Salah be held in custody until the end of the legal proceedings.Salah’s lawyers and supporters have said the cleric is innocent, saying his sermons are always within the bounds of free speech and that he “stands against the murder of innocents.”They have called the preacher’s arrest political intimidation and say it was intended to silence dissent.Salah said in court last week that he had been threatened by Jewish prisoners.“If something happens, my blood is going to be on (Prime Minister Benjamin) Netanyahu’s hands,” he said.His arrest last week came following his release from prison in January after serving a nine-month sentence on similar allegations.Founded in the 1970s, the Islamic Movement is a political organization, religious outreach group and social services provider rolled into one. BRUSSELS, Today, 15:21-In the past week, Europe has once again been struck by terror.In Barcelona and Cambrils, Spain, and in Turku, Finland, attacks have killed and injured citizens from across the continent, and across the world.Those sad events remind us that, today, no corner of Europe is immune, and no country unaffected.By whatever means they are pursued, there is nothing noble in these acts of cowardice. There can be no justification for such murder and violence.Faced with these threats, citizens - rightly - expect us to do more than just condemn after the fact. Maintaining people’s security is a primary role of any government, and it is certainly a priority of the current European Commission, too.We cannot promise that such attacks will not occur again. I wish we could, but in this - as in other areas - there is no such thing as “zero risk”.What we can do is make it harder and harder for those who would seek to perpetrate murder and atrocity.-Closing loopholes-Terrorists need weapons. New EU laws, agreed earlier this year, restrict gun ownership, and close loopholes that were so tragically exploited nearly two years ago in Paris.Meanwhile, we continue to intensify our fight against illegal trafficking through routes like the Balkans. And we've tightened controls around the materials used to build home made explosives.Terrorists need money. Last December, we proposed new ways to combat money laundering, to tighten controls on illicit cash movements, and to freeze and confiscate the assets of suspected or convicted criminals and terrorists.And terrorists need to move. We are making it harder for them to do so. Since last April, anyone seeking to enter or leave the EU’s Schengen passport-free travel zone faces new security checks.Countries will share information about those flying to, from or within Europe, under new EU rules on passenger name records agreed in April 2016 - even if many EU countries still need to get moving to implement those rules.Under our proposals for a European travel information and authorisation system, those hoping to visit the EU would have to undergo checks before even setting foot on European soil.Finally, we are working to improve how Europe's different law enforcement information and databases talk to each other, making it harder for terrorists to assume different identities in different countries, or otherwise slip through the cracks.Terrorists do not sit still, and nor should we. As we crack down on one form of terror, they find others to pursue. They adapt to changing technology and changing trends, and so should we.-Tackling radicalisation-So we are also taking upstream action to tackle radicalisation. EU networks help national practitioners learn from each other and support those on the front line of challenging radicalisation in our communities.The European internet forum, grouping internet companies and national authorities, tackles radicalisation online. Around 90 percent of the terrorist content identified by Europol, the EU's police cooperation agency, gets taken offline, and we're working with the internet companies to make detection more automatic.Toughened EU anti-terror laws mean those travelling to Syria to fight for Da’esh, or those receiving terrorist training, face criminal prosecution.The European Commission is working with national and local authorities to identify and spread the best practice in protecting so-called 'soft targets', such as public spaces, airports, stations, schools or hospitals.In September, I will be meeting City leaders from across the Euro-Mediterranean region, who are gathering in Nice to reinforce their efforts to tackle radicalisation and protect their citizens.This is not the first time Europe has faced a terror threat. In recent decades, we have seen the Baader-Meinhof Gang, the Red Brigades, the Basque ETA separatist group, and the Irish Republican Army (IRA).But today’s threat is more global. It targets our European way of life, seeks to divide our communities, and undermine our values.When it comes to security, national authorities remain the first line of responsibility, and the first line of defence. Should it be continued, Poland is prepared to argue its case before the Court of Justice of the European Union”, the Polish foreign ministry said in a statement on Wednesday (23 August).It said the Commission had “unfortunately” mixed up the migrant issue with other complaints of a “political nature” on the rule of law in Poland.It also accused Commission vice president Frans Timmermans of political meddling.“Timmermans has demonstrated political intervention in Poland’s internal affairs, taking a position similar to that of the opposition,” the foreign ministry said.The rebuke came after the Commission launched legal action against Poland for its refusal to take asylum seekers from Greece and Italy.Poland’s ruling Law and Justice party (PiS) boycotted EU migrant quotas after winning power in 2015, even though Poland had bound itself to take 6,182 people from the EU states on the front line of the migration crisis.Law and Justice has said Muslim asylum seekers were a terrorist threat.The Polish interior minister, Mariusz Blaszczak, said on Wednesday that the Commission’s migration policies increased that threat.“Paris, Stockholm, Brussels, Berlin, Manchester, Barcelona: How many more European cities have to be hit by terrorists so that the European Union wakes up? A Calgary woman who came to visit her family in Manitoba this summer says she was shocked by the racist verbal attack she endured when she asked a stranger for directions.In an exchange Calgary teacher Kaniz Fatima captured on video, a man who described himself as a "Nazi" told her to take off her "head towel off" because it "supports Muslims." He also told her to "go back to your country.""His comments actually shocked me a lot and then I was scared too," she said.Fatima was in Manitoba to visit family in early July. She and her family were driving in Pinawa, a small town about 95 kilometres northeast of Winnipeg, when they got lost.Fatima said when she stopped to ask a stranger for directions, he called her a "parasite" and hurled racist insults at her.She posted a video she took of part of the encounter on social media this week."You are being racist," Fatima can be heard telling the man in the video."I'm a f--king Nazi," the man can be heard replying in the video. "Do you know what a Nazi is?"He then goes on to demand that Fatima remove her head covering."This is my hijab. Why should I take it off?" Fatima can be heard replying in the video.Two women passing by can then be heard confronting the man.Fatima says she and her family eventually got in their car and drove away.-'Doesn't represent Canada'-"I felt a responsibility to talk against racism, to stand up against Islamophobia," Fatima told CBC News in an interview Wednesday."I felt like I need to uphold my Canadian values and stand up for inclusion and justice because this is our country and we belong to this country."She praised the passersby who stopped to defend her."This man doesn't represent Canada. The other two ladies who stood up for us, they truly represent Canada," she said.Fatima, who came to Canada from Bangladesh in 2009, said she's never experienced anything like the racist attack before.Even so, she said she has heard of similar encounters and feels people are currently more open about expressing racist views than they have been in recent history.The political situation in the United States may be partly to blame, she said.Helmut-Harry Loewen is a hate crime expert and member of an anti-fascist activist group in Winnipeg called Fascist Free Treaty One.Speaking to CBC News last week, he said white supremacist groups are very much present in Manitoba and organizing, and attempts at recruiting within these groups are on the rise."Some have referred to it as the Trump effect, and we certainly saw that in Winnipeg just within days after Trump's election," he said."Posters went up downtown from various organizations. Some of them were posted on campus at the University of Manitoba promoting a kind of white students' union. All of this happened in the wake of Trump."But Canada has its own problems with racism. The number of police-reported hate crimes against Muslims jumped by 60 per cent in 2015 compared to the previous year, according to Statistics Canada.Data released in June of this year showed there were 159 anti-Muslim incidents reported to police in 2015, up from 99 the year before.Fatima said she plans on filing a report with police about her experience in Manitoba.

SINGAPORE — The U.S. Navy on Thursday called off the search at sea for sailors missing after a collision between a destroyer and an oil tanker, and confirmed the identity of one body.The 7th Fleet said divers will continue to search flooded compartments inside the USS John S. McCain, where some remains have been found. The Navy has not provided specifics.Ten sailors went missing and five others were injured in the accident, which occurred Monday as the McCain was heading to Singapore for a routine port call.The fleet said it had identified the remains of Electronics Technician 3rd Class Kenneth Aaron Smith, 22, from New Jersey.The search, which also involved aircraft and ships from Singapore, Malaysia, Indonesia and Australia, was suspended after 80 hours of scouring a 2,100-square mile (5,400-square kilometre ) area east of Singapore, the Navy said.Earlier, it said a body found at sea by Malaysian forces was not one of the missing sailors. The remains were medically examined and will be returned to Malaysian authorities, it said.The commander of the 7th Fleet was relieved of duty on Wednesday following the McCain collision and other accidents this year that raised questions about its operations in the Pacific. Seven sailors died in June when the destroyer USS Fitzgerald collided with a container ship off Japan. Two lesser-known incidents occurred earlier in the year.The firing of Vice Adm. Joseph Aucoin, a three-star admiral, was a rare dismissal of a high-ranking officer for operational reasons.Aucoin was due to retire in a few weeks, and the officer named to succeed him, Vice Adm.
