The leader of the opposition Zionist Union and the Labor party on Sunday poured cold water on a call by one of his faction‘s veteran MKs for his party to “sober up” and push for the annexation of Israeli settlement blocs in the West Bank.Avi Gabbay said in a TV interview that he was opposed to unilateral moves.“The Labor Party is a democratic party and everyone has the right to express an opinion, but at the end of the day, the party’s path is what determines things and our position is clear: ensuring the state’s security in the long term through separating into two states through a diplomatic arrangement.”“Leaders don’t have to please the public, they have to tell the public what their positions are whether people like it or not,” he added.In an op-ed Friday in the Haaretz newspaper, Eitan Cabel noted Labor’s long-running failure to win elections — the party has led Israel for just six years in the past four decades — and urged his colleagues to “sober up and shake off” their adherence to the land-for-peace paradigm of the Yitzhak Rabin-era Oslo Accords. What citizenship, what are you talking about?”He explained, “I’m not urging formal legal annexation, but simply applying Israeli civil law to everyone living in those blocs.” The Palestinians living in those areas “remain an intrinsic part of the blocs, but there’s no Israeli citizenship because you haven’t made the areas an inseparable part of the State of Israel.”Legal experts both in Israel and abroad generally argue that applying Israeli civil law to an area — as Israel did in the parts of the Golan Heights under its control — amounts to a claim to sovereignty over the area. On the Golan, Israel offers citizenship to all non-Israelis living there, and the Druze residents who remained in the territory after the 1967 war have slowly begun to take Israeli citizenship in recent years.His idea, Cabel explained on Sunday, was simply to aid Israeli settlers who “today live under a complicated legal regime that’s partly military rule, partly Israeli law, and even partly Jordanian law. this situation hurts Israeli citizens who must live under military rule, and separates them from the rest of Israel’s citizens and places on them unnecessary restrictions. There’s no inherent reason for applying one law for a resident of the Etzion Bloc [in the West Bank] and another law for a resident of [the coastal city of] Holon.”In his original op-ed, Cabel argued that once annexed, master building plans should be drafted for the blocs in order to legalize unlawfully built homes and allow for the full development of those communities.Cabel argued that annexing the blocs and freezing construction outside them would make plain that “what is beyond the new line will be subject to negotiations between us and the Palestinians.”Traditionally, Labor has argued that while the settlement blocs would remain part of Israel under any future agreement, the government should only apply sovereignty over them in the context of a peace deal.

Israel starts building sea barrier to defend against Gaza attacks-Under- and above-water wall will strip Hamas of another strategic capability, defense minister says-By Stuart Winer and TOI staff-MAY 28,18

Work began Sunday on the construction of a fortified marine wall to prevent terror attacks from the Gaza Strip via the sea, the Defense Ministry said in a statement.The barrier, constructed in the area of Zikim beach, is designed to withstand the battering of the water and to be in use for many years, the ministry said.Construction of the barrier, described by the ministry as an “impregnable breakwater,” is expected to be finished by the end of the year. The statement did not say how much the barrier will cost.It will have three levels: one under the water, then a level of armor stone, known for its durability, and barbed wire along the top. The entire barrier will itself be protected with another wire security fence.Defense Minister Avigdor Liberman said the barrier would deny the Hamas terror group another strategic capability.“Today we began setting up a sea barrier, the only one of its kind in the world, which will block the possibility of infiltration from Gaza to Israel via the sea,” Liberman said in the statement. “This is an additional setback for Hamas, which has lost another strategic capability that it has invested massive amounts in developing. We will continue to protect the citizens of Israel with might and sophistication.”The decision to build the barrier was prompted by an attack carried out during the 2014 war in Gaza. On July 8, 2014, four Hamas naval commandos swam ashore outside Kibbutz Zikim on Israel’s southern coast.The frogmen brought with them automatic weapons, fragmentation grenades and explosives, the latter of which they used against an Israeli tank, unsuccessfully. Some 40 minutes after they came in from the surf, the Hamas operatives were killed in a combined attack from the sea, ground and air.Initially presented by the military as an unmitigated victory, a leaked IDF review of the incident later showed the army’s response to be slower than previously thought and the Hamas commandos’ attack to be more accomplished than it had seemed.The defensive sea shield comes in addition to work that began last year on a massive barrier Israel is constructing along its land border with the Gaza Strip.The work on the 37-mile (60-kilometer) barrier began in 2016 and is expected to be finished around the end of next year. It will feature an advanced underground protection system that extends dozens of meters below the ground — the army does not reveal the depth — in order to detect and destroy tunnels that attempt to penetrate into Israeli territory, as well as an aboveground metal fence adorned with sensors.The project is expected to cost approximately NIS 3 billion ($833 million), with each kilometer of the underground portion of the barrier costing approximately NIS 41.5 million ($11.5 million). The aboveground fence is significantly cheaper at just NIS 1.5 million ($416,000) per kilometer.The military proposed building this barrier, too, following the 2014 Gaza war.Hamas, a terror group that seeks to destroy Israel, made extensive use of its tunnel networks to send fighters into Israel as well as to move its terrorist operatives and munitions within the Gaza Strip.During the 50-day campaign, the IDF destroyed some 14 tunnels that entered Israeli territory, along with 18 internal tunnels, and depleted Hamas’s weapons stores.Since work began on the land barrier the IDF has destroyed several cross-border tunnels.

An Iranian nuclear energy official on Sunday repeated a warning from earlier this year that his country is able to create highly enriched uranium in “two to three days.”Behrouz Kamalvandi, spokesman for the Atomic Energy Organization of Iran, told Islamic Republic of Iran Broadcasting that officials should be prepared for a possible resumption of nuclear activities, which were suspended under the nuclear deal that Tehran signed with China, France, Russia, the UK, Germany, and US the European Union in 2015.The Trump administration withdrew from the deal on May 8 and ordered that harsher sanctions be reinstated. It is demanding that Iran stop the enrichment of uranium and end its involvement in Syria, Yemen, Lebanon and Afghanistan in order to negotiate a new deal.On Friday, China, Russia, France, Britain and Germany met — at Iran’s request — to discuss how to move forward.Speaking after that meeting, Iranian Deputy Foreign Minister Abbas Araghchi said: “We are negotiating… to see if they can provide us with a package which can give Iran the benefits of sanctions lifting.”He added that “practical solutions” were required to address Iran’s concerns over its oil exports, banking flows and foreign investments in the country.“The next step is to find guarantees for that package,” he said.Iranian officials have said they expect such a package to be presented by the end of May.Araghchi said that talks would continue over the next few weeks “particularly at an expert level,” after which Iran would decide whether to stay in the accord.“We got the sense that Europeans, Russia and China… are serious and they recognize that JCPOA’s survival depends on the interests of Iran being respected,” Araghchi added, using the official name for the 2015 deal.In March, Kamalvandi told the Iranian Arabic-language al-Alam TV network, “If we want to enrich uranium to the 20-percent level, we can do it in less than 48 hours.”Uranium enriched above the level of 20 percent is considered highly enriched and could theoretically be used in an atomic weapon, though most nuclear bombs contain uranium enriched to higher than 80%.In his March interview, Kamalvandi said that Iran has developed highly advanced centrifuges that are 24 times more powerful than the previous models used.He said that those machines could be brought back into full service if the 2015 nuclear deal were to collapse.Agencies contributed to this report.

Israeli security forces arrested six Palestinian residents of East Jerusalem suspected of waving Hamas flags during Ramadan prayers at the Temple Mount in Jerusalem, police said Sunday.According to police, the suspects — ages 26 to 41 — disturbed the public order when they called for support and solidarity with the Gaza-based terror group during Friday afternoon prayers.During overnight raids, security forces seized flags and other materials connected to the incident on the Temple Mount, police said.The suspects were questioned by police and scheduled to appear later in the day before a court.Police said they would continue to ensure Muslims are able to pray respectably at the Jerusalem holy site during Ramadan, but will “respond to any incidents of disturbances or illegal protests.”On Friday, the army said an estimated 87,000 Palestinians from the West Bank traveled to Jerusalem for Ramadan prayers.It also said 8,000 Palestinians prayed at the Tomb of the Patriarchs in the southern West Bank city of Hebron.Ramadan, which is often a period of heightened tensions, this year comes during the ongoing weekly “March of Return” clashes on the Gaza border.Israel says the violent protests are orchestrated by the Hamas terror group, which rules Gaza, and used as cover for attempted terror attacks and breaches of the border fence.The violent demonstrations were meant to end on May 15, but Hamas leaders have said they want them to continue. Prime Minister Benjamin Netanyahu said Israel was taking action against arms manufacturing in Lebanon and threatened continued fighting with Iran Sunday.Netanyahu’s stark threat against Lebanon came after Israeli officials have warned repeatedly that Iran may be trying to manufacture advanced missiles in Lebanon to be used against Israel by the Hezbollah terror group.“We are working to prevent Iran from obtaining nuclear weapons. At the same time we are working against the establishment of an Iranian military presence against us; to this end we are also operating against the transfer of deadly weapons from Syria to Lebanon or their manufacture in Lebanon. All of these weapons are for use against the State of Israel and it is our right – based on the right of self-defense – to prevent their manufacture or transfer.”Netanyahu did not specify what action was being taken against the arms in Lebanon.Israel has reportedly carried out dozens of airstrikes against targets in Syria, including Iranian military installations, but has mostly refrained from carrying out attacks in Lebanon, where Hezbollah is a major player in the country’s government.Last week, Israeli air force head Amiram Norkin showed visiting generals a picture of an Israeli F-35 stealth fighter flying near Beirut, in what was seen as a direct message to Hezbollah.Hezbollah leader Hassan Nasrallah responded Friday, saying his group did not want a war but would “assuredly win” one.Israeli officials believe that Iran, failing to effectively transfer weapons to Lebanon via the so-called Shia crescent, is looking to manufacture the arms in Lebanon.Israel fought a punishing war with Hezbollah in 2006. A Palestinian official based in Syria has claimed that Islamic State members and other insurgents excavated graves in a Damascus cemetery looking for the remains of three Israeli soldiers who have been missing in action for 36 years.Their goal was to transfer the bodies to Israel, said Anwar Raja of the Popular Front for the Liberation of Palestine-General Command terror organization, although it was not clear in what kind of context or for what purpose.The graves were in the Palestinian refugee camp of Yarmouk, over which Syrian troops regained control last week from members of the IS terror group after a month-long battle, he said.Raja did not say whether the insurgents had found any bodies, nor did he identify the corpses that were sought.Tzvi Feldman, Yehuda Katz and Zachary Baumel are the three soldiers who have been missing in action since the first Lebanon War.In June 1982, 30 Israeli soldiers were killed and five were captured in a battle near the village of Sultan Yacoub in Lebanon, close to the Syrian border.Two of the captured soldiers were returned to Israel alive and the remaining three are still officially missing in action because no conclusive proof has been presented that they died.

HONOLULU (Reuters) - A broad lava flow crossed onto the property of a Hawaii geothermal power station on Saturday, posing a new hazard as molten rock from the erupting Kilauea volcano bulldozed relentlessly through homes and backyards.The lava crossed onto the Puna Geothermal Venture (PGV) Saturday evening local time, according to the U.S. Geological Survey, having destroyed dozens of nearby houses in the past few days.Since Hawaii's Kilauea volcano began a once-in-a-century-scale eruption May 3, authorities have shutdown the plant, removed 60,000 gallons of flammable liquid and deactivated wells that tap into steam and gas deep in the Earth's core.Magma has drained from Kilauea's summit lava lake and flowed around 25 miles (40 km) east underground, bursting out of about two dozen giant cracks or fissures near the plant."The flow from fissures 21 and 7 was widening and advancing," Janet Snyder, a spokeswoman for the County of Hawaii, said in an email on the position of lava heading northeast toward PGV at 12:30 p.m. (6:00 p.m. ET) Hawaii Governor David Ige has said the wells are stable.But lava has never engulfed a geothermal plant anywhere in the world and the potential threat is untested, according to the head of the state's emergency management agency. The report said 16 of the fatalities were women. It said six others were injured and taken to health centers after sustaining heavy bodily injuries.Ethiopia is receiving heavy seasonal rains which sometimes cause severe landslides in some parts of the country.Close to 50 people died in a similar landslide in May 2016 after heavy rains caused flooding and landslides.

Trump told reporters that they are still considering Singapore as the venue for their talks. He said there is a "lot of good will," and that denuclearization of the Korean Peninsula would be "a great thing."The Koreas' talks, which Moon said Kim requested, capped a whirlwind 24 hours of diplomatic back-and-forth.
