JERUSALEM — The number of Jewish settlers in the West Bank grew at nearly twice the rate of Israel's overall population last year, a settler leader said Monday, predicting that settlement growth would surge even more in the coming years thanks in part to the Trump presidency.Yaakov Katz said that President Donald Trump, backed by a Mideast team dominated by settler supporters, has created a friendly new atmosphere conducive to settlement growth after eight contentious years with the Obama White House."This is the first time, after years, that we are surrounded by people who really like us, love us, and they are not trying to be objective," Katz said. "We have to thank God he sent Trump to be president of the United States."Katz is founder of "West Bank Jewish Population Stats," a report sponsored by "Bet El Institutions," a prominent settler organization that has ties to Trump's closest Mideast advisers. He said the figures are based on official data from the Israeli Interior Ministry not yet available to the public.According to his figures, the West Bank settler population reached 435,159 as of Jan. 1, up 3.4 per cent from 420,899 a year earlier. The settler population has grown 21.4 per cent in the last five years.In comparison, Israel's total population grew 1.8 per cent to 8.743 million last year, according to the Central Bureau of Statistics.Katz said the rapid growth of the settlements should put to rest the idea of a two-state solution favoured by the Palestinians and most of the international community.Based on recent growth patterns, he said the West Bank settler population could approach 500,000 by the time Trump leaves office. His study did not include the more than 200,000 Israelis now living in east Jerusalem, the Palestinians' hoped-for capital."We are changing the map," he said. "The idea of the two-state solution is over. It is irreversible."The Palestinians seek the West Bank, along with east Jerusalem and the Gaza Strip, for a future independent state. Israel captured the territories in the 1967 Mideast war, though it withdrew from Gaza in 2005.A string of U.S. presidents, both Republican and Democrat, have endorsed the idea of a two-state solution and have joined the international community in opposing settlements as obstacles to peace.But after years of failed U.S.-led peace efforts, Trump has taken a different line. He says he would support a two-state solution only if both sides agree to it. Israeli Prime Minister Benjamin Netanyahu's nationalist coalition is dominated by settler allies who oppose Palestinian independence.Trump also has taken a softer stance toward the settlements, urging restraint at times but avoiding the strong condemnations of his predecessors. State asks court for 3-month delay in razing illegal outpost-Postponement of March 6 Netiv Ha'avot demolition would buy time to build temporary community for 15 families on adjacent hilltop-By Jacob Magid-TOI-21 February 2018

The state urged the High Court of Justice to delay its sanctioned demolition of the illegal Netiv Ha’avot outpost in the West Bank by three months, in a petition submitted Tuesday on behalf of the residents.Presented 14 days ahead of the slated razing, the purpose of the appeal is to provide time for the construction of a caravan community approved by the government last month for the 15 families on an adjacent hilltop.In addition, the delay would allow for the advancement of another plan that would grant post-facto building permits to seven of the 15 homes slated for demolition on the grounds that they sit only marginally on land that does not belong to the state.If adopted, the plan would see the “problematic parts” of those seven homes sawed off, while the rest of the structure would be allowed to remain standing. This would mean that only eight homes would require complete demolition by security forces.The High Court petition was also accompanied by a letter signed by each of the families pledging “to evacuate the homes without resistance, without violence, and refrain from bringing demonstrators into [their] homes as much as [they] can.”While she complied with the government’s request to sign the letter “out of responsibility to her children,” Netiv Ha’avot resident Rachel Bulvik called the measure “offensive.”“We wouldn’t have been violent in the first place,” she told The Times of Israel, pointing out that what protesting youth do on the day of the evacuation is out of the residents’ control and that the letter does nothing to prevent that.Upon submission of the petition, the 15 families released a joint statement explaining that they signed the letter to ensure that their 62 children “would not be left without a roof over their heads.”They called on the government to legalize their entire outpost and advance the construction of another 350 homes in response to the demolition.While they agreed to refrain from inviting demonstrators into their homes to obstruct the approaching demolition, hundreds of youth are still expected to descend on Netiv Ha’avot on the day of the evacuation.Last month, the residents hosted roughly 1,000 youth for the Sabbath in an effort to recruit support ahead of the March razing. A staple at past demolitions of Israeli settlements, the younger protesters’ presence at such operations has frequently led to clashes with troops.Using the attached letter as proof, the petition itself calls on the High Court to accept the delay in light of the “agreement” with the residents that would allow for a “peaceful” evacuation.The letter was similar to an agreement that residents of the illegal Amona outpost signed over a year ago, also pledging not to employ violence against security forces during their evacuation in February 2017.While the residents themselves did not clash violently with soldiers during that evacuation, dozens of troops were injured by hundreds of youth who came to demonstrate against the demolition.The Peace Now settlement watchdog called the state petition a “brazen request,” arguing that the High Court had given the government a year and half to prepare for the evacuation.“Yet the government has done nothing to be prepared in time,” the NGO said in a statement.On Monday, coalition leaders voted to approve a package of NIS 20 million ($5.68 million) in compensation for the 15 Netiv Ha’avot families. However, the funds cannot be transferred until the cabinet approves the measure.On Sunday, the outpost residents met with Education Minister Naftali Bennett and Justice Minister Ayelet Shaked — both of the national religious Jewish Home party — who told the families that the cabinet was planning to advance a resolution to legalize the outpost.For their part, the residents praised the Jewish Home ministers for taking the lead in reaching a solution for the outpost, which lies in the Etzion bloc, south of Jerusalem. However, the families clarified in a Sunday statement, “we are no longer satisfied with promises, and will not rest until we see actions on the ground.”They have since announced the establishment of a protest tent outside Prime Minister Benjamin Netanyahu’s Jerusalem office, in which they will demand an immediate solution to prevent the evacuation as well as the construction of 350 homes in the Etzion bloc. The residents referred to the latter demand as a “proper Zionist response to the extreme leftist elements bringing about the destruction of homes.”Last week, the Defense Ministry body responsible for authorizing West Bank construction granted final approval for 15 temporary homes for the families whose homes are currently set to be razed on March 6. The caravans will be placed adjacent to the nearby Alon Shvut settlement, and will be allowed to stand for three years until a more permanent solution is reached for the 15 families.If the High Court accepts the state’s Tuesday petition, the residents would ostensibly be able to move to the temporary homes immediately after the newly requested June 6 demolition date.In September 2016, the High Court of Justice ordered the Netiv Ha’avot homes — considered a neighborhood of the Elazar settlement — razed after accepting the petition of a group of Palestinians who argued the homes had been partially built illegally on their land.

Defense minister warns Gazans not to riot along security fence-Liberman says Hamas is exploiting desperate Palestinians for terrorist purposes; also calls for diplomatic solution to dispute with Lebanon-By Judah Ari Gross-TOI-21 February 2018

Defense Minister Avigdor Liberman on Tuesday warned Gazans that their rulers, the Hamas terrorist group, were taking advantage of them and endangering their lives by sending them to take part in demonstrations near the border with Israel. His comments came days after one such riot was used as cover for an improvised explosive device attack.Echoing statements made by Israel’s military liaison the night before, Liberman said the army had “learned the lessons” from Saturday’s attack and would respond more aggressively in the future, though he declined to elaborate on what specific policies changes the military was adopting.Liberman made his comments after a press briefing from the Israel Defense Forces’ Southern Command and Gaza Division in a field full of blazing red anemones near Kibbutz Kissufim, a few kilometers from the Palestinian enclave.Turning his attention to the north, Liberman also spoke to the ongoing disagreement between Israel and Lebanon regarding the rights to potential natural gas reserves in an area of the Mediterranean Sea known as Block 9, which each country claims as its own.The negotiations between the two countries are ongoing, with the United States acting as a mediator, and Liberman encouraged a diplomatic resolution to the issue.“But if the Lebanese don’t want a solution, and they want to keep arguing, they will only lose from it,” he said.During the briefing, the defense minister heard from the IDF deputy chief of staff, Maj. Gen. Aviv Kochavi; the head of the Southern Command, Maj. Gen. Eyal Zamir; and the division commander, Brig. Gen. Yehuda Fox; as well as various senior officers from the Gaza Division, including its chief operations, intelligence and combat engineering officers.Though Liberman had previously said the direct perpetrators of the IED attack were from the Palestinian Resistance Committees terrorist group, he said on Tuesday that Hamas, which rules the Strip, was also liable as it allowed the attack to take place.“What’s clear is that Hamas is using the residents of the Gaza Strip as a cover for terrorist activities,” he said. “This is unacceptable. We won’t continue with this game.”The defense minister accused Hamas’s leaders of sending Gaza residents to take part in violent demonstrations while making sure their own family members never get close to the border. He also noted that the senior figures in the terrorist group enjoy a constant supply of electricity, while most Gaza residents get just a few hours a day.The defense minister repeated a message he has expressed multiple times, that Hamas was deliberately maintaining poor living conditions in the enclave as a matter of policy.“Hamas is the one preventing economic development in Gaza, preventing growth,” he said. “You have to understand: poverty and terrorism go hand in hand.”The defense minister didn’t explicitly blame Iran — which financially supports Hamas and the second-largest terror group in the Strip, the Palestinian Islamic Jihad — for recent unrest in Gaza, but implied that the Islamic Republic is playing a role in it.Liberman said senior Hamas officials “live in Beirut, with Hezbollah’s blessing, and travel from Beirut to Tehran almost every other week in order to coordinate their activities — and most of the money Hamas is receiving comes from Iran.”Four IDF soldiers were injured on Saturday when the IED, disguised as a flag, detonated as they were removing it from the Gaza security fence near the city of Khan Younis. It had apparently been placed there during a recent violent demonstration.In response to that attack, and to a rocket fired from Gaza that hit a home in southern Israel late Saturday night, the IDF conducted a large series of strikes against 18 targets in the Strip, including on an tunnel in Gaza City, Liberman said in the Knesset on Monday.In a separate incident on Saturday night, an IDF tank fired on a group of Palestinians who the army said approached the security fence “in a suspicious manner,” killing two of them and seriously injuring two others.

Funerals: Grieving teens, raw emotions after school shooting-[The Canadian Press]-YAHOONEWS-February 21, 2018

PARKLAND, Fla. — Each funeral for the victims of the Marjory Stoneman Douglas High massacre is different, yet the same: the mourning relatives, teens walking in clutches wearing black, politicians paying their respects, media cameras pointing at the entrance from across the parking lot.And each service takes its toll on the young mourners, many of them attending more friends' funerals in a span of days than many middle-aged people have in their lifetimes. Services for 14 Stoneman Douglas students, the athletic director, a coach and a geography teacher began Friday, two days after the shooting, and will end in the next few days.Erica Sparrow, a 17-year-old senior, said Monday that she went to her first funeral a couple of weeks ago, "now I have one every day." She and her friend, Lauren Kuperman, also 17, began ticking off names — Meadow Pollack from Friday, Joaquin Oliver from Saturday and Alaina Petty's on Monday. Three more Tuesday, another Wednesday. It's both difficult and cathartic, the girls said."It kind of helps but at the same time it makes me sad," Sparrow said.Stoneman Douglas senior Lewis Mizen said Monday he had never attended a funeral for someone his own age before the weekend. He will attend another Tuesday. When an older family member dies, he said, it seems natural that their children and grandchildren speak about their loss, but seeing parents eulogize their child cuts deep emotionally."Seeing a father freak out, I hope I never have to see something like that again," Mizen said. "Right now, it all seems very surreal."The funerals have taken place in churches and synagogues, funeral homes and conference centres , all packed, sometimes with crowds topping 2,000. The last-arriving mourners have often been forced outside into the Florida heat, where they stand respectfully for an hour, straining to hear a snippet of the service.Monday's funeral for Petty, a 14-year-old freshman, was unique but also unfortunately too common in this grieving community. More than 1,500 mourners, most dressed in black, filed into The Church of Jesus Christ of Latter-day Saints in Coral Springs to remember the Junior Reserve Officers Training Corps member. Family members spoke about how she enthusiastically joined other Mormon youth to help with cleanup efforts in September after Hurricane Irma, and of her love of dogs and her confidence and wit.Her father Ryan Petty spoke about the support his family has received from their church, the community and from around the country and world."We could not get through this without the love, prayers and support offered," he said. "We may never know all of the acts of kindness that have been rendered on our behalf this past week. We have witnessed hundreds in just the past few days but we know that is a small fraction of the total."Other fathers and mothers have said similar words in recent days, begging mourners to never forget their child and to treat each other with kindness.The father of 18-year-old Meadow Pollack called out the 19-year-old gunman Nikolas Cruz, the former Stoneman Douglas student who has admitted Wednesday's killings, yelling, "You killed my daughter!" before calling him an obscenity. The mother of Alyssa Alhadeff, 14, called on politicians to enact laws that will prevent future school massacres.Siblings also have bared their loss. Petty's older sister, Meghan Petty, talked about how Alaina will now be her guardian angel and that the shooting should not detract from the goodness that lives within the community."What happened to her is that it was a very, very ugly act that was committed by one person but as you look around at how many people who are here ... there are thousands more who are doing something really beautiful for my sister," Meghan Petty said.Dr. Francisco Cruz, lead psychiatrist at Ketamine Health Centers, suggested some survivors may want to limit themselves to services for their close friends, but he said overexposure to news coverage and social media posts about the shooting may be more harmful than attending several funerals."Going through the funeral process and remembering your classmates and feeling support from friends and family and the community can be empowering," Cruz said. A classmate of Nikolas Cruz, who is accused of murdering 17 people in a Florida school last week, said Tuesday that he spoke of his sympathy for Syrian terrorists.Ariana Lopez told ABC News that at first Cruz seemed normal. But very soon his behavior became “disturbing.”“He would tell me about his mom and his brother,” she said of Cruz when she first met him. However he moved on to acting abnormally. “He used to sell knives out of his lunchbox, which I thought was insane,” she said. “You can’t have knives, this is a school. He was like, ‘Hey guys, want some knives?'”She told the news network that Cruz spoke of murder, and also of his sympathy for terrorists.“He talked about killing our parents, our friends, boyfriends and girlfriends,” Lopez told the news network. “He would talk about how he sympathized with Syrian terrorists and that people who opposed them should be killed. He posted pictures of like 15 or more firearms just on his bed. Like this was normal. Like you could even see a hamper in the background. That’s how ordinary this was to him.”Lopez said she and others reported Cruz to school officials on several occasions.Footage has surfaced of a 2016 fight between Cruz and another boy. Lopez said that fight was over a girl, and his mistreatment of her.“He would hit her. He would threaten her. He would threaten her family and her friends for talking to other guys,” she said.Lopez said she knew Cruz was the shooter even before it was announced.“”I knew it. We all did. Everybody who knew him. We knew it.”Cruz, the 19-year-old charged with killing 17 people on Valentine’s Day at his former high school, has been described by students as a loner with troubling behavior who had been kicked out of school. His mother recently died and Cruz had been staying with family friends.Since the attack, students from the school have become increasingly vocal in their demands for gun-control measures. Many have pointed out politicians who take financial support from the National Rifle Association, and some have lashed out at US President Donald Trump, saying he was busy blaming Democrats for failing to pass gun restrictions while taking no action of his own.A hundred students from Marjory Stoneman Douglas High School were busing hundreds of miles across Florida to its capital Tuesday to urge lawmakers to act to prevent a repeat of the massacre last week.After arriving late Tuesday, they plan to hold a rally Wednesday in hopes that it will put pressure on the state’s Republican-controlled Legislature to consider a sweeping package of gun-control laws. Shortly after the shooting, several legislative leaders were taken on a tour of the school to see the damage firsthand and appeared shaken afterward.Chris Grady is a 19-year-old senior on the trip. He said he hopes the trip will lead to some “commonsense laws like rigorous background checks.”

Several key leaders of the Cree Nation, including Grand Chief Abel Bosum, came together Saturday to deliver a powerful public message of acceptance to two-spirited members of their communities."We all know that people of different sexual and gender identities have always been part of our story," Bosum told attendees at the Cree-organized conference."I believe our inclusiveness and our diversity … includes all our Eenouch/Eeyouch, whether they call themselves straight, gay, lesbian, bisexual, transgender, questioning, or two-spirited."The Two-Spirited Community Support Conference was held in Montreal on February 16 and 17."Two-spirited" is used by some Indigenous people to describe someone who has both a masculine and a feminine spirit.Bosum's message had never before been uttered publicly by a James Bay Cree grand chief, according to conference organizer Mathias (Maloose) Jolly, adding it's a message young Cree who might be questioning their sexuality desperately need to hear."When I was a child I never heard any of my leaders say, 'It's OK you are two-spirited,'" said Jolly, 39, who now lives in Montreal."This is very important because hearing your own leader accept you is something we want to hear. Never in my life did I ever believe they would even acknowledge my invitation [to the conference]. It's a big deal for everybody in Eeyou Istchee."-High suicide rates-A 2012 report by the National Aboriginal Health Organization (NAHO) into suicide prevention said that suicide rates among Indigenous two-spirited people in Canada aren't known, but are higher than among heterosexual Indigenous people.Suicide rates for First Nations people are at least twice as high as the general Canadian population. The NAHO report also pointed out that two-spirited people were respected leaders in their communities prior to contact with Europeans and colonization.Bella M. Petawabano, chairperson of the Cree Board of Health and Social Services of James Bay (CBHSSJB), was another prominent Cree leader who spoke at the weekend convention."We all know that homophobia, biphobia and transphobia is still strong in most of our communities," Petawabano said. "This needs to change."Petawabano was recognized by conference organizers as an ally to LGBTQ and two-spirited people in Cree communities.Petawabano shared the story of how her household in Mistissini was a safe place for people to go, and how her daughters would bring home two-spirited friends who were struggling."There were a few times in the summer when someone [would bring] in a friend saying, 'We found him or her at the river, wanting to drown themselves.' That's how it was," said Petawabano.Petawabano hopes to create youth clinics across the Cree territory as safe spaces for the two-spirited community. BRUSSELS, Today, 15:44-How the European Union decides to spend its money in the coming years, will determine how prepared our continent will be to deal with future challenges.Defining a budget means setting out priorities, this is what the EU's Multi-annual Financial Framework (MFF) is about. Faced with new realities, the European Union must adapt and so must its budget.As the leading force in the European institutions and a party of responsibility, the European People's Party (EPP) will fight to ensure that each euro spent must improve the life of the European citizens.The MFF must reflect today's necessities and anticipate future challenges.New priorities require new funding.One of today's main concerns of Europeans is security. This means reinforcing our security and protecting our citizens from terrorist attacks.Rapid implementation of the Permanent Structured Cooperation (Pesco) and a solid MFF allocation shall further improve EU's defence capabilities.This goes hand in hand with the need to stabilise our immediate neighbourhood and invest in humanitarian aid and development policy, with a special focus on Africa.Helping people in their countries of origin is one way to tackle migration. It implies protecting the EU's external borders and having the means to reform the Common European Asylum System.We need to move from a crisis management mode to a permanent, future-proof European policy on asylum and migration. The EU budget cannot get caught in an election cycle. We also defend a seven-year time span to ensure continuity.The European budget must address the concerns of Europeans while pursuing policies that have and will continue to bring benefits to the citizens.To do more, we need more. Deciding on a budget means planning for the expected and preparing for the unexpected.
