Catastrophic floods strike Houston; thousands flee homes-[The Canadian Press]-YAHOONEWS-August 27, 2017

HOUSTON — Tropical Storm Harvey sent devastating floods pouring into the nation's fourth-largest city Sunday as rising water chased thousands of people to rooftops or higher ground and overwhelmed rescuers who could not keep up with the constant calls for help.The incessant rain covered much of Houston in turbid, grey-green water and turned streets into wide channels navigable only by boat. In a rescue effort that recalled the aftermath of Hurricane Katrina, helicopters landed near flooded freeways, airboats buzzed across inundated neighbourhoods and high-wheel vehicles plowed through water-logged intersections. Some people managed with kayaks or canoes or swam.Volunteers joined emergency teams to pull people from their homes or from the water, which was high enough in some places to gush into second floors. The flooding was so widespread that authorities had trouble pinpointing the worst areas. They urged people to get on top of their homes to avoid becoming trapped in attics and to wave sheets or towels to draw attention to their location.As the water rose, the National Weather Service offered another ominous forecast: Before the storm passes, some parts of Houston and its suburbs could receive as much as 50 inches (1.3 metres ) of rain. That would be the highest amount ever recorded in Texas."The breadth and intensity of this rainfall is beyond anything experienced before," the National Weather Service said in a statement.Average rainfall totals will end up around 40 inches (1 metre ) for Houston, weather service meteorologist Patrick Burke said.The director of the Federal Emergency Management Agency, Brock Long, said the government expected to conduct a "mass care mission" and predicted that the aftermath of the storm would require FEMA's involvement for years."This disaster's going to be a landmark event," Long said.Rescuers had to give top priority to life-and-death situations, leaving many affected families to fend for themselves. HOUSTON, Texas (Reuters) - Emergency crews raced to pull people from cars and homes as flood waters rose across southeast Texas on Sunday, rescuing over 1,000 people around Houston as Tropical Storm Harvey hit the region with "unprecedented" rain expected to last for days.Harvey came ashore late Friday as the most powerful hurricane to hit Texas in more than 50 years and has killed at least two people. The death toll is expected to rise as the storm lashes the U.S. state for days, triggering record floods, tidal surges and tornadoes.The storm has caused chest-deep flooding on some streets in Houston as rivers and channels overflow their banks. More than 25 inches (64 cms) of rain has fallen in some parts of the city, with the storm expected to dump a further 12 to 25 inches (30-63 cms) over the next few days, the National Weather Service forecast.The total could reach 50 inches in some coastal areas of Texas by the end of the week, or the average rainfall for an entire year. Scenes of submerged highways and flooded homes in the nation's fourth-largest city recalled the devastation that struck New Orleans during Hurricane Katrina in August 2005."This event is unprecedented and all impacts are unknown and beyond anything experienced," the government's National Weather Service said on Twitter.The center of Harvey was still 125 miles away from Houston, and was forecast to arc slowly toward the city through Wednesday. BARCELONA (Reuters) - Hundreds of thousands marched in Barcelona in a show of unity on Saturday evening amid chants of 'I am not afraid' after two Islamist militant attacks in the Spanish region of Catalonia last week left 15 dead.The march was led by shopkeepers and residents of the city's well-known Las Ramblas boulevard, where a van ploughed into pedestrians on Aug. 17, killing 13 and injuring over a hundred. The crowd applauded representatives of the police, fire services and medical professions who also led the march.Spain's King Felipe, Prime Minister Mariano Rajoy and the head of Catalonia's regional government Carles Puigdemont, dressed in dark suits, walked in the throng as people cheered and bore red, yellow and white roses - the colours of Spain's second-biggest city."We are here to say we're not afraid, we are united and we want peace," said 59-year-old pensioner Victoria Padilla as she marched. Slogans carried by marchers read "The best answer: peace" and "No to Islamophobia".Police estimated the march at half a million people.Members of Spain's Islamic community marched alongside the King and Prime Minister Rajoy, including women wearing hijabs. Speakers gave readings next to a floral display with the words 'Barcelona' and 'I am not afraid' in different languages including Arabic."We have to know how to speak to each other and understand others. Everyone has to learn how to be more human," said demonstrator Juan Ripoll, 63.In the run up to the protest, Barcelona mayor Ada Colau called for a massive turnout after what she called a "tough, painful week" which saw two deadly Islamist militant attacks in as many days and an extensive manhunt for those responsible.In addition to the 13 killed by the van, two others were killed during the driver's getaway and in a separate car and knife attack in the Catalan coastal resort of Cambrils.Of the 12 suspects linked to the attacks, six were shot dead by police and two died in an explosion before the van rampage. Ceasefire halts Syria-Lebanon border fight against Islamic State-[Reuters]-By Ellen Francis-YAHOONEWS-August 27, 2017

BEIRUT (Reuters) - Lebanese soldiers in Islamic State captivity since 2014 are almost certainly dead, a senior security official said on Sunday, just hours after the army announced a ceasefire to hold talks over their fate.The ceasefire halted the fighting in an Islamic State enclave at the Syria-Lebanon border, where the militants have been battling the Lebanese army on one front and Hezbollah with Syrian troops on the other.Islamic State has held nine Lebanese soldiers captive since 2014, when it briefly overran the border town of Arsal with other militants - one of the worst spillovers of the Syrian conflict. The fate of the troops had been unknown since then.Lebanon's army announced that its ceasefire near the northeast town of Ras Baalbeck took effect at 7 a.m (0400 GMT). Hezbollah and the Syrian army also declared a ceasefire in their attack against Islamic State in Syria's western Qalamoun region, Hezbollah's al-Manar TV said.The ceasefire continued to hold on both sides of the border throughout the day, as sources said plans for an evacuation of the remaining militants were under discussion.The fighting began a week ago when the Lebanese army, and Hezbollah together with Syrian government forces, launched separate but simultaneous assaults.Both offensives have advanced towards the Syria-Lebanon frontier from opposite sides, hemming the militants into a small zone straddling the border. Lebanon's army and Hezbollah have each said the battle was nearing victory.The Islamic State pocket marks the last militant foothold in the arid hills along the Syrian-Lebanese frontier.Defeating Islamic State there would end years of insurgents from Syria's six-year war holding territory in the mountainous border region, and allow the two countries to consolidate control of the frontier.The head of Lebanon's internal security agency said the army and security forces had retrieved remains thought to belong to six of the soldiers and were conducting digs on Lebanese land for two others. DNA tests were needed to confirm the identities."We believe, almost certainly, that these are the remains of the soldiers," said the general, Abbas Ibrahim, who mediated talks between the army and the militants. The whereabouts of the ninth soldier remain unknown.The soldiers' families had gathered in central Beirut on Sunday and said they would hold out hope until the last minute.Ibrahim arrived in the afternoon to give them the news."I know this is a difficult moment ... Liberating the land often calls for offering our souls to this country," he said as some relatives of the captives wept.Authorities found some information about the soldiers in 2015 but had not revealed it because they could not confirm the deaths, he added."Those who surrendered from Daesh led us to the soldiers. The rest will be sent into Syria," Ibrahim said. "We do not bargain. We are in the position of the victor and are imposing conditions."A military source had said earlier that Islamic State fighters had "succumbed ... and asked for the negotiations".EVACUATION TALKS-Hezbollah has played a major role in fighting Sunni militants along the border during Syria's war, and has sent thousands of forces to support Syrian President Bashar al-Assad.Earlier this month, Nusra Front militants and a Syrian rebel group withdrew from Lebanon's northeastern border region. They departed for insurgent territory in Syria after Hezbollah routed them in offensives with the Syrian army.Shi'ite Hezbollah has had a strong presence in the western Qalamoun region since 2015 after defeating Syrian rebels who controlled towns there. Some insurgents, as well as many refugees fleeing the violence, took shelter on Lebanon's side of the border strip.In a speech last week, Hezbollah leader Sayyed Hassan Nasrallah said the Iran-backed group had begun talks with Islamic State on a truce.Lebanon's army has said it is not coordinating its attack with the Syrian army or Hezbollah, which Washington classifies as a terrorist group.Any joint operation between the Lebanese army and either the Syrian army or Hezbollah would be politically sensitive in Lebanon and could jeopardize the sizeable U.S. military aid the country receives.Hezbollah and its allies have been pressing the Lebanese state to normalize relations with Damascus, testing Lebanon's official policy of neutrality towards the conflict next door.Calls for closer ties come as Assad's government has put rebels on the back foot, shoring up its rule over the main cities in western Syria with the help of Russian air power.A Western diplomat praised the Lebanese army's performance in the border battle in "a risky and complex operation" and said it would have been "simply unimaginable" a decade ago."We see no evidence of substantive cooperation (between the army and Hezbollah)," the diplomat added.A source familiar with the talks said Hezbollah and the Lebanese army had been communicating over the ceasefires and ongoing negotiations.Hezbollah, with the Syrian army, has handled the talks over evacuating the militants, the source.The Islamic State fighters had asked Hezbollah and the Syrian army to let them withdraw to Syria's eastern province of Deir al-Zor.Several hundred militants are still holed up in the enclave. This year's annual Pride parade in Ottawa on Sunday makes history with two high-profile guests, while another guest may ruffle a few feathers for some in the city's LGBT community.After a week of events to celebrate diversity in the city, the 32nd edition of Capital Pride comes to a close with the marquee event: the Pride parade, and this year is expected to be the biggest one yet. It also marks an important milestone: the first time a sitting prime minister is in the parade, after missing it last year.The prime minister has walked in other cities' Pride parades, sometimes with members of his family and usually to boisterous cheers from excited crowds.Another high-profile guest this year is Canada's top general, Jonathan Vance. The defence chief, the first to march in a Pride parade, has said he wants to send a message of solidarity to the LGBT community, and hopes to bring a boost for the military's recruiting centres. This comes as some military members south of the border are growing concerned with U.S. President Donald Trump's move to ban transgender people from being recruited in the military.Vance told The Canadian Press he was marching to show people in the LGBT community he's open to all, but insisted his presence at the parade is not political.  "We want to recruit people from as diverse a segment of society as we can," he said. "And that includes those LGBTQ folks that would be interested in the Canadian Armed Forces."Police chief not wearing uniform this year-But while Vance and Trudeau make history, another top official is marching after sparking some controversy last month.When Ottawa police Chief Charles Bordeleau announced he would wear his uniform despite calls not to, he became the target of criticism. At the same time, some in the LGBT community, including some police officers, denounced Capital Pride's request as abandoning its principles of inclusion.Capital Pride asked police to leave their uniforms and cruisers out of the parade in order to make people of colour feel safe. The request, the group said, was made after months of consultations with people from marginalized communities."We're not asking police to not be present. It's just asking them to not be wearing that uniform and that symbol of institutional discrimination that has been around for so long," Dillon Black, an LGBT social worker, told CBC News in July. Tension between members of the black community and police has been especially high following the death of Abdirahman Abdi, a Somali-Canadian man, she said.After weeks of public statements from Capital Pride and police, Bordeleau backtracked from his pledge to wear the police uniform and instead announced he would wear an Ottawa Police Service golf shirt.Bordeleau wrote in a news release that he hopes his decision "shows our commitment to continue listening and building trust with the diverse communities we serve."Leila Moumouni-Tchouassi, a black activist who has worked with Capital Pride on including the black community, said whether officers wear their uniforms or something else that identifies them as police members, the symbolism remains.The parade begins at 1:30 p.m. ET and is expected to draw thousands of people to the downtown core.
