PAHOA, Hawaii (Reuters) - A tide of molten rock turned a Hawaii street into a volcanic wasteland on Friday as the number of homes destroyed by the erupting Kilauea volcano soared and authorities told residents to flee a surge of lava heading towards them.The destructive fury of the erupting Kilauea volcano was unleashed on the Big Island's Leilani Estates housing development, with the number of homes and other structures destroyed leaping to 82 from a previous count of 50, according to the Federal Emergency Management Agency.Some 2,200 acres (890 hectares) of land have been torched by lava since May 3, in what is likely to be the most destructive eruption of Kilauea in more than a century, according to the County of Hawaii."There were eight houses taken on this road in 12 hours," Ikaika Marzo said in a Facebook video as he stood on Kaupuli street and showed a black, glass-like lava field where his cousin's house previously stood.Magma spewed from 100-foot-high (30-meter-high) cinder cones and formed elevated ponds of molten rock that were expected to soon overflow and stream into the next rows of homes - Kahukai Street and Mohala Street. Firefighters went door to door evacuating residents before the lava arrived."It's this tide of lava that rises up and overflows itself on the edges and keeps rising and progressing forward," U.S. Geological Survey geologist Wendy Stovall told journalists on a conference call.Around 37 structures are already "lava locked," meaning homes are inaccessible, and people who do not evacuate may be trapped by lava flows."Any residents remaining in the current affected areas should evacuate now," Hawaii County Civil Defense said in an alert.Magma is draining underground from a sinking lava lake at Kilauea's 4,091-foot (1,247-meter) summit before flowing around 25 miles (40 km) east and bursting from giant cracks, with two flows reaching the ocean just over three miles (5 km) distant.Stovall declined to comment on lava volume being emitted. PAHALA, Hawaii (Reuters) - A third lava flow from Hawaii's erupting Kilauea volcano streamed into the ocean on Thursday as U.S. Marine Corps helicopters stood by to evacuate a Big Island community should molten rock or huge cracks block its final escape route.Six huge fissures sent rivers of molten rock through a blackened, volcanic wilderness that was once jungle, farmland and rural homes.Kilauea, one of the world's most active volcanoes, entered the fourth week of what may be an unprecedented, simultaneous eruption at its summit crater and along a six-mile (9.7-km) string of fissures 25 miles (40 km) down its east flank.At about 6 p.m. local time on Thursday, the volcano erupted at its summit, sending ash 10,000 feet (3000 m) into the air. The wind may carry ash to the southwest toward the Pahala area, the Hawaiian Volcano Observatory said.At least 50 rural homes and other structures have been destroyed by lava from fissures in a small area of the Big Island. Some 2,000 people have faced mandatory evacuations and another 2,000 in coastal communities may be forced to leave their homes if State Highway 130, their last exit, becomes blocked.The U.S. Marine Corps deployed two CH-53E Super Stallion helicopters to Hilo, about 24 miles north (39 miles), in support of a task force standing by in case an air evacuation is needed. MIAMI — A storm moving slowly through the Gulf of Mexico is threatening to bring heavy rainfall, storm surges, high winds, and flash floods to the U.S. Gulf Coast this holiday weekend.Subtropical Storm Alberto - the first named storm of the 2018 hurricane season - roiled parts of coastal Mexico and Cuba with rip currents and dangerous surf before plodding northward Saturday.Cuba maintained its tropical storm watch for the province of Pinar del Rio, while Mexico cancelled its watch for the resort-dotted coast of the Yucatan peninsula, where the storm brought heavy rain. There were no immediate reports of emergencies. In Cancun, local newspapers showed scenes of some streets flooded to mid-hubcap level.In the U.S., a storm surge watch - meaning the possibility of life-threatening inundations from rising coastal waters moving inland - was issued for a stretch of coastline between Horseshoe Beach, Florida, and the mouth of the Mississippi River."The combination of storm surge and the tide will cause normally dry areas near the coast to be flooded by rising waters moving inland from the shoreline," the National Hurricane Center in Miami said. Isolated tornadoes could erupt over the Florida Keys or southwestern Florida late Saturday.Forecasters at the National Weather Service warned residents along coastal Alabama and Mississippi as well as the Florida Panhandle to brace for heavy rain and high winds. Isolated tornadoes were also possible. The NWS said a flash flood watch would be in effect from Saturday evening through Tuesday evening for southeastern Mississippi, much of southern Alabama, and the western Florida Panhandle."This system will bring excessive rainfall to the watch area beginning Saturday evening and continuing through Tuesday evening. Rainfall amounts of 5 to 8 inches, and possibly locally up to double these amounts are possible in this area with this event," the NWS said.At 8 a.m. EDT, the National Hurricane Center in Miami said Alberto was centred about 70 miles (115 kilometres ) south of the western tip of Cuba and moving north at 9 mph (15 kph). Its top sustained winds were 40 mph (65 kph). A gradual strengthening was expected as the storm moves north.A subtropical storm has a less defined and cooler centre than a tropical storm, and its strongest winds are found farther from its centre . Subtropical storms can develop into tropical storms, which in turn can strengthen into hurricanes. Alberto comes ahead of schedule: the six-month hurricane season doesn't begin until June 1.Parts of Florida, Georgia, Alabama, Mississippi and Louisiana have already seen heavy rain this week, and further deluges could leave those areas vulnerable to flash flooding and river flooding. DUBAI (Reuters) - Two people, including a child, were killed and three others went missing in the Omani province of Dhofar after Cyclone Mekunu hit the southern region of the Gulf Arab country, Omani police and state news media said on Saturday.The three missing were Asian nationals, state news agency ONA reported. Mekunu started to weaken to a tropical storm in Oman and authorities began clearing operations on Saturday after the heavy rain but warned residents to stay in their homes, with run-off from river valleys flooding most main roads in Dhofar.The cyclone also killed at least seven people in the Yemeni island of Socotra, a Yemeni official said on Saturday. At least 40 people were missing.Yemen declared a state of emergency on Thursday for Socotra, which lies between southern Yemen and the Horn of Africa and is renowned for its unique animal and plant life.Largely untouched by Yemen's three-year-old war, it is under the control of the internationally recognized government whose president, Abdu Rabbu Mansour Hadi, is in exile in Saudi Arabia.The storm flooded Socotra's villages and capsized boats, leaving much of the island without access to communications.Authorities in Oman have said they expected the cyclone to pass over the city of Salalah on Friday night. Ebola vaccinations begin in rural Congo on Monday: Ministry-[The Canadian Press]-YAHOONEWS-May 27, 2018

KINSHASA, Congo — Ebola vaccinations will begin Monday in the two rural areas of Congo where the latest deadly outbreak was declared this month, the health ministry said Saturday, as the number of confirmed Ebola cases rose to 35, including 10 deaths.A vaccination campaign is already under way in Mbandaka, the city of 1.2 million on the Congo River where four Ebola cases have been confirmed. About 100 health workers have been vaccinated there as front-line workers face high risk from the virus, which is spread via contact with the bodily fluids of those infected, including the dead.The vaccination campaign will begin Monday in the rural areas of Bikoro and Iboko in the country's northwest, health ministry spokeswoman Jessica Ilunga told The Associated Press."The health minister can be found at this moment in Bikoro for assessing the preparations for the vaccination campaign," Ilunga said.Of the 10 confirmed Ebola deaths, five have occurred in Bikoro, two in Iboko and three in the Wangata area of Mbandaka.In addition to the confirmed Ebola cases there are also 13 probable cases and six suspected ones, the health ministry said.The World Health Organization emergencies chief has said the next few weeks are crucial in determining whether the outbreak can be brought under control. BEIRUT — The United States warned it would take "firm and appropriate measures" to protect a cease-fire in southern Syria if President Bashar Assad's forces move against rebels there.The area in southwestern Syria, between the border city of Daraa and the Israeli-occupied Golan Heights, has emerged as a flashpoint in a wider standoff between regional archrivals Israel and Iran.The U.S., Russia, and Jordan agreed last year to include Daraa in a "de-escalation zone" to freeze the lines of conflict. But government forces have recently dropped leaflets on rebel-held areas warning of an imminent offensive and urging fighters to lay down their arms, Syrian state media said Friday.In a statement released Friday, the U.S. State Department said it was concerned by reports that Assad's forces were preparing for an operation in southwestern Syria. It warned the government against "any actions that risk broadening the conflict."Assad has relied on Russia, Iran and the Lebanese militant group Hezbollah to battle an uprising against his family's decades-long rule and roll-back an Islamic State insurgency that grew out of the country's seven-year civil war. GAZA BORDER (Reuters) - Dozens of Palestinians demonstrating at the Gaza border were injured by Israeli gunfire and tear gas on Friday, as the latest round of protests drew several thousand participants to the frontier.Dubbed the March of Return, the protests were launched on March 30 to demand the right of return for Palestinian refugees and their descendants to family lands or homes lost to Israel during its founding in a 1948 war.Protests along the border reached a peak on May 14 when Gaza medical sources said at least 60 Palestinians were killed by Israeli gunfire. The violence has tapered off since but there are still sporadic flare-ups.Since the border protests began, 113 Palestinians have been killed by Israeli fire, Gaza medical officials said.Most of the participants on Friday kept their distance and remained about 800 meters from the fence. Dozens of youths, however, advanced to around 300 meters distance and burned tires at one protest spot. East of Gaza City some youths came right up to the fence and tried to pull it apart.Israeli troops fired tear gas and live rounds. Soldiers also fired at kites with flaming tails to try to bring them down before they landed in Israeli farmland and set crops alight.Gaza health ministry officials said at least 109 protesters were hurt. DUBLIN (AP) -- Abortion rights activists proclaimed victory for social justice Saturday as exit polls and early results indicated Ireland had voted overwhelmingly to repeal a 1983 constitutional ban on abortions.Prime Minister Leo Varadkar, speaking Saturday before official results were announced, said it appeared that voters chose to liberalize Ireland's strict laws on abortion — only allowed when a woman's life is at risk — by a more than two-to-one margin."The people have spoken," said Varadkar, a medical doctor who campaigned for repeal in Friday's historic referendum. "The people have said that we want a modern constitution for a modern country, that we trust women and we respect them to make the right decision and the right choices about their health care."Calling the result a culmination of a "quiet revolution" that had been gaining strength in the last 20 years, Varadkar said the large margin of victory will give his government a greater mandate when enacting new abortion legislation through parliament.Campaigners who have fought for more than three decades to remove the eighth amendment abortion ban from Ireland's constitution hailed the referendum vote as a major breakthrough in a largely Catholic nation that has already seen a wave of social liberalization in recent years."This is a monumental day for women in Ireland," said Orla O'Connor, co-director of the Together for Yes group. "This is about women taking their rightful place in Irish society, finally."The vote is a "rejection of an Ireland that treated women as second-class citizens," she said, adding: "This is about women's equality and this day brings massive change, monumental change for women in Ireland, and there is no going back."Official counting for Friday's referendum on whether or not to liberalize Ireland's abortion laws was still under way, and final results are not expected until later Saturday.But exit polls from the Irish Times and broadcaster RTE suggest the Irish people have voted by nearly 70 percent to repeal the eighth amendment, which requires authorities to treat a fetus and its mother as equals under the law.Early results declared Saturday afternoon pointed to a landslide win for abortion rights campaigners across the country. The first constituency to declare — traditionally conservative Galway East — returned a 60 percent vote to repeal the abortion ban. Results from urban centers were even more decisive. Dublin Central posted 76.5 percent for repeal, while two constituencies in the southern capital of Cork City polled 64 percent and almost 69 percent.Opponents of the repeal movement have conceded they have no chance of victory.John McGuirk, spokesman for the Save the 8th group, told Irish television Saturday that many Irish citizens will not recognize the country they are waking up in. The group said on its website that Irish voters have created a "tragedy of historic proportions," but McGuirk said the vote must be respected."You can still passionately believe that the decision of the people is wrong, as I happen to do, and accept it," he said.If the projected numbers hold up, the referendum would likely end the need for thousands of Irish women to travel abroad — mostly to neighboring Britain — for abortions they can't get at home.Ireland's parliament will be charged with coming up with new abortion laws in the coming months. The government proposes to allow abortion in the first 12 weeks of pregnancy, with later terminations allowed in some cases.Katherine Zappone, the Minister for Children and Youth Affairs, said she is confident new abortion legislation can be approved by parliament and put in place before the end of the year."I feel very emotional," she said. "I'm especially grateful to the women of Ireland who came forward to provide their personal testimony about the hard times that they endured, the stress and the trauma that they experienced because of the eighth amendment."The magnitude of the predicted victory exceeded the expectations of abortion rights activists. Surprisingly, they also suggest that supporters of more liberal abortion laws may have triumphed throughout the country, not just in the cosmopolitan capital, Dublin, where a strong youth vote had been anticipated.The RTE exit poll of 3,779 voters predicts support for the "yes" vote in urban areas to be about 72 percent, with rural support at about 63 percent.It indicates about 72 percent of women voted "yes" along with about 66 percent of men. The strongest backing came from youthful voters — the exit poll says the only age group in which a majority voted "no" were voters who are 65 or older. Saskatchewan to allow people to remove gender designation from birth certificate-[The Canadian Press]-YAHOONEWS-May 27, 2018

SASKATOON — A Saskatchewan mother hopes a court decision ordering the province to allow gender markers to be removed from birth certificates when requested — even for children — will help to further change people's attitudes.Fran Forsberg of Saskatoon filed a human rights complaint four years ago on behalf of her now 10-year-old daughter Renn to have the gender box on her birth certificate that was marked with an 'M' changed to an 'F.'She further asked that the box be removed all together.Earlier this week, the provincial government agreed to the change and a judge in Regina ordered the move, opening the door for changes to all government identification in Saskatchewan and setting a legal precedent in Canada."I'm just so glad it's over and I am so happy for other children, as well as other non-binary people," Forsberg said Friday."Hopefully this will start the ball rolling for people educating and opening their minds and hearts for the rest of the world."There's no reason to have gender on government ID or birth certificates. No reason at all."A second youth, 17-year-old Jordyn Dyck of Regina, joined the complaint last year. Jordyn's father, Dustin Dyck, said they were overjoyed by the decision.He said Jordyn has been bullied for being non-binary and hopes being able to show proof with new ID will stop most of it.Saskatchewan is not the first to make the change. Earlier this month, Ontario started allowing residents to opt out of displaying a gender designation on their birth certificates.But the Saskatchewan Human Rights Commission says Saskatchewan is the first to be ordered by a court to allow the removal of gender boxes on the documents. The commission took the two complaints to court and, although there was supposed to be a hearing, the government agreed beforehand that its Vital Statistics Act violates its Human Rights Code.Justice Lana Krogan then ordered that Renn and Jordyn receive new birth certificates in the coming days and that the province amend its legislation within 45 days.Lawyer Larry Kowalchuk, who represented the two youths, said the decision forces the government to fix the problem for others."It will allow everyone in Saskatchewan who has a case or who is about to have a case to have their marker changed, regardless of age, from 'F' to 'M' or 'M' to 'F' or to have no marker at all," he said.He added that the judge's ruling will likely apply to other forms of identification in Saskatchewan — driver's licences and health cards — and can act as precedent in other provinces.The Saskatchewan Ministry of Justice did not respond for a request to comment on the decision.But David Arnot, chief commissioner of the Saskatchewan Human Rights Commission, said the province has indicated it will comply.He said the ruling will take care of eight other complaints currently before the commission.Alberta, the Northwest Territories and Newfoundland allow for non-binary markers, such as an 'X', on their birth certificates.But Arnot said an 'X' can still mark some people for discrimination."Certainly we know that trans and fluid people face discrimination with housing and employment and in some cases travel. So this is seen as an important step forward."The federal government introduced gender-neutral passports last August, allowing people to mark gender boxes with an 'X.' SEOUL, South Korea (AP) -- North Korean leader Kim Jong Un and South Korean President Moon Jae-in met for the second time in a month on Saturday, holding a surprise summit at a border truce village to discuss Kim's potential meeting with President Donald Trump, Moon's office said.Kim and Moon met hours after South Korea expressed relief over revived talks for a summit between Trump and Kim following a whirlwind 24 hours that saw Trump cancel the highly anticipated meeting before saying it's potentially back on.The quickly arranged meeting seemed to demonstrate Kim's urgency to secure a summit with Trump, which may provide his best shot at saving his economy from crushing sanctions and win security assurances in a region surrounded by enemies, analysts say.It remains unclear whether Kim would ever agree to fully abandon his nuclear arsenal in return. Moon has insisted Kim can be persuaded to abandon his nuclear facilities, materials and bombs in a verifiable and irreversible way in exchange for credible security and economic guarantees.Moon, who brokered the summit between Washington and Pyongyang, likely used Saturday's meeting to confirm Kim's willingness to enter nuclear negotiations with Trump and clarify what steps Kim has in mind in the process of denuclearization, said Hong Min, a senior analyst at Seoul's Korea Institute for National Unification."While Washington and Pyongyang have expressed their hopes for a summit through published statements, Moon has to step up as the mediator because the surest way to set the meeting in stone would be an official confirmation of intent between heads of states," Hong said.South Korean presidential spokesman Yoon Young-chan said Moon will reveal details of his meeting with Kim on Sunday.Koh Yu-hwan, a North Korea expert at Seoul's Dongguk University and a policy adviser to Moon, said the two leaders likely discussed bridging the gap between Washington and Pyongyang on what a deal on the North's nuclear weapons would look like.U.S. officials have talked about a comprehensive one-shot deal in which North Korea fully eliminates its nukes first and receives rewards later. On June 7 in Ontario, people who vote will go to their polling stations and do one of two things.They’ll either vote sincerely for the party they want to lead the province, or they’ll vote strategically against the one they don’t want to lead.Advance polling in the province right now has the New Democrats tied with the Progressive Conservatives for votes, and an IPSOS poll has found that about half of NDP voters polled said their vote was intended to keep the Liberal and PC parties from winning.“They’re voting against two things instead of voting for one thing,” political strategist Jim Warren said. “They want to throw the government out and they don’t like the personality of Doug Ford so they’re going to vote NDP even though they don’t know much about the leader or the politics.”Strategic voting — making a single vote ‘count’ by casting it not in the hopes that a preferred party will win, but in the hopes that an unpopular party won’t — is an appealing option to voters in a situation where there isn’t a single exceptional candidate or a candidate is particularly divisive.But Warren warns there are situations where voting strategically can have unintended consequences.For example, Warren said, the effectiveness of a strategic vote depends on the behaviour of other voters, and that behaviour can be hard to predict. Polls can paint a different picture from one week to the next as parties jockey for popularity and voters change their minds.“You don’t know because you can’t tell ahead of time what everyone else is doing. It’s not really a concerted effort,” Warren said. “And when you get unintended consequences is when you vote against somebody rather than voting for somebody.”For example, strategic voter might choose to cast her ballot with the party she believes will defeat the one she doesn’t want to win, only to have a third party gain popularity and throw her predictions off. He said strategic voting also has a limited impact in elections where one candidate or party is the clear leader in polls.“It also depends on the popularity of the candidates,” he said, comparing this year’s election to past  federal elections where certain candidates, like the NDP’s Jack Layton and the Liberals’ Justin Trudeau, rode on tides of popularity.“When these tides happen, it’s pretty hard to defeat them,” he said. “In those situations you’re better off to vote for your favourite candidate, in the true, traditional thoughtful way of voting, because it’s pretty hard for you to stem a tide with strategic voting.”Fortunately for strategic voters, Warren said the 2018 provincial election is an example of a situation where strategic voting might make a difference, since no one candidate is considered exceptionally popular.“This year, the NDP has been very effective at running a campaign that they’re the way to stop the conservatives from winning the election,” he said.“People are voting against parties instead of voting for them, and in this case it can have more of an impact.”Which party do you least want to win the provincial election? AUSTIN, Texas — The family of one of the students killed in a Texas high school shooting filed a lawsuit against the alleged gunman's parents, claiming the shooter's father didn't properly secure the weapons and were negligent in entrusting him with firearms.Authorities charged Dimitrios Pagourtzis, a 17-year-old student Santa Fe High School, with capital murder in the May 18 attack that killed eight students and two substitute teachers. Investigators said Pagourtzis used a shotgun and pistol belonging to his father that had been kept in a closet.Texas law states that guns can't be made accessible to children under 17, with exceptions such as hunting or when under parent supervision. Parents can be charged with a misdemeanour punishable by up to one year in jail and $4,000 in fines if the child fires the weapon and causes serious injury or death.Christopher Stone and Rosie Yanas, whose son Chris Stone, 17, was killed, filed a lawsuit in Galveston County on Thursday. Stone's funeral was Friday.The lawsuit also argued that Pagourtzis' parents didn't obtain mental health counselling for their son and didn't warn the public about his "dangerous propensities." Dimitrios Pagourtzis posted a photo of a T-shirt emblazoned with the phrase "Born to Kill" on social media, and Gov. Greg Abbott has said the teenager had journals with writings indicating he planned the attack.Pagourtzis family attorney Nicholas Poehl said he only represents them in the criminal case against the son and declined comment on the civil lawsuit. He did not know when the family would have attorney in the civil matter.The lawsuit is not the first of its kind following a mass shooting.Most recently, the family of one of the four people killed in a shooting at a Waffle House restaurant in Nashville, Tennessee, sued the suspected gunman's father, accusing the Illinois man of negligence. In that case, police said the gunman had displayed signs of mental illness before his Illinois gun card was revoked in 2017. His guns were transferred to his father, but police said the father returned them to his son at some point.Texas law requires gun owners to "take steps that a reasonable person would take to prevent the access to a readily dischargeable firearm by a child, including but not limited to placing a firearm in a locked container or temporarily rendering the firearm inoperable by a trigger lock or other means."Abbott, a staunch supporter of gun rights, said this week he's open to strengthening laws on gun storage and reporting lost or stolen weapons. But that suggestion is already drawing resistance from some gun rights lawmakers who said they would resist efforts for more government control of what happens inside the home."The idea of regulating and enforcing the storage of firearms is a nightmare. I will fight it forever," tweeted Republican Rep. Jonathan Stickland.Alice Tripp, legislative director of the Texas State Rifle Association, met with Abbott this week during the governor's roundtable talks on school safety and mass shootings. Tripp said attendees were told that authorities have used the law to charge parents 62 times since it was first enacted in 1995.On Friday, a group of Santa Fe High School students called for stronger home gun storage laws. They spoke at an event organized by March For Our Lives, which formed after the deadly February shooting at a high school in Parkland, Florida.The students also called for enhanced security at schools and mental health background checks for anyone trying to buy a firearm.Student Bree Butler said she supports gun ownership and her family owns guns, but they are locked safely away and she doesn't have combination to the gun locker."It's so important that we understand that none of us are trying to take your guns away," Butler said.Three of the Santa Fe victims were buried Friday.Mourners gathered in the Houston suburb of Crosby for 15-year-old Christian Riley Garcia. Friends and family described him as brave "far beyond his years" and said he often put the needs of others before himself. Friends said Garcia used his body as a barricade against a closet door in a classroom to keep the shooter from entering.Stone was buried in League City. THE HAGUE, Netherlands — A day after international prosecutors said they had unequivocal evidence of Russian involvement in the downing of a Malaysian passenger jet over Ukraine nearly four years ago, the Netherlands and Australia on Friday announced they were holding Moscow legally responsible for its role in the missile attack.The move puts further strain on already tense relations between Russia and the West and opens a new legal front in the long-running process of apportioning blame for the July 17, 2014, missile strike that blew Malaysia Airlines Flight 17 out of the sky and killed all 298 people on board."State responsibility comes into play when states fail to uphold provisions of international law and that's clearly the case," Dutch Prime Minister Mark Rutte told reporters in The Hague.On Thursday, a Dutch-led international team of investigators said they had strong evidence that the Buk missile system that brought down the Amsterdam-Kuala Lumpur flight came from a Russia-based military unit, the 53rd anti-aircraft missile brigade based in the Russian city of Kursk. It was the most explicit link yet published by the investigators between Moscow and the downing of the flight known as MH17.Rutte demanded that Moscow fully co-operate with the criminal probe.Australian Foreign Minister Julie Bishop called for international support for the Dutch-Australian legal initiative."If military weapons can be deployed and then used to bring down civilian aircraft in what was essentially a war zone, then international security is at risk and we call on all countries to inform the Russian Federation that its conduct is unacceptable," she said.The two nations quickly got support from allies including the United States, Britain and the European Union."It is time for Russia to acknowledge its role in the shooting down of MH17 and to cease its callous disinformation campaign," U.S. State Department spokeswoman Heather Nauert said in a statement.British Foreign Secretary Boris Johnson called Russia's involvement "an egregious example of the Kremlin's disregard for innocent life" and called on Moscow to co-operate fully with the investigation.Russia denies involvement in the downing of the Malaysian Boeing 777 that was flying 33,000 feet (about 10,000 metres ) over war-ravaged eastern Ukraine when it was torn apart by a Buk missile fired from territory controlled by pro-Russian rebels.Bodies, debris and burning wreckage rained out of the sky and into a field of sunflowers near the rebel-held village of Hrabove in the Donetsk region about 40 kilometres (25 miles) from the Russian border, where fighting had been raging for months.Speaking at a business forum in St. Petersburg, Russian President Vladimir Putin denied Russia was responsible for downing MH17. The most likely legal venue would be the Hague-based International Court of Justice, which settles disputes between nations. The United Nations' top judicial body can only rule, however, if both sides accept its jurisdiction, or if it can be established that Russia breached a treaty to which it is a party and that includes a clause sending disputes to the ICJ.Ukraine already has gone to the ICJ in a case that, among other demands, seeks compensation for the downing of MH17 from Russia. BRUSSELS (Reuters) - New European privacy regulations went into effect on Friday that will force companies to be more attentive to how they handle customer data.The ramifications were visible from day one, with major U.S.-media outlets including the LA Times and Chicago Tribune were forced to shutter their websites in parts of Europe.People in the bloc have been bombarded with dozens of emails asking for their consent to keep processing their data, and a privacy activist wasted no time in taking action against U.S. tech giants for allegedly acting illegally by forcing users to accept intrusive terms of service or lose access."You have to have a 'yes or no' option," Austrian Max Schrems said before filing complaints in European jurisdictions. "A lot of these companies now force you to consent to the new privacy policy, which is totally against the law."The European Union General Data Protection Regulation (GDPR) replaces the bloc's patchwork of rules dating back to 1995 and heralds an era where breaking privacy laws can result in fines of up to 4 percent of global revenue or 20 million euros ($23.5 million), whichever is higher, as opposed to a few hundred thousand euros.European privacy regulators signalled that they were ready to flex their muscles but were not "sanctioning machines"."This (forced consent) is an issue that we will be looking at immediately, and work is already underway," said Helen Dixon, head of the Irish Data Protection Commissioner, which will be responsible for policing U.S. giants Facebook and Google , among others.Many privacy advocates have hailed the new law as a model for personal data protection in the internet era and called on other countries to follow the European model.Critics say the new rules are overly burdensome, especially for small businesses, while advertisers and publishers worry it will make it harder for them to find customers.The GDPR clarifies and strengthens existing individual rights, such as the right to have one's data erased and the right to ask a company for a copy of one's data.But it also includes entirely new mandates, such as the right to transfer data from one service provider to another and the right to restrict companies from using personal data."It's a gradual and not a revolutionary kind of thing ... However for many companies it was a huge wakeup call because they never did their homework. They never took the data protection directive seriously," said Patrick Van Eecke, partner at law firm DLA Piper.Activists are already planning to use the right to access their data to turn the tables on internet platforms whose model relies on processing people's personal information.That means companies have had to put in place processes for dealing with such requests and educating their workforce because any non-compliance could lead to stiff sanctions.Studies suggest that many companies are not ready for the new rules. The International Association of Privacy Professionals found that only 40 percent of companies affected by the GDPR expected to be fully compliant by May 25.DATA PORTABILITY-It is unclear how many provisions of GDPR will be interpreted and enforced.
