The year 2017 holds a dubious record: the largest number of suicide bombings worldwide carried out by women and girls.According to a new study by Tel Aviv’s Institute for National Security Studies, released on Sunday, nearly a fifth of the 348 documented suicide attacks perpetrated in 2017 were performed by females, the vast majority of them in Africa, by the jihadist group Boko Haram.Not noted in the INSS report is that many, if not most, of the 126 women and girls who carried out suicide bombings for the Islamic State affiliated group appeared to have been brainwashed, forced or tricked into doing so.The study was written by Aviad Mendelboim and Yoram Schweitzer, of INSS’s Terrorism and Low-Intensity Conflict Research Program, using data from at least two different, independent sources.The past year saw a drop in the total number of suicide attacks worldwide, to from 469 in 2016 and 452 in 2015.“This is the lowest number of suicide attacks since 2013. Approximately 4,310 people were killed and 6,700 people wounded in suicide attacks this past year,” according to the report.“Despite the decline in the extent of the phenomenon relative to the previous year, suicide terrorism served as a weapon employed by paramilitary forces in their operations against state militaries, mainly but not only by Islamic State combatants,” the researchers wrote.The study credited the decrease, in part, to the battlefield losses of the Islamic State terrorist group.“With the military defeats suffered by the Islamic State in Iraq and in Syria and the loss of the caliphate’s territorial base, it appears that a further decline can be expected in the coming year in the number of suicide bombers who can be directly deployed,” according to the report.Mendelboim and Schweitzer acknowledged that the figure of 348 suicide bombings is likely low, as it was difficult to verify some of the data coming from Iraq and Syria, two areas that are frequent sites of suicide bombings by the Islamic State terrorist group.From the figures they collected, the researchers found that approximately two-thirds of the attacks were carried out by the Islamic State and organizations who have pledged allegiance to it, like Boko Haram, and a quarter of the suicide bombings were perpetrated by Al-Qaeda and its affiliates — amounting to some 90 percent of the attacks.“No responsibility was claimed for the rest of the suicide attacks that were carried out this year, and it is possible that some of them also relate to this ideological current, apart from two suicide attacks that were perpetrated by Houthi rebels in Yemen and the Kurdish underground (PKK) in Turkey,” according to the INSS study.Approximately two-thirds of the world’s suicide bombings occurred in four countries: Afghanistan (67), Iraq (64), Nigeria (57) and Syria (40).In 2017, there were no suicide bombings in Israel or the West Bank, though the head of the Shin Bet last month told the Knesset that 13 such attacks were foiled over the past year.December also saw a stabbing attack on a Border Police officer committed by a Palestinian man in Ramallah wearing what appeared to be a suicide bomb belt, but was later found to have been a dud.While there were no suicide bombings in Israel and the West Bank, a so-far unique one took place in the Gaza Strip in 2017.“For the first time, the Gaza Strip was the site of a suicide attack against non-Israelis, when an activist from the Salafi jihadist movement activated an explosive belt against Hamas forces who tried to arrest him at the Rafah border crossing,” according to the report, referring to a bombing in August.The 348 suicide bombings of 2017 were carried out by approximately 623 terrorists. Of them, just over a fifth — 137 — were women, who perpetrated 61 suicide attacks in 6 countries, as compared to 77 women the previous year and 118 women the year before.The vast majority — 92 percent — were carried out by the Boko Haram terrorist group in West Africa, mostly Nigeria, Chad, Cameroon and Niger.According to UNICEF, the United Nations Children’s Fund, the Nigerian-based terrorist group recognized that women and children, especially girls, were less likely to arouse the suspicion of security forces and alert citizens, enabling them to enter crowded public spaces before detonating a bomb.“It is unclear whether some of these children are even aware of what they are being asked to do,” the UN agency wrote in April 2017.“That they are carrying explosives in a belt on their chests is incontrovertible, but it has been difficult to ascertain if some of these children are being used to transport the devices to other locations and other active combatants or if they are being forced into a perverse death mission in exchange for promised redemption and martyrdom.”UNICEF documented one case of a teenage girl from Chad named Amina who was “manipulated and drugged” and forced into carrying out a suicide bombing with three other girls.For years, Boko Haram has been kidnapping children in Nigeria, the most famous case being the 276 girls who were taken from the Chibok school, prompting the creation of the “Bring Back Our Girls” movement.Kidnapped boys are used as child-soldiers, while girls, some as young as 12 and 13, are declared wives and repeatedly raped, often becoming pregnant by their rapist, according to the UN.

The security cabinet has convened several times in recent days to discuss the situation and threats along Israel’s northern borders, according to a report on Sunday that described the meetings “extremely significant.”“Due to limitations imposed by the military censor, I can’t give the full information,” said Channel 10 diplomatic correspondent Barak Ravid, “but after more than a decade of covering the security cabinet, I can judge that the discussions over the last few days about the northern front were extremely significant.”He added that the discussions were focused on the northern front, and among other issues dealt with the activities of Iran and the Iran-backed Hezbollah terrorist group in Syria and Lebanon, as well as preparing for the day after the Syrian civil war ends, and the renewed control of Syrian President Bashar Assad’s military over most of the country.Although he was unable to give more details of the meetings, Ravid referred to remarks made by Defense Minister Avigdor Liberman in October.“Syria and Lebanon have become one military entity. Israel must prepare for a new challenge… on the northern front,” Liberman said at that time. “Any developments will be due to Hezbollah, Assad’s regime and all those collaborating with Assad’s regime, along with the Lebanese army. Unfortunately, this is the reality,” Ravid quoted the minister as saying.Channel 10 reported that the situation on the northern front, and the Iranian presence in Syria and Lebanon, was also of great concern to Prime Minister Benjamin Netanyahu. He has held telephone conversations recently with many world leaders, warning them of the volatile situation created by Iran setting up bases in these two countries, through Hezbollah and Shiite militias.At the end of December, Assad’s troops, accompanied by Iranian-backed militias and the Hezbollah, took over the Syrian Golan from the rebels, giving the government control over the Golan Heights, captured by Israel from Syria during the 1967 Six Day War.Last week, IDF Chief of Staff Gadi Eisenkot said the most serious threat to Israel was posed by the Hezbollah terrorist group in Lebanon, followed by other jihadist groups supported by Tehran positioned on Israel’s border with Syria.Describing Iran as a “multidimensional threat,” the army chief said the most worrying aspect is the Islamic Republic’s desire to obtain nuclear capabilities, followed by its efforts to achieve hegemony in the region.He noted the nearly $1.5 billion that the country invests in its proxies in Lebanon, Yemen, Syria, Iraq and — increasingly — Palestinian terrorist groups in the West Bank and Gaza Strip.According to Eisenkot, each year Iran sends between $700 million to $1 billion to Hezbollah each year, $100 million each to Shiite militias in Syria, Shiite militias in Iraq, rebels in Yemen and to the Palestinian Islamic Jihad and Hamas terrorist groups.The army chief did not provide the source for these figures.In recent years, Eisenkot said, the Hezbollah terrorist group has transformed from a “so-called defender of Lebanon to an Iranian proxy in Syria, Iraq and Yemen.”He said the group has significant defense capabilities and can also attack the Israeli homefront, making it a formidable foe. The group is generally seen by the army as the benchmark by which it measures its preparedness for war.Eisenkot noted the group has suffered some setbacks while fighting in Syria in support of the regime, with some 2,000 fighters killed and 10,000 injured, but said that it has also earned “no small amount of experience, which worries us.”Regarding Syria, the army chief continued, the IDF has taken, and will continue to take, military action in order to prevent the entrenchment of Iran-backed Shiite militias on the border.Israel has publicly warned against the accumulation of Iranian and Iranian-backed forces at its border. Iran has arranged for thousands of militiamen from across the region to fight on behalf of Assad’s government and has sent top commanders to direct its own Revolutionary Guards in the country as well.

Jan, 09:15-Turkey's president Recep Tayyip Erdogan is in Paris on Friday (5 January) as part of a broader charm offensive to mend ties with the European Union.Erdogan is set to meet French president Emmanuel Macron where the two plan to discuss security and defence among other issues."I will make my first visit to Europe [since the beginning of the year 2018] to [meet] my friend Emmanuel Macron," Erdogan was cited as saying in the Daily Sabah, a pro-government daily.Erdogan's move follows a continued government led-purge of the country, as some 17 journalists were put on trial over Christmas for their alleged role in a terrorist organisation. Around 150 journalists are now imprisoned in Turkey, more than any other country.The European Commission on Thursday said it too seeks better ties with Ankara, given in part the EU's reliance on Turkey to keep migrants from disembarking towards Greece.The two sides had in 2015 agreed to a EU-Turkey statement to stem migrant flows in exchange for billions in refugee aid and other political concessions, some of which, like a visa-waiver regime for Turkish nationals that has yet to materialise.Mina Andreeva, a chief EU commission spokeswoman, told reporters in Brussels that Turkey remains a strategic partner on many fronts from security to migration."We continue to deliver on our part of the EU-Turkey agreement," she said, noting that relations are close."Of course, whenever there is a need for us to remind about European principles that need to be respected, we do so," she said.Erdogan, in the wake of the failed July 2016 military coup, made repeated calls to reintroduce the death penalty. He has also tightened his presidential grip on power following a constitutional referendum last year.Such moves have put the country at odds on its path towards European Union membership, which has since been put on pause. Calls by the European Parliament to put a formal end to the talks have largely been ignored by member states.The European Council in late 2017 had instead decided to reorient pre-accession aid to Turkey with money being channeled into fields of the judiciary and civil society."Turkey for the time being is stepping away from the European Union," said EU commission president Jean-Claude Juncker in November.Meanwhile, Turkey's foreign minister Mevlut Cavusoglu is also demanding a fresh start to German relations - despite Ankara threatening to send a German journalist, Deniz Yucel, to jail."From our side, we don't see any crisis. Turkey has no problem with Germany. Iran and Saudi Arabia have not seen peace for decades and this past year demonstrated an even greater struggle for regional dominance rooted in the Sunni-Shia divide. Resident fears home vulnerable to sea after storm erodes ocean barrier-[CBC]-YAHOONEWS-January 7, 2018

From Marguerite Wade's home in East Chezzetcook, N.S., she can watch — and hear — enormous waves crashing against the natural rock barrier that separates the freshwater lake in front of her home, from the Atlantic Ocean.But what might normally be a soothing sound now has Wade filled with worry.This week's weather bomb brought winds and storm surges so severe they tore open the wall-like structure, leaving the homes along Big Lake — also known as Meisner's Lake — vulnerable to the sea.Wade said in the 50 years she's lived along the lake, she's only seen this happen once before, less than a decade ago."It didn't have a prayer this time," she said of the possibility of the wall withstanding Thursday night's storm."My first look [in the morning] is always where that hole was eight years ago. And I looked and I saw it coming in, I saw big waves."Trying to inspect the damage-The hole in the stone barrier meant the freshwater lake drained into the ocean at a rapid pace on Saturday morning, leaving only patches of ice behind. Normally, Wade said the lake is about six feet deep.Wade worries that when the tide rolls in, the erosion to the barrier will allow the lake to overfill."When the tide goes out, the lake fills into the ocean. So it's constantly wearing back and forth on the wall...It will eventually deteriorate and flood out the homes around the lake," she said.Wade tried to go and inspect the damage on Saturday afternoon.The only way to get to the break in the natural stone barrier is by walking along its edge. But about halfway there, Wade noticed two smaller holes. There wasn't water passing through them yet, but with the tide coming in, she didn't want to risk heading out any further.Risk of flooding-Wade says if the lake begins to overflow with sea water, it will follow the stream that feeds the freshwater lake and end up flooding her home and a dozen others. There's also the fear it could wash out two nearby roads.She said when the wall was breached eight years ago, the province's Department of Natural Resources brought in specialists who were able to fix the wall before flooding happened.On Friday, Wade contacted the department, but she was told only that someone would be in touch next week."The unfortunate part is mother nature doesn't wait until Monday. So we sit here and wait and wonder," she said.Area to be assessed: DNR-Spokesperson for DNR, Bruce Nunn, told CBC in an email that staff were conducting an inventory of coastal park land damages on Friday."The land breach at East Chezzetcook was identified for a full assessment and consideration of options over the coming days," he said."We continue to urge people visiting provincial park lands especially in coastal areas to use care and caution."Wade wishes the department would at least make contact with the residents to let them know whether they should be prepared to leave their homes."What do we do? I've got chickens running around here, wrap them up and put them in a lifeboat I guess," she said, chuckling."But it's very devastating....It's the unknown."

The cows at Ferme Racine in Casselman, Ont., let farmers know when their barn's pipes have frozen."If they're all surrounding the [empty water] bucket, you'll see there's something wrong," said dairy farmer Marc-Antoine Racine."You can see they're thirsty, so you know it's time to reheat the pipes."Livestock farmers in eastern Ontario are dealing with frozen equipment and sick animals during this winter's extreme cold snap, with prolonged stretches of temperatures below –20 C and wind chill making it feel as cold as –40.Racine said in a phone interview Saturday that a diesel tank and feed machinery at his farm have also frozen up.But it's the pipes that freeze once a day — or more."You go [to the barn] in the morning and hope there's nothing frozen," Racine said. "Because if there is, you know you'll lose minimum an hour unfreezing the barn."'A lot of pneumonia'-Unlike dairy cattle, beef cattle spend much of their time outside, said Amber Payne of Arc Acres Farm in south Ottawa.So while they've dealt with frozen infrastructure, the big drop in temperature means their cattle are also getting sick."When the temperature drops down to –40, they find it really hard," Payne said."You deal with a lot of pneumonia in those cases. You'll see cattle that look a little bit lousy, they're not eating as aggressively, they've got a cough … they could die quite quickly if you don't treat it right away."Payne said it's more difficult right now to keep cattle in good health because an extremely wet summer wasn't good for hay, which cattle eat over the winter."Farmers are quite adaptable in these situations [but the cold] just makes the chores a little longer every day," she said."Sleepless nights, getting up in the middle of the night and checking things, worrying about babies being born too — there's a lot of cows that are typically due in January."There are also pigs at Arc Acres Farm, which Payne said do well in the cold — as long as they have good bedding, limited exposure to the wind, and other pigs to huddle up with.

Natural ice remains unsafe at any temperature, police say-[CBC]-YAHOONEWS-January 7, 2018

As the city goes from record-breaking bone chilling temperatures to more seasonal weather in the coming days, Toronto police are warning the public against venturing out on natural bodies of ice."No ice is safe ice," Const. Corey Smith of Toronto Police Service's marine unit said. "Just because the ice looks like it's fine there's lot of cracks involved in the ice surface."Smith says people walking out onto ice is a big concern for police now that frosty winter weather has arrived.Police say they saw 20 to 30 people walking out on the ice at Toronto's harbour on Friday. The harbour has been frozen for the first time in years after days of temperatures well below zero.Walking onto ice covered natural bodies of water is risky because ice works a lot like tectonic plates, Smith says."If they move around, you could find weak spots where even though the ice is thick, it could open up and you could end up falling into the water," he adds.Despite the number of people walking out onto the ice on the Toronto Harbour, police have noticed that there's open water on the east end of the harbour. The risk will also likely grow once temperatures rise."It only takes a day of really bright sunshine on a warm day to severely compromise the thickness and structural integrity of the ice that's there," he says.City rinks remain safer way to skate-Your best bet for staying safe skating during the winter remains skating at one of the dozens of city skating rinks.At Grenadier Pond, one of Toronto's most popular skating spots, the city says a team of ice engineers inspects the ice daily and flags the ice when it's unsafe to skate."For the most part it's against the municipal code to skate on the lake or in ponds or parks, but where possible, where we're able to test this ice and ensure it's safe, folks are invited," said Matthew Cutler, spokesperson for Toronto Parks and Recreation.For those who take the risk to go out on unsafe ice on bodies of water, however, Toronto police say they're prepared."l wouldn't say we mind doing them. This is what we're here for," Smith says. "This is why we train, what we train for and have the equipment we do."

Cold snap raises concerns about coast guard's aging icebreakers in the St. Lawrence-[CBC]-January 7, 2018

A mechanical break that kept icebreaker Terry Fox from providing assistance to a trapped ferry between Quebec City and Lévis earlier this week is renewing calls to replace the coast guard's aging icebreaker fleet."The fleet of icebreakers is old," said Steven Blaney, the Conservative MP for Bellechasse-Les-Etchemins-Lévis.The ferry was eventually towed to shore by a private company and the Terry Fox icebreaker is now undergoing repairs so that it can be up and running again.After the incident on Wednesday, the ferry service between Quebec City and Lévis had to be cancelled Friday because of the accumulation of ice along the St. Lawrence River."We need icebreakers," said Blaney. "Even with the existing strategy to replace the ships, the fleet will continue to grow old."While a spokesperson for the coast guard acknowledged the aging vessels, she also defended the entity's work over the last week."We have deployed all of our ships and we're covering all of our key sectors," said Julie Gascon.The criticism raised after the incident involving the Quebec City ferry also failed to mention the efforts made by the coast guard, she added."I really think it's a shame," she said. "Our teams are working day and night to serve clients."Davie shipyard offers help-The Davie shipyard in Lévis has also offered to loan four of its powerful icebreakers to the coast guard to subsidize number of ships available during the winter along the St. Lawrence River.Frédérick Boisvert, the spokesperson for the company, said that this week's incident shows that the coast guard's current icebreakers are at the end of their life cycle."The federal fleet is rusting so quickly that it can only be replaced," he said.The proposed project to replace the ships would also create 300 jobs for the struggling Quebec-based company, he added. Davie Canada laid off nearly 400 employees right before the Christmas holidays."I think this is the perfect illustration of the pertinence of the Davie shipyard in what we're calling the debacle of the coast guard because the ships are so old," he said.Prime Minister Justin Trudeau should take the proposal into serious consideration and act before it's too late, said Blaney."It's time for him to make a good resolution, that he forget his vacation in the Caribbean with Aga Khan and that he think about the Canada's Nordic reality," he said.-Rising costs-Paul Barbeau, a naval architect, warns that simply carrying out repairs to the old icebreakers isn't enough."Our icebreakers have worked very hard and they are tired," he said. "There is no doubt that if we want to maintain that reliability that we have to get new ones.""We can't continue to repair them constantly — work conditions are very difficult."The aging fleet could lead to higher costs for maritime transport and consumers could end up having to pay more at the end of the day, he added."The risks for ship owners will be higher so insurance will cost more," said Barbeau. "Ship owners will have to put savings aside for the unexpected."

Quebec emergency rooms filled beyond capacity with flu cases-[CBC]-YAHOONEWS-January 7, 2018

It's flu season, and many of Quebec's emergency rooms are over capacity as a result.Hospitals normally experience some overcrowding this time of year, but ERs in the Montérégie and Laurentian regions are operating at double capacity.In Quebec City, too, several ERs were filled beyond their limit, including the Sainte-Anne-de-Beaupré, Saint-Sacrement and Saint-François d'Assise hospitals."We are really in the midst of the flu season right now," said Dr. Karl Weiss, head of infectious diseases at the Jewish General Hospital in Montreal.The Jewish General's emergency room was at 175-per cent capacity on Saturday. Laurentian Hospital's was at 156 per cent, and the McGill University Health Centre was at 99-per cent capacity."The holiday season is always a kind of triggering factor for the flu because everybody's together," Weiss said. "The grandparents are meeting the grandchildren."Some hospitals are putting restrictions in place to deal with the issue. Longueuil's Pierre Boucher Hospital, for instance, won't allow sick patients to be accompanied unless necessary.Know when you need to go to emergency-Quebec's Health Ministry only recommends seeking medical assistance if you have difficulty breathing and a lingering fever in addition to the other flu symptoms.The flu is viral so a prescription for antibiotics won't help, Weiss said.He added that if a fever persists for more than four days and symptoms are not improving, it could be time to seek medical help.Also, if breathing becomes difficult, Weiss recommends heading to emergency. It could be a sign of pneumonia.The MUHC advises those concerned about their health to first call Info-Santé (dial 811), where nurses are available to answer questions.Next, the hospital centre recommends visiting a family doctor, or locating a walk-in clinic if a patient doesn't have one.Of course for situations that require immediate care, the hospital urges people to call 911 or go directly to emergency.Flu vaccine could be less effective this year-Quebec's Health Ministry also recommends getting a flu vaccination to prevent infection.But Canada's chief public health officer says it's possible that this year's flu vaccine may have limited effectiveness against a particularly severe strain of influenza A, which appears to be dominant throughout Canada."In Canada it's still too early to actually tell how effective this vaccine will be," Dr. Theresa Tam told CBC News. "There is a potential ... of low-vaccine effectiveness, but we really can't tell at this point in time."The H3N2 strain, a subtype of influenza A, is associated with more severe illness among children and the elderly, causing a majority of flu cases.According to Tam, the potential for lower vaccine effectiveness makes it even more important that Canadians take other measures to protect themselves against the flu.These include handwashing, coughing into your sleeve, disposing of used tissues and staying home when you're sick.
