Four soldiers wounded, two seriously by bomb targeting Gaza border patrol-Troops were removing a flag from border fence when blast occurred; IDF tank hits observation post; Netanyahu promises 'we will respond appropriately'-By TOI staff-FEB 18,18

Four IDF soldiers were wounded when an explosive device was detonated on an IDF patrol along the Gaza Strip border on Saturday. Two of the soldiers were in a serious condition and two were moderately hurt, the army said.An Israeli tank fired a shell at an observation post in response to the attack, the army said.Prime Minister Benjamin Netanyahu, who is in Germany, called the incident “serious” and vowed Israel will respond.“The incident on the Gaza border is very serious. We will respond appropriately,” Netanayhu said, sending his wishes for a rapid recovery to the injured soldiers.President Reuven Rivlin said Israel would not be cowed by terror.“We will not be quiet in the face of any type of terror against our soldiers who are protecting the lives of the citizens of Israel,” he said. The incident occurred in the southern Gaza area near the city of Khan Younis, the IDF said. Information regarding the condition of the soldiers had been censored until their families were notified. The soldiers were evacuated by helicopter to Soroka hospital in Beersheeba for treatment, where three of them were rushed into surgery. An IDF spokesperson called the attack “a serious incident that aimed at destabilizing the region.”The spokesperson told reporters that the patrol stopped along the border to remove a flag that had been placed at the fence a day earlier during a protest, and that a device planted below the flag then detonated. The spokesperson said that the patrol — made up of Golani infantry soldiers and members of a combat engineering unit — was operating with standard procedures to remove any foreign object from the border fence, but that these would now be reviewed.Hadashot news TV reported said that further IDF retaliatory fire was likely.Israel Radio’s military correspondent called the incident “serious” and “irregular,” and Hebrew media reports said large IDF forces had been moved into the region.Palestinian media said the observation post targeted by the IDF in response belonged to the Palestinian Islamic Jihad. There were no immediate claims of responsibility from the Palestinians.Islamic Jihad has been vowing to avenge an incident where Israel destroyed one of the terrorist group’s attack tunnels that crossed from Gaza into Israel, killing many of the groups members. On October 30, the IDF blew up the tunnel, which originated in the Gazan city of Khan Younis and crossed into Israeli territory, near Kibbutz Kissufim.According to the army, the tunnel had been under surveillance the entire time that it was inside Israeli territory and did not pose a threat to civilians. Some 14 terrorists, mostly from the Iran-backed group, including two senior officers, were killed in the blast and its aftermath. The army said later that this was not the primary objective of the tunnel demolition. The incident comes amid mounting warnings that tensions in Gaza could lead to a new conflict between Israel and Gaza’s Hamas rulers. Israel holds Hamas responsible for any violence emanating from the Strip.Last week IDF Chief of Staff Gadi Eisenkot warned ministers during a cabinet meeting that Israel could soon face another war with Gaza-based terror group Hamas, as a result of the deteriorating humanitarian and economic conditions in the coastal enclave. In a security assessment handed recently to Prime Minister Benjamin Netanyahu, the defense establishment reiterated its belief that Hamas is not interested in another conflict with Israel. However, an economic collapse would make such a scenario inevitable.Hamas, which seized control of the Gaza Strip from the Palestinian Authority in 2007, has been under increasing pressure as the coastal enclave teeters on the verge of an economic and infrastructure collapse that UN Middle East peace envoy Nickolay Mladenov last week said was already “well beyond” a humanitarian crisis.Last month, the US froze over $100 million in contributions to UNRWA, the UN agency for Palestinian refugees, after the Palestinians announced they would no longer accept the US as a mediator in peace talks with Israel. The Palestinians were angered after US President Donald Trump on December 6 recognized Jerusalem as Israel’s capital.

Palestinians threaten protests over new Damascus Gate watchposts-First of three security structures constructed at entrance to Old City to protect against stabbing attacks, sparking outrage over 'plan to Judaize Jerusalem'-By Khaled Abu Toameh-TOI-18 February 2018

A security watchpost installed at an entrance to the Old City of Jerusalem on Wednesday night has angered the Palestinians, who are accusing Israel of “changing the Arab and Islamic character” of the city.Palestinians said Thursday they were planning a series of protests to demand the removal of the two-story structure at the Damascus Gate, the main entrance into the walled city’s Muslim Quarter. The structure is part of an Israeli plan to improve security measures in the area, following a spate of stabbing and shooting attacks in the past two years. Two more concrete watchposts are being built at the entrance to Damascus Gate as part of the plan. The Palestinians also appealed to Arab and Islamic countries to intervene to force Israel to halt the implementation of the new security measures, several months after the installation of metal detectors, after a terror attack in which two Israeli policemen were shot dead outside the ultra-sensitive Temple Mount, sparked days of violent protests.Any new police or military structure in the flashpoint city has the potential to spark unrest, though, with Palestinians seeing them as an attempt by Israel to solidify its hold on the city.“This is another Israeli assault on Jerusalem and its Arab population,” charged a senior Fatah official living in the city. “Israel is mistaken if it thinks we will allow it to pursue with its plan to Judaize Jerusalem and empty it of its Arab residents.”#Israel forces establishes a control room on the Damascus Gate in the old city of #Jerusalem. #HandsOffJerusalem #BDS pic.twitter.com/msWZoWQE2N— Dr. Basem Naim (@basemn63) February 15, 2018-Palestinian residents of Jerusalem who were surprised to see the structure on Thursday morning expressed outrage over the move.“Damascus Gate has become a military fortress,” complained Ahmad Bukhari, a Palestinian activist and journalist. “Such measures distort the beautiful face of Jerusalem. It’s an ugly scene that’s harmful to the history and heritage of the city.”Izzat Al Husseini, another resident of East Jerusalem, said he too was “shocked” to see the post.“This is very sad,” he said. “We’re witnessing an attempt by Israel to alter the city’s Arab and Islamic character. We can’t let this pass quietly.”Yousef Natsheh, a senior official with the Islamic Waqf Department, denounced the installation of the watchpost as an “assault on Islamic heritage and an attempt to change our history.”He accused Israel of using security as an excuse to “distort” Damascus Gate and alter the Arab and Islamic character of Jerusalem.“What’s happening at Damascus Gate,” he added, “is morally, scientifically, and ethically unacceptable.”Some residents warned that the Israeli security measures could spark another wave of protests similar to those that took place after the installation of security cameras and metal detectors at the entrances to the Temple Mount last year. That decision, which was later rescinded, came after two policemen were shot dead in a terror attack there.“Everyone here is shocked by the new Israeli security measures,” said shopkeeper Ahmed Abdeen.“I doubt if this new watch tower will pass without an Arab and Islamic response. I’m sure there will be strong protests like the ones we had in Jerusalem after Israel put metal detectors at the entrance to al-Haram al-Sharif,” he added, using the Muslim term for the Temple Mount. He and other merchants predicted that the strict security measures would deter many Palestinians and tourists from visiting the city.“Business has anyway been very bad for the past few years and the number of visitors has dropped significantly,” said Amjad Abu Khalaf, who works in a souvenir shop in the Christian Quarter. “Hundreds of [Arab-owned] shops in the Old City have closed down because the owners could no longer afford to pay taxes and other expenses,” he said. “If the tensions continue, we will see more businesses shut in the near future.”

Turkey denies using chemical weapons against Kurds in Syria-On Friday, hospital officials in northern Syria reported treating 6 with symptoms in line with exposure to toxic agents-By AFP-TOI-FEB 18,18

ANKARA, Turkey — Turkey has “never used” chemical weapons in Syria and accusations that it had done so during its offensive against a Syrian Kurdish militia are “baseless,” a Turkish diplomatic source said on Saturday.Turkey last month launched military operations dubbed “Olive Branch,” supporting Syrian rebels with ground troops and air strikes against the US-backed Kurdish People’s Protection Units (YPG) militia viewed as “terrorists” by Ankara. The Turkish source was reacting to claims by the head of Afrin hospital in northern Syria that six men were treated late Friday after shelling during the offensive and had symptoms that were in line with exposure to toxic agents. The Syrian Observatory for Human Rights monitor said shelling from either Turkey or allied factions hit Al-Sheikh Hadid, west of the town of Afrin, and left six people with “enlarged pupils” and “breathing difficulties.”Observatory chief Rami Abdel Rahman told AFP he could not confirm whether toxic gases were used. But the Turkish source said Ankara took the “utmost care” regarding civilian safety and that the claims Turkey was responsible for an alleged gas attack were “baseless.”“Turkey never used chemical weapons,” the source added. “[These are] lies… this is black propaganda.”Turkey says the YPG is linked to the outlawed Kurdistan Workers’ Party (PKK), which has been waging an insurgency against the Turkish state since 1984.The PKK is blacklisted as a terror group by the United States and the European Union. But the YPG has been working closely with Washington to oust the Islamic State extremist group from Syria, which has strained relations between the two NATO allies. The Observatory says at least 78 civilians have died during Turkey’s operation but Ankara repeatedly insists it is taking all the necessary measures to protect civilians.

Time is now’ for action against Iran, McMaster urges-US national security adviser warns that Iranian proxies are 'becoming more and more capable,' as Tehran works to provide them with advanced weapons-By TOI staff and Agencies-FEB 18,18

US National Security Adviser H.R. McMaster warned Saturday against increased Iranian efforts to support its proxies in the Middle East, saying the “time is now” to act against Tehran.“What’s particularly concerning is that this network of proxies is becoming more and more capable, as Iran seeds more and more …destructive weapons into these networks,” McMaster said at the Munich Security Conference, according to Reuters.“So the time is now, we think, to act against Iran” he said.Hi warning comes on the heels of Iran’s piloting a drone into Israel last week from a base it has established in Syria. The Iranian drone, which entered northern Israel from Syria near the Jordan border, was shot down by an attack helicopter. In response, Israeli jets attacked the mobile command center from which it was operated, the army said.During the reprisal raid, one of the eight Israeli F-16 fighter jets that took part in the operation was apparently hit by a Syrian anti-aircraft missile and crashed. The Israeli Air Force then conducted a second round of airstrikes, destroying between a third and half of Syria’s air defenses, according to IDF spokesperson Lt. Col. Jonathan Conricus.US Ambassador to the UN Nikki Haley said Wednesday the drone incident was a “wake-up call” to the world regarding Iranian efforts to cement its presence in Syria.“The drone flight this week is a wake-up call for all of us. Iran and Hezbollah are making plans to stay in Syria,” she said during a meeting of the UN Security Council.“Iran was once again doing what it does – risking conflict and testing the will of its neighbors and opponents to resist its aggression. Israel rightly took action to defend itself,” said Haley. The hostilities marked the first direct clash in Syria between Israel and Iran, after repeated warnings by Israeli leaders that Iran is working to establish a new front on the northern border.Prime Minister Benjamin Netanyahu has warned Israel would take military action to prevent Iran’s military entrenchment in Syria, as well against its Lebanese-proxy Hezbollah.Foreign media reports have attributed dozens of airstrikes in recent years against weapons convoys destined to Hezbollah and other strategic targets in Syria to Israel. At the UN, Haley said the Syrian government is acting as a “front” for Iran to sow instability in the region.“The Assad regime has become a front for Iran, Hezbollah, and their allies to advance the irresponsible and dangerous agenda for the Middle East,” said Haley.“When we look out across the Middle East, we know one thing for certain. When Iran and Hezbollah move in, instability always follows,” she added.McMaster’s also singled out Iran’s growing support for the Lebanese terror group Hezbollah. In Lebanon, US Secretary of State Rex Tillerson on Thursday accused Hezbollah of threatening Lebanon and the region, and called for it to end its activities in Syria, where it is fighting on behalf of the Syrian government.Tillerson’s visit to Beirut came at time of tension between Lebanon and Israel, notably over the role of the Shiite Hezbollah — which controls a militia of tens of thousands of men and has already fought one war with Israel in 2006 and threatens to wage another — that dominated much of the conversation.A powerful force in Lebanon’s political sphere through its presence in Hariri’s government, Hezbollah is an arch-foe of Israel and considered a terrorist organization by the United States. It is a key ally of Lebanon’s President, Michel Aoun, and of Syrian President Bashar Assad. It has fighters on the ground in Syria supporting Assad’s regime.Aoun asked Tillerson, during a meeting at the presidential palace, for US help in preventing what he said were ongoing Israeli violations of Lebanon’s sovereignty on the ground, at sea, and in the air.His call coincides with heightened tensions between Lebanon and Israel over contested rights to offshore natural gas exploration in the Mediterranean, and Israel’s construction of a border wall that Lebanon says encroaches on its territory. Lebanon is also protesting Israeli violations of its airspace, often to bomb Iranian or Syrian targets inside neighboring Syria.

Fear of Syrian war expanding may paradoxically trigger peace deal-As unrest risks flaring into a global conflict, diplomats warn of possibility for direct confrontation between the US and Russia-By Philippe RATER-TOI-FEB 18,18

UNITED NATIONS (AFP) — Syria’s civil war is in danger of flaring into a regional or even global conflict, but some diplomats hope the high stakes could, paradoxically, pave the way for a peace accord.Last week, five Russians were likely killed in a US-led coalition bombing on pro-regime Syrian fighters, the Russian government said.A few days later Israel lost an F-16 warplane in reprisal attacks against Syrian and Iranian military targets after intercepting an alleged Iranian drone. These serious and unprecedented events were discussed in an urgent mid-week UN Security Council meeting.“The ingredients for a regional or potentially major global confrontation have come together now, and the risk must be taken seriously,” France’s UN ambassador Francois Delattre told AFP.Since the destruction of the Iranian drone “there has been no escalation,” said a colleague of Delattre’s on the UN Security Council, speaking on condition of anonymity. But there is now a risk of direct confrontation between the United States and Russia, possibly with new deaths, another diplomat countered.-Russia cooling on Syria? On Wednesday, a Security Council meeting on Syria that was initially slated to be public but was ultimately held behind closed doors, suggested a turning point had been reached. The language that emerged was a mix of tension and caution that converged on one point: the need for unity to calm things down.UN ambassador Nikki Haley said peace “is urgent” in Syria, then blamed Iran for its role in the violence.“On every front of this conflict, we find fighters imported by Iran from Lebanon, Iraq, and Afghanistan,” she said.Haley described it as “a dangerous game of pushing boundaries, instead of behaving responsibly and committing to peace.”Russian ambassador Vassily Nebenzia told reporters that his country is “doing everything to prevent any major international confrontation in Syria. We are working on that hard.”According to Nebenzia, no country has “delivered more than us on the political process in Syria.”He cited Moscow’s ties with the Damascus regime and the opposition, its support for so-called “de-escalation zones,” and peace talks in Astana and Sochi which Russia says are aimed at facilitating other talks in Geneva.A diplomat, speaking on condition of anonymity, said that Russia is losing ground even after all it has invested militarily in Syria.Moscow’s influence over Damascus remains tentative, as seen in a recent warning from the Syrian regime on the results of talks in Sochi aimed at forming a committee to amend the Syrian constitution.Syria does not want its make-up to be dictated by the United Nations, nor does Moscow seem keen on seeing Iran making inroads in Syria and risk regular clashes with Israel.-‘Dark hours’-In closed door meetings, Russia, which may be at the end of its military and financial commitment in Syria, speaks of its will to get out of the conflict, insists it has no hidden agenda, and even goes so far as seeking Western help to persuade Damascus, according to this diplomat. This is a new position after the series of Russian vetoes in late 2017 of Western resolutions that went against Syria.“The road to peace will come when all of the parties stop provoking each other, and choose the responsible path,” Haley said.In that sense the risk of a major international clash in Syria might open the doors for a breakthrough. This can serve as “leverage to obtain a peace accord in Syria at a time when lines are beginning to move,” said Delattre. After seven years of a complex and devastating war that has brought in many regional and international actors, “we are back to the darkest hours,” diplomats say. They point out a list of besieged areas such as eastern Ghouta, Idlib and Afrin, the target of a Turkish military operation against Kurdish militia forces allied with the United States. The operation has created tension between the United States and Turkey, two key members of NATO, a military alliance dominated by Washington.Due to this tension, NATO strategic interests are now affected by how the balance of power in the Syrian war evolves.

Russian mercenaries, a secretive weapon in Syria-Moscow on Thursday finally recognized that five of its citizens were likely killed in the strikes in the Deir Ezzor province-By Maria Antonova, kremlin and Deir Ezzor-TOI-FEB 18,18

MOSCOW, Russia (AFP) — The death of Russian citizens in Syria from a US coalition strike last week, which has been played down by both Moscow and Washington, has exposed the role of Russian mercenaries in the multi-front conflict. The incident followed a steady trickle of reports about Russians dying in battle in Syria while employed as guns for hire in a privately-owned outfit whose role may be securing oilfields for President Bashar Assad.Russia on Thursday has finally recognized that five Russian citizens, not officially affiliated with the Russian military, were likely killed in the strikes in eastern Syria, in the first admission of non-military combat casualties. The US had said the coalition acted in self-defense when an enemy unit of 300-500 people launched an attack on an established SDF position east of the Euphrates river in Deir Ezzor province. The coalition warned the Russian military and proceeded to strike the formation, killing up to 100 people. The Russian military said it had no troops in the area. While US officials have refused to disclose the nationality of the attackers, various reports indicated a death toll of up to several hundred Russians from the strike.Russia can legally prosecute mercenaries under an existing law which has been applied against several citizens fighting in Ukraine and Syria in recent years. In 2014, two Russian men, Vadim Gusev and Yevgeny Sidorov, were sentenced to three years in prison after they recruited over 200 former military soldiers to an outfit called the Slavonic Corps for a trip to Syria’s Deir Ezzor.According to Fontanka website, which has chronicled the involvement of private military contractors in Syria, the Slavonic Corps later became the core of a new mercenary group recruited by former member Dmitry Utkin, nicknamed Wagner. The Wagner group has no website or social networking page, instead attracting men with military experience through word of mouth.Utkin and the Wagner group was blacklisted by the US Treasury in 2016 for having “recruited and sent soldiers to fight alongside separatists in eastern Ukraine”.It is known to train at a military base in a village called Molkino outside Krasnodar in southern Russia. According to Fontanka, the Wagner group has fought in Syria since late 2015.Unlike Gusev and Sidorov, Wagner has not been prosecuted. Instead, he was honoured in the Kremlin in December 2016. Kremlin spokesman Dmitry Peskov said at the time that Utkin was invited as a decorated military veteran.According to Fontanka, Wagner is associated with a Russian company Yevro Polis, which has signed a deal with the Syrian government.Under the deal, the company would capture and secure oil and gas infrastructure in Syria in exchange for a 25 percent share in future resource production.Fontanka has tied Yevro Polis to the empire of Yevgeny Prigozhin, a Saint-Petersburg businessman running the company Concord Catering which controls several restaurant businesses and has won many contracts from the Russian defence ministry.Prigozhin, and Concord Catering, were blacklisted by the US Treasury for “having materially assisted” Russian officials and being tied to a company building a military base near Ukraine’s border. Yevro Polis is also on the blacklist. The US special prosecutor investigating Moscow’s meddling in the 2016 presidential election indicted Prigozhin Friday for running an influence campaign on the Internet through a “troll farm” company in Saint-Petersburg.Prigozhin has denied ties both to the Internet company and to Wagner group.Mercenaries not directly affiliated with the Russian military may be convenient for Moscow’s business interests in Syria while assuring deniability of government involvement. But after numerous reports of casualties in Syria and capture of two Russians, reportedly from the Wagner group, by IS jihadists last year, Russian officials have called for legalising mercenaries.Foreign Minister Sergei Lavrov in January said legislation was needed to “protect these people,” referring to Russians in private military companies.“Everybody understands the need for a law,” said Mikhail Yemelyanov, an MP in the Just Russia party, who is one of the authors of a bill on private military companies currently being reviewed by government.Asked if the need was due to Russians fighting in Syria, Yemelyanov told AFP that it’s “because it’s not just Russians fighting there” and because private military companies are legal in many countries. Some reports have said that the Russian defence ministry did not know about Russian citizens fighting in the area at the time of the US coalition strike. This would be impossible under the new bill, Yemelyanov said.“We wrote in the bill that the defence ministry would coordinate and that participation in armed conflicts would only be with their permission,” he said.“If our bill would be passed, everyone would know who is fighting where.”

Lavrov calls US election meddling claims ‘blabber’-US special counsel alleges that in 2016, campaign led by Yevgeny Prigozhin, a close ally of Putin, became focused on boosting Trump, demeaning Clinton-By AFP-TOI-FEB 18,18

MUNICH, Germany (AFP) — Russian Foreign Minister Sergei Lavrov on Saturday dismissed as “blabber” accusations that Moscow had interfered in the US election that brought President Donald Trump to power.“So as long as we don’t see facts, everything else is blabber,” Lavrov said at the Munich Security Conference, a day after the US indicted 13 Russians for running a secret campaign to sway the American vote. The indictments — which include the first charges laid by US special counsel Robert Mueller for election interference — detailed a stunning operation launched in 2014 in a bid to sow social division in the United States and influence American politics “including the presidential election of 2016.”Mueller alleges that by mid-2016, the campaign — under the direction of Yevgeny Prigozhin, a close ally of Russian President Vladimir Putin — became focused on boosting Trump and demeaning his rivals including Democrat Hillary Clinton. It allegedly involved “hundreds” of people working in shifts and with a budget of millions of dollars. Three companies were also indicted.Mueller charges that members of the group posed as US citizens on Facebook, Twitter, YouTube and Instagram, posting content that reached “significant numbers” of Americans. The content was retweeted by the president’s two eldest sons Don Jr and Eric, as well as other top campaign officials and members of Trump’s inner circle. The indictments made no judgement however on whether the Russian efforts had altered the outcome of the election. When asked to comment on the charges at the top security gathering in Germany, Lavrov said: “I don’t have a reaction because anything and everything can be published. We see how accusations, statements, are multiplying.”But he stressed that US officials, including Vice President Mike Pence, had in the past “denied that any country influenced results of the election”.Russian foreign ministry spokeswoman Maria Zakharova had earlier rubbished Mueller’s allegations as “absurd”.Trump meanwhile has seized on the indictments as proof that his campaign team did not conspire with Moscow.“Russia started their anti-US campaign in 2014, long before I announced that I would run for president,” he tweeted Friday.“The results of the election were not impacted. The Trump campaign did nothing wrong – no collusion!”None of the 13 Russian suspects are in US custody.

Risk of nuclear war at ‘highest point since Cuban missile crisis’-Ex-US energy secretary Ernest Moniz, who help negotiate Iran deal, says poor diplomacy and better technology increase the risk of an accidental weapons launch-By TOI staff    -FEB 18,18

The global risk of a nuclear weapon being launched accidentally is at the highest level since the Cuban Missile Crisis, the former US energy secretary has warned.Ernest Moniz, the Obama-era nuclear physics who was instrumental in securing the 2015 nuclear deal with Iran, told the Guardian newspaper this week the margin of error in avoiding a catastrophe was steadily diminishing. He said better technology, ramped up threats and poor communication between world powers has made the chance of detonating a nuclear weapon “higher than it’s been since the Cuban missile crisis.”Moniz noted the false alert that was sent out last month in Hawaii warning residents the Pacific island state was the target of an imminent ballistic missile. The emergency alert sent that to all Hawaii mobile phones and was transmitted by television and radio stations sparked widespread panic.A retraction wasn’t issued until nearly 40 minutes later.“Thirty-eight minutes is substantially longer than the decision time that President Trump or President Putin or other leaders with nuclear weapon states would have for a response to a warning about significant incoming missiles,” Moniz told the paper.“We know we’ve had those warnings many times in history and we’ve managed so far to dodge the bullet,” he said. “But dodging the bullets is more difficult when there’s not significant communications going on and a lot of tensions between the countries.”Monitz also said the administration of US President Donald Trump was heightening the global risk of using nuclear weapons, noting the recently released Nuclear Posture Review that included plans to invest $10 billion on upgrading the B61 gravity bomb.“The use of a new class of submarine-launched smaller weapons seems to us to just add to the issues of miscalculation,” he explained. The former secretary also warned that the risk of a large scale cyber attack could trigger a nuclear war between world powers.“A major infrastructure cyberattack could not be a nationally endorsed attack at all,” Moniz said. “It could be from some third-party hackers who might enjoy a nuclear exchange between the two major powers.”Moniz also urged the international community to step up efforts “quietly and systematically” to replace medical sources of radioactive materials that are stored in unsecured locations to prevent their theft by terrorist groups.“I would say it’s kind of remarkable that we have not had a significant incident to date in that realm,” he said.

Netanyahu vows Israel will respond to Gaza border bombing-Four soldiers wounded, two seriously, as bomb goes off next to patrol removing a flag from the border fence-By TOI staff-FEB 18,18

Prime Minister Benjamin Netanyahu on Saturday vowed Israel will respond after four IDF soldiers were wounded by a bomb planted along the Gaza Strip border fence. An Israeli tank fired a shell at an observation post in response to the attack, but Netanyahu said there would be further reaction from Israel.“The incident on the Gaza border is very serious. We will respond appropriately,” said Netanyahu, who is in Germany attending a security conference. He also sent his wishes for a rapid recovery to the soldiers, two of whom were in a serious condition.President Reuven Rivlin also said Israel would not be cowed by terror.“We will not be quiet in the face of any type of terror against our soldiers who are protecting the lives of the citizens of Israel,” he said.An IDF spokesperson called the attack “a serious incident that aimed at destabilizing the region.”The army said the soldiers were hit when a patrol stopped along the border to remove a flag that had been placed at the fence a day earlier during a protest, and that a device planted below the flag then detonated. The spokesperson said that the patrol — made up of Golani infantry soldiers and members of a combat engineering unit — was operating with standard procedures to remove any foreign object from the border fence, but that these would now be reviewed. The soldiers were evacuated by helicopter to Soroka hospital in Beersheeba for treatment, where three of them were rushed into surgery.Palestinian media said the observation post targeted by the IDF in response belonged to the Palestinian Islamic Jihad. In a security assessment handed recently to Netanyahu, the defense establishment reiterated its belief that Hamas is not interested in another conflict with Israel.

Deadly Parkland shooting: What we know-Nineteen-year-old Nikolas Cruz, a former student at the school, has confessed to the deadly attack in Florida which killed 17 people-By AFP-TOI-FEB 18,18

PARKLAND, United States — Seventeen people were shot dead Wednesday by a former student at Marjory Stoneman Douglas High School in Parkland, Florida. Here’s what we know:Nineteen-year-old Nikolas Cruz, a former student at the school, has confessed to the shooting.Cruz has been described as a troubled teenager whose behavior led him to be kicked out of the school last year for unspecified “disciplinary reasons.”The FBI admitted Friday it received a detailed warning last month about Cruz’s gun ownership, erratic behavior, and disturbing social media posts, as well as the potential of him conducting a school shooting. The information was not handled appropriately, the top US law enforcement agency said, and no action was taken.According to local newspaper reports, Cruz had been accused of threatening fellow students and bringing knives to school.Even before he was expelled, Cruz’s pattern of disturbing behavior had attracted the attention of fellow students, teachers and neighbors.“He was in my class at the beginning of the year and when I first met him I knew that something was off about him and he was kind of weird,” Manolo Alvarez, 17, told AFP.Broward County Mayor Beam Furr said Cruz had been treated for a time at a mental health clinic, though he had not been back for over a year.Among the posts on Cruz’s social media accounts were pictures of dead animals and his gun collection.Cruz was given up for adoption at birth in September 1998, along with a brother. The adoptive parents were a couple in their 50s, according to the Sun Sentinel, the local newspaper. His father died when he was young, while his mother passed away last November, leaving the boys in the care of a family friend, according to the Sentinel.A mugshot of Cruz shows a young man with chestnut hair, hazel eyes and freckles.Cruz arrived at the high school in an Uber at 2:19 pm, shortly before classes were scheduled to end for the day, according to the authorities. He was dressed in a maroon T-shirt and was carrying a semi-automatic AR-15 rifle in a black soft case. He had “multiple” magazines of bullets in a backpack.Less than three minutes after arriving at the school Cruz began roaming the hallways firing into multiple classrooms.Terrified students barricaded the doors and hid in closets and under desks texting for help while others fled the school.Cruz reportedly fired a total of more than 100 rounds. At some point, a fire alarm was pulled, sending students streaming out of the buildings on the sprawling high school campus. It is not clear whether Cruz pulled the alarm himself or if it was done by someone else.Cruz told police that he discarded his AR-15 rifle and fled the school by blending in with other students. After the shooting, Cruz stopped at a Wal-Mart, where he bought a drink at the Subway restaurant there. He was in a McDonald’s at 3:01 pm and was detained 40 minutes later in Coral Springs after police identified him using school security camera footage.-The weapon-Cruz carried out the shooting using a semi-automatic AR-15-style rifle that had been legally purchased, according to the authorities. The AR-15 is a relatively lightweight civilian version of the military M-16.The AR-15 is different than the M-16 in that the military version allows for automatic bursts of fire while the AR-15 requires single pulls of the trigger.Magazines for the rifle generally hold 10 to 30 rounds and Broward County Sheriff Bobby Israel said Cruz had “countless magazines, multiple magazines.”AR stands for ArmaLite Rifle, the company that originally made the weapon, which costs as little as $500.The AR-15 and other guns defined as assault rifles were banned by Congress in 1994, but the prohibition expired in 2004.AR-15-style rifles have been used in a number of recent mass shootings including the massacre of concert-goers in Las Vegas last year, the elementary school shooting in Newtown, Connecticut, and the mass murders at a church in Sutherland Springs, Texas.-The victims-The victims of the shooting ranged in age from 14 to 49. Fourteen students, one teacher and two sports coaches were among the dead.Chris Hixon, 49, wrestling coach and athletic director at the school-Aaron Feis, 37, assistant football coach and security guard-Scott Beigel, 35, geography teacher and cross-country coach-Alyssa Alhadeff, 14-Martin Duque Anguiano, 14-Jamie Guttenberg, 14-Cara Loughran, 14-Gina Montalto, 14-Alaina Petty, 14-Alex Schachter, 14-Peter Wang, 15-Luke Hoyer, 15-Carmen Schentrup, 16-Nicholas Dworet, 17-Joaquin Oliver, 17-Helena Ramsay, 17-Meadow Pollack, 18.

Calls for FBI director to resign following missed tips on Florida shooter-Florida governor says Christopher Wray should quit, as lawmakers demand answers as to what went wrong-By SADIE GURMAN-TOI-FEB 18,18

WASHINGTON (AP) — The revelation that the FBI botched a potentially life-saving tip on the Florida school shooting suspect is a devastating blow to America’s top law enforcement agency at a time when it is already under extraordinary political pressure.Even before the startling disclosure that the FBI failed to investigate a warning that the suspect, Nikolas Cruz, could be plotting an attack, the bureau was facing unprecedented criticism from US President Donald Trump and other Republicans, who have accused it of partisan bias. The agency and its supporters had been able to dismiss past criticism as just politics, but this time it had no option but to admit it made a disastrous mistake. The FBI’s acknowledgment that it mishandled the tip prompted a sharp rebuke from its boss, Attorney General Jeff Sessions, and a call from Florida’s Republican Gov. Rick Scott, a Trump ally, for FBI Director Christopher Wray to resign.Wray, on the job for just six months, had already been in a precarious position defending the bureau from relentless attacks by Trump and other Republicans. They are still dissatisfied with its decision not to charge Hillary Clinton with crimes related to her use of a private email server, and they see signs of bias in special counsel Robert Mueller’s probe of possible Trump campaign ties to Russia. As evidence, they’ve cited the former deputy director’s connection to Clinton allies, and they’ve publicized anti-Trump text messages exchanged between an FBI agent and a bureau lawyer. Democrats have said the accusations are aimed at damaging Mueller’s investigation and protecting Trump.Through it all, Wray has repeatedly stood up to Trump, defending the bureau’s independence and publicly praising its agents in implicit rebuttals to the president’s criticism. Wray unsuccessfully fought to block the release of a classified Republican memo accusing the FBI of abusing its surveillance powers in the Russia probe — a document Trump wanted aired. Wray also publicly contradicted White House accounts of how it handled recent domestic abuse allegations involving an aide. The shooting provides fresh grounds to criticize the FBI. First it was revealed that the FBI failed to delve into a YouTube comment posted by a “Nikolas Cruz” that said, “Im going to be a professional school shooter.” The FBI said it could not determine who made it.On Friday, the bureau said it had failed to act on a tip that Cruz had a “desire to kill people,” disturbing social media posts and access to a gun. Cruz is charged with killing 17 people in the school he once attended.Sessions, a Trump loyalist who has at times seemed to welcome criticism of the FBI, called the massacre a “tragic consequence” of the FBI’s failure. He ordered a review of the Justice Department procedures. The House Judiciary and Oversight committees, whose Republican leaders have been some of the strongest FBI critics, demanded Wray brief them on what went wrong.Sen. Marco Rubio, a Florida Republican, said it was “inexcusable” the FBI did not follow protocols and urged Congress to launch its own investigation. Democratic Rep. Ted Deutch of Florida promised to be in “close communication with the FBI so we can get to the bottom of this.”Wray apologized in a rare statement admitting the FBI’s missteps. But Scott, the governor, said that “isn’t going to cut it.”“People must have confidence in the follow-through from law enforcement,” he said, calling for Wray to step down. This isn’t the first time the FBI has been seen as missing an opportunity to prevent a major violent attack. The white supremacist who killed nine people at a historically black church in South Carolina in 2015 was able to purchase his weapon only because of breakdowns in the FBI’s background check system. The background check examiner who evaluated the shooter’s request to buy a gun never saw an arrest report in which he admitted to possessing illegal drugs. Under federal rules, that should have been enough to disqualify him from a gun purchase.Congress in 2009 criticized the FBI for missteps ahead of a shooting that left 13 people dead at Fort Hood, Texas, after finding that agents failed to act on emails between the gunman and terrorist Anwar al-Awlaki.In the Florida school shooting, “somebody made a mistake, somebody did not do their job,” said Jeffrey Ringel, a former FBI agent and Joint Terrorism Task force member who now works for the Soufan Group, a private security firm.“The FBI will be criticized for a failing that they have basically owned up to,” he said. “It’s a learning lesson. Unfortunately, a very expensive learning lesson.”

Florida school massacre suspect on authorities' radar in 2016: report-[Reuters]-By Katanga Johnson and Zachary Fagenson-YAHOONEWS-February 17, 2018

PARKLAND, Fla. (Reuters) - A teenager accused of shooting to death 17 people at a Florida high school was investigated by police and state officials as far back as 2016 after slashing his arm in a social media video, and saying he wanted to buy a gun, but authorities determined he was receiving sufficient support, a newspaper said on Saturday.Nikolas Cruz, 19, is charged with committing multiple murders on Wednesday at the Marjory Stoneman Douglas High School in Parkland, a Miami suburb. More than a dozen people also were wounded in the deadliest shooting at a U.S. high school.More vigils and funerals were scheduled for this weekend in and around Parkland. Two gun shows and a rally calling for the firearm safety legislation also were due to be held nearby.According to a report by the South Florida Sun Sentinel, a video of Cruz cutting his arm posted to the social media network Snapchat in September 2016 raised concerns among law enforcement and at the Florida Department of Children and Family Services."Mr. Cruz stated he plans to go out and buy a gun. It is unknown what he is buying the gun for," said a report written by department officials after investigators interviewed the teenager, according to the South Florida Sun Sentinel. The newspaper reported that the investigators ultimately decided that Cruz, then 18, was receiving enough support from mental health professionals and from his school, and that any risk in his case was low.Representatives for the Department of Children and Family Services did not respond to requests from comment. On Friday, the Federal Bureau of Investigation admitted it failed to investigate a warning this year that Cruz possessed a gun and the desire to kill.A person described as close to Cruz called an FBI tip line on Jan. 5 to report concerns about him, according to the FBI. That information was not forwarded to the FBI's Miami office, in what agency officials called a breakdown in protocol. The disclosure spread angry disbelief among Parkland residents and led Florida's Republican Governor Rick Scott to call for FBI Director Christopher Wray to resign."We have spoken with victims and families and deeply regret the additional pain this causes all those affected by this horrific tragedy," Wray said in a statement on Friday.FBI PROCEDURE UNDER REVIEW-U.S. Attorney General Jeff Sessions has ordered a review of FBI procedures following the shooting, in which 14 students and three school staff members died. The latest U.S. mass shooting has raised concerns about potential lapses in school security and stirred the continuing U.S. debate pitting proponents of tougher restrictions on firearms against advocates for gun rights, which are protected by the U.S. Constitution's Second Amendment.U.S. President Donald Trump and some other political leaders have said mental illness prompted the massacre. Cruz had been expelled from the high school for undisclosed disciplinary reasons and former classmates described him as an outcast and troublemaker with a fascination for weaponry.According to CNN, Cruz posted disparaging comments about Jews, African Americans and gays in a private chat group on the social media network Instagram."I think I am going to kill people," Cruz wrote in the group, according to CNN, which also quoted an unnamed law enforcement source as saying the suspect bought at least five guns in the past year.Cruz's attorneys at the Broward County Public Defender's Office could not immediately be reached for comment.Broward County Sheriff Scott Israel has said that his office had received about 20 "calls for service" in the past few years regarding Cruz and would scrutinize all of them to see if they were handled properly. In Coral Springs, a neighboring suburb, Life Fellowship Church Pastor Harold Altamirano and about three dozen worshipers gathered on Saturday to walk around the community and pray for healing."We just want to tell Parkland that you are not alone. We are hurting with you," Altamirano said. "Let's not allow fear to win. Love has to have the last say."(Additional reporting by Bernie Woodall in Parkland and Brendan O'Brien in Milwaukee; Writing by Alex Dobuzinskis; Editing by Alison Williams and Bill Trott)

Cyberattacks are costly — over $57b in US in 2016 — and things could get worse-White House notes particular concern over targeting of so-called critical infrastructure, such as highways, power grids, communications systems, and dams-By AFP-TOI-FEB 18,18

WASHINGTON, United States (AFP) — Cyberattacks cost the United States between $57 billion and $109 billion in 2016, a White House report said Friday, warning of a “spillover” effect for the broader economy if the situation worsens.A report by the White House Council of Economic Advisers sought to quantify what it called “malicious cyber activity directed at private and public entities” including denial of service attacks, data breaches and theft of intellectual property, and sensitive financial and strategic information. It warned of malicious activity by “nation-states” and specifically cited Russia, China, Iran, and North Korea. The report noted particular concern over attacks on so-called critical infrastructure, such as highways, power grids, communications systems, dams, and food production facilities which could lead to important spillover impacts beyond the target victims.“If a firm owns a critical infrastructure asset, an attack against this firm could cause major disruption throughout the economy,” the report said.It added that concerns were high around cyberattacks against the financial and energy sectors.“These sectors are internally interconnected and interdependent with other sectors as well as robustly connected to the internet, and are thus at a highest risk for a devastating cyberattack that would ripple through the entire economy,” it said. The report offered little in the way of new recommendations on improving cybersecurity, but noted that the situation is hurt by “insufficient data” as well as “underinvestment” in defensive systems by the private sector. The document was issued a day after US officials blamed Russia for last year’s devastating “NotPetya” ransomware attack, calling it a Kremlin effort to destabilize Ukraine which then spun out of control, hitting companies in the US, Europe and elsewhere. It said Russia, China, North Korea and other nation-states “often engage in sophisticated, targeted attacks,” with a specific emphasis on industrial espionage.“If they have funding needs, they may conduct ransom attacks and electronic thefts of funds,” the report said. But threats were also seen from “hacktivists,” or politically motivated groups, as well as criminal organizations, corporate competitors, company insiders and “opportunists.”In an oft-repeated recommendation, the White House report said more data sharing could help thwart some attacks.“The field of cybersecurity is plagued by insufficient data, largely because firms face a strong disincentive to report negative news,” the report said.“Cyber protection could be greatly improved if data on past data breaches and cyberattacks were more readily shared across firms.”
