The twice-yearly informal talks are seen as a rare opportunity for Europe's foreign ministers to get together for in-depth debate on non-urgent subjects. But with Syria dominating the global agenda, the foreign ministers of France, Germany and possibly Britain are expected to join heads of state and government at the G20 talks before heading to Vilnius for a meeting that may once more highlight Europe's diplomatic divisions. Most EU nations stand opposed to the military options favoured by Washington and Paris as reprisal for alleged chemical weapons attacks blamed on President Bashar al-Assad that left hundreds dead last month. An EU diplomat close to the matter told AFP that France stood isolated among its peers in its determination to strike Assad, with Britain on the sidelines after its parliament voted against military action. The sceptics say any retaliatory strike could have unpredictable and dangerous consequences and stress the need for a coordinated response backed by the UN. "What would be the consequences in Syria and in the region? What would be the consequences of acting without the consent of the UN Security Council?," said influential Belgian Foreign Minister Didier Reynders. Belgium, which joined military action in Libya and in Mali, doubts the merits of intervening in Syria and wants proof that Damascus used chemical weapons against its people. "I am not yet convinced. What we want is to receive information showing the use of these arms," Reynders said Wednesday. Many EU nations, including Austria, Ireland, the Netherlands and some Scandinavian states are reticent about resorting to military action. Denmark and Cyprus are among those hesitating, concerned about the make-up of any "coalition of the willing" while Italy and Belgium want proper legal justification for the use of force. Germany meanwhile wants to back the United States and France but is sceptical about the merit of limited surgical strikes. "Only a political solution can end the terrible bloodshed, the destruction of Syria. It is time for the international community to put aside their differences and bring the parties to the conflict to the negotiations table," EU president HermanBSE 0.00 % Van Rompuy said on Wednesday. EU defence ministers gather in Vilnius on Thursday ahead of their foreign affairs counterparts to hone joint defence strategies. Obama and Sweden’s Prime Minister Frederik Reinfeldt held a joint press conference Wednesday in Stockholm as part of the first ever bilateral meeting between the nation’s two top leaders.The reporter asked, “I was wondering, could you describe the dilemma to being a Nobel Peace Prize winner and getting ready to attack Syria?”Obama first referred the reporter to look at his speech accepting the prize, in which he said he was undeserving compared to past recipients but also said the use of military force is sometimes necessary.“What I also described is the challenge all of us face, when we believe in peace but we confront a world that is full of violence,” Obama said. “The question then becomes what are our responsibilities. So, I’ve made every effort to end the war in Iraq, to wind down the war in Afghanistan, to strengthen our commitment to multilateral action, to promote diplomacy as a solution to problems. The question though, that all of us face as political leaders: At what point do we need to confront actions that are violating our common humanity?”Answering his own question, Obama said, “I would argue when I see 400 children subjected to gas, over 1,400 civilians dying senselessly in an environment where you already have tens of thousands killed, and we have the opportunity to take some action that is meaningful even if it doesn’t solve the entire problem, may at least mitigate this particular problem, then the moral thing to do is not to stand by and do nothing.”

VIENNA — Russia is warning that a US strike on Syria’s atomic facilities might result in a nuclear catastrophe and is urging the UN to present a risk analysis of such a scenario.The warning comes from Russia’s Foreign Ministry spokesman, Alexander Lukashevich. He said in a statement Wednesday that a strike on a miniature reactor near Damascus or other nuclear installations could contaminate the region with radioactivity, adding: “The consequences could be catastrophic.”IAEA spokeswoman Gill Tudor told the AP in an email Thursday that her agency is ready to “consider the questions raised” by Lukashevich if it receives a formal request to do so from Moscow.Russia’s Interfax news agency says that Moscow intends to bring up the issue at next week’s 35-nation IAEA board meeting.Meanwhile, the United Nations’ and the Arab League’s special representative to Syria, Lakhdar Brahimi, was making his way Thursday to St-Petersburg as the G-20 summit gets underway to back up efforts by UN Secretary-General Ban Ki-Moon to organize a peace conference on Syria.“The Secretary General has just announced that the Joint Special Representative for Syria, Lakhdar Brahimi, is on his way to Russia to help him push, on the margins of the G-20 summit in Saint Petersburg, for the International Conference on Syria,” a UN spokesperson said in a statement.
Russia has been a staunch supporter of the Assad regime since the war in Syria — which began as a popular uprising — started in 2011. Moscow has rejected US claims that the Syrian regime had used chemical weapons in an attack near Damascus on August 21 which the US says killed 1,429 people.Russian officials, including President Vladimir Putin have warned the West against taking any action in Syria in response to the reported attack without UN approval.In September 2007, the Syrian nuclear reactor at al-Kibar in Deir ez-Zor region was bombed in an attack that has been widely attributed to Israel.

American intelligence later confirmed that the site was a nuclear facility with a military purpose.
In 2011, the IAEA confirmed that it was a covertly built nuclear reactor. In a news conference that year,  IAEA chief Yukiya Amano said: ”The facility that was … destroyed by Israel was a nuclear reactor under construction,” in response to a question.Israel has never publicly commented on the strike or even acknowledged carrying it out.Syria had denied allegations of any covert nuclear activity or interest in developing nuclear arms.

The new Iranian president, Hassan Rouhani tweeted on Thursday that any military action in Syria would be harmful to the region and to “US friends.”Earlier Thursday, Syrian President Bashar Assad’s political and media adviser pointed the finger at al-Qaeda for the chemical attack.Bouthaina Shaaban said the terror organization was responsible just as just as it was responsible for “killing Syrian people, raping women, [and] kidnapping Christian clerics.”“The same people who were on the London Tube and who killed British people, the same people who on 9/11 in New York killed American people, they are the same people in Mali, the same people in Libya, the same people in Iraq, the same people in Syria,” she stated as reported by Iran’s Press TV.She called on the US to provide proof that the regime was behind the attack, saying Washington was “using the same lies, the same fabrications, the same claims, in order to target our country and our people.”The Syrian regime has denied using chemical weapons, calling US claims “blatant lies.” The Syrian opposition has been consistently backed by Russia, which has warned the US against any action that wasn’t UN-backed, and by Iran.Iran has remained a staunch ally of the Syrian regime and has actively helped Syrian troops loyal to Assad on the battlefield. The Iranian-backed Lebanese terror group Hezbollah has also been an active player on the side of Assad in the civil war that has raged in the country for two-and-a-half years, claiming the lives of over 100,000 people, according to the latest UN figures.On Wednesday, the commander of the Iranian Revolutionary Guards’ Quds force said Iran would defend Syria “until the end,” according to a report in the Fars news agency. Kassem Sulemenai reportedly also said that the majority of Syrian rebels are foreigners and that the US has attempted repeatedly to topple Assad, unsuccessfully.Meanwhile, a Senate panel on Wednesday approved a resolution authorizing US President Barack Obama to order a limited military strike in Syria. Obama is also seeking congressional approval for a military response.

President Barack Obama has cleared his first hurdle in his push for a military strike in Syria.
On Wednesday afternoon (local time) a key Senate panel voted to authorize the use of force in response to a chemical attack in Damascus on August 21.The Senate Foreign Relations Committee voted 10-7, with one senator voting present, to approve a military strike in response to the attack last month, reported Fox News.
The full Senate is expected to vote on the measure next week.The vote came after Sen. John McCain (R-Ariz.) raised objections to an earlier draft which set a 60-day limit on military action in Syria, with a possibility for a single 30-day extension subject to conditions. That draft was agreed upon Tuesday night by Democratic Sen. Bob Menendez of New Jersey and Republican Sen. Bob Corker of Tennessee.
McCain’s objections forced lawmakers to renegotiate the measure, with the Arizona Republican ultimately winning tougher language clarifying that U.S. action would be aimed in part at changing the momentum on the ground. McCain was among the 10 who voted for the final resolution, reported Fox News.The resolution specifically would permit Obama to order a limited military mission against Syria, as long as it doesn't exceed 90 days and involves no American troops on the ground for combat operations.The vote marked the first time lawmakers have voted to authorize military action since the October 2002 votes giving President George W. Bush the authority to invade Iraq.The measure goes next to the full Senate.The tougher climb for the Obama administration may be on the House side, where it's still unclear whether a coalition exists to pass such a resolution.A testy House committee hearing Wednesday on Obama's request for authorization showed deep divisions in that chamber over the question of getting more deeply involved in the Syrian conflict. German intelligence says that an official with the Hezbollah terror group admitted that Syrian President Bashar Al-Assad ordered a poison gas attack last month.According to a report in the Reuters news agency on Wednesday, Hezbollah considered the move a mistake which showed Assad was losing his grip.
Participants at a confidential meeting of German lawmakers on Monday said the head of the BND foreign intelligence agency told them it had intercepted a phone call believed to be between a high-ranking member of Hezbollah and the Iranian Embassy in Damascus."The BND referred to a phone call they had heard between a Hezbollah official and the Iranian embassy in which he spoke about Assad having ordered the attack," one of the participants told Reuters on Wednesday.In the phone call, the Hezbollah official says Assad's order for the attack was a mistake and that he was losing his nerve, the participants reported the BND briefing as saying.A BND spokesman declined to comment on Monday's briefing, saying German intelligence speaks only to the government and to parliamentary committees on highly sensitive matters.
A Hezbollah spokesman was not available for comment.The German weekly Der Spiegel reported this week that the BND has enough evidence in its possession to conclude that Assad ordered the suspected chemical attack in Syria on August 21.According to Der Spiegel, BND President Gerhard Schindler voiced his support for U.S. allegations that Assad‘s government ordered the attack on the eastern Damascus suburb of Ghouta.The intelligence agency’s chief said that following a thorough analysis his ministry assumes that the regime is the perpetrator of the chemical attack which killed hundreds of people.The U.S. government said about 1,400 people, hundreds of them children, died in what it says was a sarin gas attack by the Syrian government.On Sunday, U.S. Secretary of State John Kerry said that the administration had new evidence that sarin gas was used in the chemical attack."We know that the regime ordered this attack," he said. "We know they prepared for it. We know where the rockets came from. We know where they landed. We know the damage that was done afterwards."French intelligence has also shown the chemical attack came from government forces.A dossier shared with the French parliament this week reportedly includes satellite images showing a large offensive on the Damascus neighborhood of Ghouta coming from government controlled areas to the east and west of the area held by rebel forces.One participant at the Berlin meeting told Reuters German lawmakers of all parties were skeptical about a military intervention in Syria and had quizzed the BND over faulty intelligence on weapons of mass destruction in Iraq used to justify the U.S.-led invasion of 2003. No such weapons were found.Some German lawmakers also expressed concern that German intelligence on Syria could be used by the United States to justify military intervention without a UN mandate.

RAMALLAH, West Bank (AP) — Israel has proposed leaving intact dozens of Jewish settlements and military bases in the West Bank as part of a package to establish a Palestinian state in provisional borders, a Palestinian official told The Associated Press on Wednesday, in the first detailed glimpse at recently relaunched peace talks.The official said the proposal is unacceptable to the Palestinians, underscoring the tough road ahead as the sides try to reach an agreement ending decades of conflict.The official spoke on condition of anonymity because Israel and the Palestinians have pledged to US Secretary of State John Kerry not to discuss the content of their talks with the media — a pledge that has largely held up until now.
For their future state, the Palestinians seek the West Bank, East Jerusalem and Gaza Strip, territories captured by Israel in the 1967 Mideast war.With Israeli Prime Minister Benjamin Netanyahu opposed to a return to the pre-1967 lines, the idea of a Palestinian state in temporary borders has gained appeal with the Israelis.Such a deal could give the Palestinians independence, while leaving the thorniest issues, such as the fate of Jerusalem and the status of millions of Palestinian refugees and their descendants, to later negotiations. The Palestinians reject any notion of a provisional agreement, fearing that a temporary arrangement that falls short of their dreams will become permanent.Talks resumed in late July after a nearly five-year break stemming largely from Israeli settlement construction. The Palestinians have objected to Israeli construction in the West Bank and east Jerusalem. The Palestinians say these settlements, now home to more than 500,000 Israelis, make it increasingly difficult to partition the land between two people.After months of US mediation, the Palestinians agreed to resume talks. Although Israel did not pledge to freeze settlement construction, US officials have said they expect both sides to avoid provocative moves. Negotiators have been quietly meeting once or twice a week for the past month or so.The Palestinian official said formal talks on borders have not yet started, and that negotiations have focused on security matters. He said the Israelis want to retain control of the West Bank’s border with Jordan, keep early-warning stations on hilltops, and retain military bases near the Jordanian border.“Israel is using the issue of security to take land,” he said. “From the general discussions we had in the last couple of weeks, the Israelis have shown no intention to dismantle any settlement.” He said the current proposals indicated that Israel would seek to retain control over about 40 percent of the West Bank.“They said, ‘Let’s discuss a state with provisional borders.’ We said, ‘Let’s agree on a state based on the 1967 borders first, and then we can agree on having this state in phases.”In the previous round of talks, conducted in 2008 under then-prime minister Ehud Olmert, Israel offered to withdraw from roughly 94 percent of the West Bank, and compensate the Palestinians with the equivalent of 6 percent through a “land swap” that would allow Israel to keep major settlements. Olmert also proposed international administration of Jerusalem’s holy sites.The official said the Palestinians have proposed resuming peace talks from the point they broke off. Netanyahu has said he is not obligated to accept Olmert’s proposals.A senior Israeli official refused comment on the Israeli proposal, citing the commitment to keep the talks secret.“It was agreed between the sides that all public discussion about the negotiations would be through the Americans,” the Israeli official said, speaking on condition of anonymity because he was not authorized to talk to the media about the issue.Netanyahu’s office declined comment, citing the pledge not to discuss the negotiations in public. Likewise, there was no immediate US comment.In a statement released for the Jewish new year holiday that began Wednesday evening, Netanyahu said he hoped the talks would succeed.“We seek to advance peace with the Palestinians while maintaining our security and ensuring that the peace will be a real and enduring peace. Not a ceremony, not an agreement that we celebrate for two minutes and then collapse,” the statement said. “We want a real, genuine and enduring peace and this must be anchored in recognition of Israel as a Jewish state and in our security. This is what ultimately is needed.”
Yasser Abed Rabbo, a top aide to Palestinian President Mahmoud Abbas, would not discuss the specifics of the talks. But speaking on the Voice of Palestine radio station, he said, “Until now, there are no signs of progress. The Israeli position has not changed. It’s the one that we know on the ground, through daily settlement expansion.”He urged the US to put pressure on Israel. Otherwise, he said, “there will be no progress.”Earlier Wednesday, Israeli police arrested seven Palestinians after clashes between stone-throwing demonstrators and Israeli security forces in Jerusalem’s Old City.Police spokesman Micky Rosenfeld said the clashes erupted when about 300 Palestinians tried to block a group of visitors from reaching a sensitive hilltop compound revered by both Jews and Muslims. He said masked demonstrators began to throw stones, prompting security forces to move in.He said some demonstrators sought refuge inside the nearby Al Aqsa Mosque. Police did not enter the mosque, and no one was injured.The compound, known to Jews as the Temple Mount, is the holiest site in Judaism. Known to Muslims as the “Noble Sanctuary,” it is Islam’s third-holiest site.Rosenfeld said security has been heightened for the Jewish New Year holiday.
